Compound, Ansari road, Bunder, Mangaluru 575001 are being detained under section 8 of the
Karnataka Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Gamblers,
Goondas, Immoral Traffic Offenders and Slum Grabbers and Vedio or Audio Pirates Act 1985
(Karnataka Act No. 12 of 1985) hence forth referred as Goonda Act. Under this Act order of
detention is being made against you for a second time.
In pursuance of Section 8 of the Goonda Act you are hereby informed of the grounds on
which you have been detained. The grounds for your detention are as under.
You, Sri T.P Abdul Raheem @ T.P Rahim @ Raheem@Goods Rahim @ Kandi Raheem
@ D.P Raheem (43) S/o T.P Abdul Azeez, R/o Door no 10/14/644, Near C.P.C Compound,
Ansari road, Bunder, Mangaluru 575001 is married to Mrs. Zinath, and have two kids one
daughter and another one son. Wife and childrens are staying at Kucchi gudde House, Addoor.
You know Tulu, Kannada, Urdu, and Hindi, Malayalam languages to speak and understand and
can write in Kannada language. It is learnt through reliable source that you have studied in
Kannada medium at Z.P Urdu Model Higher Primary School Bunder, Mangaluru up to 5 th
standard as per the records available in the school. As per school records your date of birth is on
16-09-1975. Your are residing in said address as per the records provided by the Thahashildar,
Mangaluru and the Voter ID card provided by the Mangaluru city corporation.
You started involving yourself in drug peddling activities at the age of 35. You are
engaged in selling of Ganja [Narcotic substance] along with your family members namely

broher Farooq, Rawoof, Muneer and your associates Dhanush. You had no specific job to
perform. You have joined with bad elements and started drug peddling activities i.e, selling of
Ganja to general public, especially college students to earn money by illegal means.
The Commissioner of Police, Mangaluru city had passed a detention order under Goonda
Act to detain you at Ballary Central Prison vide detention oder no MAG/212/MGC/2016 dated
01-10-2016. The same had been approved by state Government of Karnataka vide office
reference no HD 375 SST 2016 Bengaluru dated 06-10-2016 and approved the detention order
to detain the detenue from 01-10-2016 to next Twelve(12) months. After that you had gone for
an appeal before the Honourable High court of Karnataka and detention order quashed on 29-06-
2017 and released from Ballary Central Prison.
Still you had not changed your activities, continued to indulge in criminal and drug
peddling activities. After Goonda Act detention, On dated 08-11-2017 a case has been registered
against you at Barke Police station vide crime no 151/2017 and also on dated 04-01-2018 a case
has been registered against you at South police station vide crime no. 03/2018 under Narcotic
Drugs and Psychotrophic Susbstances Act, 1985 and arrested in Mangaluru South police station
case and remanded you and presently you are under judicial custody. One more case has been
registered against you at North police station on 03-10-2016 which comes under chapter XI of
IPC.
Since the past several years without any fear of law along with your own gang. You are
committing criminal activities and selling Ganja. You have behaved in a manner of disturbing
the peace and order in the society. In this connection many cases have been registered against
you in concerned police station. Though you have been arrested in several crimes registered
against you and remanded to judicial custody, You are continuing your criminal activities, drug
peddling activities without any fear of law.
After coming out on bail you have continued to indulge in criminal and anti social
activities which are detrimental to public peace and order. Therefore under common laws it is
difficult to control your drug peddling activities. It is therefore very necessary to initiate action
against you and detain you under the provisions of section 8 of the Karnataka Prevention Of
Dangerous Activities Of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic
Offenders, Slum Grabbers and Vedio or Audio Pirates Act 1985 (Karnataka Act No. 12, 1985)
for a second time.

Police Station ACT 1985 are sentenced
for fine amount
and
imprisonment .
But you are
acquitted.
Brief facts of the Ganja cases registered against you within the limits of Commissionerate
of Mangaluru City and their present status is as follows:
1 Mangaluru North police station crime no 95/2011 u/s 8 (c) 20 (1 )(b) of Narcotic
Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 23-06-2011 at about 15-00 hrs the
complainant PSI K.K Ramakrishna along with staff conducted a raid on the basis of
credible information at North warf, Bunder Mangaluru and arrested you and seized 600
grams Ganja, worth of Rs 10,000/- etc. case was registered and you were produced before
the court on 23-06-2011, you released on bail from the court on 29-06-2011.
After completion of investigation, on 22-10-2011 charge sheet was submitted before
the Honourable 2nd J.M.F.C Court Mangaluru and same is accepted for trial vide C.C
Number 4671/2011. The next hearing date is on 05-08-2019.
2 Mangaluru North police station crime no 130/2011 u/s 8 (c) 20 (1 )(b) of Narcotic
Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 19-08-2011 at about 13-45 hrs the
complainant PSI K.K Ramakrishna along with staff conducted a raid on the basis of
credible information at north Warf Bunder Mangaluru and arrested you and seized 156
grams ganja worth Rs 3100/- etc and also seized Rs 200/- and mobile handset etc. case

