METHOD STATEMENT & RISK

ASSESSMENT

The statutory regulations and codes of practices detail
commonsense requirements and scaffolds shall be constructed
in accordance with BSEN12811-1:2003 & BSEN12810-2:2003,
SCOPE/SEQUENCEOFWORKS:
TG20 codes of Practice.

1. Delivery of materials to site will be conducted by our


company trucks.
2. Materials will be placed in the storage areas provided
by us. Materials will be contained within our storage
area. Staff will cover it with black cover to minimize
environmental effects.
3. Materials will be set out in the relevant working areas
who will follow good manual handling practices (see
manual handling check sheet attached)
4. SCOPEOFWORKSASFOLLOWS:
To supply, erect and subsequently dismantle
Access scaffolding system.
5. General erection procedure as follows:
 The erection procedure will be such that at no
time an unstable or unsafe scaffold left
standing. All scaffolders will be working to SG4
standards.
 As the erection is going to be held in high
wind risk area, that’s why special precaution
to be taken both for the safety of scaffolding
staff and equipment’s also the surrounding
ecosystem.
 The cup lock system scaffold will be used for
Access works whereby vertical standards are
joined together by horizontal ledgers and fixed
by means of a locking cup.
 Steel Decks (5 KN/m^2) will be used for VIP
platform.
 As discussed, we don’t have onsite medical
facilities instead it will be on call if in case any
medical emergency.
 Ground surface level will be thoroughly
checked, and slightly leveled for placement of
base boards.
 A 300 meters harass fencing and 500 m
Police Barricade will be fixed for the
confinement of event Area. Care will be taken
with the layout and prescribed location.
 After placement of base lift for all structure a
brief check for vertical level will be done for
accuracy.
 Bracing will be continued according to the
drawing and design.
 Counterweight will be immediately placed in
the lightening tower to counter the overturning
caused by the working wind load.
 A proper stair access will be given to VIP
platform along with railing.
 An exhibition carpet will be placed on stage
platform for final finish.
 After finishing the final layer, a comprehensive
check will be done to detect any flaws.

SCOPE/SEQUENCEOFWORKS:
All the setbacks will be properly check according to drawing, for any
alteration, client will be taken onboard.

Ladder access will be provided for FOH tower top platform.

Generally, scaffolds are dismantled in the reverse order to that


in which they are erected, but visual checks will be made by the
leading personals.

Rescue Plans

The legal requirement for rescue is specified in the ‘Work at Height Regulations 2005’ which requires every employer in selecting
workequipmentfor useinwork atheighttotakeaccount oftheneedforeasy andtimelyevacuation andrescueinanemergency.

Scaffolders may need to be rescued from height for a number of reasons, e.g. operatives who have suffered a heart attack on a
workingplatform,thosewho haveinjuries asaresultofslips /trips andthose suspendedina harnessfollowing a fall.

If a person falls and is suspended in their safety harness, restriction of movement or loss of consciousness must be anticipated.
Anyperson who has suffered an accident must therefore be rescued extremely quickly. The aim should be to keep the post fall
suspensiontimeto aminimumby gettingthe person backtoa positionof safety assoon as possible.

The majority of scaffolding work involves the erection of independent tied scaffolds, and should someone fall whilst attached to this type
ofscaffold, rescue should be straight forward. If the faller is both conscious and uninjured, they are most likely to be able to
recoverthemselvesand / orby theirwork mates.

If, howeverthe fallerisinjured,unconsciousand/orsuspendedinmidair,rescueisgoing tobe moredifficult.Therefore,a


suitablerescueproceduremustbeconsideredatthepre-tender/planningstageandassiteconditionschange.Soa sitespecificriskassessmentisthe
first step to determining arescueplan.

The following scenarios have been put together and require to be followed in the event of an emergency. Each situation may
differdepending on the site conditions, the equipment (if any) available and the condition of suspended operative. All operatives are to
bebriefed on each scenario and the supervisor to highlight which rescue plan is relevant to the site (supervisors to be aware of changing
siteconditionswhich may affect thetype ofrescueplanned)

Rescue Plan
Rescueplanwithoutspecialistequipment

1. The first priority MUST be to recover the suspended scaffolders from suspension as quickly as possible, without endangering,
unnecessarily,Thesafetyoftherescuer(s)orthecasualty.
2. Informthe emergencyservicesandsitemanagementassoonaspracticable to make themaware ofthe situationand to requestassistance.
3. Ifconscious,thesuspendedScaffoldershould:
i. Recoverthemselvesorassist intheirownrescue ifpossible
ii. Climbbackon theplatformifpossible
iii. Supportthemselvesonpart of thestructuresotheyarenot solelysupportedbythe harnesse.g.getafoothold on scaffoldtubeif possible
iv. Keepall4 limbsmovingtoaidbloodcirculationandtransferbodyweightfromside to side
4. Colleagues can move to or create a working platform adjacent to the casualty, clip on to a suitable anchorage point and assist on getting
themOntotheplatform.Ifunconscious,thentheymustbemaneuveredmanually ontotheplatform.
5. Oncethe casualtyison asafeplatformthentheirfallarrestequipment canbe released orthe lanyardcut, if it issafetodo so.
6. Ifconscious,thecasualtyshouldbeseatedinanuprightpositionandnotallowedtolieinahorizontalorthetraditionalrecoveryposition.
7. Ifunconscious,thecasualtyisbestmanagedinaninclinedposition,withtheheadthehighestpointofthebodyatabout20degrees,NEVERLaidflatandste
psshouldbetakentoensuretheirairwayisopen.
8. Safe access for the emergency services should be provided, e.g. positioning a ladder, installing temporary guardrails, securing the
platformBoardsetc.
9. The emergency services to administer treatment and make a decision on getting the casualty down to ground level. This may involve the help
ofThemaincontractore.g. usesofequipmentetc.

IMPORTANT!

Wherethereispotentialfor“suspensiontrauma”tooccur, the suspensiontime mustbe kepttoaminimumbygettingthe personbacktoa positionofsafety as


soon as possible. Any Scaffolder who has been suspended in a harness MUST be treated as a medical emergency and seek urgent medicalattention.
