1. PRELIMINARIES
1.1 Introduction
This document details the fire protection measures to be employed at the Moose
River consolidated project, located in Halifax regional municipality Nova Scotia,
Canada.

This document is based upon plant and process information available at the time
and forms the basis of establishing the fire protection services for the project. This
document also facilitates the review process and agreement from all project
stakeholders, including Atlantic Gold (Owner), Ausenco, the AHJ and the project
underwriters/insurers.

This design criteria aims to provide for the following on the occurrence of an
unwanted/unintended fire event:

 Life safety and injury prevention for occupants.


 The safety of emergency responders.
 To minimise potential asset losses.
 To minimise potential business disruption.
 To limit any environmental harms.

The criteria underlined in this document reflect the following priorities:

 A fast, reliable and practical automatic fire detection and alarm system which
is capable of conveying as much information as possible to a central point,
and which is suitable for the application of the project.

 Automatic fire detection and protection measures for critical assets, such as
the substations, infrastructure, control facilities and process facilities.

 Achieving “fit-for-purpose” fire safety solutions commensurate with the level of


risk and business interruption potential, whilst ensuring compliance with local
and internationally recognised relevant standards.

 The ability for flexibility and practicality in a site wide fire water pumping and
reticulation system.

In addition to providing fire detection/alarm, emergency warning systems, fixed fire


protection systems, and portable fire extinguishers, it is intended that the plant will
have a level (TBD) of trained emergency response personnel and equipment to
respond to emergency situations that may arise.

1.2 Basis of Design


The basis for the fire safety of the project is compliance with the local Nova Scotia
and Canadian statutory requirements. To meet the regulatory requirements the
design basis will be based on the Canada Model Construction Code suite of
documents, provincial codes and the standards referenced therein.

Additionally, consideration will be given to the possible


requirements/recommendations of the project Insurer, therefore FM Loss
Prevention Data design parameters have been referenced in determining the
overall fire safety parameters.

Where the above mentioned codes or standards do not exist, or are not applicable
to a specific risk hazard, NFPA or other International Standards may be employed
where permitted by Canadian codes.

This document details the design criteria under which the detailed design should
be produced. It is then those detailed designs that should be used for
construction purposes.

This design criteria document can also be used for submission to authorities and
stakeholders to aid them in understanding the design intent to be implemented by
the detailed design.

1.6 Building Classifications


The referenced building/facility classifications are based on the NFC major
(principle) occupancies as follows:

 Assembly occupancy (Group A) means the occupancy or the use of a building, or


part thereof, by a gathering of persons for civic, political, travel, religious, social,
educational, recreational or like purposes, or for the consumption of food or drink.

 Business and personal services occupancy (Group D) means the occupancy or use
of a building or part thereof for the transaction of business or the rendering or
receiving of professional or personal services

 Industrial occupancy (Group F) means the occupancy or use of a building or part


thereof for the assembling, fabricating, manufacturing, processing, repairing or
storing of goods and materials. (Note: F3 = low hazard and F2 Medium Hazard)

2. DESIGN CRITERIA – GENERAL


This section defines the general fire protection design criteria across the complete
project. Specific facility design criteria is detailed in Section 3 of this document.

2.1 Networked Fire Alarm System


Fire detection and alarm systems will be installed to meet the requirements of
CAN/ULC S524.

Given the limited number of operations staff, as well as the remoteness and
extensive nature of the site, a fire detection and alarm system that is able to
convey as much information as possible to a central location is required. The
system will be such that an alarm condition can be determined, with minimal
investigation or complexity, by operations staff.

Based on these circumstances it is recommended that a collective and


addressable ringed networked fire detection and alarm system be installed in
accordance with all parts of CAN/ULC S524.

The system will comprise of a network addressable Main Fire Alarm Panel (MFAP)
to be located at the main control room, which is manned 24/7.

A Sub Fire Alarm Panel (SFAP) containing both addressable and collective alarm
zone facilities, to accept field detection devices, will be provided at the
administration building.

The SFAP would control addressable loops to accept addressable field devices
including MPS, smoke and heat detectors, and other input devices such as
sprinkler flow and pressure switches.

The SFAP would have direct control over the local protection area, with any alarm,
fault or isolation condition displayed on the relevant SFAP.

In turn, the SFAP will be networked to the plant MFAP via a dedicated pair within
the fibre optic cable plant communications/control network system.

Networking the FAP’s allows central monitoring and a more integrated response
and will ensure all events (alarm, fault, isolation and network status) are
transmitted in full to the MFAP.

The system will be of modular design and will consist of standardised hardware
and software packages only.

It will be possible to expand and modify the system at a later date to suit plant
expansion with minimum changes and investments, and in such a way that
existing system modules are not subject to changes.

All fire detection and alarm system(s) will be provided with at least two
independent and reliable power supplies, one primary and one secondary

(Standby). The secondary supply will be a self-contained battery bank capable of


operating the system(s) for 24 hours.

