Department of Economic Development & Transportation SMALL BUSINESS SUPPORT PROGRAM GUIDELINES INTRODUCTION In April 2006, the Department of Economic Development & Transportation implemented program delivery adjustments in response to a comprehensive program review. The review was implemented to analyze departmental programs with the objective of streamlining services for the enhancement of promotion and delivery to Nunavummiut. The Small Business Support Program Policy responds to the recommendations of the program review with an emphasis for entrepreneur and business development within Nunavut. The objective of the Small Business Support Program Policy is designed to support small businesses and community-based economic development by providing assistance to new and existing small businesses through investment in new business attraction, retention and expansion. The Small Business Support Program Policy will enable capable entrepreneurs in Nunavut the ability to take advantage of opportunities Nunavuts emerging economy. The program will provide assistance in three key areas: Small Business Opportunities Fund: The funding provided under this policy area will help new and expanding businesses who have identified business opportunities but lack the financial capital they require to take full advantage of these opportunities. The fund will also assist businesses that are facing challenges to develop a recovery plan or to recover assets in the process of a business wind down. Entrepreneur Development Fund: The funding provided under this policy area will help to support the acquisition of foundational entrepreneurship and business skills; ensuring the long-term sustainability and viability of businesses in Nunavut. Sustainable Livelihood Fund: The funding under this policy area will support small businesses, which employ others, self-employed entrepreneurs, arts and crafts producers or commercial renewable resource harvesters.

POLICY STATEMENT The Department of Economic Development & Transportation is committed to supporting small businesses and community-based economic development by providing assistance to new and existing small businesses through investment in new business attraction, retention and expansion. The revisions of existing programs and policies within the department are a reflection of this commitment. By encouraging the development of a sustainable and viable business within Nunavut, the department is showing their commitment to helping to diversify the economy of Nunavut and to encourage economic development at the regional and community level in the Territory. PROGRAM INITATIVES The funding provided by the department will be used to support the following program initiatives: New Product Development Initiative: designed to test the application of new technologies such as new equipment and materials and contracted costs associated with technical support. Human Resources Development Initiative - designed to provide a contribution to the learning opportunities for business owners and managers to improve their abilities and skills. Asset Acquisition Initiative: designed to provide a contribution for purchase of tools and equipment to assist entrepreneurs in increasing their level or quality of production. Market Development Initiative designed to provide a contribution to capture new market opportunities and enhance the competitive capability of the business. New Entrant Initiative designed to provide a contribution to information and services available to new entrants, including human resource development, business advisory services, market research and business planning. Value Added Initiative designed to provide a contribution to initiatives designed to increase the value of the product for potential export development.

GENERAL CONDITIONS AND APPLICATION PROCEDURES Eligibility Requirements Eligible applicants must have reported a minimum of $10,000 in gross business sales to Canada Customs and Revenue Agency in at least one of the last three tax years or be considered a new entrant. (Note: this requirement does not apply to applicants to Schedule C: Sustainable Livelihood Fund.) Funding offers for organizations and not-for-profit associations (Schedule B) will be based upon the identified need of the project, the projects benefit to the Territorial business community, the overall viability of the project, and the expected impact, reach and results of the project. Maximum Program Contribution Applicants may be eligible for the following maximum levels of funding determined on a project by project basis Project Description
Business Planning; Feasibility/Engineering Study Demonstration or pilot projects Acquisition of Capital Assets (building, land, etc) Working Capital for Start up or Expansions Market Development/Trade Show Participation Professional Services to develop recovery plan Aftercare Services Delivered by Nunavut Organizations Purchase by individual businesses for aftercare services Minor capital items: tools & equipment for artisans; large incremental increases in insurance premiums
Small Business Support Program Policy funding is subject to the annual appropriations by the Legislative Assembly of Nunavut. All funding offers are subject to the availability of program funds. The annual funding limits established above are the maximum funding levels per applicant; however, funding offers may be reduced based on the commercial viability of the applicant and the project proposal. Proposals will be evaluated based on various criteria, including the following: eligibility of the applicant and project activities the applicants experience applicants financial contribution to the project applicants ability to obtain required financing and/or investments the commercial viability of the project and business the identified need of the project Page 3 of 11
At the discretion of the Minister of Economic Development & Transportation, applicants may be eligible for program funding above the established limits, based upon the identified need, reach and benefit to the applicant and other criteria listed above. New Entrants Individuals, partnerships, cooperatives or corporations that are establishing a new business are considered to be new entrants for the purpose of this program, if the following conditions apply: They have been in operation for less than one year and have established or are intending to establish a commercial business.
Funding commitments will only be made to those new entrants who are committed to obtaining preliminary business training; have demonstrated potential viability; and has the potential to contribute a personal financial investment in their business. Funding Proposal All applicants must submit a project proposal that outlines: 1. Applicant Profile: name, contact information, Statement of Ownership, recent financial records 2. Project Description: a brief description of the project and the program name under which you are applying for funding 3. Additional Information: Any additional information as may be required by the Department of Economic Development & Transportation. Review The Application will be submitted to the Department of Economic Development & Transportation or designated third party that delivers departmental programs for the department. A review of the application will be undertaken to determine if the application is complete and if any additional information is required. The formal review of the application will be done by regional committees. Business Plans Applicants requesting assistance of more than $15,000 must submit a business plan. All new entrants, regardless of the amount of funding requested, must submit a concept paper explaining the business idea to determine the potential commercial viability and the requirement for a possible business plan. In

