The Board is imposing a number of special conditions in addition to


the standard conditions of your upcoming Statutory Release that are
deemed reasonable and necessary to safely manage the risk that you
present and are meant to promote your rehabilitation.
Your offence cycle as demonstrated by your criminal history is
directly linked to the negative influence of criminal others,
including those involved in the gang subculture. Your involvement
with these associates has led to your convictions for property
crimes, robbery, drug trafficking, and weapon possession. It is in
the interest of public safety in terms of the specific risk you
present that you be prohibited from any contact with your negative
peers. Therefore, the Board has imposed a number of conditions to
ensure you refrain from contact with criminal others, including your
co-accused(s) as listed, members/affiliates of any gang, and known or
suspected members/affiliates .
Further, to assist you in avoiding contact the Board concurs with the
Correctional Service of Canada that a boundary restriction is in
order. You will be prohibited from entering the geographical area
where the preponderance of your criminal activity has taken place. In
addition you have displayed a comfort with possessing cocaine and
other narcotics for the purpose of trafficking. There is also an
indication of regular marijuana use that is not advantageous to your
rehabilitation. You have refused institutional drug screening
resulting in sanctions. Therefore the Board imposes a condition that
you abstain from the purchase, possession and consumption of non-
prescribed drugs.
The Board observes that the Correctional Service of Canada
contemplated the recommendation of a residency condition in your case
however have instead targeted your case for enhanced supervision to
address the management of the risk you present upon statutory
release. The Board notes your completion of violence prevention
programming with some gains and your arrangement of accommodations
with a pro-social girlfriend, along with positive sibling support,
outside of the area that comprises much of your criminality. Your
negative institutional conduct is also noted by the Board, however
according to reports your behaviour has improved over the past year.
In light of the need for enhanced supervision, the Team Supervision
Unit is proposed for your correctional and rehabilitative needs
consisting of increased frequency of contact with community
correctional staff. Additionally, the Correctional Service of Canada
views you as a suitable candidate for electronic monitoring with
curfew requirements. The Board expects strict compliance to the rules
and conditions of your release.
Finally, employment forms a key plank of your correctional plan upon
your release to the community. You will require assistance in this
area given most of your past abilities to garner money were
illegitimate. As recommended by the Correctional Service of Canada
you shall actively search for and participate in full time employment
and/or schooling to ensure a full-time engagement in work/school.
