CONDUCT COMPETENCY ASSESSMENT

1) AS AN ASSESSOR ESTABLISH THE CONTEXT AND PURPOSE OF ASSESSMENT


 The Assesor- must familiarize self w/ the qualification or unit of competencies to
be assessed.
 Ensure that the assessment site complies w/ the relevant occupational health
and safety requirements
 Ensure that the assessment resources are available
 The assessor must ensure that the tool, equipment, and facilities are ready and
available in the assessment site before the assessment starts
 I have a check list of tools, equipment and facilities must be on hand to help the
assessor monitor the availability and completeness of the tools, equipment and
facilities which is available in the assessor’s guide

2) PLAN AND PREPARE THE EVIDENCE GATHERING PROCESS

 Specific Instruction to the Candidate
 Competency Assessment Results Summary
 Written Report - Essay
 Written Test - Multiple choice or True or False

3) Prepare the Candidate


 Good Morning everybody!
 My name is Melisa R. Sumbilon , I am an accredited competency assessor for
Bread and Pastry Production NC2

 I would like to acknowledge the presence of Ms. Dayanara I. Durias, our


representative from TESDA Provincial Office. You do not have to worry her
presence, she is here to oversee the conduct of competency assessment and to
check if the conduct is in accordance with the prescribed competency
assessment methodology and procedures. She will not assess you.
 Before I start let me first check the attendance. As I call your name, please
acknowledge and sign the attendance sheet, and please present to me your
respective admission.
 I have here w/ me your accomplished Self-Assessment Guide. This is an
indication that you know and can perform all the units of competency
enumerated in this qualification
4) Give the overview of the qualification to be assessed
 Today, I am going to administer competency assessment for Bread and Pastry
Production NC II.
 Qualification or Units of competency to be assessed are the BASIC, COMMON
and the CORE Competencies
 For the CORE COMPETENCIES we have 5 Unit Competency
 Prepare and Produce bakery Products
 Prepare and Produce Pastry Products
 Prepare and Present Gateaux, Tortes, and Cakes
 Prepare and Display Petits Fours
 Present Desserts

5) TASK TO BE PERFORMED AND EVIDENT TO BE COLLECTED


 I will collect evidence through Demonstration, oral questioning and written test.
This assessment method can help measure your underpinning knowledge and
skills.

6) PERSONAL NEEDS
 For your personal needs the comfort room is located at the end of the hallway.
 If you want to take your meal, we have a canteen outside the assessment center
 However, during the assessment, you are not allowed to leave the premises of
the assessment center.

7) ALLOWABLE OR REASONABLE ADJUSTMENT WHEN APPLICABLE


 If you have difficulty in understanding the given instruction, please don’t
hesitate to call my attention because I am willing to explain and translate it for
you

8) DO’S AND DONTS DURING ASSESSMENT


 If you have concerns, questions and there’s a need for you to clarify the matter
concerning the assessment you may asked for I am willing to assist you. But once
the assessment started please refrain from asking questions for it is no longer
allowed.
 Please turn-off your cell phone for it is not allowed while the assessment in
going on. This area is covered with CCTVs please refrain from talking and asking
questions to your co-assesse.

9) Rights and Appeal system


 In case you have any question regarding the assessment result you have the
right to appeal, you can submit your appeal to the TESDA Provincial Office where
the assessment center and the assessor are accredited.

10) ISSUANCE OF NC/COC


 If you have passed the assessment and you are competent, For the issuance of
National Certificate you can claim it at the Provincial Office after 5 working days
.
11) REASSESSMENT PROCEDURE
 If found not competent- don’t worry about it you can be reassessed anytime at
your own convenience.
 In case the reassessment is full qualification you have to undergo the whole
assessment process.
 If found to be competent in some unit of competencies the reassessment will
just focused on the unit of competencies that you are found to be NOT YET
COMPETENT
 IF you fail 2 consecutive assessments, you are advised to take a refresher course
before applying for reassessment.

