Security and Technical Operations
I Measurements for Civilized, Safe, and Fire-Prevention Construction

Civilized Construction Measurements on Site

1. Arrange the site for suspension work in accordance with the related

requirements. The equipments, materials and semi-finished products

shall be tidily placed.

2. The suspension work on site shall be perfectly organized, with best

deployment of resources (equipment or manpower).

3. After the operation is completed, various materials and discarded

wastes shall be cleared and dumped into appointed place. Make sure

the site is totally cleared after the work is done.

4. Build the good friendly relationship with the concerned parties that

are related to the construction.

5. Drinking alcohol during operation or working with illness shall all be

forbidden.

6. Strictly prohibit violating rules, regulations and other uncivilized

behaviors.

7. Strictly operate in accordance with the Specifications and working

procedures. “Barbaric operations” shall be forbidden during the

construction.
8. Operators shall strictly abide by the regulations for technical and safe

operations.

9. The detailed information with regards to construction techniques,

quality control and security precautions shall be widely spread among

the staffs on site and make sure they are totally aware of the tasks.

10. Introduce the philosophy of civilized acts and civilized operations to

the site people. Make sure the working and the living environment

shall be both clean and tidy.

Safety Precaution Measurement:

1. Specific person shall be assigned for safety precaution management

and potential safety hazard treatment; Site people shall all wear

safety helmet and high-rise operation personnel shall all wear safety

belt and anti-skid shoes.

2. Establish healthy and sound safety management system. Make bold

security watch signs and educate operators the third-class safety

operations.

3. Specific person shall be assigned to supervise the suspension. The

work shall be done step by step and no person shall be allowed to

pass under the suspension.

4. The power shall be interrupted and closed during the maintenance

for the equipments.

5. Power and electricity shall be utilized according to the specifications


and all electrical equipments shall be connected by professional

electricians.

6. Non-operators shall not be allowed to enter into the working site and

no unprofessional staffs are allowed to operate any equipment.

7. Strictly abide the Safety and Operational Manual of any equipment.

In exceptional cases, ideas shall be unified with the security staff and

the department supervisor.

Fire-prevention Safety Measurements:

1. Fire extinguisher shall be prepared on Site and make sure it`s usable.

2. Inflammable and explosive materials shall be put in safe places and

marked with bold fire-prevention signs.

3. The storage of the oxygen and acetylene cylinder shall be kept with a

certain distance. Usable barometer shall be prepared in advance. The

barometer shall be gently lift and lightly put, without collision to the

other objectives. It also shall not be reserved in high pressure or high

temperature environment. Autogenous welding, gas cutting, and

electric welding Site shall be free from inflammable goods.

4. Fire-fighting equipments shall be prepared in needy places or specific

equipment. Regular check to the fire-fighting equipment shall be

made to ensure its performance.

5. Specific person shall be assigned to be in charge of oil paint and other

painting materials. Storage and work shop shall be free from fire and
smoke.

6. Establish sound fire-fighting system. Specific person shall be assigned

to supervise.

Power Utilization Safety Precaution Measurement:

1. Various electrical devices shall have their assorted creepage

protector. Equipment, such as electrical welding machine shall install

secure and effective earthing device. All machines shall be powered

off after work.

2. Standard temporary distributor shall be prepared, together with the

well-assorted creepage protector. Make sure that one machine goes

with one switch and one protector. The zero line in the cabinet switch

shall be connected with connecter and separated from connector of

the ground-protection zero line 。 Various wires shall be correctly

placed in good order.

3. In the three-phase four-wire earthing system, the metal shell of the

electrical equipment shall have zero-line protection devices; while in

the non-three phase four wire earthing system, the metal shell of the

electrical equipment shall have ground-protection devices. The earth

resistance shall be no more than 4Ω. The zero-line protection devices

and the ground-protection devices shall not exist in the same power

supply system.

4. When the switch of the distributor is off, reasons shall be found out
before switching it on.

5. Hot-line operation shall be forbidden.

6. Non-professional electricians shall not be allowed to enter the

distributor and operate.

7. Specific person shall be assigned to check the electric wires and

equipments. Arrange specific personnel to check periodically the wire

insulation devices, ground-protection, zero-protection devices and

creepage protectors etc. Take good control of power management on

Site and construct in accordance with the related Specifications and

Regulations.

8. According to the Requirement of the Approved Temporary Power

Utilization Construction Design, the unqualified electricians shall not

be employed to guard the Site. Neither shall they to be in charge of

power operation or management.

