TOURNAMENT CIRCULAR NO.WBBA/TC/01-2022-2023,

The following prescribed TOURNAMENT REGULATIONS to be turned into account during
session 2022-23 of the West Bengal Basketball Association.

1. ELIGIBILITY FOR PARTICIPATION;
a. Tournaments are open to all eligible affiliated units / Clubs and also associated clubs of the West
Bengal Basketball Association is mandatory.

b. In case of non-PARTICIPATION in that case appropriate authority of the Association may take
action against that unit for violation of the said rule.

c. NOMINATED TEAM OF A DISTRICT- a nominated team of any district may participate in tournaments
of WBBA provided that team must be recommended by the Hony. Secretary/appropriate authority of that
District Body.

d. KNOCK-OUT TOURNAMENTS will not be held FOR THIS SESSION.

2. TEAMSí:
a. All teams must be accompanied by their own HEAD COACH/COACH / MANAGER / SCORE-
KEEPER / TIME-KEEPER AND 24 SECONDS OPERATOR to act as TABLE OFFICIALS at the
time of their matches.

b. (i) Choice of courts side to be decided as per the fixture.

(ii) As per FIBA RULE, Team A will be wearing light colour jersey and team B have to wear Dark colour
jersey.

c. In case of non-participation of a team in Division-I League, that team will be come down to Division-
II in the next session.

d. Ranking of Teams: Ranking in all League Tournament will be decided on points earned by the
team, i.e., winner- 2 points, looser -1 point and non-participation- 0 point (walk-over).

e. In case of TIE: (as per earned points) B.F.I. Rules to be followed.

f. POSTPONEMENT: A team will only be entitled to postpone any match if only.

(i) Postpone letter is to be submitted within 72 hours from the date of receiving the fixture and duly
signed by Hony. General Secretary in the club letterhead.

(ii) Under any circumstances postponement cannot be granted 72 hours prior to the scheduled date
of the match.

(iii) Kindly note for the session 2023-2024 the second position team of 2nd Division to 11th position
team of the session 2022-2023 will solely participate in 2nd division rest all teams will participate in
the inaugural edition of 3rd division. New affiliated/Associate team will play in 3rd division.

g. Refusal of Play: In case of refusal of play by a team being present on the ground that team will earn
0 point, moreover, 2 points will be deducted from their earned points or to be earned.

h. After ranking of Division-II teams, the top most team of Division-II will be promoted to Division-I.
Maximum one team of the same affiliated club/unit will be allowed in Division-I tournament.

i. TEAMSí PROMOTION & RELEGATION: FOR THE SESSION 2022-2023 NO TEAM FROM THE
1ST DIVISION WILL BE RELEGATED. HOWEVER, 2 ND DIV. CHAMPION/QUALIFIED TEAM
WILL BE PROMOTED TO 1ST DIVISION. WEST BENGAL BASKETBALL ASSOCIATION
TOURNAMENT CIRCULAR NO.WBBA/TC/01-2022-2023, DATED: 13.02.2023

j. FROM THE SESSION 2023-2024 SUPER DIVISION WILL START IN WHICH THE TOP 8 TEAMS OF THE
1ST DIVISION OF THE SESSION 2022-2023 WILL BE QUALIFIED AND THE BOTTOM 7 TEAMS
AND THE CHAMPION/PROMOTEE TEAM OF 2ND DIVISION WILL BE CONTESTING IN THE 1ST
DIVISION.

k. Team failing to appear to play consecutively two MATCHES in league tournament without valid
reason, which is acceptable to the TOURNAMENT Sub-Committee, will not be allowed to participate
in the remaining matches of the League.

l. If any particular match may be stopped/ shifted due to unavoidable circumstances, the concerned
teams shall have to wait for at least 30 minutes for completion of the remaining portion of the match.
The said condition is applicable only for League and time-bound tournaments.

m. Protest: Protest must be lodged in writing WITHIN 24 hours of the ending of the concerned match
of league. In case of any State Championship complaint has to be lodged within 20 minutes after
completion of the match.The protest letter is to be submitted along with a protest fee of Rs.1000/-
(One Thousand Only) The protest fee of the team will be forfeited in the event of protest not being
upheld. In any casethe letter head of the organization is required for any protest.

n. All teams are requested to kindly make an endeavor to provide at least two qualified officials to
W.B.B.A to supervise matches of the association in order to facilitate conducting matches smoothly
and efficiently by the Association.

o. Sessions of Matches: Matches may be played at morning, afternoon and evening sessions, sub-
ject to discretion of Organisers.

p. In case of exigencies or absence of qualified referees, matches may be conducted by eminent ex- players.

