1. INTRODUCTION
This geotechnical evaluation report was prepared per the Client's request, First Balfour, Inc. (FBI), to
determine the subsurface condition at the Proposed Mahanagdong Connection Asset Project in Kananga,
Leyte, Philippines.
The subsurface investigation involved drilling four (4) boreholes at 15.00 meters depth within site to
assess the subsurface conditions and evaluate its characteristics. The soil samples recovered were then
brought to the soil laboratory for analysis and testing. Laboratory tests on selected soil samples include
(if applicable):
This report presents the field and laboratory procedures adopted in the investigation and evaluates the
test results for foundation analysis and design. The subsurface conditions are presented as idealized
soil profiles and borehole logs, including the field results and laboratory tests on selected soil and rock
samples.
The proposed project involves constructing a Connection Asset in Barangay Tongonan, Kananga, Leyte,
which will connect the energy storage system and the distribution network in the area.
2.1 Geomorphology
Kananga is located within the central part of the Eastern Visayas Volcanic Arc, which extends from the
northern part of Samar Island to southern Leyte Island. The volcanic activity within this arc has led to
the formation of numerous volcanic features, including cones, craters, and lava flows. Some notable
volcanic features in Kananga include the Mahagnao Volcano and the nearby hot springs.
Faulting has also played a significant role in shaping the geomorphology of Kananga. The municipality
is located at the intersection of two major fault systems, the Philippine Fault Zone and the Philippine
Trench. The interaction of these fault systems has led to the formation of mountain ranges and valleys
throughout the municipality.
Erosion has also contributed to the geomorphology of Kananga, particularly along the Kananga River
and its tributaries. The river has carved out deep valleys and gorges in the volcanic and sedimentary
rocks, creating a rugged terrain ideal for outdoor activities such as hiking and rock climbing.
Kananga is a municipality located in the province of Leyte in the Eastern Visayas region of the Philippines.
The geology of Kananga is characterized by a complex interplay of various geological processes that
have shaped the landscape and the underlying rock formations over millions of years.
According to the Geologic Map of the Philippines (2010), the geology of Kananga is dominated by
volcanic rocks that are part of the Leyte Volcanic Group. This volcanic group consists of basaltic to
andesitic lava flows, pyroclastic deposits, and volcanic breccias formed during the Pliocene to the
Pleistocene epochs. The Leyte Volcanic Group is part of the Eastern Visayas Volcanic Arc, which extends
from northern Samar to southern Leyte and is associated with the subduction of the Philippine Sea Plate
beneath the Philippine Plate.
In addition to the Leyte Volcanic Group, the geology of Kananga also includes sedimentary rocks such
as sandstones, siltstones, and shales that were deposited during the Miocene to the Pliocene epochs.
These sedimentary rocks are part of the Carigara Formation, which underlies much of Leyte Island.
The geological processes that have shaped the geology of Kananga include volcanic eruptions, faulting,
and erosion. Volcanic eruptions have contributed to the formation of the Leyte Volcanic Group, while
faulting has caused the displacement of rock formations and the formation of mountain ranges. Erosion
has also played a significant role in shaping the landscape of Kananga, with the Kananga River and its
tributaries carving out deep valleys and gorges in the volcanic and sedimentary rocks.
The Philippines is located in the Pacific Ring of Fire, an area in the Pacific Ocean characterized by
frequent tectonic activity and volcanic eruptions. The country sits at the boundary of several tectonic
plates, including the Pacific Plate, the Eurasian Plate, and the Philippine Sea Plate. The complex
interaction between these plates has led to the tectonic activity and seismicity of the Philippines.
The tectonic activity in the Philippines is manifested through the presence of several active faults,
including the Philippine Fault System, which runs through the length of the country, and the Philippine
Trench, which is the deepest part of the Philippine Sea. These faults can generate earthquakes of
magnitudes up to 8.0 and have caused several significant earthquakes in the past.
According to the HazardHunterPH, an online-based tool that can generate indicative hazard assessment
reports developed by GeoRisk Philippines, the nearest active fault to the project site is the Leyte Segment
of the Philippine Fault, which is approximately 2.10 kilometers northeast of the project site, as shown in
Figure 2.