12)OCCUPATIONAL HEALTH AND SAFETY REQUIREMENTS


 For OSHS, Kindly observed proper machine and equipment handling. If in case
accident occur, please call my attention right away so that proper first aid will be
administered. In case you need a first aid, we have a first aide cabinet at the
right side of the hallway

13)CONFIDENTIALITY OF ASSESSMENT OUTCOMES


 With the result of your assessment, we observe strict confidentiality this is to
ensure your integrity, this result is only made available to the right personnel
and to the institution were had your actual training.
 In relation to this, the assessment package is placed in the secured place, to
guarantee the integrity of the assessment package.
 Please do away from giving any form of information that took place in the
assessment process.

14) PROVIDE EACH CANDIDATE A COPY OF “SPECIFIC INSTRUCTION TO THE


CANDIDATE”

 If you don’t have any questions or clarification, then,


This is your Specific Instructions:
Using the materials, tools and equipment, you are required to perform the task in
preparing and producing chiffon cake in 1 hour. I will be observing you while you are
performing the tasks.
After your demonstration, I will ask questions related to your demonstration.
You may call me when there is a need for me to translate or explain items for
clarification.
After the questioning portion, I will give you feedback about your performance.
Any question/clarification? If there are no more questions, you may start now
If you have question/clarification, please asked it now. I may be able to translate it to
English to your local dialect. If you need assistance, I will be more than willing to
assist you.

15)ASSIGN NUMBERS TO THE CANDIDATE.


 YOU ARE CANDIDATE 1, CANDIDATE 2, .. CANDIDATE1 PLEASE PROCEED TO THE
ASSESSMENT AREA WHILE OTHER CANDIDATES YOU MAY STAY HERE.

16)COLLECT THE EVIDENCE AND MAKE THE ASSESSMENT DECISION


 C1 this is your assessment area, were you are going to perform – chiffon cake
 Ok you may begin.
Note do the same to C2.
Note:
 Conduct assessment in accordance w/methodologies specified in the Evidence
Plan and the Specific Instruction for the Competency Assessor
 Implement the evidence gathering process and ensure its validity, reliability,
fairness and flexibility
 Observe the candidate and keep notes of the candidate’s performance during
the entire conduct of the assessment
 This note will be used for the provision of feedback to the candidate’s
performance.
 Collect appropriate evidence and match compatibility to the elements,
performance criteria, range of variables and evidence guide in the relevant unit
of competency
 Judge the evidence in terms of the dimension of competency, task skills, task
management skills, contingency management skills and job or role environment
skills
 Judge the evidence in terms of validity, consistency, currency, authenticity and
sufficiency.
17) After the demonstration, will proceed to oral questioning.
18) Record on Rating Sheet details of evidence collected and judgement made
about the candidate’s performance.
19) Provide FEEDBACK
 POSITIVE FEEDBACK. Candidate 1. How was the assessment? My observation
coincides with your opinion, you were able to answer all oral questions
correctly, that includes your written test result but there are areas of
improvement such as the proper way of mixing meringue and batter you need to
properly do the cut and fold mixing ok... Overall you are competent. Please sign
the CARS. And your Rating Sheet. You may claim your NC II at the TESDA
Provincial Office after 5 working days.
 NEGATIVE FEEDBACK: Be positive without raising falls expectations suggest
further learnings and practice to fix the gaps…………………
Candidate2. How was the assessment? Based on the result of your
demonstration, written exam and oral questions. You had performed your task
diligently but your chiffon cake output did not meet the set standard since it is
hard in texture. For your written result you only scored 15/40 items which you
also fail. For your oral questions you answered only 1 correctly out of 3
questions given. Maybe next time you can do it better. Please sign this CARS and
Rating sheets, if you are not satisfied with the result of the assessment you may
file a complaint or an appeal to the TESDA provincial office, where your Assessor
and Center are accredited. Do you have any questions?
