    “A RESOLUTION REQUESTING FIVE HUNDRED (500) METERS PLASTIC HOSE BLACK


    NO. 4, ONE THOUSAND (1,000) METERS PLASTIC HOSE BLACK NO. 3, AND TWO
    THOUSAND (2,000) METERS PLASTIC HOSE BLACK NO. 2 WITH COMPLETE
    ACCESSORIES FROM THE PROVINCIAL GOVERNMENT, THROUGH THE HONORABLE
    GOVERNOR DAMIAN G. MERCADO, FOR THE REHABILITATION OF CRACKED AND
    LEAKY PIPELINES IN THE NORTHERN PART OF BARANGAY WATER SYSTEM,
    HINGATUNGAN, SILAGO, SOUTHERN LEYTE”

    WHEREAS, the right to clean, sufficient, and potable drinking water and sanitation services is a
    fundamental human right. Water and sanitation services are essential for supporting healthy livelihoods
    and preserving people's dignity. They are critical for reducing poverty, establishing peaceful and
    successful communities, and providing indicators on the path to sustainable development.

    WHEREAS, Barangay Hingatungan Council in coordination with Hingatungan Barangay


    Waterworks and Sanitation Association, Inc. (HIBAWASA), aim to provide its residents with access to
    sufficient, safe and potable water supplies, as stipulated in Section 17 of R.A. 7160;

    WHEREAS, the northern part of the barangay Hingatungan water system primarily provides
    water supply to constituents of Purok Gumamela, which has approximately 60 households; Purok Papaya,
    which has approximately 115 households; the Barangay Evacuation Center; and the Hingatungan
    National High School campus, which has approximately 600 consumers;

    WHEREAS, the northern area of the barangay Hingatungan constituents are now receiving an
    insufficient amount of unclean and unsafe drinking water due to defective and leaking pipes connecting
    from its source at Mt. Bugho down to the main reservoir and on its sublines going across local residences;
    WHEREAS, neither the Barangay Hingatungan Council nor the Hingatungan Barangay
    Waterworks and Sanitation Association, Inc. (HIBAWASA) has no sufficient funds to procure the
    required number of water pipes to completely rehabilitate the northern part of the barangay Hingatungan
    water system due to the existing rehabilitation made at the southern part of the barangay Hingatungan
    water system;

    WHEREFORE, upon motion by Mr. Rosendo L. Elmido, Jr., HIBAWASA-BOT, duly seconded
    by Honorable Zaldy S. Beloy, Kagawad on Infrastructure BE IT;;;

    RESOLVED as it is hereby resolved to send a resolution to request five hundred (500) meters
    plastic hose black no. 4, one thousand (1,000) meters plastic hose black no. 3, and two thousand (2,000)
    meters plastic hose black no. 2 with complete accessories from the Provincial Government, through the
    Honorable Governor Damian G. Mercado, for the rehabilitation of cracked and leaky pipelines in the
    northern part of barangay Hingatungan water system, Silago, Southern Leyte.

    RESOLVED FURTHER that copies of this resolution be furnished to Hon. Damian G.


    Mercado, Governor, Provincial Capitol, Maasin City, Southern Leyte for his favorable consideration and
    prompt action.

    CARRIED UNANIMOUSLY this 20th day of February 2023.

    WHEREAS, Barangay Hingatungan, through the Barangay Waterworks and Sanitation


    Association, Inc. (BAWASA), has a strong commitment to provide its residents with access to sufficient,
    safe and potable water supplies, particularly those poverty-stricken individuals who could not afford to
    spend for their own personal consumption, in accordance with Section 17 of R.A. 7160;

    WHEREAS, majority of the families in this barangay are living below poverty line who need
    assistance, particularly the need to have a water service facilities for their daily needs;

    WHEREAS, neither the barangay nor the municipality has no sufficient funds to procure the
    same, hence this request;

    WHEREFORE, upon on masse motion duly seconded by the same BE IT;;;

    RESOLVED as it is hereby resolved to send a resolution to request five hundred (500) meters
    plastic hose black no. 4, one thousand (1,000) meters plastic hose black no. 3, and two thousand (2,000)
    meters plastic hose black no. 2 with complete accessories from the Provincial Government, through the
    Honorable Governor Damian G. Mercado, for the enhancement of cracked and leaky pipelines in the
    northern part of barangay Hingatungan water system, Silago, Southern Leyte.

    RESOLVED FINALLY to send a copy of this resolution to the Office of the Sangguniang
    Bayan, Office of the Municipal Mayor of Silago and Office of the Provincial Governor for their favorable
    consideration and prompt action.

    CARRIED UNANIMOUSLY.
