The recent unfortunate events from different schools related to bullying and child abuse
shocked and angered many Filipinos. The Department of Education promotes a zero-tolerance
policy for any act of child abuse, exploitation, violence, discrimination, bullying and other forms
of abuses. In this regard an orientation on the Department of Education’s (DepEd) Child
Protection Policy has been conducted by the Senator Claro M. Recto Memorial School. The
principal, guidance teacher, parents and other school personnel participated in the activity held at
Senator Claro M. Recto Memorial School last November 2012.
There are different topics discussed to enlighten the participants about the Child
Protection Policy. The topics covered were the General Provisions of the Child Protection Policy,
particularly, Section 1-3, and its relevance to the New K to 12 curriculum. Also discussed were
the following provisions of the said policy: Duties and Responsibilities, Section 4-7, and Section
8-10, respectively. Preventive Measures, Section 11, Protective and Remedial Measures, Section
12-14, and Rules and Procedures, Section 15-16, and Section 17-21, respectively. Referral and
Assessment, Section 22 and Miscellaneous Provisions, Section 23-26, on the implementation of
the Child Protection Policy of the K to 12 Curriculum.
The DepEd’s Policies and Guidelines on Protecting Children in school from abuse,
violence, exploitation, discrimination, bullying, and other forms of abuse is a great help for
teachers in the handling of child abuse issues and in ensuring protection of children from
violence and exploitation. The 30-page policy guidelines is directed to protect a child from all
forms of violence that may be inflicted by adults, persons of authority, and their fellow students.
It serves as a guide for teacher to deal with bullying in schools and disciplining students without
committing child abuse. This was given emphasis in the said discussion. The CPP aims to protect
the welfare of the children from different forms of abuse (mental and physical) in school with
emphasis on bullying (including cyber-bullying) and corporal punishment. The discussant also
mentioned that the CPP was adopted to provide protection to children in certain difficult
circumstances in which they have no control and administer non-violent punishment to the
offender. It also aims to help not only the victim but also for children committing peer abuse.
After the discussions queries were answered by the CPC. These queries help teachers and
parents understand what Child Protection Policy is. This is the School's way of protecting our
pupils.

the necessary support for the child and for those who care for the child.
Ensure that children’s right to be heard are respected and upheld in all matters and
procedures affecting their welfare.
Strategies
Conducting sessions, Trainings and seminars on positive peer relationships
and enhancement of social and emotional competence
Using training modules which include positive and non-violent discipline in
classroom management and gender sensitivity
Employing means which enhance the skills and pedagogy in integrating and
teaching children’s rights in the classroom.
VII. Protective and Remedial Measures to Address Bullying and other Acts of Abuse
Procedures:
1. All bullying incidents shall be reported to the School Head.
2. The School Head shall in return inform the parents of the pupils concerned and
meeting shall be held for the last purpose.
3. The pupils shall be referred to the CPC for counseling and other interventions.
4. The school may impose Non-punitive Measures in accordance with the
principles of Positive and Non-Violent Discipline
5. Punitive measures will be a last resort.
VIII. Procedures in Handling child Abuse, Exploitation, Violence and Discrimination Cases
1. Expeditious conduct of investigation and reporting of cases
2. School Head or the Schools Division Superintendent shall forward the complaint with 48
hours to disciplining Authority, who shall issue an Order for the conduct of a fact finding
investigation, not later than 72 hours from submission.
3. If the person complained of is a non-teaching personnel, the Schools Division
Superintendent shall cause the conduct of a fact-finding investigation within the same
period.
4. Criminal and Civil liability shall not be a bar to the filling of an administrative case.
5. The Revised Rules of Procedure of DepEd in Administrative case shall apply in all other
aspects.
6. The identity or the other information that may reasonably identify the pupils shall remain
confidential.
7. The identity of a respondent – teacher shall likewise be kept confidential.