The faults that may generate the maximum moment magnitude were computed based on the formula
from the empirical study of Wells and Coppersmith (1994):

According to the equation above, the Leyte Segment of the Philippine Fault, the nearest active fault in
the project site, may generate an earthquake with a maximum moment magnitude of 7.7. With this
information, the structural engineer may refer to NSCP 2015 Table 208-4 provided in Table 1 of this
report, which identifies the seismic source type according to the maximum moment magnitude. Since
the nearby fault is classified as active, these can be categorized as seismic source type A.
In the event of an earthquake, the ground shaking hazard map of Kananga, Leyte in Figure 3 shows that
the project site may be affected by a destructive (Intensity VII) ground shaking, a disruptive up, down,
and sideways vibration of the ground. The effects of ground shaking may include damage or collapse of
structures and, consequently, cause a landslide. These can be mitigated by following the provisions of
the National Building Code and the Structural Code of the Philippines (Source: PHIVOLCS).
Project Site
Ground rupture is a displacement along an active fault trace that reaches the surface, and the
assessment is based on the distance to the nearest known active fault. Since the project site is
approximately 2.10 kilometers from the Leyte Segment of the Philippine Fault, it is considered safe from
ground rupture, based on the ground rupture hazard map shown in Figure 4. The recommended buffer
zone, or Zone of Avoidance, against ground rupture hazard, is at least 5 meters on both sides of the
active fault or from its zone of deformation (Source: PHIVOLCS).

3.3 Liquefaction
Soil liquefaction is a phenomenon that occurs mainly in saturated and loose, medium to fine-grained
sands wherein a mass of soil loses a large percentage of its shear resistance when subjected to
monotonic, cyclic, or shock loading and flows in a manner resembling a liquid. Much of the damage to
substructures and foundations during earthquakes is attributed to this phenomenon. Based on the
published liquefaction hazard map of Kananga, Leyte, in Figure 5, the project site is not prone to
liquefaction.

