I. INTRODUCTION

The Barangay Development Plan for Children (BDPC) of Barangay San Miguel, Arakan,
Cotabato is the toil of ensuring the best interest and welfare of children in the community with
the end goal that core rights of survival, development, protection and participation are
guaranteed and safeguarded.

This BDPC is a shared effort and coordinated labor among stakeholders working for, by and
with the children. Issues and concerns among children were driven from the children’s
consultations, workshop and focused-group discussions. It was an avenue for children to voice
out their desires for the sector and come up comprehensive plans and programs that would
best benefit them in general.

Sense of ownership is pivotal in the crafting of this BDPC with children first-handedly stressed
their perceived needs and issues ensuring all processes related to the implementation of the
Agenda for Sustainable Development are systematically guided by the Convention on the
Rights of the Child and its Optional Protocols, particularly non-discrimination, best interests of
the child, right to life, survival and development, and the right to participation. Mainstreaming
a comprehensive child rights approach to the Agenda through the formulation, planning,
implementation, monitoring, follow-ups and review processes of development frameworks,
policies, programs and projects that respects, protects and fulfils the rights of the child.

A need to adopt targeted measures to reach those children left furthest behind in national
action plans, strategies, policies and budgets, including by assessing and prioritizing their
specific circumstances, needs and vulnerabilities. In line with the Convention on the Rights of
the Child, recognizing children as rights-holders with the evolving capacity to participate and
ensure their meaningful participation in all issues and processes affecting them related to the
implementation, monitoring and follow-up and review of the Agenda.

The BDPC also will ensure effective, child-friendly measures and mechanisms are in place to
ensure State accountability regarding implementation of the Agenda in a manner that protects
and promotes children’s rights and establish multi-stakeholder partnerships at all including
international and regional organizations, the public and private sectors, civil society, and
children to implement the Agenda. It aims to strengthen reporting on child rights and
sustainable development and use recommendations from human rights mechanisms and
processes to inform sustainable development planning, reporting, and the implementation,
follow-up and review of the Agenda. The best interests of the child must be a primary
consideration.

The BDPC will serve as a blueprint and controller that will guide the Barangay Council for the
Protection of Children in the implementation of programs, projects and activities that would
ultimately answer and redound to the mitigation measures and response mechanisms.

Agenda 1: CHILD SURVIVAL
AGENDA STATEMENT

For, By and With the children in the Barangay to be fully healthy provided with programs
and activities that promote and improve health and nutrition to address poor nutrition,
teenage pregnancy, child mortality and psychosocial concerns.

ISSUES AND CONCERNS

(1) Prevalence of dengue cases among children in the barangay.


(2) Prevalence of early pregnancies among teenage girls.
(3) Increasing number of undernourished children or severely wasted due to poor
nutrition.
(4) Prevalence of children suffering from communicable diseases.
(5) Presence of handicapped/disadvantaged children.

OBJECTIVES

(1) Strengthen advocacy on 4S/Oplan Alis Dengue.


(2) Social mobilization strategies on teenage pregnancy.
(3) Lower incidence of teenage pregnancy, unintended pregnancy, and maternal
mortality.
(4) Decrease number or statistics of severely wasted children.
(5) Implement mitigating measures to address malnutrition.
(6) Implement support/assistance mechanism to handicapped/disadvantaged children.
(7) Implement mitigating measures and policies to decrease, if not stop, communicable
diseases among children.

DESCRIPTION A children’s forum on different curated topics for knowledge
development and information dissemination to provide developmental
information among the children in the community;

DESCRIPTION A continuous feeding program targeting severely malnourished children

education and early childhood care and development are completely afforded.

project is a donation drive that also to increase donations of
educational supplies and resources which will be available for free
for financially challenged pupils and students.

EDUCATION AND EMPOWERMENT
DESCRIPTION A program that aims in-school children to do day-to-day hands-on
activities with the professionals that they aim to be in the future This is a
program in which in-school children will experience what it is to be in the
actual field of their envisioned future job to promote camaraderie, unity,
self-confidence, well-disciplined students through effective leadership to
uplift the academic skills, their innate talents and abilities for the
betterment of the school, community and the nation.

project design, consultations, implementation, monitoring and evaluation to ensure sense of
ownership geared towards child empowerment and self-reliance.

where several activities are being held in line with the celebration of
National Children’s Month. Children’s needs and issues are voiced out in
an avenue where stakeholders and BCPC members are present through
a Manifesto.

DESCRIPTION A one-day symposia/forum where all child organizations and child
sectoral representatives gather to tackle and discuss children’s issues
with identified resource speakers from national government agencies,
local government units and other non-governmental organizations. The
activity is local convention of child leaders wherein policy
recommendations are formulated to address issues, and serve as
government’s guide in policy formulation and program development.

Agenda 4: CHILD PROTECTION
AGENDA STATEMENT

For, By and With the children in the Barangay to be protected from all forms of abuse and
exploitation, safeguarding children’s rights and guaranteed safe and child-friendly
environment.

ISSUES AND CONCERNS

1) Increasing cases of child abuse including physical, sexual, corporal punishment.


2) Bullying and cyberbullying among children.
3) Irresponsible social media usage.
4) Alarming cases of children at risk (CAR) and children in conflict with the law (CICL).

OBJECTIVES

1) Address cases of child abuse.


2) Heighten level of awareness of stakeholders and children in reporting mechanism.
3) Provide counseling and psychosocial support to children.

PROJECT TITLE 1. CAPACITY-BUILDING AND MASSIVE ADVOCACY


CAMPAIGN
DESCRIPTION A project where various capacity-building and massive advocacy
campaigns are being conducted to different target participants
including stakeholders, children, other community partners and general
public with the end goal to increase level of awareness on said topic
and support in the referral and reporting of cases to proper authorities.
The strategy is also a preventive and interventive aspect involving
several agencies and offices.