3. PLAYERS REGISTRATION & ID CARD:
a. All players must be REGISTERED AS PER W.B.B. Aís REGULATIONS.

b. Maximum eighteen (18) & minimum 8 numbers of players can be registered in one team for one
session in each event of theTournament. For Sub-Junior tournaments minimum 10 players must be
registered.

c. Additional Player Registration Deadline: Registration of additional players can be done from the
day of the commencement of the tournament till 20 days after (total 21 days) for all Division (except
Sub-Junior).

d. Additionally registered player must be registered before 72 hours of his/her first participation along
with three (3) copies of latest stamp size p h o t o g r a p h s which are required for his/her identity card
preparation.The mentioned rule will be applicable in all divisions league.

e. Loss of ID CARD: In all cases, all the registered players will get their IDENTITY CARD after fulfilling
the above requirements. A fine Rs 100/- is to be paid for loss of card & issuance of duplicate card.

f. One player who is already once registered as that player cannot be replaced by any other player
for registration in any case.

g. It is further to be noted that Registered players of any state Championship (12 players) will be consid-
ered out of eighteen (18) registered players. DIVISION-II PLAYERS OF WBBA LEAGUE WILL NOT BE
ALLOWED IN SENIOR STATE BASKETBALL CHAMPIONSHIP (Except District Teams).
h. Players participating in inter office tournaments will not be allowed to play for any age group tourna-
ment although their age falls within the mentioned age as per BFI rule.

i. Players, who are participating in age group tournaments i.e. Junior, youth and sub-junior (mini) sec-
tions may WEST BENGAL BASKETBALL ASSOCIATION TOURNAMENT CIRCULAR NO.WBBA/
TC/01-2022-2023, DATED: 13.02.2023 also be allowed to play either in Division-I or Division-II tourna-
ments provided they are properly registered.

j. Each Registered player shall have to submit three copies of latest stamp size photographs. Copies of
Identity cards issued by the WBBA need to be attached with Entry-cum-Registration Form affixing
currentphoto beside the name of each player.

k. The player willing to play in any age group tournament, he/she will have to submit a copy of his/her
acceptable birth registration certificate from the appropriate authority, along with the current age certifi-
cate issued by the Municipal Corporation obtained within the 2(two) years of their birth. Original and
Xerox copy to be submitted and original will be returned after age verification. On successful examina-
tion of the documents Player Registration will be confirmed. As per necessity, medical tests of the age
group players to be taken for age verification. If any age group player found ìover ageî, in that case his/
her club will have to bear the cost of the medical test.

l. In case any changes of date of birth from the previous declaration will not be accepted. In case of any
discrepancy in age of a player as WBBA records, the higher age will be taken into consideration.
m. Rule (J) to be added: The player willing to play in any age group tournament, he / she will have to
submit a copy of his / her date of birth certificate in where his/ her date of birth must be Registered to the
Municipal Corporation within ONE Year (As per B.F.I Circular) otherwise his/her certificate will not be
accepted.

n. ALL PLAYERS NEED TO TAKE TRANSFER WITHIN STIPULATED TRANSFER PERIOD IF THEY
WILLING TO PLAY FOR ANY OTHER CLUB IRRESPECTIVE OF NON-PARTICIPATION FOR THE
PREVIOUS CLUB FOR ANY NUMBER OF YEARS THE CONCEPT OF FREE PLAYER IS OBSO-
LETE FROM THE SESSION 2023-2024. HOWEVER, IN THIS SESSION 2022-2023 A TEAM CAN
REGISTER A FREE PLAYER BUT IF ANY DISCREPANCY IS FOUND BY THE CLUB THEN STRICT
ACTION WILL BE TAKEN AGAINST THE CLUB BY THE EXECUTIVE COMMITTEE. (Note: Free
player for this session means a player who not participated in any sort)

o. A registered player of Bengal, who was engaged in National/ International Basketball Tournament
during the period of CLUB TRANSFER will get additional 7 (seven) days time to Register his/her name
under any club of his/her choice, the extra time period starting from the day he/she arrives home.

