MODULE 1
IN NSTP-LTS II
INTRODUCTION

This module deals with the latest IRR of RA 9163, otherwise known as the National
Service Training Program (NSTP) Act of 2001, which was issued on November 13,
2009. The Commission on Higher Education (CHED), Technical Education and Skills
Development Authority (TESDA), and Department of National Defense (DND), in
cooperation with other concerned government agencies, the Philippine Association of
State Universities and Colleges (PASUC), the Coordinating Council of Private
Educational Associations of the Philippines (COCOPEA), non-governmental
organizations, jointly issued, adopted, and promulgated the aforementioned IRR for the
NSTP.

COMPETENCY # 1: RA 9163 IMPLEMENTING GUIDELINES


Objectives
At the end of this lesson, the students should be able to:
a. familiar with the provisions of the Revised Implementing Rules and
Regulations (IRR0 of RA 9163;
b. explain the impact of RA 9163 on community service-learning; and
c. develop an active role, involvement, and participation of students in
community/civic affairs.
Definition of key words
National Service – refers to mandatory or voluntary government service programs
Military service – the performance of active service by individual in any branch of the
armed forces
Civilian service – service to a government made by those not joining the military
service
Volunteerism – refers to an act involving a wide range of activities, including
traditional forms of mutual aid and development interventions that provides an enabling
and empowering environment both on the part of the beneficiary receiving and the
volunteer rendering the act, undertaken for reasons arising from sociodevelopmental,
business or corporate orientation, commitment or conviction for the attainment of the
public good and where monetary and other incentives or rewards are not the primary
motivating factors.
According to Section 9 of Article II of the 1987 Constitution, “the State shall promote a
just and dynamic social order that will ensure the prosperity and independence of the
nation and free the people from poverty through policies that provide adequate social
services, promote full employment, a rising standard of living, and an improved quality
of life for all.”
In line with this, De Leon (2011) explains that a “nation’s social services delivery
system, particularly universal access to education and health care, is central to
achieving equality and closing the wealth and income gap between the rich and the
poor.”
Social development aims to reduce poverty and unemployment and create jobs.
However, these obligations should be shouldered not only by the government but also
by all Filipinos.
Principle behind RA 9163
Section 1 of the IRR of the NSTP Law states that “while it is the prime duty of the
government to serve and protect its citizens, in turn, it shall be the duty of all citizens to
defend the security of the state, and in fulfillment thereof, the government may require
each citizen to render personal military or civil service.
The NSTP on the Role of the Youth
Section 2 of the IRR of the NSTP Law provides the following:
1. “In the recognition of the vital role of the youth in nation-building, the state shall
promote civic consciousness among them and shall develop their physical, moral,
spiritual, intellectual, and social well-being. It shall inculcate the ideal of patriotism,
nationalism, and advance their involvement in public and civic affairs.”
2. “As the most valuable resource of the nation, they shall be motivated, trained,
organized, and involved in military, literacy, civic welfare programs, and other similar
endeavors in the service of the nation.”
Components of the NSTP
The following are the components of the NSTP Law as enumerated in Section 5 of the
IRR:
1. The Reserve Officers Training Corps (ROTC) institutionalized under Section 38
and 39 of Republic Act No. 7077 and designed to provide military training to motivate,
train, organize, and mobilize the youth for national defense preparedness;
2. The Civic Welfare Training Service (CWTS) which consists of activities that
contribute to the general welfare and the betterment of life of the members of the
community or the enhancement of its facilities, especially those devoted to improving
health, education, environment, entrepreneurship, safety, recreation, morals, and other
areas; and
3. The Literacy Training Service (LTS) designed to train students to teach literacy and
numeracy skills to school children, out-of-school youth, and other segments of society
who are in need of such services.
All program components shall emphasize citizenship training and instill patriotism,
moral virtues, respect for the rights of civilians, and adherence to the Constitution.
Coverage of the NSTP Law
1. All incoming first-year students, male and female, starting the academic year (AY)
2002-2003, enrolled in any baccalaureate degree comprising at least two years of
technical-vocational or non-degree education are required to complete one NSTP
components of their choice as a requirement for graduation.
2. All higher and technical-vocational education institutions must offer at least one
NSTP component.
3. State universities and colleges (SUCs) shall offer the ROTC components and at least
one other NSTP component.
4. The Philippine Military Academy (PMA), Philippine Merchant Marine Academy
(PMMA), Philippine National Police Academy (PNPA), and other SUCs of similar
nature, in view of the special character of these institutions, are exempted from the
NSTP.
5. Private higher education institutions (HEIs) and technical-vocational education
institutions with at least 350 students-cadets may offer the ROTC components and
consequently establish and maintain a Department of Military Science and Tactics
(DMST), which, however, will still be subject to the existing rules and regulations of
the Armed Forces of the Philippines (AFP).
NATIONAL SERVICE
National Service refers to mandatory or voluntary government service programs. Most
of the present military service focus in the armed forces. The mandatory service in any
armed forces of a country is known as conscription. The minimum age requirement for
most of the countries participating in national service is 18-21 years of age. They are
military reserve force in the event of war or national emergencies. It started to be
adopted by countries around the world in the coming of the 20 th century. It usually
requires male citizens to serve a minimum of one year in military or national service to
be considered as member of the reserve force.

Two Types of National Service
1. Military Service. The performance of active service by individual in any branch of
the armed forces. Military service is based on the idea that people have a certain duty
and on the assumption that the greater good is more relevant than other individual
rights. Some countries have a mandatory military training for its citizens which could
last for years. There are citizens who serve in the armed forces service for a brief period
while others stay on it and make a career as military officer. The major armed forces of
any country are usually Army, Navy and Air Force.
2. Civilian Service. Service to a government made by those not joining the military
service. One can also serve his/her country not only by involving and engaging in
combat. Some countries in the world do not require people in mandatory service but
instead, they replace it with a national civilian service which aims to develop a sense of
nationalism among its citizen. Civilian service is usually performed in the service of
non-profit governmental bodies or other institutions. The civilian service helps develop
the potential generation to become leaders in the future by letting them know the
importance of service to others especially to the less fortunate ones during the time of
crisis. It serves as service to the nation and its people.

THE VOLUNTEER ACT OF 2007
The Republic Act 9418 or the Act Institutionalizing a Strategy for Rural Development,
Strengthening Volunteerism and for Other Purposes is the law which paves way for
volunteerism in the Philippines. The State, as the protector of the people must promote
the participation of the various sectors of the Filipino society, and as necessary,
international and foreign volunteer organizations in public and civic affairs. It should
also adopt and strengthen the practice of volunteerism as a strategy in order to attain
national development and international understanding. The inculcation of volunteerism
as a way of life should be rekindled in every Filipino, the time-honored tradition of
bayanihan to foster social justice, solidarity and sustainable development.
THE ROLE OF VOLUNTEERISM IN THE SOCIETY
Volunteerism in the academic institution includes but not limited to, provision of
technical assistance and sharing of technology within the academic circle, target
communities and other clienteles and the upgrading of the quality of education and
curriculum methodologies while providing career enhancement and exposure to the
volunteers.
On the other hand, the volunteerism in the corporate sector as an expression of
corporate social responsibility and citizenship, refers to activities recognized by the
company, where employees give their time, skills and resources in the service of the
company’s internal and /or external communities.
Example of Volunteering Activities
1. Donation of material resources
2. Fundraising for a cause
3. Outreach activities
4. Environmental campaign
5. Medical and health related advocacies
6. Knowledge and change management
7. Scholarship programs
8. Sharing of expertise, particularly of business and developmental skills
