Clause 5 - leadership

Definition
 As per ISO Leadership is defined as ” Leadership is the
person or group of people who directs and controls an
organization at the highest level.
 The top management has the power to delegate
authority and provide resources within the organization.
 If the scope of the management system covers only part
of an organization, then top management refers to those
who direct and control that part of the organization.
Difference between Management and leadership:
 Management is mostly about processes.
 Leadership is mostly about behavior.
 Management relies heavily on tangible measurable
capabilities such as effective planning; the use of
organizational systems; and the use of appropriate
communications methods.
 Leadership instead relies most strongly on less tangible
and less measurable things like trust, inspiration,
attitude, decision-making, and personal character.
 These are all necessary to motivate an organization to
achieve its management systems objectives.
5.1 Leadership and commitment
 Topmanagement shall demonstrate
leadership and commitment with respect to
the quality management system by
a) ensuring that quality policies and quality
objectives are established for the quality
management system and are compatible with
the strategic direction of the organization;
b) ensuring the quality policy is understood
and followed within the organization;

c) ensuring the integration of the QHSE management
system requirements into the organization‘s business
processes.

d) promoting awareness of the process approach.

e) ensuring that the resources needed for the QHSE


management system are available.
f) communicating the importance of effective QHSE
management and of conforming to the QHSE
management system requirements and the requirements
of goods and services;
5.1 Leadership and commitment
 g)ensuring that the QHSE management system
achieves its intended outcomes outputs.

h) engaging, directing and supporting persons to


contribute to the effectiveness of the QHSE
management system.

i) promoting continual improvement and innovation.

j) supporting other relevant management roles to


demonstrate their leadership as it applies to their
areas of responsibility.
5.1 Leadership and commitment
 K)taking overall responsibility and
accountability for the prevention of work-
related injury and ill health as well as the
provision of safe and healthy workplaces
and activities.
 L)
developing, leading and promoting a
culture in the organization that supports
the intended outcomes of the OH&S
management system;

 M)protecting workers from reprisals when
reporting incidents, hazards, risks and
opportunities.
 N)
ensuring the organization establishes and
implements a process(es) for consultation
and participation of workers.
 O)supporting the establishment and
functioning of health and safety committees
5.1.2 Leadership and commitment with respect to
the needs and expectations of customers
 Top management shall demonstrate leadership and
commitment with respect to customer focus by
ensuring that
a) the risks which can affect conformity of goods and
services and customer satisfaction are identified and
addressed;
b) customer requirements are determined and met;
c) the focus on consistently providing goods and
services that meet customer and applicable statutory
and regulatory requirements is maintained;
d) the focus on enhancing customer satisfaction is
maintained;
Personal Accountabilities

 accountability for the effectiveness of the QHSE management


system
 communicating the importance of effective QHSE management
and of conforming to the QHSE management system
requirements
 directing and supporting persons to contribute to the effectiveness
of the QHSE management system
 promoting continual improvement
 supporting other relevant management roles to demonstrate their
leadership as it applies to their areas of responsibility
Responsibilities that can be Delegated

 ensuring that the QHSE policy and QHSE objectives are


established and are compatible with the strategic
direction and the context of the organization
 ensuring the integration of the QHSE management
system requirements into the organization’s business
processes
 ensuring that the resources needed for the QHSE
management system are available
 ensuring that the QHSE management system achieves
its intended outcomes
5.2 QHSE policy
 Top management shall establish a QHSE
policy that:
a) is appropriate to the purpose of the
organization;
b) provides a framework for setting QHSE
objectives;
c) includes a commitment to satisfy
applicable requirements.
d) includes a commitment to continual
improvement of the QHSE management
system.
5.2 QHSE policy

 E)includes a commitment to the protection


of the environment, including prevention of
pollution and other specific commitment(s)
relevant to the context of the organization.
 F)
includes a commitment to fulfil its
compliance obligations.
 G)includes a commitment to provide safe
and healthy working conditions for the
prevention of work-related injury and ill
health
5.2 QHSE policy

