1. PURPOSE

The purpose of this program is to define roles and responsibilities and process of
Loading, Unloading and Transportation of heavy equipment.

3. SCOPE

The scope of this program is to define and establish methodologies for safe
Loading, Unloading and Transportation of heavy equipment’s. Br. CAT and its Sub-
contractor shall ensure that transportation, Loading & Unloading of heavy
equipment’s is being carried out as per Saudi Aramco requirements.

4. RESPONSIBILITIES

PROJECT/ CONSTRUCTION MANAGER


 Ensure the implementation of the “Loading, Unloading & Transportation of
Heavy Equipment.”
 Ensure sufficient resources are available, in terms of equipment’s and
qualified personnel, to effectively manage HSE issues.
 Evaluate and update the programs as required.
 Ensure program is communicated to site key personnel and sub-contractors.
 Ensure stop work empowerment.
 Ensure and implement incentive and disciplinary action.

EQUIPMENT DEPARTMENT MANAGER

 Responsible for over-all safe execution of Loading, Unloading and


Transportation of heavy equipment.
 Shall ensure all equipment’s which mobilize at site meet Saudi Aramco
Standards.
 Shall also assign competent person (Heavy Equipment Transportation
Team Leader) to carried out safe execution of the operation. He shall also
ensure all heavy equipment operator meet requirements as per GI 7.025.

 Ensure all heavy equipment operators are qualified and having valid SAG
license, SA certificate or 3rd party certificate with them.
 Ensure all equipment operator undergo Heavy Equipment training in Br.
CAT training room.

HSE MANAGER

 Advised/ Assist project and construction manager in implementation of the


program.
 Review and evaluate personnel qualification prior deployment to work site.
 Verify lifting equipment and hardware’s quality/ specification prior purchase
and deployments.
 Develop and Conduct training/ awareness pertaining to this program.
 Conduct continues monitoring, inspection and reminders pertaining to this
program.
 Provide and submit report to project/ construction manager pertaining to this
program.
 Advised/ Assist project/ construction manager in updating program as well
as provide recommendation as required.
 Ensure heavy equipment driver and operators are taking safety trainings as
per training matrix.

HEAVY EQUIPMENT TRANSPORTATION TEAM LEADER

 Shall be responsible for making planning for Loading, Unloading and


Transportation of heavy equipment.
 Responsible for selecting right equipment to transport they heavy
equipment.
 Responsible for identifying and marking exclusive zone for equipment
loading and unloading.
 Responsible for ensuring equipment tied properly with trailer bed and all
safety precautions has been taken prior to commence of work.

EQUIPMENT INSPECTOR

 Equipment inspector shall be responsible for inspecting and maintaining log


for equipment inspections of Br. CAT and its Sub-contractors.
 Ensure all 3rd party inspections and operator certificates shall be renewed
prior to expiry of certificate.
 Prior to mobilize any heavy equipment operator and Rigger he shall verify
their Saudi Aramco certification is verified by Aramco.

HEAVY EQUIPMENT OPERATOR / TRAILER DRIVER

 Heavy Equipment operator and trailer driver shall comply with rules and
regulation of Br. CAT, Saudi Aramco, and Saudi Government.
 Shall be responsible for filling daily inspection checklist prior to commence of
work.

 Shall also communicate with equipment inspector in case of any defect


identified in equipment.

5. GENERAL REQUIREMENTS

Br. CAT will ensure that all mechanical equipment provided is maintained in good
condition. All moving parts of any equipment will be securely guarded to prevent
access to these parts by persons working on or passing through the WORKS site.

 Equipment will be adequate and suitable for the activity.


 All equipment will be maintained in a safe and operable condition as per
Saudi Aramco Inspection Procedures.
 Operator must have valid legal documents of equipment and his certification
to operate the equipment.
 Whenever mobile equipment is left unattended, engines must be stopped;
parking brakes applied, and the ignition key should be removed.
 Loading and Unloading of equipment shall only be carried out in marked
exclusive zones.
 Saudi Aramco hot work permit or internal work permit shall be obtained prior
to start the activity.
 All mobile heavy equipment will be fitted with back alarm device, PWAS and
cameras as per Saudi Aramco Schedule B.
 Passengers will not be carried on my equipment.
 Heavy equipment movement shall be controlled by trained flagman.
 Operate must follow the flagman signals.
 Resting under the shade of equipment is stickily prohibited.
 Ensure that loading/unloading area must be safe for operation and no
vehicle or person must interrupt the operation which is not generally safe
once the operation is started.
 Trailer engine must be turned off and trailer must be parked for
loading/unloading operation on a clear, level, and stable ground.
 Lowbed ramp must be cleared from any obstruction or slippery material
(Dust, oil and or grease). Equipment must move up to the ramp smoothly
and consider having frictionless device for the ramp.
 The lowbed trailer ramp must be wide and long enough for the mobile
equipment being loaded to avoid steep angle.
 Operator must operate heavy equipment for loading/unloading operation on
lowest possible speed.
 Prior to start the operation Transportation Team Leader must need to ensure
that ramp design is ideal for the heavy equipment being loaded and is able
to accommodate its size and weight.
 If necessary, add some blocking under the ramp to enhance the support.
 Ensure that the heavy equipment being loaded on trailer bed, weight must
be evenly distributed on trailer bed and check whether the device is
balanced or not also check the suspension of the trailer.
 Prior to start transporting operation must ensure that equipment is properly
positioned and secured.