addition, the regional committee may request a business plan where they deem it necessary to determine the viability of any business proposal. Payment Terms & Conditions Specific payment terms and conditions will be set out in the Contribution Agreement between the applicant and the Government of Nunavut. It may include the requirement to submit a final project report. If an applicant is required to submit a final project report, it must be submitted with the final claim for payment. The department has the right to withhold payment under the contribution agreement until the project report has been submitted. An audit will be required and submitted along with a claim for payment under a Contribution Agreement if the funding is in excess of $50,000.00. In addition, the submission of original invoices and proof of payment may be required as part of the Contribution Agreement. Additionally, in the event that eligible costs are less than that is set out in the Contribution Agreement, the excess contribution will be calculated on a prorated basis, if any, will be deemed a surplus and repayable to the Government of Nunavut. Eligible Costs The following costs may be eligible for re-imbursement under the Small Business Support Program Policy: Professional, technical, analytical support and training; Capital items or capital expenditures such as buildings or other structures Transportation, accommodation and meals at same rates as set by the Government of Nunavut for duty travel for its employees; Registration fees, course materials and speaker fees; Consultant fees, development and design of brochures and other communications materials and resources, participation in marketing tradeshows, and other costs associated with market development; Supplies and resources needed for research activities; and.

SCHEDULE A Small Business Support Program Small Business Opportunities Fund Introduction This program is designed to provide support to new entrepreneurs and expanding small businesses with funding to help them acquire the necessary expertise to pursue new business ideas and new markets for their products or services. The program is intended to support new growth opportunities in the economy, such as value-added activities and export-oriented opportunities. Eligibility Nunavut Business A business which complies with the legal requirements to carry on business in Nunavut, and meets any of the following relevant criteria: i) ii) iii) iv) v) vi) Is a limited company with at least 51% of the company's voting shares owned by Nunavut Residents, or Is a corporation without share capital with at least 51% of the members being Nunavut Residents, or Is a cooperative with at least 51% of the residents' voting shares owned by Nunavut Residents, or Is a sole proprietorship, the proprietor of which is a Nunavut Resident, or Is a society with at least 51% of the memberships owned by Nunavut Residents, or Is a partnership, the majority interest in which is held by Nunavut Residents and in which the majority benefits accrue to Nunavut Residents, or
vii) A business listed in the Nunavummi Nangminiqaqtunik Ikajuuti Business Directory. The business must also: Maintain a registered office in Nunavut on an annual basis for the primary purpose of operating the subject business; Maintain a Resident Manager within Nunavut; and Undertake the majority of its day-to-day operations within Nunavut Nunavut Resident Anyone resident in Nunavut and in possession of a Nunavut Health Card number.