was registered and you were produced before the court on 19-08-2011, you released on
bail from the court on 26-08-2011.
After completion of investigation, on 11-02-2012 charge sheet was submitted before
the Honourable 2nd J.M.F.C Court Mangaluru and same is accepted for trial vide C.C
Number 1295/2012. The next hearing date is on 17-08-2019.
3 Mangaluru North police station crime no 117/2014 u/s 8 (c) 20 (1 )(B) of Narcotic
Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on28-05-2014 at about 10-00 hrs the
complainant PI Chaluvaraju B along with staff conducted a raid on the basis of credible
information at your residence, J.M Road, Ansar cross, Bunder , Mangaluru and arrested
you and seized 312 grams ganja worth of Rs 7,000/- etc. case was registered and you
were produced before the court on 28-05-2014, you released on bail from the court on 31-
05-2014. You are the 1st accused person in this case.
After completion of investigation, on 16-07-2014 charge sheet was submitted
before the Honourable 2nd J.M.F.C Court Mangaluru and same is accepted for trial vide
C.C Number 2792/2014. The next hearing date is on 09-08-2019.
4 Mangaluru North police station crime no 199/2015 u/s 8 (c) 20 (B) (ii) (b) of Narcotic
Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 28-06-2015 at about 10-15 hrs the
complainant PI Shantharama along with staff conducted a raid on the basis of credible
information at residence of you and Farooq. Both are the son of Abdul Azeez’s , J.M
Road, Ansar cross, Bunder , Mangaluru and arrested Farooq and Mohammed Iqbal and
seized 2 kg 350 grams ganja worth of Rs 20,000/- and Mobile phone 2 nos, 2) cash Rs
1,100/-, 3) Red color Fyber chairs, 4) Flywood small table one 5) small plastic covers 6)
electronic packer machine, 7) iron hammer 8) scissor and 9) vehicle used for offence
KA-19-ED-0840 and KA-19-EJ-2341. The approximate seized item value is Rs. 75,000/-
etc. case was registered and you were absconded to avoid arrest. Then you got arrested in
Mangaluru North Police station crime no 213/2015 U/S 8 (c) 20 (b) (ii) NDPS Act, 1985
and a body warrant has been executed in the above case. You were obtained a bail from
the court on 06-08-2015. You are the 1st accused person in this case.
After completion of investigation, on 22-08-2015 charge sheet was submitted before
the Honourable Principal Dist. & Session Court Mangaluru and same is accepted for trial
vide Special case No. 111/2015. He was acquitted from this case on 11-09-2017. Accused
No. 2( your brother) and accused No.3 are sentenced to suffer rigorous imprisonment for
a period of one year six months and pay fine of Rs. 20,000/- each.
5 Mangaluru North police station crime no 213/2015 u/s 8 (c), 20 (B) (ii) (b) of
Narcotic Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 07-07-2015 at about 15-00 hrs the
complainant PI Velentain D’ souza along with staff conducted a raid on the basis of
credible information at near nasreena canteen North Warf Bunder Mangaluru and
arrested you and seized 1 kg 350 grams ganja, Mobile phone 2 nos, cash Rs 15,580/-,
Gold chain in 2 nos, Gold ring 2 nos and Active Honda scooter etc. case was registered
and you were produced before the court on 08-07-2015, you were released on bail from
the court on 02-09-2015. You are the 1st accused person in this case.
After completion of investigation, on 25-08-2015 charge sheet was submitted before
the Honourable Principal Dist. & Session Court Mangaluru. The case is under trial in the
Special case No. 124/2015 and acquitted on 04-10-2017.