 Prior to start transporting operation, ensure that all the covers, doors and the
articulation points on the heavy equipment have articulated lock frames to
prevent all sorts of possible articulations that can take place during the
transit.
 Turn off the engine and battery of trailer prior to lower or being down the
attachment of heavy equipment to the floor of the vehicle.
 All the tie downs must be placed in the rear and front tie-down positions.
Ensure that the recommended connection and securement points to
minimize the damage and maximize effectiveness.
 Wedges, cradles, chocks, and other means must be placed in from of and
behind each track or wheel for preventing any rolling and shifting of the
heavy equipment.
 Verify pressure of the heavy equipment’s tires (if applicable) to prevent
loosening of the tie-downs. It is recommended that you refer the manual
provided by the owner for proper tire pounds of pressure.
 Carry out a thorough inspection of the tie-down equipment and the points
that are used for securing the equipment. Ensure all the pins and connection
points are secure, and all the hooks are functional.
 Daily equipment inspection should be carried out by crane operator.
 Area of loading and unloading should be barricaded.

6. HEAVY EQUIPMENT OPERATOR QUALIFICATION/CERTIFICATION


REQUIREMENT:

 Equipment operator shall possess a valid Saudi Arabian government license


(SAG) and SA certification as per GI 7.025 for operation of the specific type
of the heavy equipment that demonstrate that they have the knowledge,
training and experience to properly and safely perform their assigned task.
 Operators of equipment not required SA certification shall participate in
training and experience to perform their assigned task properly and safely.
 Verified copies of the certifications shall be maintained and present upon
request.
 Required Certification for Heavy Equipment are as below:

7. HEAVY EQUIPMENT INSPECTION AND MAINTENANCE

All heavy equipment’s shall be maintained as per manufacturer specifications.


Heavy equipment inspection shall be carried out as per below schedule.

Pre-Mobilization Inspection:
All heavy equipment’s shall be inspected by Br. CAT equipment inspector prior to
mobilization. Initial Vehicle and Truck Inspection checklist shall be filled and signed
by inspector. No equipment to be mobilize at site without meeting the requirement.
Trailer/lowbed ramps shall be inspected as per manufacturer specification.

Periodic Inspection:

The equipment department shall ensure all project heavy equipment of Br. CAT
and Sub-contractor are having valid 3rd party and Br. CAT inspection sticker on
them.

All equipment’s shall be periodically inspected by Saudi Aramco approved 3 rd


parties and Br. CAT equipment department based on below schedule.

Maintenance:

 Equipment operator shall be responsible for filling daily heavy equipment


checklist.
 Operator will be held accountable for their equipment to report defects to
equipment department.
 Equipment inspector shall remove inspection tag from the defected
equipment.
 All equipment maintenance shall be done by vendor designated mechanics.
 Equipment maintenance shall not be performed at site locations.
 Equipment inspector shall reinspect the equipment after maintenance has
been performed.

8. WORK PERMIT REQUIREMENTS

 All loading and Unloading of Heavy Equipment shall be performed with valid
work permit and shall be ensured by transportation team leader prior to start
the activity.
 Work permit for critical activities shall be signed by SAPMT representatives.
 SA Hot Work permit shall be obtained as per (GI 2.100) for Loading and
Unloading of Heavy Equipment in restricted area.
 Br. CAT internal work permit system shall be used in non-restricted area.
 Work permit issuer and receiver shall inspect the site prior to fill the permit
form.
 HSE officer shall ensure permit requirements are fulfilled and all supporting
documents are available at work location prior to counter signing the permit.
 Heavy equipment transportation team leader shall conduct toolbox talk with
involved personnel.
 Permit issuer and receiver shall close the work permit after completion of the
job.

9. DISPATCHING GUIDELINES FOR EQUIPMENT SELECTION.

 Heavy equipment transportation team leader shall be responsible to


evaluate when, where and what equipment shall be transported. He will
communicate with requester of the equipment until equipment reaches its
destination.
 Br. CAT and Sub-contractor shall use low bed trailer for heavy equipment
transportation at project sites.
 Foldable hydraulic or manual ramp shall be used for loading and
unloading of equipment on lowbed trailer.
 Two (2) escort vehicles with beacon lights shall escort the loaded trailer if
equipment is extended form the low bed trailer.
 If any part of loaded equipment extended from the low bed trailer, the
extended part shall be clearly marked with red flag or flashing lights.
 Designated Heavy Equipment Transportation Team Leader.

