MODULE OVERVIEW

Welcome to Module1! This Module will cover the Orientation Course


for Freshmen Students enrolled in Basic ROTC which helps them to have better
understanding and appreciation on the Reserve Officer Training Corps (ROTC)
Program, with various concepts of qualifications, program components and
offered of the AFP. The content of the Module will provide you the necessary
information as you go on with the different topics which will increase your
knowledge, skills and values to become holistic and productive citizens in the
country.

CONTENT STANDARD

The learners/students demonstrate an understanding of the importance of


the ROTC Program and aim them to provide military education and training to
mobilize them for national defense preparedness.

PURPOSE
To teach the students the values of citizenship, followership, personal
responsibility and sense of accomplishment while learning essential life skills that
will develop their self-esteem, character, team work and self-discipline. This will
prepare the students to be an Infantry Man, who has the appropriate character,
knowledge and skills that will later be enhanced as they further progress in their
personal life and later on with their careers.

SITUATION

The whole world is experiencing one of the biggest crises of the millennium,
the COVID 19 Pandemic. This pandemic had caused a lot of problems when it
comes to the economy, security, health and especially to education. As this
pandemic affects various sectors, it is important for us to able to characterize
what this “New Normal” would mean to each and every segment of the
population. Higher Education Institution (HEIS) like the State Colleges and
Universities (SUCs) have met the challenges of the Post COVID19 era in the
delivery of instruction. Therefore, the Army Reserve Command (ARESCOM), 1
Regional Community Defense Center, 101st Community Defense Center Philippine
Army of Ilocos Norte are developing and looking suitable alternative learning,
blended/flexible learning scheme to our beloved future students/learner on their
continuity of their education amid the pandemic that we facing which serves as
challenges for an individual not only to the various sectors of the government but
also it is a fight of every Filipino people.

The Armed Forces of the Philippines especially the Army are made proper
coordination with the Commission on Higher Education (CHED) based on the
guidelines given by IATF to ensure the continuity of learning and safety protocols
and protection of students to ensure continued prevention of COVID 19 and
other health threats. The delivery mode of class and teaching through the
integration of Blended Learning. Blended learning is a combination of e-learning
and face-to-face learning. This integration between technologies and
educational environment has facilitated the communication between students
and teachers, but at the same time raised new challenges as well. This also
includes E-Learning both network-based (online learning, Internet-based learning,
and Web-based learning) and non-network-based learning (computer-based
learning). A Web-based system such as Learning Management Systems (LMS)
allow instructors and students to share instructional materials, make class
announcements, submit and return course assignments, and communicate with
each other online using "an integrated set of web-based tools for learning and
course management" LMS technology also allows individuals to share materials,
but also communicate with one another via a wide variety of modalities.
Communication or interaction among students is a key element of the learning
process. With this, blended learning is seen as an opportunity to fundamentally
redesign how to approach teaching and learning in ways that higher education
institutions may benefit from increased effectiveness, convenience and
efficiency.

OBJECTIVES

a. The 101st CDC will facilitate online registration system to include


pre-admission and admission procedures.

b. As general rule based on the directives and guidelines of IATF,


CHED Advisory and other parameters set by State Colleges and Universities
(SUCs), the 101st CDC shall follow all protocols to ensure continued prevention of
COVID-19 and other health threats.

c. The 101st CDC shall conduct online orientation and class to


prepare Instructors, GMAs and students to adopt the New Normal.

d. To adopt Flexible Learning/Blended Learning, Web-based Learning


and Learning Management System Scheme for NSTP ROTC PROGRAM as New
Normal.

e. Facilitate online contact hours shall be equivalent to face to face


contact hours.

f. To determine the level of acceptability of the students/learner using


blended learning/flexible learning option as delivery mode of teaching and to
embrace new methods of learning.

g. To promote and protect the physical, moral, spiritual, intellectual


and social well-being of the youth.

h. To inculcate patriotism among the youth.

i. To encourage their involvement in public and civil affairs.

j. To prepare and develop college students for possible service in the


defense of the state and in the event of National emergency.

k. To train and develop potential commission officer and enlisted


personnel for possible member in the reserve force, AFP.

The ROTC Program will oversee the RCDG which is the line unit of ARESCOM
to administer the PA Reserve Force Development (RFD) program in their
respective jurisdictions. There are 15 RCDGs each supervising four or more
Community Defense Centers (CDCs) covering one province, or cluster of
cities. The CDC is responsible for Army ROTC management in their respective
areas.

The 1st Regional Community Defense Group (RCDG) has a five (5)
Community Defense Center or satellite office and located in the following:

⮚ 102 (ILS) CDC – Cp Quirino, Bulag Bantay, Ilocos Sur
⮚ 103 (LUN) CDC – Cp Laberinto, Naguilian, La Union
⮚ 104 (Png-W) CDC – Sn Isidro Norte, Binmaley, Pangasinan
⮚ 105 (Png- E) CDC - Cp Tito B Abat, Manaoag, Pangasinan

A. What is Basic ROTC?

The basic ROTC aims to provide military education and training to mobilize
them for national defense preparedness and it take or shall be a one (1) year or
two (2) semester program. It will be conducted once a week (4 hours per week)
for 15 consecutive weekends.
All male and female students enrolled in any baccalaureate degree and
at least two (2) years vocational/technical or associate courses can take and
complete the ROTC component of the NSTP Program.
In lieu of the regular two (2) semester program for any of the NSTP
Components, a One Summer Program (30 days) may also be conducted.
Clustering and cross-enrollment will be allowed for the convenience of the
students taking into account logistics, branch of service and geographical
considerations.
Only graduates of the Basic ROTC Component shall be qualified to enroll in
the ROTC Advance Course.