Eligible Activities Under the Small Business Opportunities Fund, the following activities may qualify for funding: i) Costs associated with business planning, feasibility and engineering studies, legal and regulatory costs, and other pre-establishment or preexpansion development costs. Assistance is limited to a maximum of 75% of eligible costs. ii) Establishment of demonstration or pilot projects to test the application of new technology such as the purchase of equipment and materials, leasing of equipment and/or facilities, and contracted costs of technical support. Assistance is limited to a maximum of 80% of eligible costs. iii) Acquisition or development of capital assets such as buildings and land, equipment, leasehold improvements, and site development costs. Assistance is limited to 50% of total eligible costs. iv) Assistance to fill gaps in working capital for small businesses during startup or major expansions. Maximum assistance is limited to $25,000. v) Market development and product launch into new markets, including support for trade show participation and developing/maintaining contacts in local and export markets. Assistance is limited to a maximum of 70% of eligible costs. vi) Access to professional services to identify problems prior to developing a recovery plan or to develop a recovery plan. Assistance is limited to a maximum of $25,000 of eligible costs. SCHEDULE B Small Business Support Program Entrepreneur Development Fund Introduction The Entrepreneur Development Fund supports the acquisition of foundational entrepreneurship and business skills for applicants that are planning to start a small business, or are already in business but need some technical expertise and/or counseling. The fund will also help to build the capacity of Nunavut organizations and business service-providers to deliver services and training in the areas of entrepreneurship capacity, business aftercare or tourism risk management. Eligibility Nunavut Business A business which complies with the legal requirements to carry on business in Nunavut, and meets any of the following relevant criteria: viii) Is a limited company with at least 51% of the company's voting shares owned by Nunavut Residents, or ix) x) xi) Is a corporation without share capital with at least 51% of the members being Nunavut Residents, or Is a cooperative with at least 51% of the residents' voting shares owned by Nunavut Residents, or Is a sole proprietorship, the proprietor of which is a Nunavut Resident, or
xii) Is a society with at least 51% of the memberships owned by Nunavut Residents, or xiii) Is a partnership, the majority interest in which is held by Nunavut Residents and in which the majority benefits accrue to Nunavut Residents, or xiv) A business listed in the Nunavummi Nangminiqaqtunik Ikajuuti Business Directory. The business must also: Maintain a registered office in Nunavut on an annual basis for the primary purpose of operating the subject business; Maintain a Resident Manager within Nunavut; and Undertake the majority of its day-to-day operations within Nunavut Nunavut Resident Anyone who is a resident in Nunavut and in possession of a Nunavut Health Card number.

Nunavut Organizations Societies registered under the Nunavut Societies Act, not-for-profit corporations registered under the Canada Corporations Act, and municipal corporations for the purpose of delivering industry-wide programs in Nunavut or in a Nunavut region. Eligible Activities Under the Entrepreneur Development Fund, the following activities may qualify for funding: i) Establishment of business aftercare programs by Nunavut organizations. Assistance is limited to a maximum of 80% of the additional cost for program delivery. ii) Where no relevant services are offered by Nunavut organizations, purchase by individual businesses for required aftercare services from other sources of entrepreneurial, management, and business capacity support is eligible. Assistance is limited to a maximum of 70% of eligible costs. iii) Eligible activities must fall into one or more of the following categories: entrepreneur development, business aftercare, or tourism safety and risk management. SCHEDULE C Small Business Support Program Policy Sustainable Livelihood Fund Introduction The Sustainable Livelihood supports the development of the Territorys small business, arts and crafts, and traditional economy sectors by providing small-scale contributions for tools, and equipment necessary for their continuing operation. The purpose of the program is to support small businesses, which employ others, self-employed entrepreneurs, arts and crafts producers or commercial renewable resource harvesters. Eligibility Small Businesses, self-employed entrepreneurs, outfitters, guides, adventure tour operators, arts and crafts producers, or commercial renewable resource harvesters. Specifically: Nunavut Small Business A Nunavut small business includes any: Nunavut Business, typically with less than $500,000 in annual gross sales or fewer than 10 employees; or Artist, craftsperson or performing artist who makes all or part of their income through the sale of products they produce or plan to produce; or Renewable resource harvester who earns part or all of their income from the sale of renewable resource products they harvest, or plan to harvest from available commercial quotas, agriculture, or similar sources Nunavut outfitters, guides and adventure tour operators who provide an application for a licence as required under the Travel & Tourism Act.
Eligible Activities i) Assistance in overcoming immediate problems involving legal or accounting expenses or to assist with required minor capital expenditures or extraordinary costs which, if not provided, may threaten the continued viability of the business. Minor capital items may also be funded where required and beneficial and where other sources of funding are unavailable.

ii) Assistance to arts and crafts producers and renewable resource harvesters for the purchase of tools and equipment to assist them in increasing their level or quality of production and income or defraying overall costs of operation. iii) Assistance to Nunavut outfitters, guides and adventure tour operators to offset large increases in insurance premium costs. Maximum assistance available is $10,000 for the lifetime of the applicant, or $5,000 per application, except in the case of liability insurance, where assistance is limited to $1,750 per application. Where exceptional need can be demonstrated, the limit per application may be increased. Contributions will be limited to the lesser of 50 per cent of cost or $1,750. For assistance in off-setting high insurance premiums, the total assistance available per applicant will be limited to three years or the total allowable level whichever comes first.
