1. Introduction

Cambodia is focusing on sustainability and minimizing its environmental footprint by adopting


electric vehicles (EVs) as a key component of its transportation landscape.
The country is working on EV charging station infrastructure to foster eco-friendly mobility and
provide economic and environmental benefits.
The country has installed numerous stations in both public and private sectors, with charging
speeds varying based on electricity availability.
The government is also promoting EV usage and installing charger infrastructure in various parts of
the country to ensure a cleaner and more energy-efficient future.

2. Definition of EV Charging stations Infrastructures in Cambodia

Electric Vehicle (EV) Charging Stations Infrastructure in Cambodia refers to the


network of facilities and related technologies built to meet the charging demands of electric
cars in the nation.
This infrastructure is providing EV owners with easy and accessible sites to charge their
vehicles.
The goal of constructing infrastructure for electric vehicles (EVs) in Cambodia is in line
with international initiatives to support environmentally friendly and sustainable transport

3. Current Status of the EV in Cambodia
Based on the former Minister of Public Works and Transport, H.E. Sun Chanthol:
● In the capital, several businesses have built showrooms exhibiting over ten different
models of electric vehicles.
● In 2022, Cambodia had over 700 registered electric vehicles.
● As of February 2023, approximately 800 new electric vehicles (EVs) had been
registered in Cambodia.
● The ministry is collaborating with other agencies, organizations, and stakeholders to
reach 40 percent EV usage by 2050.
● Cambodia expected to at least 10 EV charging stations in the provinces of Preah
Sihanouk, Siem Reap, Battambang, and Phnom Penh under the collaboration with gas
stations.

4. Factors to Promote the EV Charging Stations Infrastructures in Cambodia
To promote the infrastructure for electric vehicle (EV) charging stations in Cambodia,
there are several key processes and elements to take into account:
● Infrastructure Planning: MPWT is working with more corporations,
particularly those in the US, to coordinate the installation of more EV charging
stations throughout the Kingdom to draw in customers.
● The Reduction of Tariffs: The government favors EVs with tariffs of 63%,
whereas gasoline-powered vehicles have average tariffs of 120%.
● Public-Private Partnerships: Several gas companies build the infrastructure and
provide charging services for EV cars such as PTT and Caltex, etc.
● Awareness Campaigns: Make people aware of the advantages of driving an
electric car and the significance of the infrastructure needed for charging. There
may be public and corporate education initiatives involved in this.

5. Types of Electrical Vehicles in Cambodia

In Cambodia, currently there are 5 types of EV have been sold and registered as
electrical vehicles:
● Electrical scooters
● Electrical motorbikes
● Electrical Tuk Tuk (ONION, TADA,...)
● Electrical Car ( Private Cars, ex. Tesla)
● Commercial electrical cars ( Mini Bus)

Among these EV types, there are only Tuk Tuk, cars need the charging stations.
● Tuk Tuk will charge and use its charging stations separately (Ex. TADA, ONION)
● Cars will use car charging stations, even different models, plugging processes are
still the same.

6. The EVs Charging Stations in Cambodia

By 2022, the EVs charging stations have been installed initially in five cities by 2022:
1. 13 in Phnom Penh
2. 1 in Siem Reap
3. 1 in Sihanoukville
4. 1 in Battambang
5. 1 in Takeo
6. More charging stations are under the progress of development, possibly installed in all provinces.

are under planning between MPWT and the
private partners.

● Proposing one scenario in order to increase the


number of EVs charging stations effectively and
low investment, they are negotiating to convert
and additionally installed at all petroleum
stations already existed ( Case study in Nanjing).