4. SUBSURFACE INVESTIGATION
The subsurface investigation presented in this report consists of four (4) boreholes at 15.00 meters
depth. The detailed summary of the boreholes is presented in Table 2.
Wash boring procedures were employed to advance the drill hole, and the Standard Penetration Test
(SPT) was done to get the underlying soils' penetration resistance profile.
For each test, a 50.8 mm outside diameter spoon sampler is driven into the soil at a distance of 450
mm utilizing a 63.5 kg driving mass falling free from a height of 762 mm.
The number of blows needed to drive the sampler is recorded, and the number of blows required to
drive the last 300 mm is taken as the N-value. Soil samples were recovered using the spoon sampler
and taken to the laboratory for analysis and testing.
Rock coring was performed whenever Standard Penetration Test (SPT) refusal was reached. Refusal
occurs if any of the conditions are observed during standard penetration testing:
• A total of 50 blows have been applied during any of the three 15 cm increments
• A total of 100 blows have been applied for the three 15cm increments
• There is no observed advancement of the sampler during the application of 10 successive
blows of the hammer
The core recoveries were analyzed, stored in core boxes, and transported to the laboratory for strength
tests. The rock quality designation (RQD) was recorded in a similar method given as follows:
5. LABORATORY TESTING
This method covers the laboratory determination of the moisture content of soil by weight. The moisture
content is defined as the ratio, expressed as a percentage, of the mass of pore water in a given mass
of material to the mass of the solid material particles.
This test method covers the determination of the liquid limit, plastic limit, and plasticity index of soils.
The liquid limit of soil is the water content, expressed as a percentage of the weight of the oven-dried
soil after attaining the condition between the liquid and plastic states.
The soils were mixed with varying amounts of water for multiple trials to produce soil pats that will be
tested on the Liquid Limit Device. The number of blows to close the groove was recorded, along with
the moisture content of the soil. A semi-logarithmic graph was plotted from the different trials' moisture
content and the number of blows. The liquid limit corresponds to the moisture content at 25 blows.
The plastic limit of soil is the water content, expressed as a percentage of the mass of the oven-dried
soil after attaining the condition between the plastic and semi-solid states.
The soil from the liquid limit test was subjected to alternate spreading and mixing to reduce the moisture
content until the soil could be rolled without sticking. The soil was repeatedly kneaded and rolled into
3.2 mm diameter threads until the soil crumbled. The plastic limit corresponds to the moisture content
of the threads obtained from oven drying. The plasticity index is defined as the difference between the
liquid and plastic limits of the soil.
The method covers the quantitative determination of the distribution of particle sizes of soils. The soil
was passed through a series of sieves, and the weight retained in each sieve was recorded. A gradation
curve was drawn for each sample analyzed based on the percent finer weight.
For particle sizes smaller than 75µm, distribution is determined by a sedimentation process using a
hydrometer.
This standard describes a system for classifying mineral and organo-mineral soils for engineering
purposes based on laboratory determination of particle size characteristics, liquid limit, and plasticity
index.
The test method involves applying a uniaxial compressive load to cylindrical rock specimens, typically
with a length-to-diameter ratio of 2:1, using a testing machine under controlled stress and temperature
conditions.
The test was done by placing rock specimens in a loading machine. An axial load was applied
continuously under a nearly constant strain rate. The deformation readings for a minimum of 10 load
levels were recorded. The test was terminated when the load became constant, was reduced, or a
predetermined amount of strain was achieved. The maximum load sustained by the specimen was
recorded, and the uniaxial compressive strength was taken as the failure load over the cross-sectional
area of the specimen.
The subsurface soil layers at the project site are mostly made up of very poor to poor sandstones with
few layers of sand and gravel up to thicknesses of 1.00 meters to 5.50 meters.
Table 3 to Table 6 present the idealized subsurface profiles at the four (4) borehole locations.

7. GEOTECHNICAL PARAMETERS
The geotechnical parameters of soil layers were determined from correlations with standard penetration
test blows (SPT N). Field SPT N-values were corrected using the National Center for Engineering
Earthquake Research (NCEER) recommendations. The SPT blow count was normalized to a hammer
energy of 60%, borehole diameter, rod length, and sampling method to obtain SPT N60.
The average energy transfer ratio correction factors are disclosed in the contractor's SPT Calibration
Report on a single set of SPT equipment, KOKEN 2, dated March 11, 2023. Per the calibration report,
the recommended correction factor for KOKEN 2 is 0.65, respectively. The correction for borehole
diameter is set to 1.0 as the hole diameter is within the range of 65-115 mm. The correction factor of
0.75 is also considered for rod lengths of 3 meters or shorter, up to unity for lengths greater than 10
meters. Lastly, no correction for the sampler size was applied as ASTM standard sampler was used in
the project.
SPT N60 was kept to a maximum value of 50 to indicate penetration refusal. The SPT N60 values on
each borehole were plotted against depth (mbgl), as presented in Figure 6.
7.2 Cohesion
Correlations are made from the corrected SPT N-value (N60) to estimate the unconfined compressive
strength (qu) of clays using the equation of Hara et al. (1971).

The cohesion is calculated by using half the value of the unconfined compressive strength.
The angle of internal friction of granular soils is correlated with the corrected SPT N-value by Peck et al.
(1974) and was mathematically approximated by Wolff (1989).