p. Restrictions of state players in any age group more than 2 years; Players who represented National
two times for the state of West Bengal in Youth (under-17) or Sub-Junior (under-14) will not be permitted
toplay in Local Youth or Sub-Junior Tournament respectively.

q. A player, who represented three times for the state of West Bengal in the Junior National Basketball
Championship, will not be further allowed to play Jr. National and also Local Junior Tournaments.

r. PUNISHMENT OF PLAYER: For all purposes, players of the team shall be considered as INDIVIDUAL.
Misbehavior with the officials even after the conclusion of the match will be seriously dealt with by the
Association.

4. LIEN SYSTEM OF PLAYER(S);
a. Lien system has no connection with the INTER-CLUB PLAYERS TRANSFER PERIOD (from 25th August
to 31st August of each year) of the West Bengal Basketball Association.

b. Lien system is applicable only for registered players of the West Bengal Basketball Association.

c. It is also applicable for outside of West Bengal State except All India Invitation Tournament which will be
organized by any local Affiliated / Associated unit. If any affiliated/associated unit intends to organize and All
India Invitation Tournament that team is permitted to take player(s) as LIEN from other Affiliated/Associate
units of our WEST BENGAL BASKETBALL ASSOCIATION TOURNAMENT CIRCULAR NO.WBBA/TC/
01-2022-2023, DATED: 13.02.2023 state.

d. Being invited, any affiliated / associated unit / club is permitted to take players from other club(s) as LIEN to
participate in the outside state tournament provided the intending team will have to submit a letter in details of
the tournament along with the consent letter from the lienís player(s).

e. If the affiliated /associated club of the LIEN PLAYER(S) get the opportunity to play in the same tournament
being invited, in this case the player(s) will not be permitted to play in favor of another club.

f. If any player is being invited personally from outside of state to play in favor of any team, that player(s) must
intimate to the Hon. General Secretary of WBBA in writing with details and will have to take permission.

g. In absence of a LIEN PLAYER(S), the Local Match(s) of the tournament of his/her/ their team(s) will not be
retained during the absent period.

5. DIFFERENT TOURNAMENTS OF W.B.B.A.
The mode of different league tournaments will be decided by the Tournament Sub-Committee in its
meeting.

6. INTER-CLUB PLAYERSí TRANSFER PERIOD;
a. FROM 25th August 2023 to 31st August, 2023.

7. PLAYERS TRANSFER FROM ANOTHER STATE IN AGE GROUP TOURNAMENT:
a. A CLUB CAN SIGN TWO PLAYERS FROM ANOTHER STATE (TRANSFER PLAYER) WHO WILL BE
ALLOWED TO PLAY IN OUR STATE IN AGE GROUP TOURNAMENTS. HE/SHE MAY BE ALLOWED
TO PARTICIPATE IN AGE GROUP TOURNAMENT ONLY HE/SHE PROVIDES THE FOLLOWING: DOCU-
MENTS -

(1) NO OBJECTION CERTIFICATE ISSUED FROM HIS/HER PREVIOUS STATE WHICH HAS TO
CONTAIN PHOTO & SIGNATURE DULY ATTESTED, MENTIONING DETAILS OF TRANSFEREE ON
THEIR OFFICIAL LETTERHEAD.,

(2) HE/SHE WILL HAVE TO SUBMIT HIS/HER IDENTITY CARD/LETTER FROM THE HEADMASTER
WITH PHOTOGRAPH ATTESTED AND FEES BOOK OF THE EDUCATIONAL ORGANISATION
WHERE HE/SHE IS STUDYING IN WEST BENGAL.