01 Level 1 chargers

In general, level 1 chargers work on standard home electrical outlets to charge electric vehicles (EVs).
Infrastructure Specifications:
● Power Source: AC (Alternating current)
● Voltage: 120-volt electrical outlet
120V AC, 1-Phase
250 V AC, 1-Phase
480 V AC, 3-Phase (32A)
● Current: 12A to 16A
● Charging Times: 24-36 hours to fully charge
● Shelter/Protection: Waterproof, 16’ Cord and Heavy Duty Electric Cable Plug Adapter
● Charging Load: 1.4-1.9 kW

02 Level 2 Chargers

The level 2 charger is used in single-family homes, multi-unit residential, workplaces, fleets, and public places.
Infrastructure Specifications:
● Power Source: AC (Alternating current)
● Voltage: 208 or 240-volt electrical outlet
208V-240V AC, 1-Phase
250 V AC, 1-Phase
480 V AC, 3-Phase
● Current: 12A to 80A (Typically 32A)
● Charging Times: 2.5 to 6 hours to fully charge
● Shelter/Protection: Waterproof, Heavy Duty Electric Cable, Owner
● Charging Load: 2.5kW to 19.2kW (Typically 7kW)

03 Level 3 Chargers

The level 2 charger is used in single-family homes, multi-unit residential, workplaces, fleets, and public places.
Infrastructure Specifications:
● Power Source: DC (Direct Current)
● Voltage: 380V-600V AC, 3-Phase
● Current: Up to 400A (DC output) Typically 60A
● Charging Times: 15-30 min to obtain 80%
● Shelter/Protection: Waterproof, Heavy Duty Electric Cable, Owner, local authority
● Charging Load: Up to 240 kW (Typically 50 kW)

8. Types of speed charging

There are 3 types of charging such as :

● Slow Charging : charger is rated between 3 Kw to

7kW with an AC supply, so for the average EV car

need around 10 to 14 hours to recharge the car

battery.

● Fast Charging : The chargers have a rate between

7kW to 22 kW with an AC supply. This type takes Source:

type of charging is very popular.

8. Types of Speed Charging

● Rapid Charging: is the fastest method for charging an

electric vehicle. With a DC supply, a typical rapid

charger is rated for 50 kW; although, rapid chargers can

reach up to 100 kW. Full charge time for these devices is

approximately one hour, but charging to 80% capacity

can be completed in as little as 20 to 30 minutes (the

remaining 20% often requires an additional 20 minutes).

The Capacity of an Electric Vehicle and the Size of the Battery

● The bigger the battery's capacity, the more power it can hold. But if it has a big battery capacity, the

time-consuming that takes to recharge it is a different story. That is why the size of the battery is kind of

a problem but it will be good for some EV cars that have higher input because you can complete the

charging in a short time.

● We can use the formula below to calculate the changing time

Charging time = Battery Capacity / Charge power

For Example 1:

Your charging time would be approximately 13.6 hours if your battery has a capacity of 60 kWh and your

charging power is 4.4 KWh (assuming your battery is completely dead). It will take less time to charge your

car, though, if the charging power is increased.

● If use Renault Zoe with a battery capacity of 52 KWh, the time that you need to charge for the battery is
also dependent on the power that it can delivery to you car’s battery, let’s use TeltoCharge for our study.

State of Charge

● The state of charge, or SoC, of an electric vehicle's battery, is defined as the ratio of its usable
capacity to its maximum possible charge.

● Automakers install mechanisms that prevent batteries from charging above or below certain
thresholds (often above 80 percent and below 20 percent) to preserve and prolong their life.

9. Charging fee in Cambodia

● The Ministry of Public Works and Transport will


start charging electric vehicles (EVs) fees on
August 1.
● The ministry recently released the public notice,
which included the information that the cost per
kilowatt hour would be 1,600 Riel, or about
US$0.39.

10. The Process Payment and Billing System

Cost of EVs Charging based on:


● An initial fee and electricity consumed at a per kWh tariff
● The charger power output, which is often higher for fast charging.

Payment methods include:


● Smartphone apps,
● Smartwatch,
● RFID cards,
where users authenticate at public charging stations, which then determine billing details

12. Conclusion
Charging infrastructure is strategically implemented, fostering the growth of the EV market as the
country embraces clean energy solutions
The increasing demand for electric vehicles in Cambodia requires the development of a robust
charging infrastructure as urbanization and economic growth continue.

The challenges of funding constraints, technological advancements, and public awareness must
always be addressed and improved. In order to overcome these obstacles, Cambodia must engage in
sustained collaboration and proactive measures.

In essence, the evolution of EV charging station infrastructure in Cambodia underscores the nation's
commitment to a cleaner, more sustainable future.
