    A RESOLUTION AUTHORIZING HONORABLE MAYOR GERMAN A. CACCAM TO
    ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) BY AND BETWEEN
    THIS LOCAL GOVERNMENT UNIT OF BASCO AND THE DEPARTMENT OF
    HEALTH (DOH) AND DR. JOANA KRIZEL N. RAMIL DEPLOYED DOCTOR TO
    THE BARRIO (DTTB)
    WHEREAS, Republic Act No. 7160 otherwise known as “the Local Government Code of 1991
    states that the functions and responsibilities for the delivery of basic health services and other
    related facilities have been transferred from Department of Health (DOH) to the Local
    Government Unit (LGU)”;
    WHEREAS, Republic Act No. 11223, otherwise known as the “Universal Health Care Act”,
    states that LGUs shall implement incremental creation of positions to hire the required health
    care professional and health care worker based on standards, as determined by the DOH,
    provided that in the interim, LGUs that are unable to achieve the standards for health care
    professional and health care worker are eligible to receive deployment augmentation from
    National Health Workforce Support System;
    WHEREAS, the DOH implements the Human Resource for Health (HRH) Deployment
    Program to promote access to quality health services to the marginalized, vulnerable and
    disadvantaged population of the country, to improve health outcomes and to contribute to the
    attainment of health-related Sustainable Development Goals (SDGs);
    WHEREAS, one of the composite programs of HRH Deployment Program is the Doctors to the
    Barrio Program which aims to deploy physicians in priority areas especially hard-to-reach, far-
    flung, doctorless municipalities to assist in the improvement of local public health systems;
    WHEREAS, the Municipality of Basco had requested the Department of Health (DOH) to avail
    the Doctors to the Barrio (DTTB) Program considering its lack of doctor to address the health
    problems of the constituents especially during these recent times where there is a pandemic
    outbreak of a disease;
    WHEREAS, considering that the Municipal Local Government Unit of Basco has no regular
    Municipal Health Officer, there is a dire need of physician who will address its health problems
    and concerns, this municipality had earnestly requested the Department of Health (DOH)
    through a resolution to assign a physician to this municipality under the Doctor to the Barrio
    Program; and

    WHEREAS, the Department
    1 of Health (DOH) deploys a much-needed DTTB/OIC Municipal
    Health Officer by the name of DR. JOANNA KRIZEL N. RAMIL to the Municipality of Basco,
    Province of Batanes and

    BE IT RESOLVED, as it is hereby RESOLVED by the Sangguniang Bayan of Basco, to
    authorize Honorable Mayor German A. Caccam to Enter into a Memorandum of Agreement
    (MOA) By and Between this Local Government Unit of Basco and the Department of Health and
    Dr. Joana Krizel N. Ramil deployed Doctor To The Barrio (DTTB).
    RESOLVED FINALLY, that copy of this Resolution be furnished to the following for their
    information: Department of Health (DOH) through Amelita M. Pangilinan, MD, MPH, CESO
    IV; Dr. Joanna Krizel N. Ramil, (DTTB).