B. What is Advance ROTC?

This Advance ROTC Program shall only be offered to qualified college


students enrolled in any course leading to a baccalaureate degree in
government-recognized schools that have ROTC units. Qualified students in
schools that do not have ROTC unit shall be admitted for advance ROTC Training
by any activated or affiliated ROTC Unit of their choice. The PA Advance ROTC
Training Program (PAARTP) implements the advance phase training. Consisting of
four (4) Military Sciences (MS) namely: MS-31, 32, 41 and 42, it shall be conducted
for qualified graduates of the one (1) year (two academic semesters) Basic ROTC
Training. It is devised to transform and prepare the cadets enrolled therein to
eventually become reserve officers of the Philippine Army.

C. What is Cash Incentive Program & who can avail?

The PA Advance ROTC has a Cash Incentives component program which is


open to all Advance ROTC Cadets (MS31 up to MS42) who are officially enrolled
in University/College students and currently receiving scholarship grants from their
schools. The Philippine Army will grant and may avail the Advance ROTC Cadets

Incentives in the form of cash, subsistence allowance, Individual Clothing


Individual Equipment (ICIE) items, and access to AFP Commissary and Exchange
Stores and AFP Transient. Facilities under the management of PA. To avail of the
Advance ROTC Program, you are advised to enroll in the Basic ROTC Program of
the NSTP.

E. Information on how to join in the regular Force of Philippine Army

The Philippine Army are offered the following:

E.1 Officer

A. Cadet Corps Armed Forces of the Philippines (CCAFP)


For those who want to become part of the Cadet Corps Armed Forces of the
Philippines and later serve as one of the leaders of the AFP, may take the
Philippine Military Academy (PMA) entrance examination.

The following are the qualifications to be a PMA Cadet:

∙ Natural Born Filipino Citizen.


∙ Physically fit and of good moral character.
∙ Single and has never been married.
∙ Must pass the PMA Entrance Examination.
∙ No Administrative / Criminal Case.

∙ At least High School Graduate or must graduate not later than June of the
year following the date of examination taken for Grade 12 students. ∙ Height
Requirement for both Male and Female is 5 feet (not to exceed 6'4" for both).
∙ At least 17 years old but not a day older than 22 years on 01 June of the year
following the date of examination taken.

B. Officer Candidate Course (OCC)


Officer Candidates that will undergo Officer Candidate Course (OCC) must
possess the following qualifications:

∙ Holder of a baccalaureate degree;


∙ Natural-born Filipino
∙ 21 to 29 years of age upon admission (no age waiver);
∙ Single and never been married; never borne or sired a child; ∙ Height of not less
than 5'0 ft. (152.4cm) both for male and female, but not more than 6'4'' (193.04
cm);
∙ Of good moral character;
∙ Physically, mentally and psychologically fit for active military service (P1
profile);
∙ Armed Forces of the Philippines Service Aptitude Test (AFPSAT) raw score of 71
or higher;
∙ Must have passed the Army Qualifying Exam (AQE) and Special Written Exam
(SWE) given by the Philippine Army
∙ Must pass the Physical Medical Exam and Physical Fitness Test conducted in
the Philippine Army thru PAOSC

C. Officer Preparatory Course (OPC)


Officer Candidates that will undergo the Officer Preparatory Course (OPC) must
possess the following qualifications:

∙ Commissioned in the Reserve Force as second lieutenant


∙ Must not be over 31 years old on the date of Called to Active Duty (CAD); ∙
Physically, mentally and psychologically fit for active military service (P1
profile);
∙ Holder of a baccalaureate degree;
∙ Height of not less than 5'0 ft. (152.4cm) both for male and female, but not
more than 6'4'' (193.04 cm);
∙ Of good moral character;
∙ Armed Forces of the Philippines Service Aptitude Test (AFPSAT) raw score of 71
or higher;
∙ Must have passed the Army Qualifying Exam (AQE) and Special Written Exam
(SWE) given by the Philippine Army
∙ Must pass the Physical Medical Exam and Physical Fitness Test conducted in

E.2 NCO

NON-COMMISSIONED OFFICER / ENLISTED PERSONNEL (NCO)


Candidate Soldiers must possess the following qualifications:

∙ Natural born Filipino citizen


∙ With 72 units in college or if a high school graduate, must possess technical
skills/talents needed by the AFP
∙ At least 18 to 23 years old before the date of appointment as Candidate
Soldier
∙ At least 60 or 72 inches in height. Similarly, height waiver is no longer issued by
the Command
∙ Single and without child
∙ Of good moral character
∙ AFPSAT score of at least 45
∙ Must have passed the pre-qualifying PFT and PME
∙ Physically and mentally fit for military training

Advance Program that aims them to provide military education and
training to mobilize them for national defense preparedness, as potential
community leaders and good citizenship among the youth through
