1. INTRODUCTION
The purpose of this document is to provide functional description of the complex control
loop logic configured in the process control system of the Kerosene Hydrodesulphurization
Unit (Herein after “KHT Unit) in Karbala Refinery Project.
The definition of complex means control loops that contain more component than two
regular PID loops in cascade configuration. However, control loop or sequence for package
item is not covered by this document. Those shall be referred to Package vendor’s
document.
This document describes process requirement only for instrument engineer and/or vendor
to understand control loop so that, if any supplemental function block is required to
configure it systematically in DCS and PLC, it shall be developed by vendor and/or
instrument engineer.

2. UNIT DESCRIPTION
a) Reduce total sulfur content of the kerosene cut coming from Crude unit.
b) And if necessary, enhance the aromatics content in order to improve the product smoke
point, to produce jet fuels.
The whole KHT process unit has been divided in three sections
2- Reaction Section
3- Stripper Section
KHT unit receives kerosene from CDU or storage tank as per the requirement of the unit.
This feed is preheated before entering to reaction section by number of heat exchangers
and fired heater and send to reaction section.
Reaction section is responsible for bringing down the sulphur level in kerosene to required
specification. In this process, hydrogen is also produced which is recycled back to reaction
section after treatment in order to take part in reaction. Makeup hydrogen is also supplied
in order to fulfill the reaction hydrogen requirement.
Reaction section products then introduce into stripping section in order to meet
specifications in terms of sulphur content and flash point. Bottom product is sent to storage
while H2S rich gas shall be collected and forwarded to offgas handling section in Unit 06.

3. CONTROL NARRATIVES
The control narrative is prepared for complicated loop. The following simple control loops
are omitted such as;
- Single control loop
- Temperature (and/or pressure) compensation loop
- Logic (DCS and/or ESD) system which is specified on Cause and Effect Diagram (Doc.
No.: IONE-1D05-NM-PR-0010)
For the control valve failure position, it had been defined through process study including
HAZOP in a safety point of view and it shows on P&ID.
For the controller action, it is defined in a view point of process control in the following
manner; and it is summarized in each section respectively.
- Direct Control Action
Direct control action is defined as when Process Value increases, Output increases. In
other words, when Set Point increases, Output decreases.
- Reverse Control Action
Reverse control action is defined as when Process Value increases, Output decreases.
In other words, when SP increases, Output increases.
In case of field inputs failure (‘BAD PV’), the controller mode will be changed by DCS
automatically as preconfigured DCS function with alarm. For the preconfigured action on
BAD PV, refer to vendor document, ‘IONE-VP-00-IS0001-121 DCS Software Detail Design
Specification, prepared by DCS vendor (Honeywell).
For below loops, the action on BAD PV to be configured in DCS function as below unless
otherwise specified requirement. If a specific action other than default setting is required for
a loop, it has to be mentioned for the control loop in this document.
- Ratio Control: Action on BAD PV
1) Uncontrolled measurement: Set the controlled flow to AUTO at last good SP.
2) Controlled measurement: Set the controller mode as MAN at last good OP.
3) Specific action such as ratio controller set from analyzer controller: To be mentioned
for each control loop.
- Calculation Block except ratio control : Action on BAD PV ;
1) If a calculation block is used for controller input: Set the controller mode as MAN at
last good OP.
2) If a calculation block output set final control element: It will be mentioned for each
control loop.

The control system is provided to maintain the pressure of feed surge drum (05-V-002)
through the fuel gas makeup or vent.
The split range control system consists of these control blocks.
- 05-PIC-0007 (pressure controller) : direct acting
- 05-PY-0007B (multiplying function) : input 0~50%, output 100~0%
- 05-PY-0007A (multiplying function) : input 50~100%, output 0~100%
In normal operation, when the pressure in the vessel meets SP of 05-PIC-0007, the
regulators output (OP) valves 05-PV-0007B and the regulator OP valve 05-PV-0007A are
at 12mA, and valves 05-PV-0007B (engazing valve) and 05-PV-0007A (vent line) are
closed.
When the pressure drops below the SP of 05-PIC-0007, 05-PV-0007B will open by OP
from 05-PIC-0007 while 05-PV-0007A (vent line) remains closed.
When the pressure rises above the SP of 05-PIC-0007, 05-PV-0007A will open by OP from
05-PIC-0007 while 05-PV-0007B (engazing valve) remains closed.
Note: At set point, a dead band can be applied between both ranges to avoid instability
valves at site if required (Example: valve A works between 52.5~100% and valve B works
between 0~47.5%)