9. In the outdoor construction, the electric wires that are crossing the

road shall be buried underground or protected with PVC pipes. The

electric wires that are pass along the fence or electric poles are

suitable to be fixed tight by insulator.

10. The main implements shall be ground-connected. Temporary lines

shall be installed by qualified professional electricians. Lightening

protection measurement shall be taken into consideration. Install

creepage protection devices to those electric machineries and hand-


hold electric tools. Staffs that use movable electric tools shall wear

insulated shoes and gloves.

11. Various machineries and equipments shall be debugged before the

application. With the approval from the Power and Security

Department, the machineries shall be applicable. Fix the signs of

“Safety Operation Specification”. Make sure the operators and

supervisors all shall be qualified for the work.

12. Fix the corresponding “Safety Operation” marks. If any electric

machinery on site goes wrong, there should be qualified and

professional technicians come and maintain. Other person shall not

make bold to maintain. The machine shall be power off during the

maintenance or blackout, hanging with the “Caution” sign.

13. Any electrical machinery shall not be overload, neither shall run with

malfunction.

14. The generator utilized shall be ground-protected. The switchboard of

generator shall be insulated with the external power and make sure

they do not run together.

15. The size and sectional area of the insulated conductor in the

construction shall meet the designed requirement. Safety fuse used

shall match with the equipment capacity and not be replaced with

other metal wires.

16. Line erected temporarily shall be supported by insulators. It is


forbidden to wind steel bars around surrounding trees or falseworks.

Those peeling and weathering conductor shall not be used.

17. It is forbidden to privately connect lines.

III Cast-in-situ Box Girder Falseworks and Formworks Construction

Regulations

1. The foundations of falseworks shall be leveled and compacted before

installing formworks. The falseworks shall be erected when bearing

capacity is big enough. The contact area between bed stone of

stanchions and foundation shall be no less than the designed value.

2. In the process of installing falseworks, no twisted or seriously rotted

stanchions shall be utilized.

3. Operators for falsework installation shall all wear safety helmets and

safety belts. Insulation measurements shall be taken during

construction.

4. Lifting points shall be no less than two when suspending the part

members vertically. Lifting hook shall be vertically fixed to part

members. Specific supervisor shall be assigned during the suspension

work. Collision shall be avoided with falseworks when lifting.

5. The falsework shall be installed in layer. Make sure the joints shall be

connected tight.

6. The upright stanchions shall be placed every other 1.2m, both in

adverse and longitudinal directions. Joints shall be tightly fixed with


upright stanchions.

7. The suspension work shall be ceased when the wind power is above 6

grades.

8. In the structure construction, safety protection measures shall be

taken in the places where potential hazard lies.

9. During the box girder formwork installation, the bearing parts shall be

installed first and then the non-bearing parts.

10. The side formworks shall be removed in sequence. Generally, remove

the posterior first and then the prior; remove the non-bearing parts

first and then the bearing parts. When removing formworks, it is not

allowed to hardly shake, rigidly prize or tamp the formworks. Neither

shall be extensively prized down or pulled over. In those important

bearing parts, after removing side formworks, the quality of concrete

shall be checked before removing the bearing formworks.

11. The removal of formwork and upright stanchions shall strictly abide

by the Request and Approval System. It is not allowed to remove

formworks randomly.

12. Operators shall stand in the safe places when removing formworks in

case of accident. After removing the regional formworks totally, the

discharged formworks, parts and falseworks shall be carried out and

piled up. The discharged formworks and other parts shall be cleaned,

maintained, covered with insulating agent timely and then put in


specific places.

IV Construction Regulations of Casting and Vibrating Concrete:

1. Make certain of the amount of each materials applied and the weight

of transport facilities according to the concrete mix proportion. Set

the standard of the weighing scale of cement, sand, and stone etc.

Each skip car shall be weighed when it is loading and the water rate of

aggregate shall be often tested and adjusted to make sure that the

moisture addition is right.

2. Order of loading: first put stones, and then cement, finally the sands.

If certain amount of additives is needed, it shall put into mixer

machine, together with water for stirring.

3. Time of agitation: The time of mixing concrete shall be at least more

than 90 seconds since all mixture have been loaded into mixer until it

begins to unload in order to make the concrete well mixed.

4. When the concrete start to mix, the technical apartment and the

section chief shall organize related workers to appraisal the slump

and the workability of the concrete and check if it fits for the ratio of

mixture and mix it after adjusting correctly.

