MGNREGS Guidelines
ABSTRACT
ORDER:
2. Under the project, 48975 roads have been taken up under MGNREGS in 2009-10
and 2010-11. Although many of these works have reached stage of satisfactory
completion, there are still habitations which remain without all-weather connectivity.
Government has been receiving representations from Gram Panchayats and other
peoples’ representatives for allowing works that pass through more than one Gram
Panchayat under MGNREGS. Panchayat Raj department has confirmed that there are still
habitations especially of the SC & ST which require all weather road connectivity.
Commissioner Rural Development, in her Note cited in reference 5 above, stated that
depending on the quantum of wage work that is expected to be done during 2011-12,
there is a possibility to take up road works to a tune of Rs. 650 Cr.

d) Work standards: The work shall be executed as per PMGSY guidelines
up to WBM Grade-ii standards. The PR department shall take up these
roads under PMGSY converting them into black topping. The top width of
the formation shall be 7.50 meters. In no case the width of the formation
shall be less than 6.00 meters. Necessary C.D works minor and medium in
nature such as pipe culverts, slab culverts (not exceeding 6 meters linear
water way) and road dams shall be included in the estimates. Work site
boards with details of works, MGNREGS logo painted shall be erected in
each of the work site. Provision shall be made for KM, HM, stones, and
Village boards and sign boards.
e) While preparing the estimates, the following shall be kept in view:
i. The work shall result in providing all-weather connectivity to the
identified habitation.
ii. Taking up works for maintaining of existing roads shall not be
permitted.
iii. Estimates shall be prepared based on CSSR 2010-11.
iv. Provision in the estimate shall be made for seigniorage charges,
VAT and IT as per prevailing rates.
v. Provision shall be made for the deviations in cement and steel
rates.
vi. 0.5% on the estimate cost shall be provided in the estimate
towards quality control charges.
f) The technical sanctions shall be accorded for the works upto Rs. 5 lakhs
by the Deputy Executive Engineers, PR/TW, upto Rs. 25 lakhs by the
Executive Engineers, PR/TW and more than Rs. 25 lakhs and upto Rs. 50
lakhs, by the SE, PR/TW departments. Estimates worth more than Rs. 50
lakhs shall not be taken up under this programme. Separate Register for
Technical Approvals and technical sanctions shall be maintained at DEE,
EE and SE level.
g) The Panchayat Raj Engineering Department & Tribal Welfare Department
in (Tribal Areas) will be the Implementing Agencies for the programme.
Work shall be entrusted to the Work Executive Member (WEM) of the
Gram Panchayat, who shall be identified by the Gram Panchayat from
among the Sarpanch/members of GP / MPTC, through Gram Panchayat
resolution. The system of execution shall be as has already been
prescribed earlier for the Panchayat Raj Engineering Department under
MGNREGS.
h) Payment Procedure: Payments shall be only through Electronic Fund
Management System (eFMS). All payments shall be generated through
DCC already established. Only Job Card holders shall be engaged as
laborers in the execution of works. Unskilled wages shall be paid to the
wage seekers only through their Postal/Bank/Smart Accounts within a
week days. Payments to skilled wages and materials shall be transferred to
their bank accounts through eFMS. Payments shall be made for only
finished item of tasks in case of material tasks.
i) Administrative Cost: The implementing agencies can utilize 3% admin
cost over the expenditure incurred on the sanctioned works. The admin
cost includes salaries to staff engaged under EGS, Printing & Stationery,
Operations & Maintenance of the Computers, Vehicle hire charges, and
Cell phone bills.
j) Vigilance and Quality Assurance: The departmental Quality Control
divisions shall be engaged to ensure the quality of works. The overall
responsibility of the quality of works executed lies on Executive Engineer of
the implementing agencies.
k) Social Audit: All the works executed with MGNREGS funds are liable for
Social Audit as per MGNREG Act and the Social Audit Rules issued by
Government of A.P. The implementing agencies shall handover all the
connected records and documents to the Social Audit teams during the
Social Audit process. Disciplinary Actions will be initiated on the erring staff
who are involved in irregularities and misappropriation.

l) Maintenance of Accounts and Audit: All the books of accounts stipulated
under the scheme shall be properly maintained in the respective DCCs.
There shall be Departmental Audit and AG Audit of Accounts for the funds
spent by the DCCs.
4. Based on the likely expenditure on wage component, the sanctions shall be limited
District-wise as given in the Annexure. The Commissioner, Rural Development or Project
Director, DWMA will arrange printed Muster Rolls based on the indent made by the
Executed Engineers of PR or Project Officer, ITDAs.
