These standing orders shall not be construed to indicate a departure from the good seamanship, the
exercise of sound judgment or overriding the law and regulations.
All new joining officers to read understand and comply with the standing orders and sign.
Each Chief Officer to make his/her own Standing Orders basis ‘SAMPLE’ below guidelines, subject to
approval from Master.

1. Duties and Responsibilities


 Ensure vessel is complying with International and Port regulations and
company guidelines. In case of any doubt, immediately inform Master / Chief
Officer.
 General Port Watch System are as follows
Watches Duty Officer
0000 – 0630 and 1200 to 1730 hours or
2nd Officer
0000 – 0700 and 1200 to 1700 hours
0630 – 1200 hours and 1730 - 2400 hours or
3rd Officer
0700 – 1200 hours and 1730 – 0000 hours
Chief Officer will attend the critical stages of cargo operations and other port operations
as directed by Master and Company Procedures.

2. General Watchkeeping Requirements


 Escort all port officials and always be polite and courteous to them.
 Obtain contact details of shore authorities used during normal operations and
emergency, from agents / stevedores and post it in Deck office
 Ensure port watch is manned as per schedule. Do not hesitate to call extra
staff if required.
 Carry out frequent draft checks during operations to ensure loading /
discharging is as per sequence and final trimming prior sailing.
 Duty officer must note the drafts along with density of dock water, prior
commencement of loading or discharging. Record it in port and deck logbook
and inform the relieving officer about it.
 Be aware of the air draft limitations and available and minimum required UKC
at all times.
 If expecting low UKC during any stage of loading / discharging, take hand lead
soundings as soon as practicable after berthing.
 Ensure tide timings and heights are known and readily available for reference.
 Ensure decks and working areas are safe to work and walk. Any oil spill or
grease, etc. on deck are to be immediately cleaned. Stow all loose gears and
ensure decks and cargo spaces are well illuminated at night.
 Ensure that the required flags and other signals/lights required by port
regulations are displayed.
 Take frequent rounds of areas of repair work to ensure compliance with safety
measures.

 Regular check the communication equipment for any incoming messages.


Immediately inform Master / Chief Officer in case any communication requiring
urgent attendance is received .

3. Monitoring Weather Condition


 Read weather reports every 6 hours.
 In case expecting bad weather, inform Master / Chief Officer. Put out extra
moorings as required. Log down the weather every two hours during adverse
weather.

4. Handing Over / Relieving Watch


 Comply with the vessel-specific checklists when handing over / taking over
watches.

5. Repairs
 When repair work is in progress, handover details of the status of repair work.
 Ensure all repair technician are familiarised with ‘SC-01 Safety Card for
Contractors’.

6. Gangway
 Never leave the gangway unattended.
 Rig the gangway in compliance with International and Port regulations and
SSP.
 Check the gangway and safety net is properly rigged, is well illuminated and is
constantly attended to.
 Place a lifebuoy with a self-activating light and a quoit (or similar device)
attached to buoyant safety line, at the point of access to board.

7. Moorings
 Ensure moorings are tight with equal load on all lines and they are not
chaffing.
 Ensure that vessel lies securely alongside at all times. Immediately inform
Master /Chief Officer in case of any difficulties regards the moorings. Check if
winches on auto-tension. Ensure rat guards are properly rigged.
 In case of berths where passing vessels cause surging of own vessel, Duty
Officer and the duty AB to be standby at moorings and gangway, and if
required ask for additional help. Ensure moorings are tight at all times.

8. Security
 Be vigilant and observe all requirements of the SSP / ISPS code and local
requirements.
 Control the access to accommodation through one door only. Lock all other
doors from inside including wheelhouse / chartroom. Take all anti-piracy and
stowaway precautions, as required at the particular berth.
 Do not allow any person on board without Master’s permission.
 Check the photo I.D. of all shore personnel boarding the vessel. Carry out their
baggage search as per requirements of the present security level maintained.
 Issue a visitors pass to all visitors and ensure to fill up the required details in
gangway logbook.

 Monitor and record the vessels crew going ashore and returning back on
board.
 Whenever appropriate and under instructions from Master / Chief Officer, carry
out extensive Drug and Stowaway search as per relevant vessel-specific
checklist prior to departure.

9. Cargo Operation
 During handover, relieved officer must give full details of cargo operations,
including any special requirements, any hazardous cargo to be loaded /
discharged or any other limitations.
 Identify the Stevedore Foreman or person-in-charge of cargo operations during
every shift.
 Any damage incurred to the vessel, its equipment or cargo, will required a
Stevedore Damage Report to be made using company provided form. Notify
Chief Officer immediately in case of any damage. Take photographs of the
damages, as appropriate.
 Immediately inform Chief Officer / Master in case there is any stoppage to
cargo work due any reason.
 In the stoppage is due to failure of shipboard equipment, rectification of
situation to be initiated immediately.

10. Ballast
 During handover, relieved officer must give full details of ballasting sequence /
operation in progress.
 Ensure that all details such as tank soundings, status of bilges, any special
instructions from the Chief Officer etc. are passed on to the relieving officer.

11. Pollution
 In the event oil/oily sheen is sighted around vessel, check that it is not from
own vessel. Immediately inform Chief Officer / Master.
 Ensure scuppers do not flow onto the quay, barges etc.
 Ensure that the garbage is stowed in leak-proof garbage bags and stowed
properly in covered garbage drums. Ensure that segregation of garbage is as
required
 Ensure garbage is disposed off ashore diligently and a receipt obtained from
reception facilities.

12. Logbooks
 Make timely entries in the Port and Deck Logbook. Ensure they are kept
updated and completed in every respect at end of watch.