5. Transportation of concrete: After unloading from the machine mixer,

the concrete shall be transported to the casting place in time. Prevent

the concrete from segregation, the lost of cement paste, changes of

slump and initial set during the transportation. If the concrete


segregates during the transportation, It must be secondly vibrated

before casting.(It shall according to the test when using admixture or

hard cement to mix concrete)

6. Keep the pump working when transporting concrete. If it has

problems and stops working over 45 minutes or the concrete

segregates, use the pressure water or other ways to flush the residual

deposit in the pump immediately.

7. The height of the concrete falling from the bell mouth shall less than

2 meters, and if the height of casting is higher than 3 meters it must

be settled by using elephant trunk or articulated chute.

8. Casting concrete shall be divided into sections and bedding surfaces

continuously. The height of casting surface shall according to its

configuration and the dilatability of steel reinforcement, generally

1.25times than the working part of vibrator, 50cm at the most.

9. It shall be plugged in quickly and out slowly by using the internal

vibrator. The inserting individual points shall be placed equably and

moved orderly and made stably without any pretermission. The space

between movements shall be less than 1.5times of the vibration

(commonly 30-40cm). It shall be plugged in the next layer for 5cm

when it is vibrating the upper layer in order to avoid the joint

between them. Surface vibrator (also called plate vibrator) `s

movement space shall assure that the slab of the vibrator covers the
fringe of the stable part.

10.Casting concrete shall be processed continuously. If it needs

intermission time, make it as short as possible and finish casting the

second layer before the setting of the previous concrete. The

maximum intermission time shall be identified according to the

qualities of concrete, the temperature and the conditions of concrete

setting. Generally speaking, if the max intermission time is over 2

hours, construction joint method shall be adopted (roughening and

grouting).

11.During casting concrete, the formworks, steel bars, pre-reserved

holes, embedded parts, and steel dowel shall be frequently observed

to check if there are movements, distortion and block. Settle them

immediately if there exists any problem and modify it before the

settlement of concrete.

V Safety Precautions of Tensioning

Construction of Prestressed Tensioning

1. Irrelevant people shall not be allowed to enter the tensioning site.

2. Check the tensioning equipments and tools (for example: jack, oil

pump, pressure gauge, oil pipe) to make sure if they measure up with

construction and safety. The pressure gauge shall be checked

periodically.

3. The anchor ring and male cone shall be checked before used.
4. The joint and interfaces between high pressure oil pump and jack

shall be in good condition. The operator of oil pump shall wear

protective glasses.

5. When the oil pump starts to work, the oil feeding speed, the return

speed and the pressure gauge hand shall be kept steady and

congruous. The safety valve shall keep sensitive and reliable.

6. Before tensioning, the operator shall identify the connection channel

of the interphone. When the distance of two tensioning points is

relatively far, those communication equipments, such as interphones

shall be used.

7. During tensioning, operators shall stand on both sides of jack. It is

forbidden to stand in front or on the opposite of jack.

8. The tensioning work shall be immediately suspended and examined

when abnormal phenomenon occurred (such as violent shake of oil

scale; oil leakage; strange sounds from the machine, and break or

slide of steel strands).

9. Upon the completion of tensioning work, protective measurement

shall be taken during discharging the dowels. The discharging work

shall not be done by brute force.

10. After tensioning, the two anchors shall be perfectly protected,

without heavy load be applied. Guard rails and protective fences shall

be established at the ends of the box girder before grouting. It is


forbidden to violently strike anchorage, steel strands or steel bars.

Safety Objectives Examination Regulations

The following regulations are stipulated for the increase of safe

production management force, taking good control of casualties and

accidents, good implementation of various safety management

objectives.

Examination Measurements:

1. Project manager shall organize the examinations and keep records

once a month according to the regulated safety management

objectives (casualty control objective, safety objective, civilized

construction objective).

2. To ensure the accomplishment of the objectives, the project

manager, together with professional safety personnel shall

examine once a month all the staffs in terms of responsibility

execution and records shall be taken.

3. The high management shall randomly inspect and examine the

specific measurement of realizations of objectives between the

company and the project; the project and the squad; the squad

and each individual.

4. Project manager shall organize by himself a safety examination

once a month, keep the records and report the feedback.

5. Project manager shall hold monthly safety production meeting and


inspect daily safety activities to each squad.

6. Combine the punishment and the encouragement method for the

promotion of the safety production.

The encouragement measurements:

1. Based on the items specified in the Annual Objectives signed at

the beginning of the year by each project, certain amount of

awards will be given upon those projects that made outstanding

contributions to the safety work at the end of year.

2. To those projects or individual that made outstanding

contributions shall be awarded at any time accordingly.
