HSBC Overseas Scholarship

Guidance Notes to Applicants 申請指引 2023/24

1. Objective
The HSBC Overseas Scholarship aims to award and recognise students who have outstanding academic
performance and support encourage the internationalisation of Hong Kong universities.

2. Eligibility
2.1. Applicants have an intention to study at a listed overseas university (see Annex 1) for either one
semester or one academic year;
2.2. Applicants should be full-time Bachelor’s degree students;
2.3. Applicants must be Hong Kong permanent residents with the right of abode in Hong Kong;
2.4. Continuing students (except final-year students) who have obtained a Cumulative Grade Point
Average (CGPA) of 3.7 or above in the Autumn Term of the 2022/23 Academic Year;
2.5. Applicants are able to demonstrate well-roundedness, have active participation in extra-curricular
and community service activities;
2.6. Applicants have no extensive experience of living or studying overseas;
2.7. Applicants are in a financial situation which does not permit overseas study or extensive travel
overseas;
2.8. Applicants have commitment to Hong Kong; and
2.9. Applicants should have a minimum total TOEFL score of 90 (Internet-based test) with scores for
individual sections not lower than 22 on listening, 17 on writing, 21 on reading, and 21 on
speaking; or
a minimum IELTS overall band score of 6.5, with no component below 6.0. This requirement is
irrespective of the admission requirement of the intended overseas universities. All tests must
have been taken on 18 February 2021 or later. Test results will have to be ready on or before 11
February 2023.

3. Award Format and Value


3.1. The maximum total value for each scholarship is HK$300,000.
3.2. The recommended scholarship amount for each scholar can only go towards (1) tuition fees and
mandatory college fees, (2) a minimum economy with return airfare, (3) reasonable room and
board costs, books, and a small portion of living expenses and visa application fees.
3.3. However, the scholarship amount does not cover insurance, clothing expenses and other
incidentals. Please refer to Annex 2 for details.
3.4. The maximum amount to be awarded under the Scholarship for 2023/24 for all confirmed
scholars is HK$1,500,000. There is no pre-set number of scholarship awards for each university.

4. Assessment and Selection Criteria


4.1. Preference will be given to students with disadvantaged background.
4.2. Eligible applicants are not guaranteed to be offered awards.
4.3. Shortlisted applicants are required to attend an internal interview in January 2023. Applicants who
do not attend the interview may forfeit the opportunity to be considered for the Scholarship.
4.4. The Student Affairs Office (SAO) will submit no more than six nomination(s) for endorsement of
the Student Financial Awards Committee (SFAC) in February 2023. The selected nominees must

attend an interview held by the HSBC between March and April 2023 and they should meet the
CGPA requirement mentioned in the paragraph 2.3 above. The decision of HSBC is final.

5. Application
5.1. Applicants should submit the online application form [FHSBC_O (2022/23) Form-e] together
with the following to SAO during the application period:
- A personal essay;
- Supporting proof;
- A completed pro-forma summary sheet (expenses during the term of study(Annex 3)
- A completed Student Undertaking Form (Annex 4)
- Transcript for the first semester of the academic year 2022/23
- TOEFL or IELTS transcript (test must be dated 18 February 2021 or later)
5.3. Please read the “Guidance Notes” [FHSBC_O (2023/24) Guide-e] before completing the online
application form via the student intranet.
5.3. Incomplete and late application will not be considered.

6. Notification of Result and Payment Arrangement


6.1 All applicants (successful and unsuccessful) will receive internal results by e-mail in February 2023.
6.2 Conditional offers of scholarship will be made in April 2023 by HSBC. The offers will be
confirmed upon receipt of the following documents:
- The official admission letter from the overseas university;
- An application form to the Hong Kong Young Ambassador Scheme;
- A letter from the university confirming the number of credits that the student will take during
his/her semester or year abroad. This submitted figure should be regarded as final. Costs of any
additional credits taken during the academic year will not be covered;
- Evidence from the overseas university outlining the duration of the academic year and
information on the number of courses/credits that a visiting or full-time overseas student should
take; and
- A completed pro-forma summary sheet (Annex 3), providing a final cost breakdown that is
endorsed by the university
6.3 All awardees under this Programme must submit a written report and their transcript for their term
of study to HSBC within one month of their return to Hong Kong via your office. The report
should be delivered to HSBC in digital format via email.
6.4 Disbursement arrangement will be made via autopay in June 2023.
6.5 Successful applicants will be invited to attend ceremonies, events, activities and programmes
organised by the University, HSBC or The Hub for the Future. They will also be invited to share
their stories on the University website.

7. Handling of Personal Data


7.1 Applicant is obliged to provide all the required information in the application including personal data.
If applicant fails to provide the required information/ documents, the University will not be able to
process the application.
7.2 The personal data provided will be used for the purpose of processing applicant’s application,
reporting the result to donor(s) or relevant stakeholders, as well as compiling relevant statistics, and
materials for publicizing and review on granting the awards. Personal data and supporting documents
submitted will be kept for a period of no more than three years.
7.3 The personal data including the academic records and information provided in the applicant’s
application will be disclosed to the Student Financial Awards Committee (SFAC), other offices in the
University and relevant stakeholders for the purposes mentioned in paragraph 7.2 above.
7.4 For the purpose of branding the University, the awardee’s name provided in the application will be
published through the University website or made available for public access through the Student
Affairs Office.

7.5 In accordance with the Personal Data (Privacy) Ordinance, applicant has the right to ascertain
whether the University holds personal data on the applicant, to obtain a copy of such personal data
and to have any inaccuracies corrected. Data access request should be made by using the Data Access
Request Form OPS003 as specified by the Privacy Commissioner for Personal Data and addressed
to the Data Protection Officer, Room A1111, Hong Kong Metropolitan University, Homantin,
Kowloon.