7 Panambur police station crime no 73/2016 u/s 8 (c) 20 (b) (ii )(A) of Narcotic Drugs
and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 06-05-2016 at about 08-45 hrs the
complainant PSI A. Sathish M.P along with staff conducted a raid on the basis of credible
information at near Thaneerbavi beech, Panambur, Mangaluru and one Abdul Raheem@
Goods Raheem @ Kandi Raheem @ Rahim was selling Ganja to public and arrested him
and seized 250 grams of ganja, worth of Rs 4,000/- etc. Case is registered and You were
produced before the court on 06-05-2016. You are released on bail from the court on 20-
05-2016.
After completion of investigation, on 11-08-2016 charge sheet was submitted
before the Honourable 2nd J.M.F.C Court Mangaluru and same is accepted for trial vide
C.C Number 4109/2016. The next hearing date is on 23-08-2019.
8 Barke police station crime no 65/2016 u/s 8 (c) 20 (b) (i) of Narcotic Drugs and
Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 11-07-2016 at about 13-30 hrs the
complainant PI A.K Rajesh along with staff conducted a raid on the basis of credible
information that, 3 persons were selling Ganja to public at near Lalitha Kala Arts,
Empair Mall, Manglauru and arrested them and seized 250 grams of ganja and 3
Mobile hand set and total worth of Rs 7500/- etc. case is registered and after making an
enquiry with accused person came to knew that, the seized Ganja was sold by you. On
dated 13-07-2016 PI, A.K Rajesh arrested him when you were standing in front of the
road Nadupalli, Kudroli, Mangluru and seized 10 grams of ganja of 2 packets from his
possession and a case has been regiastered and Later you produced before the court on
13-07-2016. You were released on bail from the court on 16-07-2016. You are the 1st
accused person.
After completion of investigation, on 04-01-2017 charge sheet was submitted
before the Honourable 3rd J.M.F.C Court Mangaluru and same is accepted for trial vide
C.C Number 786/2017 and transferred to J.M.F.C 6 th court Manglauru. The next hearing
date is on 06-08-2019.

10 Barke police station crime no 151/2017 u/s 8 (c) 20 (b) (ii) (A) of Narcotic Drugs and
Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 08-11-2017 at about 08-15 hrs the
complainant PSI Narendra along with staff conducted a raid on the basis of credible
information at near K.S.R.T.C Bus stand, Bijai, Mangaluru and arrested one accused
Dhanush and seized 250 grams ganja worth of Rs 11,000/-, 2) Cash Rs 150/- and 3) KA-
19-Q-6083 red color T.V.S fizaro Motor cycle worth of Rs 10,000/-. The approximate
seized item value is Rs. 21,150-/- etc. case was registered and the 2 nd accused you were
absconded to avoid arrest. You were absconded accused person. Then you got arrested in
Mangaluru South Police station crime no 03/2018 U/S 8 (c) 20 (b) NDPS Act, 1985 and a
body warrant has been executed in the above case. You obtained a bail from the court on
24-01-2018. You are the 2nd accused person in this case.
After completion of investigation, on 21-06-2018 charge sheet was submitted before
the Honourable 3rd J.M.F.C Court Mangaluru and same is accepted for trial vide CC No.
4381/2018 and transferred to J.M.F.C 6th court Manglauru. The next hearing date is on
30-08-2019.
11 Mangaluru South police station crime no 03/2018 u/s 8 (c) 20 (b) of Narcotic Drugs
and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 04-01-2018 at about 13-00 hrs the
complainant Assistant Commissioner of Police, South sub division and officer of Anti
rowdy squad Mr. K Ram rao along with staff conducted a raid on the basis of credible
information at near Father Mullar Hospital gate, Kankanady, Mangaluru and arrested you
and seized 1 Kg 170 grams ganja worth of Rs 20,000/-, 2) Cash Rs 560/-, 2 Mobile
phone hand set worth of Rs 600/- and 4) KA-19-EP-6878 Activa scooter worth of Rs
30,000/-. The approximate seized item value is Rs. 51,160-/- etc. case was registered and
you were produced before the court on 05-01-2018. You were released on bail from the
court on 20-07-2018.
After completion of investigation, on 28-02-2018 charge sheet was submitted before
the Honourable Principal Dist. & Session Court Mangaluru. The case is under trial in the
Special case No. 44/2019. The next hearing date is on 05-08-2019.
12 Mangaluru North police station crime no 16/2019 u/s 8 (c) 20 (b)(ii) (b) of Narcotic
Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 30-01-2019 at about 15-00 hrs the
complainant The Sub-Inspector of Police, City Crime Branch Mr. Sham Sunder, Gazetted
officer Mr.Upase, Pancha witnesses along with staff conducted a raid on the basis of
credible information at near Port road, Mangaluru and arrested you and seized 1 Kg 100
grams ganja worth of Rs 44,000/- from his possession, 2) Cash Rs 2250/- and 3) 2 Mobile
phone hand set worth of Rs 1500/-. The approximate seized item value is Rs. 47, 750/-.
You had purchased ganja from Muneer, Uppala etc. a case was registered and you were
produced before the Prl. Dist & Session court Mangaluru on 30-01-2019. You are
released on bail from the court on 06-05-2019. You are the 1 st accused person in this
case.