The FAP’s would be located at the following areas with final numbers and
locations to be confirmed during the final design of the buildings/structures of each
area:

2.1.1 Local Fire Detection Systems


Local fire detection devices would generally comprise of a combination of
addressable smoke detectors (point-type), heat detectors, and MPS’s located
throughout specific areas of the site.

All local fire detection devices smoke/heat detectors and MPS’s will be the
addressable type to ensure discrete information and locations of events is
transmitted, to both the local SFAP and also the MFAP in the MCC room to
enhance the emergency response time.

All fire alarm and detection systems shall comply with CAN/ULC S524: Fire
Detection Systems.

2.1.2 Emergency Warning Systems


Emergency Warning Systems integral to the local FAP would be provided for
normally occupied buildings. This system would be amplifier based and controlled
by each respective FAP.

The emergency warning systems will generally comprise sounder (speaker) and
sounder/strobe units provided throughout all normally occupied areas.
Where emergency warning systems are installed and the ambient A-weighted
noise levels exceed 95dB, visible signals will also be provided in the form of
strobe lights or rotating beacons.

In process areas emergency warnings will generally be (FAP loop) line driven
sounders, i.e. not amplifier driven.

2.1.3 Aspirating Smoke Detection Systems (ASDS)


ASD Systems (VESDA™ or similar) comprise an air sampling pipe network
connected to a laser-based air sampling detector, designed to provide high-
sensitivity detection and measurement of obscuration within the defined risk area.
The network will utilize both room sampling and in-cabinet sampling via capillary-
style sampling tube. Each system will be controlled and monitored by its own
dedicated detector, and will interface to the nearest SFAP via its addressable loop
system. ASD Systems shall comply with CAN/ULC S524: Fire Detection Systems.

ASD Systems (VESDA™ or similar) shall be utilized in the following areas:


 Sub Station /MCC room

2.2 Fire Water System


2.2.1 Fire Water Tanks
To satisfy volumetric fire water demands over the required delivery periods static
water reserves will be required; normally in the form of a tank.

The fire water tanks will comprise of one (1) x 100% capacity static water storage
tank constructed in accordance with NFPA 22.

Refer Appendix B for fire water storage quantities.

The fire water tank will be constructed on a stabilized, raised (free draining) pad to
the tanks manufacturers specification.

The fire water tanks will require heating/recirculation to maintain the storage
above 0°C at all times.

2.2.2 Fire Water Pumping Methodology


Fire water pumps shall comply with the requirements of NFPA 20. The fire water
pumping facilities for the site will comprise:

 One (1) x 100% Duty Fire Pump Set – Horizontal Centrifugal Type - Electric
Driver
 One (1) x 100% Standby Fire Pump Set – Horizontal Centrifugal Type - Diesel
Driver
 One (1) x Jockey/Pressurisation pump.

Each fire pump set shall have a duty flow and head capable of supplying the water
demand to the largest active fire suppression system, external and/or internal fire
hydrant demands at an elation of 135metres above sea level.

Nominal Duty of the main fire pumps shall be: 3785L/min @ 850kPa

All fire pump sets shall be capable of a maximum flow of 150% of the duty flow @
65% of the duty head at the elevation (135 metres above sea level) and annual
environmental conditions that prevail on the site. The pumps shall not exceed
140% of its duty head at shut-off.

A dedicated fire water pressurization pump (jockey pump) will be provided and
sized to service minor system leaks. This pump set will be fitted with hydro-
pneumatic accumulator, flow control valve and overriding timers in the pump
controllers to limit the number of pump starts to a maximum of four (4) per hour.

 Nominal Duty: One (1) pump x 3L/s @ 1200 kPa (actual sizing to be
established during detailed design)

Refer Appendix A for fire water demand calculations.

2.2.3 Fire Water Reticulation System


The fire water reticulation system will be designed and installed in accordance
with NFPA 24 - Standard for the Installation of Private Fire Service Mains and
Their Appurtenances to accommodate the maximum system operating pressure of
175PSI (1200kPa).

The system will comprise both above ground and underground piping.

Underground firewater reticulation systems shall be buried HDPE Class 150 DR


11 (PE3408/PE4710) pipe and fittings. They shall be listed for fire service use.

Above ground piping and fittings shall be painted carbon steel to ASTM A795,
ANSI/ASTM A53 and ASTM A135.

All piping and fittings will conform to project piping specifications.

Transition from underground buried HDPE firewater main to the above ground
piping will be made underground. Refer to project piping specification for piping
details.

Firewater distribution pipe shall be laid underground at a minimum depth of 1.5m


with respect to the top of the pipe to accommodate the effects of 1.2m frost depth
which may be expected in the area.

External exposed transition risers to fixed systems will be provided with


freeze protection measures which may include the following:

 Heat Tracing.
 Lagging.
 Stainless Steel Wrapping.

Sectional valves complete with post indicator valves will be located such that a
minimum of 50% of any ring main to any facility can be maintained in operation at
any time. The sectional valves will be located such that the number of fixed
systems per isolated section will not exceed six (6).

2.2.4 Fire Department Suction/Booster Facilities


For flexibility and to allow for alternative pumping methods, fire department
connections (suction and booster facilities) will be provided at the fire water pump
station.

