1.0 SCOPE
This Specification covers the material, application, inspection and testing of neoprene coating for
subsea pipeline risers.

2.0 CODES AND COMPANY SPECIFICATIONS


The requirements and recommendations of the latest revisions of the following listed codes,
standards and COMPANY's Project Specifications shall apply :

3.0 DEFINITIONS
The definitions pertinent to this Specification are contained in document number 028120-ACG-
001.

4.0 GENERAL REQUIREMENTS


The purpose of this Specification and its referenced codes, standards and specifications is to
establish a minimum level of acceptable quality. Alternate standard designs of equal or superior
quality may be proposed, provided all exceptions are listed and written approval for all exceptions
is obtained from COMPANY.
In the case of conflict between documents, CONTRACTOR shall submit the discrepancy
immediately to COMPANY for final resolution.
The coating covered by this Specification shall be complete in all details and ready for installation.
The material supplied shall be of a standard model or series in regular production at the
Manufacturer's facilities.
COMPANY supplied individual Data Sheets and/or Drawings shall be considered an integral part
of this Specification. Any conflicts shall be brought to the immediate attention of the COMPANY.
All works shall be performed in accordance with COMPANY approved safety plan.

5.0 SURFACE PREPARATION


Upon satisfactory completion of all testing and inspection, the riser portion above the neoprene
coated splash zone area not to be covered by neoprene shall first be blasted and coated with a
Zinc/epoxy/urethane coating system per Service Area II, in Project Specification 028120-SPM-
026, Protective Coating. The shrink sleeve or tape shall be lapped over the coatings.
The steel surfaces shall be prepared and dry abrasive blasted in accordance with SSPC -SP 1 and
SSPC-SP 10 to a surface profile of 1 1/2 to 3 1/2 mils for neoprene application.
The compressed air used for the blasting shall be free from detrimental amounts of water and oil.
Adequate traps and separators shall be provided at the compressor and at the pot inlet.
Blast cleaning abrasives shall be free from detrimental amounts of dirt or other such contaminants
and water soluble, solvent soluble, acid soluble, or other such soluble contaminants. It shall
contain no more than 100 ppm of chloride (Na).
Surface imperfections such as slag, arc strikes, weld spatter, porosity, sharp edges, pits,
laminations, slivers, or crevices shall be removed or repaired in accordance with API 5L or API
1104 as applicable. Any areas where grinding is required after blasting shall be blast cleaned to
obtain the required anchor profile.
Dry blast cleaning operations shall not be conducted on surfaces that will be wet after blasting and
before painting or on surfaces that are less than 5° above the dew point or when the relative
humidity of the air is greater than 85%.
The cleaned metal surface is to have the initial coat applied within a period not to exceed two hours
after blasting.
Extreme care shall be exercised to prevent damage when blasting near flange faces and the like.
These surfaces shall be protected during blasting and coating operations. The interior of the pipe
shall be protected by plugs at the ends to prevent the entry of abrasives into the pipe interior during
blast cleaning.

6.0 MATERIALS
The neoprene shall be compounded to have the following properties when vulcanized and to have
good weathering characteristics as given below for the site and environmental conditions :

The primer (such as Epikote 828) and other bonding agents shall be compatible with the neoprene
material and shall be as recommended by the neoprene Manufacturer. Where a product is specified
by the Manufacturer, the exact product shall be used and not a generic substitute. A full
description of the bonding agents to be used shall be supplied by CONTRACTOR for
COMPANY's prior approval. The descriptions shall include a statement from the neoprene
Manufacturer as to the suitability of the bonding agents for this application.

7.0 EQUIPMENT
All equipment used by CONTRACTOR shall be in good condition and suitable for the application
of neoprene coating as per this Specification.
7.1 Autoclave
The autoclave shall be capable of vulcanizing the neoprene under raised temperature and
pressure. It shall be large enough to accommodate the entire neoprene zone pipe section for
curing as a single piece.
7.2 Holiday Detector
An adjustable voltage, high frequency, high voltage spark type holiday detector shall be used
to test the finished coating. Detector(s) shall be equipped with brush and pointed or tipped
electrodes.

8.0 APPLICATION
CONTRACTOR shall be familiar with the Manufacturer's recommendations for the use of any
chemical or material used in the coating process and shall follow those recommendations.
8.1 Application of Bonding Agents and Neoprene
The application of the bonding agents and neoprene shall be performed in accordance with
this Specification, good rubber lining practice and the Manufacturer's recommendations.
CONTRACTOR shall supply comprehensive procedures for these operations for
COMPANY's approval prior to application.

The primer shall be applied as soon after blasting as practicable. In no case shall more than 2
hours elapse between completion of blast cleaning and application of primer. Care shall be
taken to ensure that the condition of the metal surface remains as specified herein until it is
primed. Reblasting shall be required if these conditions are not met.
During surface preparation and the application of bonding agents and neoprene, the pipe
shall be maintained at least 5 ° degrees F above the dew point.
8.2 Vulcanization
Vulcanization shall take place within eight hours of neoprene application. The neoprene shall
be vulcanized in an autoclave using a combination of temperature and pressure as
recommended by the neoprene Manufacturer. The temperature shall be maintained within +5
degrees of the recommended temperature and for the recommended duration. All pressure
and temperature readings shall be recorded on a chart using devices acceptable to
COMPANY.