10. PRE-MOBILIZATION/TRANSPORTATION PLANNING

 Heavy Equipment Transportation Team Leader shall be responsible for


planning and implementation of all heavy equipment transportation on
project sites.
 Br. CAT area construction managers shall initiate the request for
equipment transportation.
 Br. CAT equipment department manager shall approve the request and
assign to transportation team leader.
 Transportation team leader shall make equipment selection and map the
transportation route.
 Escort vehicles shall be assigned with the lowbed trailer if transported
equipment is extended from trailer bed.
 Equipment department shall ensure to verify the documents of operators
with Aramco prior to mobilize at site.
 Equipment department shall ensure equipment have valid 3 rd party
inspection sticker.
 Prior to mobilize the equipment at site, Equipment department shall
inspect the equipment and issue Br. CAT internal inspection sticker.
 All equipment operators and drivers must be trained in Safe Operation of
Heavy Equipment.

11. EXCLUSION ZONE

Exclusion zone shall be identified by Heavy Equipment Transportation


Team Leader for Loading and Unloading of equipment.

Exclusion zone principle is to divide the Loading and Unloading area into
2 zones. Each zone must be clearly identified and communicated to all
involved personnel.

RED ZONE

Area where no one is allowed to enter during loading and unloading


activity. The size and position of zone will be varying between situation to
situation based on type of equipment to be unloaded and process to
unload the equipment but should be large enough to ensure the safety of
persons in case of incident.

GREEN ZONE

Area where involved persons can stand during loading and unloading
process. Green zone should also be marked and communicated to all
involved personnel. The position of green zone also varies based on type
of equipment and process of loading and unloading.

12. DEALING WITH INOPERABLE RAMPS

 Inoperable ramp shall only be inspected by authorized mechanic from


vendor.
 Operating the ramp by external means e.g., forklift, crane is strictly
prohibited.
 Trailer shall be parked in equipment parking area and barricaded until
rectification done by authorized mechanic.
 If ramp get stuck while in down position, Ramp should be tag out and
secured immediately.
 If ramp get stuck in upward direction, area around ramp is barricaded
and warning sign posted.
 Heavy equipment team leader shall inspect the ramp after rectification
performed by authorized mechanic.

13. DRIVING RULES.

 Not to drive while fatigued or in violation of hours-of-service regulations.


 Inspect the vehicle daily to ascertain that it is in safe operation condition
& equipment is in good working order as per Journey Management
requirements & inspection checklist.
 Driver must wear seat belt at all time during travel.
 Driver must be prohibited to use mobile phone and to avoid any types of
destructions during driving.
 Driver must follow Saudi government and Saudi Aramco Traffic rules and
regulation.
 Driver must avoid tailgating to another vehicle on the road while
travelling.
 Contractor must identify the safe following distance of trailer truck.
 Driver must obey the speed limits mentioned on road signs.
 Driver must not leave the vehicle unattended while engine is running.
 Drier must apply parking brakes before leaving the vehicle cabin.
 Driver should not park vehicle on roadsides having steep slope.
 Driver should not eat anything while driving.

14. OPERATOINAL GUIDELINES FOR LOADING, UNLOADING AND


TRANSPORTATION OF HEAVY EQUIPMENT.

Br. CAT will ensure all involved personnel in loading and unloading of equipment
understand their responsibilities. Only trained, competent and certified personnel
shall execute the job.

 All request for transportation of heavy equipment shall only be approved by


heavy equipment department manager.
 Work permit shall be obtained for loading and unloading of activity.
 Heavy equipment transportation team leader shall make selection of
equipment and marking of exclusive zones.
 While engaged in loading and unloading operations, the use of cell phones
and any other mobile devices should be prohibited.
 Heavy equipment transportation team leader shall conduct toolbox talk with
work crew.
 HSE officer shall continually monitor the activity.
 Permit issuer shall also make frequent visit to job site to ensure safe
execution of activity.
 Trained flagman shall be assigned to signal the equipment operator.
 Trailer shall be parked on level and compacted ground.
 Equipment operator shall move the equipment on low bed at slowest
possible speed.
 Heavy equipment transportation team leader shall signal the operator to
control the equipment movement while loading/ unloading of equipment on
low bed trailer.
 Only load rated chains, tensioners, connectors, and anchors should be used
to secure the loaded equipment on low bed.
 The weight of transported equipment must be equally distributed on the axel
of the transportation vehicle.
 Before transportation of heavy load, designated transportation team leader
shall check conditions of road, weather, and any other contingency
situations which might affect during transportation.
 Journey Plan to be followed and pre-journey checklist for loaded trailer shall
be filled by heavy equipment transportation team leader.
 Ramp of trailer shall be operated by trained trailer driver as per
manufacturer instructions.
 Area around the ramp shall be secured and red zone shall be marked by
transportation team leader based on the length of ramp.
 Safety precaution signage shall be installed at the back of the ramp while in
upright position.
 Ramps should be in upright position and secured properly during travelling.
 Trailer operator shall inspect surrounding of equipment prior to start of
journey.
 Two (2) escort vehicles with beacon lights shall escort the loaded trailer if
equipment is extended from the low bed trailer.