(3) XEROX COPIES OF THE SAME TO BE KEPT AND THEREAFTER TRANSFERS RULES OF
BASKETBALL FEDERATION OF INDIA FOR A PLAYER. TO BE FOLLOWED.

b. In case of Employed Player: In case of any player gets service in our state from another state, he/she will
have to submit copy of appointment letter & ìNo Objection Certificateî from their respective state. A
selfdeclaration needs to be submitted mentioning residential address, phone number & email id. This point
is applicable for Office teams only.

c. IN CASE OF A TRANSFEREE PLAYER from other State; IF ìNO OBJECTION CERTIFICATEî
AND THE DOCUMENTS OF THE EDUCATIONAL ORGANISATION OF THE PLAYER IS FOUND
FALSE/ INCORRECT, THE PLAYER WILL BE SUSPENDED AND POINTS OF THE MATCHES,
PLAYED BY THE CONCERNED WEST BENGAL BASKETBALL ASSOCIATION TOURNAMENT
CIRCULAR NO.WBBA/TC/01-2022-2023, DATED: 13.02.2023 PLAYER/TRANSFEREE WILL BE
CALCULATED AS RULES OF FORFEITURE OF THE GAME. Punishment will be on the discretion
of the Tournament Committee of WBBA.

d. The transferee will have to appeal to the secretary of our State Association, in writing for which club/
organization he / she intends to play in our State. Necessary NOC, Domicile Certificate, etc. to be
submitted as norms stated above.
e. A self declaration is to be submitted by the transferee stating that he/she will not play for any other
state other than West Bengal without written permission of WBBA. Same transfer norms are appli-
cable of these players, which are stated above. On successful evaluation of all documents & fulfillment
of criteriaís as stated above, transfer may be permitted as applicable for this State.

8. RULES OF WBBA FOR PARTICIPATION OF A SENIOR PLAYER FROM OUTSIDE WEST BENGAL;
a. Age group players are not covered under this purview.

b. TRANSFEREEíS DUTY; A player (SENIOR MEN & WOMEN) of other state, who intends to play in
West Bengal State, will have to submit a ìNO OBJECTION CERTIFICATEî from his previous State.
NOC issuedby the other State has to contain photo & signature duly attested, mentioning details of
transferee on theirofficial letterhead.

c. REGISTRATION AND TRANSFERS RULES OF BASKETBALL FEDERATION OF INDIA FOR A
PLAYER. (As per Rule No. XXI and XXII); Every player shall be registered annually with the affiliated
unit of the Federation under whose jurisdiction he / she has been in continuous residence for a period
not less than six months preceding the date of his / her Registration. Residential/Domicile Certificate
to be issued by Additional District Magistrate / Executive Officer of Corporation / Local Headmaster
of Govt. High School or College / Gazette officer not below the rank of Joint BDO, on his/her letterhead.
This document may be obtained from the official website of the State Government.

9. DUAL REGISTRATION
a. It is also emphasized that no player, at any point of time, is permitted to register him / her with
morethan one state association. However, he / she may be allowed one inter-state transfer in a year.
This transfer is effective only after his / her fulfilling the obligatory provision of six months residential
qualification according to the rule of Basketball Federation of India and acceptable NOC as per
WBBA norms stated above.

10. CONDITIONS OF ELIGIBILITY
a. Only persons, who are bonafide citizens of India according to the constitution of India in possession
of a valid Indian Passport, Voter Identity card or Aadhar Card, can represent WBBA.

11. INTERNATIONAL PARTICIPATION:
a. Club teams, State teams or other mixed basketball teams participating in Basketball games
outside the country shall obtain a clearance from the BFI & WBBA before they leave the country for
such participation.

12. POWER OF EXECUTIVE COMMITTEE;
a. The Executive Committee has the right to impose any amendments or additions of these guide-
lines in consultation with the concerned Sub-Committee. Adoption of any new clause by BFI may be
inducted by WBBA suitably.

13. W.B.B.A WILL BE HOSTING INAUGURAL U-12 TOURNAMENT (BOYS & GIRLS) FOR
THIS SESSION DATE OF BIRTH 01.01.2012. WEST BENGAL BASKETBALL ASSOCIATION
TOURNAMENT CIRCULAR NO.WBBA/TC/01-2022-2023, DATED: 13.02.2023

14. All the group stage State Championship will be hoisted by WBBA and then from Quarter Final
stage the Championship can be hoisted by any other willing organization provided the host organization
pay State Championship Tournament Fees-Rs.10000/.
