Project description
6.1 Background of the project

We have noticed that Hagonoy is situated on low-lying land near a coastal area, which are the main
factors that cause the village to flood when it rains heavily. Water overflows from the summer
monsoon, which brings heavy rains to most of the archipelago from May to October, causing floods. The
coastal settlements of Hagonoy are currently packed. The streams have been encroached upon.

In the summary report of (bulacan exec summar - region3.mgb.gov.ph) found the following:

Due to the inherent elevation of the area and extremely heavy precipitation and high tides
resulting in overflowing of canals, fourteen (14) barangays are particularly vulnerable to floods
(San Miguel, Tampok, San Pablo, Sagrada, San Nicolas, Mercado, Pugad, San Jose, San Pascual,
San Roque, Sta. Cruz, Sta. Monica, Sto. Rosario and Tibaguin).

Residents of Hagonoy will experience immediate impacts as a result of the flooding due to the climate
and their habitat. As a result of waterborne illnesses, people have died, property has been damaged,
crops have been destroyed, livestock has been lost, and people's health has deteriorated. Economic
operations may come to a halt, forcing people to flee their homes and disrupting regular living.

The sea has quietly flown into the streets of coastal towns during the last four decades. The fish, too,
end up swimming in the streets at times of high floods. Hagonoy is particularly vulnerable due to tidal
flooding. Floods can also cause long-term trauma to victims and their families. The loss of a loved one
has a profound effect on children.

6.2 Justification of the project

According to the Provincial Risk Reduction and Management Office, roughly 33 communities in
the province of Bulacan were flooded owing to heavy rains, high tide, and excess water from
the Bustos Dam on July 24, 2021. (PDRRMO). The project is crucial because of the impact it will
have on residents and how we can improve their living conditions. We can assist them in
preventing hazards to local residents' lives as well as further damage to the community.

As used to Barangay Mercado, information exchange and flood warning, as well as disaster
preparedness and response activities Seminars to help residents have a better understanding
and awareness of disasters and how to respond to them. This will be devoted to floods and will
provide teaching materials in the event of a flood emergency.

Mangroves can help lessen storm surges and serve as a first line of defense against floods and
erosion by reducing waves and storm surges. We can have a strategy to decrease the
consequences of floods in low-lying locations like Hagonoy. Flood mitigation and adaptation
measures are under increasing pressure to lessen these consequences and economic losses.
6.3 Benefits Derived from the project

The project will serve the target audience in terms of acquiring and promoting mangrove planting in
Barangay Mercado. Also, by holding seminars about floods, we can raise public knowledge about what
to do if flooding strikes in their area, as well as viable solutions.

When mangrove seedlings mature, they will aid in the prevention of flooding and the rise of sea levels
caused by the negative consequences of climate change and global warming, especially in this low-lying
town that is constantly flooded during high tides.

6.4 Coverage

The project will focus on the residents of Barangay Mercado in particular. This should assist the flood-
affected residents in improving their living conditions by resolving the flooding issues.