The control system is provided to maintain the pressure of feed surge drum (05-V-002)
through the fuel gas makeup or vent.
In normal operation, when the pressure in the vessel meets SP of 05-PIC-0055, the
regulators output (OP) valves 05-PV-0055B and the regulator OP valve 05-PV-0055A are

(vent line) is in the range of 12 to 20 mA so valve 05-PV-0055A starts to open while 05-PV-

The control system is provided to maintain the level of wash water drum (05-V-006)
through receiveing stripped water from SWS unit or Boiler Feed Water.
In normal operation, the regulator 05-LV-0022 can be controlled by 05-LIC-0022 while 05-
FY-0023 (configured with low value selector) must choose one of the two signals coming
from 05-LIC-0022 and 05-FIC-0023 and shall select the lowest value in order to maintain
the level in wash water drum.
In the event of liquid level rises above the SP of 05-LIC-0022, 05-LIC-0022 starts to close
05-LV-0022 while 05-FY-0023 shall select the lowest OP value from 05-LIC-0022 and 05-
FIC-0023, the one that leads to the narrowest opening of 05-FV-0023 so in this case 05-
LIC-0022 will have priority on 05-FIC-0023 to control 05-FV-0023.
In the event of liquid level drops below the SP of 05-LIC-0022, 05-LIC-0022 will ask for
wide opening of 05-LV-0022 while 05-FY-0023 shall select the lowest OP value between
05-LIC-0022 and 05-FIC-0023. In this case, 05-FIC-0023 would get priority over 05-LIC-
0022 leading to the wide opening of 05-FV-0023.

The control system is provided to control the level of stripper reflux drum (05-V-005). The
level shall be controlled by cascade control employing 05-LIC-0029 operates as master
controller while 05-FIC-0026 as slave controller.
The cascade control system consists of these control blocks.
- 05-LIC-0029 (level controller) : direct acting
- 05-FIC-0026 (flow controller) : reverse acting
During normal operation, 05-LIC-0029 shall generate set point (SP) for 05-FIC-0026 in
order to maintain the liquid level inside the drum.
In the event of high level, output (OP) signals of 05-LIC-0029 shall be increased which in
turn raises the set point (SP) of 05-FIC-0026 which ultimately push the final control element
05-FV-0026 to its wide opening position. Further, during low liquid level, 05-LIC-0029 would
instruct 05-FIC-0026 with low OP signals causing final control element 05-FV-0026 move to
its narrowest opening.

The purpose of the Reaction Section Pressure Control is provided to ensure enough
hydrogen gas in order to satisfy the hydrotreating reaction and ensure a sufficient partial
pressure. This is achieved by allowing an excess of hydrogen under flow control by acting
on the make-up gas compressor control system.
When the fresh feed is introduced, under flow control, hydrogen consumption tends to
cause the pressure to drop in the reaction section, but the pressure controller ensures
enough gas to maintain the pressure through its split range action on the spillback system
of the make-up gas compressor (05-K-002A/B).
Varying the set point of the HP purge flow controller (05-FIC-0016) enables operators to
adjust the recycle purity and then the hydrogen partial pressure. In normal operation, the
HP purge is closed and the pressure is controlled only by the make-up flowrate.

In normal operation, 05-PIC-0038 acts on 1st stage spill-back valve 05-PV-0039A and
keeps 1st stage purge valve 05-PV-0038 closed. If pressure increases, 05-PIC-0038 will
ask for 05-PV-0039A closing. On the contrary, if pressure decreases, 05-PIC-0038 will ask
for 05-PV-0039A opening. The figures (3.7-1) below illustrate this control.

In upset operation, when pressure increases a lot and is not controllable anymore by acting

2nd stage spill-back valve 05-PV-0040A. If pressure increases, 05-PIC-0040A will ask for
05-PV-0039A opening and 05-PV-0040A closing. On the contrary, if pressure decreases,
05-PIC-0040A will ask for 05-PV-0039A closing and 05-PV-0040A opening. The figures
(3.7-3) below illustrate this control.

In normal operation, 05-PIC-0024 acts on 2nd stage spill-back valve 05-PV-0040A and
keeps HP purge valve 05-FV-0016A/B closed. If pressure increases, 05-PIC-0024 will ask
for 05-PV-0040A opening. On the contrary, if pressure decreases, 05-PIC-0024 will ask for
05-PV-0040A closing. The figures (3.7-4) below illustrate this control.