9.0 INSPECTION AND TESTING


CONTRACTOR shall provide all equipment, tools, etc. and perform, all required testing of the
neoprene coating.
9.1 Testing of Neoprene Materials
Prior to delivery of the neoprene, it shall be tested to the requirements of this Specification.
Each batch of neoprene or fraction thereof shall be tested. A batch shall be defined as one
load of the mixer used to compound the material or 300 kg whichever is less. Three samples
from each batch shall be tested.
Tests shall be performed on cured samples. All tested samples shall meet the specified
requirements. Test certificates as per ASTM standards shall be provided for COMPANY's
prior approval.
Testing may be omitted if COMPANY agrees to accept certificates of conformance with the
Specifications by the Manufacturer of the materials.
9.2 Inspection of the Neoprene Coating
The completed coating shall be tested to meet the following requirements prior to acceptance
by COMPANY.
9.2.1 Visual Inspection
The coating shall be inspected for imperfections, lack of bond at joints and ends,
blisters, laminations and any apparent irregularity. Any visually detected flaws
shall be clearly marked with a waterproof crayon or marker using a contrasting
color to the coating. COMPANY may accept these flaws, reject the coating or
request repairs or further tests. Any repairs or further tests required by COMPANY
to such defects shall be at CONTRACTOR's expense.
9.2.2 Sounding
The coating shall be sounded over its entire length along lines spaced every 12"
around the circumference or every 90 degrees, whichever is less. A 2 lb hammer
shall be used. The hammer shall be struck on the neoprene surface from a vertical
height of at least 3 ft with a minimum of additional acceleration. The entire coating
should produce a uniform pitch. Any marked difference in audible pitch shall be
noted and the area marked with a waterproof crayon or marker using a contrasting
color to the coating.

COMPANY may accept these areas, reject the coating or request repairs or further
tests. Any repairs or further tests required by COMPANY to such defects shall be
at CONTRACTOR's expense.
9.2.3 Electronic Holiday Inspection
The entire coating shall be electronically spark tested in order to detect faults such
as voids, cracks, thin spots or foreign inclusions. The coating shall be tested using a
brush electrode except for the coating seams or joints which shall be tested with a
pointed or tipped electrode.
The test voltage shall be in accordance with NACE RP-02-74. In no case, however,
shall the effective voltage be less than 15,000 volts. The testing equipment shall be
recalibrated for every joint or when a noticeable change in humidity is experienced.
All coated pipe under test shall be positively grounded by a means satisfactory to
COMPANY.
Any failure of the coating to pass holiday inspection shall result in the rejection of
that section of the coating by COMPANY. Rejected coating shall require either
complete recoating or repair at COMPANY's discretion. Any costs or delays
incurred due to the failure shall be the sole responsibility of CONTRACTOR.
9.2.4 Thickness Measurement
A magnetic or electronic coating thickness measuring device shall be used to
determine the coating thickness. Measurements shall be taken at four equally
spaced locations along the length of the coating. At each location, four
measurements (spaced 90 degrees apart around the circumference) shall be made.
The coating shall meet the minimum requirements for the thickness specified.
9.2.5 Hardness Test
Hardness tests shall be taken at the same locations as the coating thickness
measurements. The tests shall be comparable or calibrated to match a Shore A
durometer test specified for the coating material. The test shall fall within the range
given in this Specification. Failure to meet these requirements will be grounds for
rejection by COMPANY.
9.2.6 Adhesion Test
CONTRACTOR shall provide an extra length of 2" of vulcanized neoprene on
each end of the coating for destructive testing. An adhesion test shall be carried
out on these sections not less than 24 hours after vulcanization. The test shall be
carried out at a temperature of 70 degrees + 10 degrees F as follows :
(a) A circumferential cut shall be made through to bare metal around the entire
circumference of the pipe 2" from each end of the coating
(b) A second cut, perpendicular to the first, shall be cut through the bare metal,
starting at any point along the first cut and running to the edge of the coating
(c) The neoprene shall be gripped on one side of this cut and the strip isolated by
the cuts shall be torn completely from the pipe around the entire
circumference.
The removal of the strip shall be entirely due to tearing of the stock material and
the metal should remain 100% covered by the rubber. Any presence of bare metal
will be considered to be due to bond failure and shall result in rejection of the
entire coating by COMPANY.

The ends of the coating exposed by this test shall be rounded or beveled and the
test strip coating remaining on the pipe shall be completely removed.

10.0 REPAIRS
For all rejected coatings, the steel surfaces shall be recleaned and new neoprene shall be applied at
no additional cost to COMPANY.
Procedures for repairing coating defects shall be supplied for COMPANY's approval by
CONTRACTOR prior to the start of coating. Repair shall be at the discretion of COMPANY. No
more than two repairs are allowed on any one coated joint. No defect greater than 1 square foot in
size is eligible for repair. Repairs shall be as good as the rest of the coating and meet the provisions
of this Specification. Repairs shall undergo all tests mandated by this Specification with the
exception of the adhesion test. If repairs are disallowed by this Specification or cannot meet the
provisions of this Specification, the entire coating shall be removed and reapplied.
Repair procedures shall be submitted for COMPANY's prior approval for those areas damaged
during handling, transportation, fabrication and installation above and below water. The approved
procedures shall be used to repair the damages.

11.0 GUARANTEE
Material and/or equipment shall be guaranteed by CONTRACTOR to perform in accordance with
Specification requirements and to be free of defects and poor workmanship including, but not
limited to, those caused by inadequate preparation for shipment for a period of one (1) year after
material/equipment is placed in service.
The contractor shall obtain a similar warranty for the materials used in the coating process for the
manufacture of the materials.
CONTRACTOR shall repair or replace all defective items during the guarantee period at no cost to
COMPANY.

12.0 RECORDS
Relevant documentation such as vendor material specifications and test records shall be included in
the project as-built documentation. Documentation shall be provided in both hard copy and
electronic format.
