PROJECT PROGRESS REPORT


QUEENSBOND FACILITY DEVELOPMENT PROJECT – KONEDOBU, NCD
28th September 2022

1. COMPLETION

Design & Drawings APPROVED by Physical Planning & Building Board

2. IN PROGRESS
PRELIMINARY WORKS

Geotechnical Investigations – Contractor engaged and field work completed on 23 rd Sept 2022. Currently
awaiting lab testing and report to be produced with findings and recommendations to Project desk by 30 th Sept
2022.

Detailed Surveying – Contractor selection compete. Awaiting payment for contractor to carry out surveying
works. Key areas of survey include boundary survey, topographic & Datum survey and locating of old marks and
reinstallation of pegs.

NATIONAL PROCUREMENT COMMISSION (NPC) PROGRESS:

 Draft Request for Tender (RFT) and Design Drawing submitted to NPC for review. Design/Drawings have
been approved for use by NPC.
 RFT document is in discussions and going through some amendments.
 Bill of Quantities (BOQ) to be redone since last BOQ was done in 2019, therefore due to high inflation
and increase in prices of goods and services BOQ does not reflect current economic environment.
PNGCS Project desk is sourcing qualified contractor (Building/Construction cost estimator) to do a BOQ –
in Progress.
 Next Steps – Letter to APCC Secretariat to be progressed by PNGCS Projects Division.
Legal Clearance from State Solicitor to be advised by NPC.

MAIN CONCERN

Bid submission to Department of National Planning & Monitoring (DNPM) for 2023 was K5 million Kina. This budget
value was determined back in 2019 or so and does not take into consideration the effects of inflation from (2019-2022),
hence is not representative of current economic conditions. Project desk has raised this concern with DNPM and NPC
and are currently in discussions. Main concern raised is disruption to project once project is underway due to
lack/inefficient funding which will cause interruption to the project schedule.

FORWARD PLAN

1. Develop BOQ by independence professional contractor (1 Week after funding is approved)


2. Confirm funding allocation from DNPM which is in November
3. If there is a difference in the cost to carry out the project successfully (which is expected), PNGCS to convene
meeting with NPC on how best to reduce/minimize disruptions on project so there is continuity in project
schedule.
4. Write to APCC Secretariat requesting to pre-commit new tender and advise of funding discrepancy between
current funding and yet to commit funding to successfully complete project.
