Chapter I
HISTORICAL BACKGROUND
Amulung was officially founded on December 15, 1734 by Manuel Romero who was then Alcalde
Mayor of the province. Romero gave an image of “Our Lady of Victory” to the inhabitants of this town,
then a barrio of Iguig. It was enshrined in its first church built church than on the image. The reason was
because it was built of first class wood and corrugated iron somewhere in 1746. As a matter of fact,
attention seemed to have been given more on this sheet roofing, which lasted more than a century. Again,
more attention was focused on the second church, erected on the same spot which was 82 yards in length,
16 yards in height. Unfortunately, although this
was built of stone, it was destroyed by the
storm in 1924.

3.11.1 HEALTH
Narrative:
The table shows the Top 5 leading causes for 3 years. As greased in table upper Respiratory Tract
Injection (URTI) is the highest rank for 3 years. This implies with a weak immune system environmental
sanitation & hygiene of constituents, and also the change of climate. However, with the provision of Human
Resource for Health (HRH), it will help to assess and manage the case.
Narrative:
The table shows the Top 5 causes or Mortality for 3 consecutive years. Based on the table above, it
is observed that the most number of cases are related on Cardiovascular Problems. This implies that with the
lifestyle, history of the clients compliance to their treatment. These factors will contribute to the incidence of
mortality. However, the office is doing the surveillance regarding on the Non-Communicable Disease to have
an entry management and referral for immediate treatment of the said diseases.
Narrative:
Crude Birth rate is the measurement of one characteristics of the natural growth or increase in
population. Thus, the Department of Health download to every municipality the project population. However
in the Municipality particularly the MHO has the capacity to render health services and some of these are
provision of Skilled Birth Attendants and establishing Facility Based Deliveries. It show every year, Birth rates
varies in contrast to the Contraceptive Prevalence Rate, this implies that the higher the FP users there are
changes in crude Birth Rate. However there are hindering factors that affects the CBR such as early marriage
Teenage Pregnancy to the unmet target rate of CPR.
In consultation this is a situation that the constituents of the municipality consults/visit a Health
Facility and Health Care Provider’s to avail Health Services. Moreover the HCD shall consolidate every
illness to be classified. Based in the table above, it shows that there is yearly change and reduction of
data. This complies and the provision of HRH of DOH contributes/helps in information dissemination in
constituents for the health services.
Mortality Statistics among 50 years old and above varies every year.

Narrative:
The usual manner of garbage disposal within the municipality is through either picked up by service
garbage truck, dumping in individual open pit, burning, composting or feeding to animals. Garbage
collected by garbage truck is limited only within 10 barangays and 1 public market to be exact. Burning is
the most common waste disposal site for eastern part of Amulung.
For those households not being served by the garbage truck collection, burning of wastes is the most
common practice with a total of 7,695 households. Composting comes next with 2,982 households using this
method. Feeding to animals etc. is another alternative mode of disposing garbage and refuse.

Narrative:
With regard to the Facilities and Equipment’s of this office in relation to the performance of their
duties and responsibilities, this office two (2) patrol cars and two(2) motorcycles however this office needs
the support of the LGU in order to completely deliver better services to the populace because the PNP has

Narrative:
Based from records of this office, from 2015-2019, there is a remarkable decrease of Index Crime
and Non Index Crime happened within AOR manifesting that the Crime Prevention Measures, Strategies and
techniques applied by the PNP are efficient and effective coupled with the active support of the community
and intervention of the Local Government Unit (LGU).
Narrative: Occurrence of fire and response time for the Last 3 Years
Amulung Fire Station has four (4) fire incidents reported and responded in the year 2017. First is a
vehicular fire involving Isuzu Transit Mixer at Barangay Centro, Amulung, Cagayan, second is a Bunkhouse
at Barangay Magogod, Amulung, Cagayan owned by Mr. Nelson O. Suguitan, third is a rubbish fire,
stockpile of cornstalk at Barangay Dugayung, Amulung, Cagayan, and lastly is a vehicular fire involving a
Police Car MAHINDRA ENFORCER at Barangay Pacac Grande, Amulung, Cagayan all the fire incidents are
negative fatality/casualty.
In the year 2018, there are six (6) fire incidents reported to this station. Four (4) grass fires, one (1)
at Barangay Anquiray, one (1) Barangay Baccuit, Amulung, Cagayan, two (2) at Barangay Baculud,
Amulung, Cagayan. One (1) Vehicular Fire Involving Mitsubishi L 200 owned by Mr. Roland Sion and one
(1) Barangay Concepcion, Amulung, Cagayan a storage type of occupancy a warehouse owned by Mr.
Geraldson M. Regis. All the fire incidents are negative fatality/casualty.
And in the year 2019, there are no fire incidents reported to this station and this means that fire
prevention and fire safety campaign are effective.

Narrative:
Transportation is a way for us human to overcome the barrier of physical distance. In our
humble town, our primary transportation is tricycle. Tricycle are an indigenous form of the auto
rickshaw and are a common mean of public or private transportation in our municipality. We
have different tricycle operators and driver’s association (toda) from different barangays. Toda
is the association of all tricycle operators and driver’s in a given local government unit. In western
part, we have WATODA while in eastern part we have STARTODA, MAMOTODA,
GADUJUTODA, BOTODA and ABE CONTODA which appears to have a total of P13,998,000
fees collected from their franchise and Mayors permit.

Narrative:
Our primary transportation in Amulung represents different tricycle operators and driver’s
association (TODA) with different origin and common destination which in Centro for the eastern part of
Amulung vice versa and Abolo-to different barangays for the Western part of Amulung vice versa with 1-
5 trips a day.
Our municipality consist of 6 TODA’s. Startoda with 133 units originating from Baculud,
Calamagui, Dadda, Magogod, Marobbob and Gangauan. Mamotoda with 46 units originating from
Manalo and Monte Alegre to Centro and vice versa. Gadujutoda with 46 units originating from Gabut,
Dugayung and Jurisdiccion. Botoda with 26 units originating from Bobogan/Anquiray. Abecontoda with 35
units originating from Babayuan, Estefania and Concepcion. Watoda with 82 units originating in different
barangay of Western Amulung to Annafatan vice versa with 1-5 trips a day.

Narrative:
Cell site is an equipment needed to receive and transmit radio signals for cellular voice and data
transmission. In our municipality, we have 3 cell sites. 1 unit of Globe cellsite is located in Bayabat and 1
unit of globe cellsite and 1 unit for smart cellsite in Centro Amulung.
Narrative:
We also have our traditional Banca that are made up of wood. Banca are various native
watercraft of Amulung, it is the means of transportation connecting Amulung East and West. We have 2
stations where we can have our ride from motorized banca. 1st station is located at Anquiray riverbank
going to Abolo riverbank and vice versa. 2nd station is located at Baccuit riverbank going to Dugayung
riverbank and vice versa.