13 Economic & Narcotic Drugs police station crime no 41/2019 u/s 8 (c) 20 (b)(ii) (b) of
Narcotic Drugs and Psychotropic Substances Act, 1985
The brief fact of the case is that, That on 08-07-2019 at about 11-00 hrs the
complainant The Assistant Sub-Inspector of Police, E&N Police station Mr. Sham
Sunder, Gazetted officer Pancha witnesses along with staff conducted a raid on the basis
of credible information that selling ganga to innocent college students and coolie workers
at near Shrinivasa college, Mangaluru and arrested you and seized 1 Kg 100 grams
ganja worth of Rs 30,000/- from his possession, 2) White color Weighing machine one,
3) one Samsung Mobile phone hand set worth of Rs 1,000/- 4) KA-19-EP-6878 black
color Activa Scooter valued of Rs 35,000/- and 10 small white color plastic cover. The
approximate seized item value is Rs. 66,000-/- etc. case was registered and you were
produced before the Honourable Prl. Disrtict and sessions court Mangaluru on 08-07-
2019 and the next date is on 05-08-2019. At present you are under Judicial custody vide
U.T.P No 13427 in Mangaluru Sub Jail. The case is under investigation.
I have personally verified all the documents submitted against you by the Police
Inspector, North Police Station, which was recommended by ACP, Mangaluru Central Sub
Division and DCP Law & Order, Mangaluru City and applied my mind independently. On
perusal of the records I am convinced that it is difficult to control your behavior of habitually
indulging in drug peddling activities under common laws. You are a Drug offender defined
under section 2(e) of the Karnataka Prevention of Dangerous Activities of Bootleggers, Drug-
Offenders, Gamblers, Goondas, Immoral Traffic Offenders, Slum Grabbers and Vedio or Audio
Pirates Act 1985 (Karnataka Act No. 12 of 1985), and it is clear from the above mentioned cases
that you have committed offences punishable under chapter of Narcotic Drugs and Psychotropic
Substances Act, 1985.
Thus you, Sri. T.P Abdul Raheem @ T.P Rahim @ Raheem@Goods Rahim @ Kandi
Raheem (43) S/o T.P Abdul Azeez, R/o Door no 10/14/644, Near C.P.C Compound, Ansari
road, Bunder, Mangaluru 575001 have been involved in several drug peddling activities etc.
You are in the habit of absconding after the registration of cases against you. Offences
committed by you have caused harm, danger and feeling of fear among the general public,
tranquility and order is deemed to have been adversely affected.
There is no doubt that you will continue to indulge in this habitual drug peddling activities
which will disrupt normalcy in Mangaluru city adversely. Action taken against you under the
Narcotic Drugs and Psychotropic Substances Act, 1985 have had no effect on you and you
continue to freely indulge in drug peddling and anti-social activities detrimental to public order
while you are facing trial. You are so far failed to reform yourself, thereby becoming dangerous
for maintenance of public order and peace.
Therefore due to all the above mentioned reasons, as a precautionary measure, to protect
the interest of public and to prevent further attacks and to preserve the public order and peace
and tranquility it is essential to proceed against you under The Karnataka Prevention of
Dangerous Activities of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic
Offenders, Slum Grabbers and Vedio or Audio Pirates Act 1985 (Karnataka Act No. 12 of
1985).

Therefore in view of my aforesaid findings, you are not amenable to the ordinary laws of
the land and you have been acting in a manner prejudicial to the maintenance of Public Order.
Thus after application of my mind to the facts of the case as analysed above, I am fully
convinced that it is necessary to detain you under the Goonda Act. And hence, I have passed the
detention order for a second time.
If you desire to make any representation against the said order of detention to me, you
may do so and submit it through the Superintendent, ------.
If you desire to make any representation against the said order of detention to the
Government of Karnataka, you may do so and address it through the Superintendent, --- Prison
--------.
You are informed that the state Government shall within three weeks from the date of
your detention, make a reference to and place the requisite material before the Advisory Board,
constituted under section 9 of the Karnataka Prevention of Dangerous Activities of Bootleggers,
Drug-Offenders, Gamblers, Goondas, Immoral Traffic Offenders, Slum Grabbers and Vedio or
Audio Pirates Act 1985 (Karnataka Act No. 12 of 1985), to enable the advisory board to make a
report whether in its opinion there is sufficient cause for your detention.
You are also hereby informed that if you want to submit any representation to the
Advisory Board against the detention order, you may do so and address it to the Chairman,
Advisory Board Constituted under the said Act, and submit it through Superintendent, --- Prison
--------- where you are detained.
You are further informed that the Advisory Board shall hear you in person in due course,
if the Board considers it essential to do so or if you so desire. If you desire to be heard in person
by the Advisory Board, you may intimate your desire to the Government through the
Superintendent, --- Prison ------- where you are detained, so that the Advisory Board may be
intimated about it and the arrangements may be made to produce you before the Advisory Board
on the date fixed by it for the purpose. If you desire to be represented through a friend or an
agent before the Advisory Board, you may intimate his name to the undersigned through the
Superintendent, --- Prison ------- to place the same before the Advisory Board. You may also
keep your friend ready to appear before the Advisory Board on the date to be notified and
intimated to you later. Your Friend or Agent should not be a legal practitioner or a comrade in
the trade.