According to the Federal Highway Administration (2006), for routine computations, the value of Gs for
cohesionless soils may be 2.65, while cohesive soils usually range from 2.50 to 2.90 with an average
value of 2.70.
The recommended geotechnical parameters considering processed borehole data and correlations
disclosed above are presented in Table 7 to Table 10.
Calculating the Peak Ground Acceleration (PGA) coefficient using the Fukushima and Tanaka attenuation
model, using a surface wave magnitude of 7.7 from the Leyte Segment of the Philippine Fault, and
considering stiff soil condition, the PGA coefficient is 0.640g.
The Fukushima and Tanaka attenuation model is a function of the surface-wave magnitude and the
shortest distance between the project site and the seismic source generator. The general functional
form of this attenuation relation is given by:

A = mean of the peak acceleration from two horizontal components at each site (cm/sec2)
Correction factors are applied to the mean peak acceleration depending on the type of foundation
material: rock, 0.60; hard soil, 0.87; medium soil,1.07; and soft soil, 1.39.
In the seismic analysis and design of the proposed structures, a zone factor of 0.4 is recommended
based on the recommendation of the National Structural Code of the Philippines (2015). As to the soil
type, it will be prudent to consider SD in the analysis.
As mentioned earlier, in the Leyte Segment of the Philippine Fault, a Type A seismic source with a fault
distance of approximately 2.10 km from the project site, the near-source factors, Na and Nv, are 1.49
and 1.99, while the seismic coefficients, Ca and Cv, are 0.44Na and 0.64Nv, respectively.
Liquefaction is the loss of soil's shear strength under cyclic loadings commonly induced by earthquakes.
Methods used to analyze the liquefaction susceptibility of recovered materials in the investigation are as
follows:
• Preliminary screening using field data (SPT N, fines content, and Atterberg Limits) in
accordance with DPWH LRFD Bridge Seismic Design Specifications
• Further assessment via GeoLogismiki's LiqSVs v2.3.2.5 software
Liquefaction and related phenomena have been responsible for tremendous damage in historical
earthquakes worldwide. According to the US Geological Survey (USGS), liquefaction is a phenomenon
in which the strength and stiffness of soil are reduced by earthquake shaking or other rapid loadings. It
often occurs on the loose to medium dense saturated soil layers with poor drainage. The granular
material is transformed from solid to liquefied due to increased pore-water pressure and reduced
effective stress. The event is accompanied by a loss of shear strength leading to large ground
deformations beneath the foundation.
Preliminary screening for liquefiable layers is assessed according to accepted practice and institutional
design specifications (i.e., ASCE 7-22, DPWH LRFD Bridge Design Specifications 2013). The following
criteria are as follows:
LiqSVs is a software application developed by the Greek company GeoLogismiki to assess further soil
liquefaction based on the data from the preliminary screening tests. It is important to note that only soils
that passed the preliminary screening tests are subjected to further assessment. The calculation
procedure invoked is divided into the following five (5) steps:
1. Field SPT N-value is used for the evaluation of Cyclic Ratio Resistance (CRR) which is the
soil strength
2. The seismic load is expressed through cyclic stress ratio (CSR)
3. Calculation of factor of safety against liquefaction
4. Estimation of post-liquefaction-induced settlements
5. Assessment of the overall liquefaction potential
Based on the preliminary screening guidelines, no further analysis is required for the project site as all
boreholes' data do not show liquefiable conditions.
9. SHALLOW FOUNDATION
The net allowable bearing capacity is defined as the lesser of the pressure that will result in a shear
failure divided by a factor of safety of 3.0 using Meyerhof's equation or the pressure that results in a
maximum 25 mm settlement using Schmertmann's settlement calculation. Interpolation is then advised
to cover the remaining net allowable bearing capacity combinations. Liquefaction settlement, which can
occur during an earthquake, is treated separately in determining the shallow bearing capacity.
The shear failure criterion for the project site governs the net allowable bearing capacity. According to
NSCP 2015, the recommended allowable bearing capacity for isolated spread footings should be at least
75 kPa. An increase of one-third (1/3) is permitted when considering wind or earthquake loads.
The minimum embedment depth is 1.0 m at the SY area and 3.0 at the TL area. Moreover, spread
footings with tie beams, strip footings, mat foundations, or ground improvements such as densification,
soil replacement, aggregate columns, and grouting techniques may be opted for depending on the
foundation loads and their distribution.
Table 11 to Table 14 present the net allowable bearing capacities for the shallow foundations for isolated
square footing widths presented below.

