1.0 BACKGROUND OF MINISTRY

On 17 January 2001, the YAB Prime Minister announced the formation of KPWKM as the
Ministry of Women's Affairs. From 15 February 2001, the Ministry's functions were
broadened and it was called the Ministry of Women and Family Development (KPWK). The
establishment of the Ministry of Women and Family Development (KPWK) is a symbol of
the country's promise made at the Fourth World Conference on Women in Beijing in 1995, as
stated in the Action Roadmap plan for women's advancement to the year 2000, namely: "this
country".

The Department of Women's Affairs (HAWA) and the National Population and Family
Development Board (LPPKN) have been subordinated to KPWK since its inception. HAWA
was later renamed the Women Development Department after it was reformed (JPW). The
Ministry of National Unity and Community Development was dissolved on March 27, 2004,
and its powers were transferred to KPWK. KPWK has been renamed the Ministry of Women,
Family, and Community Development as a result (KPWKM). The Social Welfare
Department (JKMM) was founded in 1946, the National Population and Family Development
Board (LPPKN) was founded in 1966, the Women Development Department (JPW) was
founded in 2001, the Social Institute Malaysia (ISM) was founded in 2002, and the Yayasan
Kebajikan Negara (YKN) was founded in 1981.

With the help of a Deputy Minister of Women, Family and Community Development, YB
Dato 'Hajah Siti Zailah binti Mohd Yusoff, YB Datuk Seri Rina binti Mohd Harun was
named Minister of Women, Family and Community Development on 30 August 2021. On
March 10, 2021, YBhg. Dr. Maziah binti Che Yusoff was appointed Secretary General, with
Deputy Secretary General (Strategic), YBrs. Dr. Hishamuddin bin Mohd Hashim, appointed
on October 1, 2018, and Deputy Secretary General (Operations), YBrs. Encik Mohd Yusri
bin Mohd Yusoff, appointed on June 17, 2020.

The Secretary General's office is divided into three sectors: strategic, operations, and units.
The strategic sector is the first. It's a part of the strategic collaboration and international
relations division's policy and strategic planning group. The functioning sector, on the other
hand, is the second. The human resource management division, the services division, the
financial management division, the accounts division, the development division, and the
information management department are all part of it. The corporate communications unit,
the legal unit's audit unit, and the integrity unit are the next unit units under the KSU.
1.1 VISION

To build a prosperous society in an inclusive and equitable manner through social innovation
and productive virtue.

1.3 OBJECTIVE

The first goal is to promote societal stability by strengthening the institution of marriage and
family. Moreover, empowering women and the general public in order to attain a shared
good. Furthermore, to ensure that children's rights and well-being are protected in order for
them to reach their full potential, as well as to empower the disabled, the elderly, and other
special groups in order to promote life's well-being. Finally, for a successful and
comprehensive support system, be able to strengthen strategic collaboration with
stakeholders.
2.0 OVERVIEW OF PROGRAM

2.1 Protection for Women’s and Children’s Wellbeing Program (PWCWP)


2.2 Family’s Wellbeing Program (FWP)

Children are the most important asset in leading a country towards a better future because
they can easily be moulded to become expertise if they have a proper care. However, it is not
easy to realize children who can reach the optimum level of their ability due to different
families’ background. Therefore, Family's wellbeing Program will help improving the quality
of the child care, prevent abuse toward the family members as well as protecting their safety.
This program is focusing on the development of harmonious society and safe environment
because the root cause of crime was come from problematic family. As a result, this program
will realizing a modern society since their welfare is protected.

The objectives of this program are to help lower-income children to get access in education,
health, social, and parental involvement services. Secondly, promoting a healthy relationship
between family members. Thirdly, preventing children abduction, prohibit labour child and
protecting them from the abuse. Lastly, eradicate raping issue among young girl.

2.2.1 Programme details

Date: 1st June 2022 until 1st July 2022

The duration of the implementation for this program is one months in which each of the
activities will be distributed in every district chosen. Hence, the program results shall be seen
after the end of July in 2022.