 H) includes a commitment to eliminate


hazards and reduce OH&S risks.
 I)includes a commitment to consultation
and participation of workers, and, where
they exist, workers’ representatives.
5.2 QHSE policy

 The QHSE policy shall:


 be available as documented information;
 be communicated within the organization;
 be available to interested parties, as
appropriate;
 be relevant and appropriate.
5.3 Organizational roles, responsibilities
and authorities
 Top management shall ensure that the
responsibilities and authorities for relevant roles are
assigned and communicated within the organization.
 Topmanagement shall be accountable for the
effectiveness of the QHSE management system and
shall assign the responsibility and authority for:
a) ensuring that the QHSE management system
conforms to the requirements of ISO QHSE
Standards.
5.3 Organizational roles,
responsibilities and authorities
 b)ensuring that the processes interact and
are delivering their intended outputs,
c) reporting on the performance of the QHSE
management system to top management and
any need for improvement.
d) ensuring the promotion of awareness of
customer requirements throughout the
organization.
5.4 Consultation and participation of
workers
 The organization shall establish, implement and maintain
a process(es) for consultation and participation of workers
at all applicable levels and functions, and, where they
exist, workers’ representatives, in the development,
planning, implementation, performance evaluation and
actions for improvement of the OH&S management
system.
The organization shall:
a) provide mechanisms, time, training and resources
necessary for consultation and participation

 b)provide timely access to clear,


understandable and relevant information
about the OH&S management system;
c) determine and remove obstacles or
barriers to participation and minimize
those that cannot be removed;

Overall responsibility & accountability for the OHS System, directly
or through a nominated executive

Define the OHS Policy

Appoint Management Representative
Approval of Purchase Orders for capital items

 Preparation
of objectives and targets in consultation with

 Conducting departmental reviews
 Coordinate in providing resources for departmental
elements of OHS.
 Providingdirection to the department on the design,
implementation, and maintenance of OHS
 Resolving corrective action issues

 Legal Team:
 Identifyapplicable legislation and other
requirements.
 Evaluate Legal compliance
 Communicate the legal non-compliances
 Hold review meetings on a legal requirement.
 Update with latest legislations / amendments.

 Audit Team:
 Conduct internal audits as per the audit schedule
 Generate audit reports
 Verify the audit closure

 Emergency Response Team:
 Review emergency response & preparedness manual
 Train the people for emergency response
 Conduct the role during the mock drill
 To see the entry of unauthorized persons is restricted to areas.
 To check whether Fire Extinguishers are provided at appropriate places
and are tested periodically.
 To check persons working are using proper PPE’s
 To train the personnel over the safety & to identify key areas where
safety is necessary

 To identify safe assembly area
 Impart safety awareness to all employees through in-house
training as per the needs identified.
 Tocheck whether safety instructions have been prepared
and displayed at relevant places through
 Operation control Instruction for use of Safety Personal
Protective Equipment.
 To see all the effectiveness of the emergency preparedness

 First Aid Team
 The team should regularly monitor medicine availability in the
box.
 The First Aid personnel shall take care of the injured persons
and in case of an emergency condition.
 The First Aid persons should take care that the injured persons
are shifted to the hospital in time.
 Admin Officer is accountable for maintaining adequate first-
aid medicines, providing first aid to injured personnel.

 Functions and duties of the safety committee
shall include-
 Dealing with all matters concerning health,
safety, and environment, and to arrive at practical
solutions to problems encountered.
 Creating safety awareness among all the
workers.
 Undertakingeducational, training and
promotional activities.

 Discussing reports on safety, environmental and occupational health surveys,
safety audits, risk assessments, emergency and disaster management plans and
implementation of the recommendations made in the reports.
 Carrying out health and safety surveys and identifying the cause of accidents.
 Looking into any complaint made on the likelihood of imminent danger to the
safety and health of the workers and suggesting corrective measures and
Reviewing the implementation of the recommendations made by it.
 Incident investigation results & review of the effectiveness of the action taken.
 Safety Officer is accountable for conducting safety committee meeting.