To protect the compressor, the safety position of spill-back valves 05-PV-0039A and 05-
PV-0040A is Fail Open (FO). It means that when no signal is sent to the PV or when the
signal is at minimum (0%), valve is fully open and when the signal sent to the PV is at
maximum (100%), valve is fully closed.
Also, to protect the machine, in case of two different demands from the two controllers 05-
PIC-0038 and 05-PIC-0040A, 05-PY-0039A will always select the lowest signal since it
leads to the widest opening of 05-PV-0039A.
Respectively, in case of two different demands from the two controllers 05-PIC-0040A and
05-PIC-0024, 05-PY-0040A will protect the machine by selecting the lowest signal, the one
that leads to the widest opening of 05-PV-0040A.
05-PY-0039A and 05-PY-0040A always select the lowest signal to protect the compressor,
they are low signal selectors.

This control system is designed in order to maintain a constant coil outlet temperature of
the reactor feed heater (05-H-001) while maintaining the required excess air. The heater
coil outlet temperature is controlled by 05-TIC-0041 by increasing or decreasing fuel gas
firing. OP from 05-TIC-0041 output should be considered and configured as a total duty
required.
The combustion air control system of 05-H-001 is a combination of firebox draft control and
excess O2 control. The fire draft control system is provided to maintain a draft by ingress of
sufficient air. Also, the excess O2 control is provided to maintain the adequate excess
oxygen content in flue gas considering thermal efficiency and safe operation. The damper
opening is adjusted by pressure difference between damper inlet and outlet or O2
concentration in flue gas.

This control system is designed in order to maintain a constant coil outlet temperature of
the stripper reboiler 05-H-002 while maintaining the required excess air. The heater coil
outlet temperature is controlled by 05-TIC-0112 by increasing or decreasing fuel gas and/or
fuel oil firing. The 05-TIC-0112 OP should be considered and configured as a total duty
required.
Fuel gas flowrate is measured by 05-FI-0045B. The control valve on fuel gas is controlled
by the flow controller 05-FIC-0045. Its PV is obtained by multiplying the fuel gas flow and
its density with pressure and temperature compensation.
05-FIC-0045 outlet passes through a high selector where it can receive an override from
05-PIC-0100 that assures that the fuel gas pressure at burners cannot go below a
minimum required pressure set by the operator through 05-PIC-0100.
Fuel oil flowrate, instead, is measured by 05-FI-0047. The control valve on fuel oil is
controlled by the flow controller 05-FIC-0047.
05-FIC-0047 outlet passes also through a high selector where it can receive an override
from 05-PIC-0109 that assures that the fuel oil pressure at burners cannot go below a
minimum required pressure set by the operator through 05-PIC-0109.
- Selector switch, 05-HS-0022, is provided to choose fuel gas or fuel oil in control. Co-
firing is not normal operation, but it will be required only during switch-over of Fuel oil to
Fuel Gas or vice versa. The continuous operation of co-firing is only possible when
either fuel duty exceeds turndown ratio of burner (e.g. 20% for fuel gas and 33% for
fuel oil). When co-firing is required, if fuel gas (POS-1) selected by 05-HS-0022 is
controlled by heater outlet temperature in cascade mode while the at the same time fuel
oil will controlled in automatic (or manual) control mode by local controller 05-FIC-0047.

- Summation block, 05-FY-0045, is provided to calculate total fuel gas flow by adding
main fuel gas flow, 05-FI-0045B, from pilot gas flow, 05-FI-0507.
- Switch, 05-FY-0045B, is provided to select raw fuel gas flow when 05-FY-0045A is not
in service during maintenance of density analyzer, pressure and temperature
instrument.
- High selector, 05-FY-0045D, is provided to assure fuel gas pressure not below a
minimum required pressure set by the operator through 05-PIC-0100 whose SP will be
same pressure with pressure regulator, 05-PCV-0004, across fuel gas control valve,
05-FV-0045.
- High selector, 05-FY-0047, is provided to assure fuel oil pressure not below a minimum
required pressure set by the operator through 05-PIC-0109.
- Damper 05-PDIC-0087 control pressure drop across the damper there by pressure in
the heater combustion chamber.

is gas/oil co-fired Stripper Reboiler. In reaction section, kerosene feed with hydrogen-rich
gas goes to KHT reactor after heating by reactor feed heater. Reactor feed heater is used
to reach the required inlet temperature of the KHT reactor. In stripper section, stripping is
ensured by stripper reboiler. Part of sripper’s bottom is pumped, under flow control, into
reboiler by stripper reboiler pumps. The temperature at the outlet of stripper reboiler is
controlled to ensure a good stripping in the column.
The recycle compressor circulates hydrogen-rich gas through the KHT reactor circuit.
Without hydrogen circulation, large amounts of coke will form on the catalyst that will
prevent the desired catalytic reactions. It is important to maintain recycle gas flow when
feed is being charged to the unit. Before entering the circuit, make-up hydrogen is provided
by make-up compressor. Mixed hydrogen-rich gas with kerosene feed goes to KHT reactor
after heating by reactor feed heater.