Venue:

The program will be conducted in Kota Kinabalu, Sabah. This state is now facing poor
infrastructure, low levels of education, and high cost of living for people who live in rural
areas with stagnating incomes. Besides that, according to Shahelmey Yahya, Sabah also has
recorded around 406 cases of child abuse and domestic violence cases in 2021 which most of
them related with violence toward children and spouses. In addition, raping case against
young girls are still happening in Sabah. Therefore, this program will reduce the gap between
higher income households and the lower income household. Ensuring they can receive
enough basic facilities where the children also can have proper education, health, and their
virtue is guaranteed.

Target Group: Problematic Families and unfortunate children

The target group is focusing on the lower-income household where it’s difficult for them to
earn money in order to get access to basic facilities such as foods, water, education, and
health services that can stun the children's knowledge. As a result, this could lead to
unwanted crime occurring in those areas because people will do anything to survive. This
programme for sure wanted to ensure every household can at least live with basic needs and
protecting the children from being discriminated against as well as helping them to grow up
well with hope that they would be the centre to improve the fate of their families in the
future.

Number of Participation: 2000 Participants

Each of the activities will have their own specific participants which is equivalent to 2000
participants.

2.2 Activities

Head start

This activity will be held for a week in the village of Babagon Toki, Inanam. The main
objective of this activity is to strengthen low-income children’s school preparation through
education, health, social and parental involvement services. “Head Start” activity will provide
services to children in terms of education where they will be taught to read and count by
several educators. Other than that, health services are also carried out in these activities such
as health check-ups and dental check-ups. Last but not least, to strengthen the relationship
between parents and children, "Head Start" will organize games in the classroom that is to
play with Lego, create scrapbooks, make puzzles and watch family movies. Hence, this
activity will be made through the Covid-19 S.O.P Guidelines.

Domestic violence talks show


In this activity participants will learn strategies to promote healthy relationships between
families. This is because we believe that children who develop positive relationships with
other people are more likely children who have a healthy relationship with their parents. We
will invite a speaker to give a talk on domestic violence and also the strategies to have a
healthy relationship among family members in this activity. Besides, all participants can ask
questions, discuss or talk about things that they have experienced related to domestic violence
in the family. As a result, it will give awareness to parents as well as children about the
importance of healthy relationships between families.

We care service

This service will be implemented in Kota Kinabalu, Sabah where it will monitor the
behaviour of the people who want to take advantages against children such as child
abduction, labour child and child abuse regardless of whether they are their family members
or strangers. Beside receiving reports from witnesses, the service also strengthens the security
by installing circuit cameras in every residential area in Kota Kinabalu. This can simplify the
task of locating the victim and the perpetrator. If any individual commits such an offense and
is found guilty, they will be hunted immediately and brought to the authorities for
punishment. While the unfortunate child that is involved will be cared for and controlled with
various aid in terms of mental therapy and special care that is closely controlled where the
victims will be placed in a safe and comfortable care centre. Conditions will be imposed if
their family wants to reclaim the child where periodic monitoring will be done every two
weeks to ensure the child’s condition is well taken care of, the monitoring will continue until
the children feel safe again. The main objective of this activity is to ensure every child that
live in Kota Kinabalu, Sabah is protected and preventing child discrimination.

Anti-rape campaign

Finally, since it’s really difficult to attract public to participate in this campaign, a
comprehensive initiative has been executed in which the Anti-rape campaign will engaged
with the schools to spread awareness among student. The chosen schools are SK Sri Gaya,
SJK (C) Shan Tao, SM Tinggi Kota Kinabalu, SMK Pulau Gaya and SM Maktab Sabah with
the number of participants is 200 each. In this case, the reason why this campaign was held is
school is because youth mental can easily be moulded to set in their mind that rape is not a
joke and totally wrong which they will realize that they are the new generation that need to
break the chain of the increasing rape cases among young girl in Sabah. In this case, expert
motivator and speaker will be hired for this campaign for one weeks to give a talk about
raping issues so they can ensure that every youth aware about raping issues that happening in
Sabah and to teach them what shall they do when they being sexually assaulted or harassed.
As a result, they know their respective roles according to gender where men need to control
their lust and women should act immediately if they experience sexual harassment to report
the matter to someone that they trust so they can help them. Hence, it may see like the Anti-
rape campaign is very limited for certain places chosen but the campaign actually wanted the
student that involved to spread the awareness about raping issue in media social, so they can
work together to eradicate raping issue among young girls.
