INTRODUCTION AND ITS SETTING
What is semi military? And why is it important to the maritime students?. Through the combination of
semi military management, it can stimulate the enthusiasm of the student. Patriotism develop the
vocational quality education of navigation, values education, train high- quality shipping talents and

According to Pia Ranada (2018) with a title Duterte to Congress: Require ROTC for Grade 11,12
students is used as a related literature for the research Reinstating Mandatory ROTC: A means
voiced his determination to make the Reserved Officers Training Corps program mandatory for
students. In a speech on Thursday, November 22, he called on Congress to pass a law which would
require ROTC training for grade 11 and 12 students.”I likewise encourage Congress to enact a law
that will require mandatory ROTC for Grades 11 and 12 so we can instill patriotism, love of country
among our youth,” he said during the anniversary of the Army Reserve Command in
Cavite.Duterte also said he was considering issuing an executive order on mandatory ROTC, if
Malacañang lawyers say doing so is legal.
“’Pag madala ng EO siguro, Executive Order baka mapilitan ako if they do not act on it (If it can be done
through an EO, maybe I will be forced to issue one if they do not act on it). I said that this is a
constitutional requirement that you must prepare to defend your country,” he said.Even as a presidential
candidate, Duterte had been supportive of mandatory ROTC, even saying it would augment
Philippine forces to repel Chinese aggression in the West Philippine Sea.Two months into the
presidency, the proposal to revive a mandatory ROTC programfor college students was discussed in
a Cabinet meeting. The main argument of Cabinet members then had been that with a voluntary ROTC,
“discipline and love for country is not instilled” among young Filipinos.
Chief Presidential Legal Counsel Salvador Panelo had then said he would suggest amendments to
Republic Act 9163 or the National Service Training Program Act of 2001, which made the ROTC
optional and voluntary in 2002.Yet Duterte claimed in public speeches that he himself has attempted to
skip ROTCas a student. While an undergraduate at the Lyceum of the Philippines, he supposedly tricked
the military registrar by submitting another person’s medical documents to prove he was too sickly to
This is a rare show of unity from the executive and legislative branches on a crucial piece of
legislation that may well determine whether or not we will join the ranks of strong and
progressive nations in Asia. The Asian Tigers are historically known to have developed because of the
strong nationalist sentiments of their people, which kick-started their economic growth. Their
determined governments championed local industries and stimulated exports, while their businessmen
chose to invest in their own country instead of bringing their money abroad (unlike some of our business
elite).
To the senators and congressmen supporting the revival of the ROTC, steel yourselves against the
criticisms of these terror groups and their political fronts. They may couch their arguments in terms like
“militarization” or “return of hazing” but don’t be fooled. The Communists want a weakened
military so they can grab power for themselves. It’s time to end their 50-year reign of terror.

The Naval Reserve Officers Training Corps (NROTC) Program was established. In 1926 to provide a
broad base of citizens knowledgeable in the arts and sciences of Naval Warfare. The program provided an
opportunity for young men to undertake Careers in the naval profession. In the beginning, there were six
NROTC units located. Throughout the nation. In June of 1930, 126 midshipmen graduated from college,
and Received commissions in the United States Navy. These were the first officers Commissioned
through the NROTC (NSTC-OD, 2015). The first officers. Commissioned through the NROTC at the
According to the Department of Defense (2006), the Marine Corps entered the NROTC Program in 1932,
offering qualified NROTC graduates commissions in the United States Marine Corps. In 1972, the
Secretary of the Navy authorized 16 women to enroll in the program and attend school at one of four
colleges. The NROTC Program includes commissioning programs for both the Navy and the Marine
Corps as the Marine Corps remains part of the Department of the Navy
According to the Department of Defense (2012), the mission of the NROTC Program is to develop young
men and women morally, mentally, and physically, and to instill in them those attributes commensurate
with officer positions within the Navy and Marine Corps (NROTC, 2015). The program educates and
trains young men and women for leadership roles in an 13 increasingly technical Navy and Marine Corps.
Currently there are 61 NROTC units/consortiums hosted at 75 schools throughout the United States. The
NROTC Program is available at over 160 colleges and universities that either host NROTC units or have
cross-town enrollment agreements with a host university (NROTC, 2015). Selected applicants for the
program are awarded scholarships through a highly competitive national selection process, and receive
full tuition and other financial benefits, such as stipends, at many of the country’s leading colleges and
universities (NSTC-OD, 2015). Applicants access NROTC from all 50 States and US Territories.
Applicants represent all races and religions demographically, but must be US citizens.
According to the USMC-Public-Affairs (2015) there are three basic parts to a student’s NROTC
commitment in a typical. Week: At least one day a week is set aside as a uniform day, in which the
midshipmen spend several hours attending military training such as inspections, close-order drill
practices, and training lectures (either by officers attached to the NROTC unit or guest lecturers). The
training is usually in the late afternoon after most classes have ended for the day, or in early mornings
before classes (NSTC-OD, 2015). It is common for marine Option midshipmen and MECEPs to have an
additional training period for marine-specific trainin usually two to three physical training sessions are
required in a week (depending on the specific NROTC unit), generally early in the morning
(NROTC,2015). It is common for Marine Option midshipmen and MECEPs to have additional physical
training periods.

Research Design
This study used the descriptive research method. It is aimed to determine “The Impact of Semi-Military
Program in the Perspective of the MCI Students” in 143 Bitas Maharlika Highway Cabanatuan City
Nueva Ecija. According to Calderon (2008), and as cited by Alberto et al (2011), Descriptive Method is
also known as statistical research, it describes data and characteristics about the population and
phenomenon being studied. This method is used for frequency, average and other statistical calculations.
Often the best prior approach to writing descriptive research, is conducting a survey investigation. This
method is used to gather information in order to test hypothesis or to answer questions concerning the

Respondents
The respondents of the study were the students of Midway Colleges Incorporated school year
2022-2023.
The 1st year students of Midway Colleges have a total population of (blank) students but due to
the absence of (blank) students, there were only 40 who participated in the research.
Instrumentation
In this part, the researcher explained the details and methods used in the gathering of data which is needed
and essential to address the problems stated in the study. The researchers used questionnaire as an
instrument to gather data. The questionnaire consisted of items that determined “ The Impact of Semi-
Military Program in the Perspective of the MCI Students”.To gather more accurate information,
respondents are carefully guided in answering such questionnaires. The questionnaire that asked to the
students consisted of the Negative and Positive “The Impact of Semi-Military Program in the Perspective
of the MCI Students”.The researchers used a Likert Scale to measure the effect of online gaming in the
Sampling Techniques
A simple random sample is a randomly selected subset of a population. In this sampling method, each
member of the population has an exactly equal chance of being selected. This method is the most
straightforward of all the probability sampling methods, since it only involves a single random selection
and requires little advance knowledge about the population. Because it uses randomization, any research
performed on this sample should have high internal and external validity.
The researchers used a questionnaire to gather data in determining the profile of the respondents as to
sex, age and strand. Initially, the researchers asked permission from the Principal and the adviser of the
respondents to distribute the questionnaire. After the questionnaire has been answered, the researchers
retrieved them. This was followed by the tabulation, analysis and interpretation of the collected data.
The data gathered were analyzed and computed by the researchers through the use of the
The Likert Scale is used. It uses a five-point scale; each point is given qualitative interpretation.