Suction points will be nominally a 100mm (4”) outlet, with a coupling to suit the
requirements of the local fire department (Nova Scotia/Halifax standard thread
specifications shall be used).

Booster connections will be sized to suit the respective water demand, but will
generally be four (4) x 65mm 2½” Female Nova Scotia standard threaded inlet
couplings respectively at each location.

2.3 Fire Hydrants


All fire hydrants shall be installed in accordance with the requirements of NFPA
24. Hydrants shall comply with AWWA C502, be dry barrel type with a minimum
150mm (6”) riser to provide two (2) x 65mm (2½”) fire hydrant outlets and one (1)
100mm (4”) steamer connection at each location.

Fire hydrant valve connections will be 65mm (21/2”) Nova Scotia standard thread
male.

Fire Hydrants will be located nominally at a distance of 90m centres around the
site, so that any point of the plant will be within 70 metres of any hydrant.

Note: To ensure that fire-fighting equipment is always maintained in a ready state


and to reduce the ongoing requirement for its maintenance, it is not intended to
provide any fire hoses or nozzles located at each of the fire hydrants.

2.4 Class II Hose Stations


Class II hose stations shall be provided for specific facilities as nominated
in Section 3 of this design criteria.

The Class II hose stations will be fed by minimum 50mm pipework and
equipped, with one length of 38mm (1½”) hose and standard branch with
jet/spray nozzle.

2.5 Fire Hose Reels


Fire hose reels in industrial and process areas will be heavy duty fire hose reels
(30m x 25mm) complying with EN 671 and be complete with triple purpose fog
nozzles to provide greater coverage for the industrial application required.

Fire hose reels will be galvanized / powder coated steel or stainless steel
construction.

Fire hose reels will be located either internally or externally within 4 meters of an
exit or access point to ensure full coverage for all facilities.
Hose reels adjacent to egress routes will be designated as a ‘Fire Point’ and will
also include the following supplementary equipment:

 Manual call points


 Sounder/strobe
 Fire extinguisher (type and capacity dependent on risk)

2.6 Foam Stations


Where specific fire risk occur the installation of fire depot boxes adjacent to fire
hydrants will be provided as indicated in Section 3 of this document. The depot
boxes will include, but not be limited to, a combination (dependent on risk) of the
following equipment:

30 metre of 38mm hose c/w couplings. 2 EA


Spray/jet water nozzle 1 EA
65mm to 38mm adaptor 1 EA
Foam nozzle c/w foam pick-up tube 1 EA
20 litre pail of 3 or 6% foam 2 EA
9kg DCP fire extinguisher 1 EA

2.7 Automatic Dry Pipe Sprinkler Systems


Automatic dry pipe sprinkler systems will be designed and installed in accordance
with the requirements of NFPA 13 and the recommendations of FM Loss
Prevention Data Sheets as applicable.

Each system, depending on size, will be controlled by a sprinkler control valve or


water flow switch arrangement including alarm valves, isolation valves, strainers,
flushing/test and drain facilities. Each system will be fitted with a pressure or flow
switch, which will be connected to the nearest FAP to indicate activation of the
system.

Automatic dry pipe sprinkler systems will be provided for the following areas of the
plant:

 Reclaim tunnel.
 Hydraulic power packs at grinding building
 Fire water pump station

2.8 Portable Fire Extinguishers


Portable fire extinguishers will be provided throughout the site in accordance with
NFPA 10: Portable fire extinguishers and shall conform to the relevant CAN/ULC
performance requirements for the relevant extinguisher type.

Selection and location would mostly comprise of dry chemical powder, multi-
purpose units and carbon dioxide extinguishers.

3. DESIGN CRITERIA BY FACILITY


The purpose of this section of the design criteria is to detail the specific fire
protection requirements for each facility throughout the project.

Although the general design philosophies nominated in Section 2 above are


applicable across the project, specific facilities constitute unique risks and
consequently require supplementary protection/detection systems and
methodologies for fire suppression.

Those facilities that are not referenced in this section will not require any specific
fire protection or fire detection and will be protected by the system of installed fire
hydrants and/or the installed equipment at adjacent facilities.

3.1 1212 - Primary crusher


The primary crusher (Class F3 – approx. 110m2) will be provided with the following
fire protection measures:

 Manual pull stations


 Sounders & beacons
 Heavy duty fire hose reels
 9 kg DCP portable fire extinguishers

3.2 1212 - Secondary Crusher


The secondary crusher (Class F3 – approx. 265m2) will be provided with the
following fire protection measures:

 Manual pull stations


 Sounders & beacons
 Heavy duty fire hose reels
 9 kg DCP portable fire extinguishers

3.3 1214 - Reclaim tunnel


The reclaim tunnel (Class F3 – approx. 170m2) will be provided with the following
fire protection measures:

 Dry pipe sprinkler system


 Manual pull stations
 Sounders & beacons
 Heavy duty fire hose reels
 9 kg DCP portable fire extinguisher

3.4 1220 - Grinding building
