    REACTIVATION OF THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT) FOR THE
    PREVENTION, MITIGATION, PREPAREDNESS AND RESPONSE FOR THE NOVEL CORONA VIRUS (2019
    NcOV) ACUTE RESPIRATORY DISEASE (ARD)

    WHEREAS, the growing concern over the outbreak of coronavirus, and the declaration of the World
    Health Organization (WHO), that the 2019 nCoV is now a Public Health Emergency of
    International Concern, and the Philippines is now one of several countries with confirmed
    nCoV ARD case and unless properly addressed, this phenomenon may create negative
    impact on business productivity, tourism, and mobility of citizens, not to mention
    increase in the number of death toll;

    WHEREAS, pursuant to Sec. 15, Article 2 of the 1987 Philippine Constittion, the General Clause, of
    the Local Government Code, local government units are charged with the promotion of
    health and safety within their territorial jurisdictions, as such they are to take lead in the
    prevention and control of the coronavirus at the local level;

    WHEREAS, pursuant to DILG Memorandum Circular No. 2020-018 dated January 31, 2020 re: Guides
    to Action Against Coronavirus and Sec 5.2 of DILG Memorandum Circular 2020-023 dated
    Feb. 06, 2020 re: Amended Guide to Action Against the 2019 Novel Coronavirus (NCoV)
    Acute Respiratory Disease (ARD), provides for the effective information education
    campaign against Coronavirus and implementation of programs, projects and services that
    will promote health and well-being of every Filipino;

    WHEREAS, there is a need to reactivate the Barangay Health Emergency Response Team (BHERT) in
    the sixteen (16) barangays in the municipality to help contain the spread of this Emerging
    Infectious Disease (EID);

    NOW THEREFORE, I, FREDDIE D. DOMINGO, Municipal Mayor of PURA, Province of Tarlac, by virtue of
    power vested in me by existing and applicable laws do hereby order;

    SECTION I. Reactivation of the Barangay Health Emergency Response Team (BHERT) for the Novel
    Coronavirus (2019 nCoV);

    SECTION II. The duties and functions of the Barangay Health Emergency Response Team (BHERT) for
    the Novel Coronavirus (2019 nCoV) shall be as follows:

    1. Refer barangay cases to proper authorities for immediate attention;


    2. Inform authorities cases of possible outbreaks or observations for action;
    3. Assist health authorities in giving information dissemination to barangay constituents;
    4. Attend to other functions as may be required higher authorities.

    SECTION III. EFFECTIVITY

    This Executive order shall take effect immediately.
