1. PURPOSE
This lifting plan is concerned with the Lifting and Installation of Chillers for CGP building at
AMMROC-Project, Al Ain, U.A.E, using a hydraulic gantry.
The lifting plan and drawings will be made available to all employees and any other persons
directly involved with the operations. All supervisors and personnel will be required to sign a
document agreeing that they understand the work being carried out so that they are familiar with
their own responsibilities.

2. SCOPE
It is the aim of this Method Statement to define and describe the equipment and Safe procedures.
It shall be the responsibility of the Supervisor on site to return this method Statement to the Site
Engineer on completion of the scope of works, this document refers to.

Scope of Work: - Lifting and Installation of Chillers at CGP Building;

1. Hydraulic Gantry SL 100 --- capacity 200/100 ton.


2. List of lifting gear to be used (See section 9)
3. All competency certification and lifting gear + Hydraulic Jack 3rd party certification will
be available at site upon the time of lifting. All 3 rd party certification will be provided by
ADM approved 3rd party certifying agency.

3. Responsibilities & Duties


The responsibilities for each of the positions in the organization chart are:

AFG / ESCO JV :

Manager : Responsible on behalf of main works contractor. Responsible for the


provisions of lifting & placing of chillers.
Appointed Person : Responsible for the review, and enforcement of all lifting plans.
Safety Officer : Responsible for the overall site safety during the lifting and
installation operation.
TTS International:

Project Manager : Responsible on behalf of TTS International in all aspects of the


operation. He will coordinate with the main contractor responsible for
the quality and safety of the works. He is empowered to make

decisions on their behalf. The head office coordination and planning is


conducted under his direction. Reporting to the General Manager
Lifting Supervisor : Responsible for the direct instruction to TTS team during lifting
operations. Responsible for logistics of all equipment to and back from
site during the job. He will be reporting to Project Manager.
Riggers : Riggers shall undertake their specific roles and responsibilities with
regards to the use of lifting equipment and lifting accessories by
ensuring the following:
(i) Shall comply the requirements of AD EHS RI – CoP 17.0 – Safety
Signs and Signals;
(ii) Follow a safe system of work when lifting operations are being carried
out;
(iii) Report any condition or situation to the employer immediately that
could affect lifting operations being undertaken safely;
(iv) Visually inspect lifting accessories prior to each use and immediately
report any damage or suspicion of damage to the employer;
(v) Not use any damaged or defected lifting equipment or undertake any
lifting operations that are not safe to do so;
(vi) Ensure that lifting accessories are used in accordance with the lifting
plan and their individual Safe Working Load (SWL) as per section 3.6
of Code of Practice-34; and
(vii) Suspend immediately any lifting operation where there is a loss of
and/or breakdown in communication with the operator of the lifting
equipment.
Communication: Communication shall be as follows:
(a) Employers shall ensure that there is an agreed and recognised means
of communication between the operator of the lifting equipment and
the signaller/slinger. The agreed means of communication shall be
documented in the lifting plan and followed by all those involved in
lifting operations.
(b) Where hand signals are used as the means of communication the
rigger shall be within easy viewing distance of the hydraulic gantry
operator. Where there is no clear line of site between the
signaller/slinger and the hydraulic gantry operator, radio
communication shall be used. Refer to AD EHS RI – CoP 17.0 –

Safety Signs and Signals.


(c) Employers shall to provide clear instruction to all employees that only
the appointed signaller/slingers are to communicate with the hydraulic
gantry operator. Hydraulic gantry operators shall also be instructed
not to accept signals from any person other than the appointed
signaller/slinger.
(d) The operator shall follow all instruction of the signaller/slinger and
not perform any activities that are not safe (i.e lift without an
exclusion zone)

4. PRE-REQUISITES AND INITIAL CONDITIONS

4.1 Lifting Plan Requirement:


Contractor shall ensure that a lifting plan is prepared. The lifting plan shall be prepared by the
contractor using the lifting equipment or in the case of construction work where multiple employers
may use the equipment the lifting plan shall be prepared by the Principal Contractor.
The Appointed Person shall assist the employer in the preparation of the lifting plan.
The lifting plan shall include information on the following:
(i) details of the person in overall charge of all lifting operations (the Appointed Person), including
relevant experience of this person in planning lifting operations;
(ii) a list of responsibilities of those involved in lifting operations including, person in overall
control of hydraulic gantry operator and signaller / slinger;
(iii) an overview procedure detailing how lifting operations shall be planned, supervised, monitored
and reviewed;
(iv) details of the hydraulic gantry(s) capacities at various positions; (see attached drawing 1 to 5)
(v) diagrammatic representation / Sketch of the lift – including equipment and personnel placement,
distances, maximum weight capacity, radii and other relevant measurements; (see attached
drawing 1 to 5).
(vi) copies and a register of all hydraulic gantry operator competency certificates issued by an
approved third party training provider, if required.
(vii) copies and a register of all signaller/slinger competency certificates issued by an approved
third party training provider, if required.
(viii) copies of all test certificates for the lifting equipment and accessories to be used, issued by a
third party engineer;

(ix) a schedule of common lifts to be undertaken by the hydraulic gantry detailing what is to be
lifted, weight of load and how connection between the load and the gantry shall be made;
(x) a written procedure detailing how special lifts shall be planned to ensure they can be carried out
safely;
(xi) a written procedure detailing the planned maintenance requirements for the hydraulic gantry
and the inspections and checks that shall be carried out; and (lifting permit attached with
checklist)
(xii) copies of all risk assessments undertaken for hydraulic gantry lifting operations.

