Population of Solano Nueva Vizcaya
1. Population Size and Growth Rate
As of the latest census in 2020 of the National Statistics Office (NSO), now known as the
Philippines Statistics Authority (PSA), the municipality of Solano has a total population of 65,287
making it the second most populous among the fifteen (15) municipalities of the province of
Nueva Vizcaya. As mentioned, Solano has the second largest percentage share, 13.12 percent,
of the total provincial population. Compared to the 2015 survey on population which 59,517, there
is an increase of 5,770 people in the municipality. The average annual growth rate in 2020 is
1.97 %.

2. Historical Growth of Population

Although Solano is already more than fifteen decades, the only recorded earliest census count
is in 1903. Based on the censuses conducted by the Philippine Statistics Authority (PSA), it is
observed that in the first census in 1903, a total of 5,624 people was recorded which gradually
increased in 1918 to 7,563 indicating an average annual growth rate of 1.99 percent within a
period of 15 years. Twenty-one (21) years after the last census in 1918, the population increased
to 17,878 in 1939 with an average annual growth rate of 4.18 or an increase of 10,315 in the
population. From 1948 to 1970, the population steadily increased but in 1975 the population
suddenly inflated at an average annual growth rate of 4.09. The municipality, across the years,
had a growth rate averaging at 2.06 except in 2010 with population growth rate decreasing to -
110 or -0.07 AAGR. The decrease might be an error because as we noticed, the historical growth
of the municipality or the annual average growth rate (AAGR) is constant. In the latest 2015
census, the population again increased with an average annual growth rate of 1.18. Population
continued to increase as evident in the APGR in 2020 which is 1.97 Table DE-6 below shows
the information on the historical growth of the municipality of Solano.
3. Age Dependency Ratio and Labor Force
3.1. Dependency Ratio
The working population in 2015, which is also the age group 15-64 years old is 38,744, 65.10
percent of the total population. The young dependent population of the municipality includes the
age group 0-14 years of age which consists of 17,820 or 29.94 percent of the total population.
The vulnerable population or those who are 65 years old and above, also considered part of the
dependent population, consists of 4,686 or 7.87 percent of the total population. The total
dependent population is 22,506. With these on hand, the dependency ratio of the municipality is
58.09 which means in every 100 people in the working age group (15-64), they have to support
about 58 dependents, 46 of which are young dependents and about 12 old dependents. If
disaggregated as to sex, there are more females than males in the dependent population which
accounted for 9,858 representing 16.56 percent of the total population.
3.2. Labor Force
Labor force or the economically active population refers to population 15 years old and over who
are either employed or unemployed. Employed refers to those who work for pay in any
government or private enterprises. Unemployed persons include all those who are jobseekers
looking to work in part time or full-time basis. Students, housewives, retirees, young and old
dependents are not included in the labor force. Of the total population of 59,517 in 2015, there
were 41,698 people in the age group 15 years old and over who are in the labor force. This is
70.06 percent of the total population of the municipality. Based on the data derived from the
Community-Based Monitoring System (CBMS Survey) 2015, the employment rate in the
municipality is94% and unemployment rate is 6%.

3.3 Overseas Workers

Based on the data derived from the CBMS survey 2015, the number of Overseas Filipino
Workers (OFW) from the municipality is 1,887. From the total number of overseas workers which
is 2,146, there are 259 non-working individuals. Female OFW is greater in number which is 1,206
in number representing 63.91 percent of the total number of OFW. On the other hand, 681 or
36.09 percent are males.
3.4 Migration
Closely related to the context of overseas work is migration. While OFWs are accounted as
residents who are currently living abroad due to employment, migration on the other hand socially
refer to people who migrated in the area. Aside from the additional market of skilled labor and
other economic activities that migrating individuals bring in the municipality, this also affects
population rate which also directly influences the demand for more resources. It is reported that
in 2015, there are 813 people who migrated in the municipality three (3) years ago.
3.5 Urbanization
Urbanization defined as growth in the proportion of population living in urban areas which takes
place when there is development. Therefore, where there are economic activities or opportunities
in an area, in-migration occurs resulting in increasing population.
Gleaning from the previous census from the past 20 years, it shows that population grow faster
in the urban areas than in the rural areas. From 1990 to 2007, it shows that urban population
grew rapidly with an average yearly growth rate of 2.95 percent in 1995, 2.31 percent in 2000
and 5.57 percent in 2007. This shows that the influx of people in the urban area resulted to the
opening of various commercial activities and opportunities. But then in 2010 and 2015, the
average yearly growth rate decreased with 0.90 percent and 0.07 percent. This might be the
result of out-migration due to education, employment and congestion affected by construction of
commercial buildings in residential areas. And in 2020, the urban population growth rate
increased with 0.88 percent.
Based on the same censuses’ year in 1995 and 2000, tempo of urbanization is at 2.67% and
0.14%, respectively. It rose to 7.78% in 2007 and then decreased to - 1.63% in 2010. It further
presented a fluctuating tempo with -2.35% in 2015 and -1.77% in 2020. On the other hand, the
increasing level of urbanization in the municipality from 1990 to 2007 censuses may be attributed
to in-migration due to increasing number of commercial activities and employment that attracts
people to reside in the area for economic reason especially because Solano is now considered
as the center for highly specialized health services, primary commercial and financial center and
primary urban settlement in Nueva Vizcaya.
3.6 School Going Age Population
The school going-age population or the age group 3-22 numbered to a total of 20,280 individuals
or 34.07 percent of the total population. The female outnumbered the male with a ratio of 95.52
or 96 males for every 100 females who are age-appropriate to go to school.
Population Solano Nueva Vizcaya (school age 13-22 + labor force 15 and over) x 50%
10,562 + 39,270 = 49,832 x 50% = 24,916
Commuter’s population of Nueva Vizcaya
497,432 x 5% = 24,871.6
Solano + Nueva Vizcaya = target users per year
24,916 + 24,871.6 = 49,787.6
Users per year / 12 months
49,787.6 / 12 = 4,148.96 per month

Estimated Projection of Target Users Per Year

Year of 2020
Total of Target Users x 1% of Expected Commuters’ Population
24,916 Target Users + 1% Expected Users = N
Total Number of Expected Commuters = 24,916 + 498 = 25,414
Year of 2021
Total of Target Users x 2% of Expected Commuters’ Population
25,414 Target Users + 2% Expected Users = N
Total Number of Expected Commuters = 25,414 + 996 = 26,410
Year of 2022
Total of Target Users x 3% of Expected Commuters’ Population
26,410 Target Users + 3% Expected Users = N
Total Number of Expected Commuters = 26,410 + 1,494 = 27,904