10.1 Excavatibility
Excavatibility depends on the excavation method to be used as well as the material properties. The
relative strength of a material is one key indicator in assessing excavation requirements.
The soils within the depth of excavation for the foundations will consist of sandstones with very poor
rock quality designation, and the likely excavation requirement will be easy ripping, as referred to by
Look (2014).
10.2 Slopes
Hoerner (1990), shown in Table 15 and Table 16, suggests a general guide of excavated and fill slopes
should there be low to medium height slopes. It is important to note that the table below assumes no
surcharge is applied at the top of the slope, and benches may be required. As a result, it is recommended
that a separate slope stability assessment be conducted for any slopes as part of the development plan.
The requirements for lifting dimensions, compaction, and soil physical properties should be followed
when constructing engineered fill. The Department of Public Works and Highways (DPWH), the agency's
"blue book," has a comprehensive list of requirements for constructing an acceptable engineered fill.
When fill formation for road embankments is required, the following general steps are recommended
(after DPWH guidelines):
• The existing topsoil layer containing vegetation like grass and possible organic materials at
the project site shall be cleared and grubbed to a minimum depth of 150 mm.
• The exposed surface shall be proof rolled, and the soft areas identified that cannot be
improved by additional compaction shall be removed and replaced with relatively superior
materials.
• Backfill materials shall be placed in horizontal layers not exceeding 200 mm in loose
measurement and shall be compacted as specified (typically 90 to 95% of MDD) before the
next layer is placed.
• Effective spreading equipment shall be used in each lift to obtain uniform thickness before
compaction.
• As the compaction of each layer progresses, continuous leveling and manipulation will be
required to ensure uniform density.
• Water content shall be added or reduced (90% MDD is recommended for roads) to attain the
required density.
In addition to compaction effort or energy, the suitability of fill materials is equally important in ensuring
the soil materials can be compacted to the specifications with relative ease. The US Department of
Transportation Federal Highway Administration (DOT-FHWA) provides a guide that particle sizes must
not exceed 100 mm and fine particles (< 0.075 mm) less than 15% by weight.
The coefficient of uniformity (Cu) and coefficient of curvature (Cc) gives information on the spread of
gradation of coarse-grained soils. The criteria for sands are Cu ≥ 6 and 1 ≤ Cc ≤ 3. As a general rule,
well-graded soil materials are most desirable. Adequate sampling and field density testing of the
constructed fill material should be conducted to ensure the quality of materials and compaction. Trial
mixtures for possible blending of several sources can be undertaken to establish proper proportioning.

This geotechnical evaluation report presents the results of the geotechnical investigation, which includes
four (4) boreholes carried out at the project site by A.M. Geoconsult & Associates, Inc.
This report has been prepared specifically for the Client and other stakeholders. Its scope is limited to
this project and location described herein and represents the author's understanding of the significant
aspects relevant to this report's soil and foundation considerations. Information contained in this report
should not be construed as appropriate for any other purposes or users.
The conclusions and recommendations submitted in this report are based in part upon the data obtained
from a limited number of soil samples from widely spaced subsurface soil explorations. The nature and
extent of variations between explorations may not become evident until construction or further
investigation.
In the event that others make conclusions or recommendations on the data contained in this report,
such conclusions or recommendations are not the responsibility of the undersigned. In addition, this
report has been prepared to aid the Structural Design Engineers in designing the specific project. Its
scope is limited to this project and location described herein. It represents our understanding of the
significant aspects relevant to the soil and foundation considerations as occurred in this study.
All geotechnical parameters are derived from the field or laboratory tests, established correlations, and
engineering judgment of the undersigned. If there are any differences in location and design features,
the undersigned should be informed so that modifications or revisions of the conclusions and
recommendations can be made.
