AN ORDINANCE GRANTING BIRTHDAY CASH GIFT TO ALL QUALIFIED SOLO
PARENTS OF BARANGAY RIVERSIDE AND APPROPRIATING FUNDS FOR THE
PURPOSE THEREOF

WHEREAS, it is provided under Section 10, Article II of the 1987 Constitution that the
State shall promote social justice in all phases of national development;

WHEREAS, the State recognizes solo parents as one of the marginalized sectors of the
society as evidenced by legislation that institutionalized special protection and benefits for them,
particularly Solo Parents Welfare Act of 2000 as further expanded by Republic Act No. 11861;

WHEREAS, it is imperative for the Barangay Government to, at the very least, extend
some assistance to our residents that are considered as solo parents in form of financial aid
during their natal anniversary;

FUNDS FOR THE PURPOSE THEREOF

WHEREAS, the Barangay Government of Riverside already institutionalized the grant


of Birthday Cash Gift among our senior citizens and persons with special needs, and it is in the
sense of fairness that solo parents be included in this benefit as well;

WHEREAS, the lack of empirical data about the number of solo parents in our barangay
in the past is the only thing that hampered the passage of an ordinance that will grant them the
aforesaid benefits;

WHEREAS, as there is now an organized Association of Solo Parents in our barangay,


the needed data is now available and it is now possible and feasible for this august body to adopt
the policy of granting Birthday Cash Gift among our solo parents;

NOW, THEREFORE, BE IT ORDAINED, as it is hereby ordained, by the


Sangguniang Barangay in its session duly assembled, that:

Section 1. Short Title. This Ordinance shall be known as Solo Parents Birthday Cash Gift
Ordinance.

Section 2. Privilege. All qualified residents of this barangay that are considered as solo
parents are entitled to receive a cash gift amounting to FIVE HUNDRED PESOS (₱500.00)
during their natal anniversary.

Section 3. Qualifications. To qualify from the benefit under this Ordinance, the following
criteria and qualifications shall be observed, to wit:

a. Certified solo parent as defined by Section 3 of the Amended Solo Parents Welfare Act;

b. Resident of the barangay for not less than six (6) months; and

c. Registered solo parents in the database of the barangay during the preceding fiscal year as
verified by their association/organization that is duly-recognized by, at least, the
Barangay Government.

Provided, that a person who is qualified to receive a Birthday Cash Gift as a senior
citizen or as a person with special needs is not qualified to receive the same benefit under this
Ordinance anymore.

Section 4. Documentary Requirements. The following documentary requirements should


be submitted to the Office of the Barangay Treasurer to attest the veracity of the qualifications of
the beneficiary, to wit:

a. Barangay Certificate of Residency or Photocopy of Barangay Identification Card;

b. Solo Parent Identification Card issued by duly-constituted authorities; and

c. Certification from the barangay attesting that the beneficiary is a duly-registered solo
parent in good standing.

Section 5. Procedures in Filing an Application and Claiming of Benefit. The following


procedures shall be observed in filing an application and in claiming the cash gift, to wit:
Applicants, or their duly authorized representatives, shall submit the documentary
requirements needed to the Office of the Barangay Treasurer not later than the fifth (5 th) day of
the month of the beneficiary's natal anniversary;

FUNDS FOR THE PURPOSE THEREOF

1. After five (5) days from the receipt of all documentary requirements, the Barangay
Treasurer shall process the applications submitted to his/her office for the approval of
the Punong Barangay; and

2. Before the fifteenth (15th) day of the month, the cash gift shall be released to the
beneficiary or his/her guardian or duly authorized representative. Provided that, if the
claimant is a duly authorized representative, an authorization letter from the
beneficiary should be presented.

Section 6. Implementing Rules and Regulations. The Office of the Punong Barangay
shall issue the necessary rules and regulations from time to time to ensure the effective and
efficient implementation of this measure.

Section 7. Appropriations. The amount necessary to carry out the provisions of this
Ordinance shall be included in the General Appropriations Ordinance of the year within its
approval into an Ordinance and thereafter.

Section 8. Repealing Clause. - All ordinances, decrees, executive orders, administrative


orders or parts thereof inconsistent with the provisions of this Ordinances are hereby repealed,
amended or modified accordingly.

Section 9. Separability Clause. - If any provision of this Ordinance is held invalid or void
by any competent authorities, other provisions not affected thereby shall continue to be in full
force and effect.

Section 10. Effectivity Clause. - This Ordinance shall take effect on 1 st day of January
2024.

ORDER: That, the Sangguniang Panlungsod shall be furnished with a copy of this
Ordinance for its review and appropriate action.
