1. INTRO DUCTION
The purpose of this Method Statement is to provide a comprehensive guide
outlining the procedures, safety measures, and specific steps to be followed during
the Site Clearing and Grubbing. It aims to ensure that the construction process is
executed systematically, efficiently, and safely.

2. PROJECT BACKGROUND
The project consists of the deployment of DC Solar Farm Facility which is ground-
mounted solar Photovoltaic (PV) within the 69 hectares property.
3. PROJECT LOCATION
Silay 2 Solar Power Plant is in Hacienda Sta. Maria-1, Barangay Eustaqiuo Lopez,
Silay City, Negros Occidental is about 779.5 km south of Manila, it takes
approximate 1-hour riding a plane.

5. PUROPOSE
The purpose of this procedure is to outline the process of Site Clearing and
Grubbing, documentation and safety. The maximum grading limit for the plant is
5% which is adheres to the standard practice being applied to the solar farm
developments.

6. SCOPE
The scope covered by this statement comprises the complete process of proper
Site Clearing and Grubbing in accordance with statutory requirements of the
Philippines to be implemented in Silay 2 Solar Project.

10. METHODS/PREPARATION
10.1 PREPARATION
Permit to Work is required prior to start the activity
Site Engineer/Project Engineer will ensure that all equipment is in good conditions
Site Engineer/Project Engineer will ensure that drawing used in the site is approved
10.2 METHODS
10.2.1 Clearing and Grubbing
The process of clearing and grubbing is the removal of all trees, bushes, vegetations,
rubbish and other relevant obstruction within the line of work.
Establish the survey markers to indicate the working area for the site
clearance.
For every 25 meters a stake point will be driven as control point for excavation
and backfilling.
During the entire activity, stake points will strictly follow to eliminate over
cutting and over filling. Every layer for backfilling must be controlled at
300mm.
Produce a record that includes a photographic survey to be agreed by the
Engineer.
Takeout a topographic survey on land that maybe affected by operations and
serve as a basis for final reinstatement.
Identify and mark clearly all the trees to be felled prior to commencement of
the operation.
Backfill and compact the cavities of the surrounding ground.
Maintain the surface in a clean, tidy and stable condition allowing it to fall
water and to prevent ponding.
10.2.1.2 Removal of Topsoil
Strip the topsoil level or as instructed by Engineer.
Use tracked equipment such as bulldozer.

Dispose the stockpile of topsoil separately from subsoil or other
materials for subsequent re-use, ensure that sufficient material for this
purpose is preserved.
10.3 Quality Control Checks During Construction:
Regular quality control checks will be conducted during the site clearingto
ensure compliance with engineering standards. Any deviations will be promptly
addressed and rectified.
10.4 Testing
FDT will be conducted after the area is levelled and cleared.

Toolbox talk shall be conducted by the Supervisor before the start of each work shift
with the assistance of the site Safety personnel.
11.6 Job Safety Analysis (JSA)
This section formulates the control of hazards in the workplace and shall be done
before the start of any activity on site. This is normally prepared by the supervisor and
disseminated to his workers afterward to be aware of the hazards present or exist at
the workplace. To mitigate or remove hazards in the workplace, Elimination,
Reduction, Isolation and Personal Protective Equipment must be used as alleviation.
11.7 Emergency Response Team
An emergency response team to handle emergencies relating to traffic accidents, fire,
medical emergencies, and other emergencies based on identified shall be organized to
cover the work site.
Members of the emergency response team shall undergo standard First Aid Training
from the Philippine Red Cross or in any accredited training center. The Emergency
response team shall facilitate emergency drills once semi-annually headed by an HSE
officer.
11.8 Emergency Contact Numbers
In case of emergency, the contact person, telephone hotlines and actions to be taken
will be displayed in the safety bulletin boards for the information and understanding of
all the workers.
