LGBT Dress Policy
I. POLICY
The Espektro de Orgulyo along with the Office of the Students Auxiliary Services
and the Office of Security Services of the Southern Leyte State University –
Maasin City Campus will asses and monitor each student who identifies
themselves as members of the LGBTQIA+ community and is a member of the
Espektro de Orgulyo; a recognized LGBTQIA+ organization of the institution by
information dissemination about the wearing of school uniforms of LGBTQIA+
students in accordance to their gender orientation, abiding the dress code set by
the school referring to the student manual.
II. RESPONSIBILITIES
A. In line with the dress code assigned by the student manual for male and
female students of Southern Leyte State University – Maasin City Campus,
the identified the members of the Espektro de Orgulyo shall adhere to the
dress code assigned to the members by the Office of the Students and
Auxiliary Services, in collaboration with the Office of Security and Services
of the institution that:
The members shall adhere to the dress policy assigned to them;
A male uniform cloth with a female cut is the prescribed uniform
for those members who identifies themselves as transwoman of
transgender, in relation a female uniform cloth with a male cut is
the prescribed uniform for those members who identifies
themselves as transman or transgender; and
the hair should be well kept, coloring or dying of hair is
prohibited, excessive wearing of and tangling earrings are
prohibited.
B. Espektro de Orgulyo. As the microsystem of the policy, the officers must hold
the first line of responsibility regarding the implementation of the
organization’s law abiding the school’s dress code policy. It shall conduct
evaluation and monitoring of the policy to ensure the absence of violation to
both the organization’s law similarly to the school’s dress code policy.
C. Students Auxiliary Services Office and Office of the Security Services of
Southern Leyte State University – Maasin City Campus. Its responsibility is to
shoulder the implementation of the dress code policy with its terms and
conditions for the LGBTQIA+ students and at the same time conduct
preventive and disciplinary measures if there will be violations from the
members regarding the dress code policy.
III. PROCEDURES
A. The members acknowledgment will be procured by the Espektro de Orgulyo
through a master list of its members given to the Office of the Student
Auxiliary Services and to the Office of Security Services.
B. Each member of the organization is given an id or a pass slip that serves as
their membership to the organization, and their recognition as an LGBTQIA+
student covered under the dress code policy for LGBTQIA+ students.
C. The offices and organization assigned must conduct education, orientation,
and evaluation to ensure that the members understood the terms and
conditions of the dress code policy of the school and at the same time take
measure if violations are tracked.
A. Definitions:
It is crucial to have a clothing code that supports and fosters inclusiveness among
college students who identify as LGBTQIA+ (Lesbian, Gay, Bisexual,
Transgender, Queer, Intersex, Asexual, and other identities). In the Senate Bill
No. 689 or also known as AN ACT PROHIBITING DISCRIMINATION ON
THE BASIS OF SEXUAL ORIENTATION AND GENDER IDENTITY OR
EXPRESSION (SOGIE) AND PROVIDING PENALTIES THEREFOR,
Section 2. Declaration of Policy, states that, “The State recognizes the
fundamental right of every person, regardless of sex, age, class, status, ethnicity,
color, disability, religious and political beliefs, sexual orientation or gender
identity, to be free from any form of discrimination. It shall therefore intensify its
efforts to fulfill its duties under international and domestic laws to respect,
protect and fulfill the rights and dignity of every individual”. A policy of this
nature is consistent with the tenets and objectives of laws like the SOGIE (Sexual
Orientation and Gender Identity and Expression) bill, which aims to safeguard the
rights and dignity of LGBTQIA+ people:
Promotes inclusivity: Students of all gender identities and expressions can
freely express themselves without worrying about harassment or
discrimination thanks to an inclusive clothing code. It makes it evident
that the campus community values diversity and individuality.
Prepares Students for the Real World: Colleges help students thrive in a
society that increasingly acknowledges and respects the rights and
identities of LGBTQIA+ people by providing an environment that values
diversity and inclusivity.
In conclusion, a dress code that promotes LGBTQIA+ students and adheres to the SOGIE bill's
guiding principles is advantageous for the entire campus community, also promoting social
justice and human rights. It contributes to the development of a more diverse, accepting, and
inclusive educational atmosphere where all kids can study and develop without being concerned
about bias or discrimination.