4.2 Centre of Gravity


All COG (centre of gravity) information is to be specified prior to any mobilization of equipment. Four
lifting points will be provided for each particular lifting section/of Chillers.
4.3 Equipment Certification
All equipment within this procedure is to have current certification by a third party at the time of
Lifting and colour tagged to indicate correlation. At site the AP and Lifting Supervisor and CM/SE
representative will inspect the equipment and when correlated to the certification it will be colour
tagged and/or approved as fit for purpose.
4.4 Operator Certification
All personnel will have documentary evidence of competence to do the work and operate any
machinery that they will be using.
4.5 Area Demarcation
Prior to commencement of work, work areas and exclusion zone will be set up and demarcated using
physical barriers/Red &White chain.
4.6 Working Area
Clear area for working/any movement to be afforded at all times.
4.7 Ground Bearing
Ground to be able to withstand the loadings imposed during this operation.
4.8 Lift plan
Lifting plan to be read in conjunction with the attached Job lifting plan drawings.( see attached
drawing 1 to 5)
4.9 Gear Inspection
As rigging gear is sent to the hydraulic gantry for use, the supervisor will inspect each item and if
acceptable will be used for the lift intended.

Lifting Operation’ refers to the operation of lifting or lowering a load using lifting equipment;
‘Lifting Equipment’ refers to any device used for lifting or lowering a load and typically includes
mobile cranes, tower cranes, gantry cranes, crawler cranes, hoists and elevating work platforms;
‘Load’ refers to any load being lifted or lowered by lifting equipment and typically includes materials,
waste materials, plant, equipment and persons;
‘Common Lift’ refers to any routine or regular lifting operation that is carried out where the lifting
equipment, lifting accessory and the load are the same in each case.  An example of a common lift is
the unloading of steel reinforcement from a delivery lorry at the same radius, using the same crane and
lifting accessory;
‘Special Lift’ refers to any lifting operation which is carried out infrequently or as a ‘one-off’ on the
site and there is change in either the lifting equipment used or the lifting accessory. An example of a
special lift is the lifting of air conditioning plant onto the roof of a building which will only be carried
out once and will require a detailed lifting assessment;
‘Lifting Accessory’ refers to any accessory connected to lifting equipment used in connection with
lifting or lowering a load, it includes chains, slings, shackles, wire ropes and any accessory that may be
used to carry a load such as a concrete skip or man riding basket;
‘Signaller/Slinger’ refers to any employee connecting a load to lifting equipment or any employee
providing directions to the operator of any lifting equipment. Can also be known as ‘Rigger’;
‘Appointed Person’ refers to a trained and competent person appointed by the employer using lifting
equipment to undertake the duties detailed in Section 3.1.4 of CoP.

5. Load Analysis:
Weight of Chiller (max.) = 44 TON

Weight of Lifting Accessories = 4 TON

Total Load = 48 TON

Maximum Ground Pressures

Total Load 48 + (4 x 1) = 52 T

Dimension of leg 1,200 mm x 800 mm = 0.96 sqm

Total pressure per square meter 13/0.96 = 13.54 T/sqm

6. JOB SEQUENCE

6.1 Lifting and Installation of Chillers using Hydraulic Gantry.

7. WORK PROCEDURE

7.1 Equipment to be utilized for Lifting Installation at CGP building are specified as follows:
7.2 The gantry will be mobilized as per the relevant Lifting plan.
7.3 Following the setup of the gantry, a function test will be carried out on the gantry. This test
will involve the checking to ensure that all main functions of the gantry are operating
properly.

7.4 The gantry will be positioned as per the lifting plan and under the instruction of the site
Engineer and the main contractor Lifting Supervisor/s.
7.5 On the day that the lift will take place there will be a tool box talk that will review the
following items:

a) Procedure, requirements and details specified in the work plans and drawings.
Review of safety items such as weather concerns, plant activity; escape routes,
locations of fire- fighting and personal safety equipment etc.
b) Note: Weather forecasts will be obtained prior to the lift. If the forecasts, in-
conjunction with the actual wind speed readings taken manually on the wind
speed Indicators do not give a sufficient window of suitable weather then the
test / lift Program will be reassessed.
c) Designate key personnel, such as signalmen, etc.
d) Complete and sign off all appropriate checklist and Lifting permit.
e) Obtain permit to work prior to start of work.
f) Check the placement of all banners and barricades that define the safety
boundaries of the work areas.
g) Discuss and give due consideration to any additional appropriate.

7.6 Under the instruction of supervisor, the hydraulic gantry will then hoist up until it takes
approximately 10% of the lift weight. The supervisor will check the alignment of the wire
rope slings and give instruction to correct and relocate the lifting tackles/shackles if
necessary.
7.7 The gantry will hoist in 10% increments, under the instruction of supervisor.
7.8 The gantry will slowly raise the Chillers until it is clear of the truck / ground, once clear the
obstructions support saddles, wooden blocks etc.
7.9 The Chillers will be lifted up to a required height as per approved by Lifting Supervisor.
7.10 As per the lifting plan, the load will be lifted and when clearance had been achieved, the
truck will be removed and the load placed on the ground
On completion the lifting tackles will be removed and lowered on to the ground.
Gantry will be shifted and similarly positioned for lifting the next Chillers.
7.14 On completion of the lift the gantry will be demobilized from the site.

10. SAFETY

10.1 The Lifting Supervisor Safety Officer shall monitor the entire process of rigging up of
hydraulic gantry and the Lift sequence.
10.2 Job specific PPE shall be used for all the activities during work.
10.3 PPE normally used are:
 Safety helmets with chin straps.
 Reflective Jacket.
 Safety shoes.
 Heavy duty Gloves.
 Safety glasses.
 Cover all.
 Full body Safety Harness (if/when required).
