Based on the Administration Pillar: “Love for Environment” and Pursuant to DILG RA 7160 - Devolved Functions
under the Natural Resources Services is the Pollution Control Laws and other related laws, one of the salient features
on Waste Management is the Nationwide Program - Basura Patrol. This will conduct continuous monitoring of the
compliance formulation of the Municipal Solid Waste Management Plan for the Integration of Provincial SWM Plan.
Specifically in RA 9003 section 37 otherwise known as Ecological Solid Waste Management Act of 2000 provides
that no open dumps shall be allowed three (3) years following the effectivity of the Act, further, controlled dumpsite
shall be allowed five (5) years following the effectivity of the Act. Therefore, all open and controlled dumpsites
should have been phased out and closed as of February 16, 2006. This mandate shall be implemented by this
administration under the three pillars of the Provincial Government of Zamboanga del Sur.
Monitoring the open dumpsites is a must in every municipality and the city, expecting to accumulate its volume
of solid waste disposal and will continue beyond its intended solid waste storage (cubic meter or hectare-area)
capacity. It is empirical for the Provincial Government to monitor the formulated Closure and Rehabilitation Plan of
the Municipalities and the City’s Controlled Dumpsite, in order to comply the requirements under RA 9003 and to
attain the zero waste disposal in the Province.
Through monitoring and data gathering, the detailed information will support the assessment and evaluation in
formulating a holistic and harmonious Closure and Rehabilitation Plan.
Organize and institutionalize environmental advocate leading to zero waste disposal and continuous – massive
Information and Education Campaign (IEC), activities, seminar, symposium, orientations on proper waste disposal
for households, commercial – industrial wastes, farm-agricultural waste, institutional waste in all ecotourism sites,
coastal, mineral active project sites that might affect environmental resources within the province.
Reconstitution of the Provincial Solid Waste Management Board (PSWMB) by conducting a semi-annual meeting
through Provincial Development Council (PDC) for related legislation and resolutions of issues and concern on related
matters.
Produce reference Maps, Directory, Data-Based on organize institutions for data gathering as guide in decision
making in the Research and Development for Waste Management Program.
The Formulation of SCRP is within the context of comprehensive, systematic and participative solid waste
management approach of the municipality/city. The M/CLGU through the Provincial Environment and Natural
Resources Office (CLENRO) shall facilitate the implementation of closure and rehabilitation activities. But since the
Province has limited resources and equipment, the implementation of the activities stipulated in this Plan shall be
going to be contracted out to a private entity that has the capacity and integrity in the closure of waste disposal
facility.
The closure of the M/CLGU controlled dumpsite would expedite the establishment of Ecological Park with Materials
Recovery Facility. In parallel, a siting of possible areas for Eco-park shall be done. Likewise, waste reduction and
minimization at source shall be implemented at barangay level.
General:
1. To be able to monitor the Formulated Safe Closure and Rehabilitation Plan (SCRP) of the municipality/city which
aims to promote public health and good sanitation in the Province-wide of Zamboanga del Sur while attaining
sustainable ecological balance and compliant to RA 9003.
Specific:
1. To provide technical support in establishing workable strategies and parameters for the proper closure and
rehabilitation of the long overdue city dumpsite in compliance to Section 37 of RA 9003 for the Province;
2. To ascertain closure requirements and schedule of rehabilitation activities based on the present conditions of
the dumpsite; and
3. To allocate resources in carrying out the safe closure and rehabilitation plan.
