Subject : Conducting online M.Phil./Ph.D.viva-voce examination
Whereas, Ordinance No.1 of 2016 for award of Degree of Doctor of Philosophy (Ph.D.),
Recognition of Supervisor and Research Center in all Faculties in accordance with the University
Grants Commission (Minimum Standards and Procedure for Award of M.Phil./Ph.D.Degrees)
Regulations,2016 is in existence in the University.
AND
Whereas, the sub-clause 2.4 of clause C-2 of the Ordinance No.1 of 2016 stated as
“Nothing in this ordinance shall apply to the candidates already registered under old ordinances
Viz.39 of 2005 and 19 of 2009 except evaluation of thesis.
AND
Whereas,the open defense is conducted as per the provisions of Ordinace 19 0f 2009.
AND
Whereas, as per the resolution of Academic Council vide item 39 ,the reports received
shall be immediately forwarded to the Director, Board of Examinations and Evaluation who, after
ascertaining that the reports are favorable shall arrange the open defense of the thesis on earliest
date suitable to the external referee preferably nearest to the university campus recommending
open defense and the internal referee.
AND
Whereas, as per the clause B-5.1 and the clause 15 of Direction No.49 of 2019,the result
shall be declared by the University on the same day of receipt of the favorable report on the
defense of the thesis.
AND
Whereas, on the backdrop of COVID-19 pandemic,the University Grants Commission

(UGC) vide letters No.D.O.No.F.1-1/2020 (Secy) dated 1.04.2020 and 29.04.2020 and Director,
Higher Education,Govt of Maharashtra vide letter No. UNI/2020/Baithak VISHI-1/4131A dated
08.05.2020 issued the guidelines to conduct the online M.Phil and Ph.D.Viva Voce examination.
AND
Whereas, the Vice Chancellor considered the lettes of UGC and Director, Higher
Education, Government of Maharashtra under section 48(2) of Maharashtra Public Universities
Act-2016 on behalf of Board of Examinations and Evaluation and recommended it to Board of
Deans to prepare draft ordinance and place before the Academic Council.
AND
Whereas,the Board of Deans in the online meeting dated 08.06.2020 recommended the
draft Ordinance for conducting the online M.Phil./Ph.D.viva-voce examination to the Academic
council for the approval.

AND
Whereas, the meeting of Acadmic Council and Management Council is not scheduled in
near future, the Vice Chancellor considered the recommendation of Board of Deans under section
12(7) of Maharashtra Public Universities Act-2016 on behalf of Academic council and
Management Council.
AND
Whereas, making an Ordinance is time consuming process
Now, therefore, I, Dr. Murlidhar G. Chandekar, Vice-Chancellor of Sant Gadge Baba

Amravati University, in exercise of powers conferred upon me under sub-section (8) of section 12
of the Maharashtra Public Universities Act, 2016 hereby direct as under:-
1. This direction may be called “Conducting online M.Phil/Ph.D. viva-voce Examination.”

2. This direction shall come into force from the date of its issuance.
3. The University shall initiate the process of viva-voce examination after the receipt of
accepted reports of both the examiner appointed for the evaluation of the thesis. The
process of viva-voce examination should be as per the provision of Ordinance
No.19/2009.
4. The University shall consult to the external referee and supervisor through the telephone
or any other convenient electronic media to decide the date and time for online
M.Phil./Ph.D. viva-voce Examination.
5. The University shall send the viva voce letter along with the reports on the thesis to the
external examiner appointed for the viva-voce examination and also to the supervisor and
candidate through the mail or any other convenient electronic media.
6. The University shall send the format of viva-voce report to external examiner appointed
for the viva-voce before the commencement of M.Phil/Ph.D. online viva-voce
Examination
7. The University shall schedule the Ph.D. and M.Phil./Ph.D. viva-voce examination through
video Conferencing on any reliable and mutually convenient online platform..
8. The University shall share the meeting ID or link with the external examiner, supervisor
and candidate.
9. The University shall upload the meeting ID or link of the schedule viva-voce on the
website for the open defence.
10. The faculty members of the departments, other research scholars, and other interested
experts/researchers beside the Research Supervisor and the External referee can use
meeting ID or link to attend the open defence.
11. The University shall ensure that the external referee shall send the report of viva-voce on
the same day through email or any other convenient electronic media.
12. After the receipt of the favorable report on the defence of the thesis from the external
referee, the notification shall be issued by the University on the same day.
13. The university shall maintain the record of online viva-voce examination along with all
the necessary documents.
