Terms of Reference for Preparation of Climate Resilient Master Plan for
providing Integrated Sustainable Solid Waste Management from source to
disposal for Kancheepuram, Avadi and Tambaram City Municipal
Corporations

A. Background

Government of Tamil Nadu has been taking various efforts in effective and sustainable
management of solid waste that are generated across Urban Local Bodies. The type
and amount of waste being generated at rural areas is different from urban areas thus
the waste handling and processing facilities demands more efforts in terms of
technology and human resource. The waste generated in cities requires a modern
solution in the form of material recovery and converting waste into energy or other
useful forms.

As sanitation is a state subject, states would be required to develop state sanitation


strategy that articulates its vision for accomplishing the goals of the National Urban
Sanitation Policy. Cities which are responsible for sanitation will be required to develop
city sanitation plans, implement and maintain the infrastructure facilities.

With the aim of safe disposal of solid waste, to achieve 3 R policy (Reduce, Reuse,
Recycle), and to provide quality environment to the people of Tamil Nadu, Director of
Municipal Administration has requested Tamil Nadu Urban Infrastructure Financial
Services Limited (TNUIFSL) to appoint a consultant to prepare a climate resilient
Master plan for Integrated Sustainable Solid Waste Management from source to
disposal for the Urban Local Bodies namely Avadi, Kancheepuram and Tambaram City
Municipal Corporation respectively.

B. Objective:

I. The main objective of this assignment is, to prepare a “Climate Resilient


Master Plan for providing Integrated Sustainable Solid Waste
Management (CRMP-ISSWM)“ infrastructure from source to disposal for
the selected Urban Local Bodies namely Avadi, Kancheepuram and Tambaram
City Municipal Corporation for the next 20 years with suitable phasing /
packaging consisting of short, medium and long-term improvements on a
sustainable basis.

II. A separate Master Plan to be submitted for each of the ULB (Avadi, Kanchipuram
and Tambaram City Municipal Corporation).

C. Scope of Work:

To prepare a Climate Resilient Master Plan for providing Integrated Sustainable Solid
Waste Management (CRMP-SWM) for each of the selected urban local bodies.
Stagewise separate Reports shall be prepared for each of the ULBs.

The CRMP-SWM shall consists of gap assessment report, technological solutions based
on different strategies addressing financial, environmental, social, legal, regulatory
needs with various concepts, project structuring (either with government investments
or on Public Private Partnership (PPP) mode), integrating the works already
implemented/ongoing/planned by various departments, financial requirements,
climate related aspects, implementation plan, packaging / phasing, etc., from collection
of solid waste at source till the final disposal.

The CRMP-ISWM (field investigation / report) shall comply with the rules, regulations,
standards, guidelines, government orders, etc., of the GoTN / GoI, or its latest.

Task – 1: To study the existing systems, situation, collection and analysis of


available secondary Data / Information / Details / Reports from various
agencies and preparation of a Gap Assessment Report (GAR)
Task – 2: Conducting Primary Field Surveys and Investigations
Task – 3: To prepare and submit a Climate Resilient Master Plan for
providing an Integrated Sustainable Solid Waste Management“
with an Action Plan for each of the selected ULBs.

The Master Plan should also consider the following:

Task – 1: To study the existing systems, situation, collection and analysis of


available secondary Data / Information / Details / Reports from various
agencies and preparation of a Gap Assessment Report (GAR)
1.1 To Conduct a detailed assessment of Urban Local Body (ULB) and baseline
study to understand the current Solid Waste Management (SWM) Systems.
1.2 General Urban Local Body overview, including location/ boundaries and
primary land uses.
1.3 To conduct necessary meetings and discussions with various stakeholder
consists of officials of the respective ULBs, SWM field staffs of respective
ULBs, public and private institutions, NGOs, local people to identify the
existing SWM related problems and possible solutions right from waste
collection to disposal. The consultation goal is to develop a strategy that is

supported by the community and takes their concerns, ideas and feedback
into account.
1.4 Review the recent existing rules, regulations, laws, policies, etc.,
1.5 To study and analyse the existing plans, Detailed Project Reports,
strategies, rules, regulations, legislations related to SWM sector by the ULB
/ GoTN / GoI
1.6 To study and submit at least three successful case studies practiced in SWM
in India of similar conditions with best practices.
1.7 To study and submit best practices / model / technology being practiced in
other countries in similar conditions
1.8 To study and make necessary population projections for timelines has to be
made, syncing with the respective ULBs/Government - plans / reports /
projections
1.9 The Consultant to study the impact of other local bodies located in its
surrounding.
1.10 The Consultant to study and suggest the feasibility of implementing
either centralized or decentralized facilities as part of the Master Plan for
various components.
1.11 To study and assess the service delivery in the existing system, Staffing
and management arrangements in delivery of services
1.12 To study, analyse and present the existing social, environmental and
climate aspects with likely mitigation plans
1.13 To carry out inventory survey of existing SWM practices, contract
structure, contract duration, manpower availability, efficiency, etc.,
1.14 The consultant to study and prepare a Gap Assessment Report (GAR)
shall consist of existing SWM infrastructure Study the existing SWM system
and perform SWOT & Gap Analysis based on the CPHEEO manual, latest
SWM rules of GoI/GoTN/CPCB guidelines, IFC EHS Guidelines for Waste
Management Facilities and other applicable international best practice, etc.,
and arrive at the infrastructure Gap considering the future needs, collection
efficiency, improvements required, level of service, etc., for all components.

Task – 2: Conducting Primary Field Surveys and Investigations

2.1 Review the available secondary data / reports prepared by various agencies
pertaining to the SWM sector.
2.2 To conduct waste quantification and waste characterisation surveys for each
of the Wards in the respective ULBs.
2.3 The consultant to conduct necessary field investigation for identifying the
presence of any hazardous waste in existing transfer stations and the dump
yard (at least two locations per ULB) and classify the same as per Indian
Standards/Central Pollution Control Board/State Pollution Control Board
standards and applicable international standards.

2.4 Carry out Geotechnical investigation in the existing dump yard to study the
depth of legacy waste & Soil classification underneath(at least two
locations per ULB).
2.5 To quantify the leachate coming out of the existing dump yard and carry out
the physio-chemical analysis on the same.
2.6 The consultant to carry out other relevant surveys like willingness to pay
survey (500 samples per ULB), Rag pickers survey, etc.,
2.7 The field surveys shall be conducted in the presence of the respective ULB
officials, necessary approvals to be obtained for the same.
2.8 The consultant shall take geotagged photos of all the field surveys with
respective coordinates, time & date imprinted on it.
2.9 The consultant shall carry out ESHS Screening and Scoping, incl. preliminary
ESHS risk assessment & ESHS risk Categorisation as per KfW Sustainability
Guideline (High (A), Substantial (B+), Moderate (B), Low (C)) and align with
the World Bank ESS. Scoping shall include a proposal for ToRs for specific
ESIAs additional ESHS studies / plans (if applicable) to be carried out at a
later stage, Consultant may refer Annexure – 1 for the screening format.
2.10 Environmental and Social Surveys shall be carried out as per updated
ECSMF based on KFWs Sustainability Guidelines and World Bank
Environmental and Social Framework (ESF) (As per Annex 1).

Task – 3: To prepare and submit a “Climate Resilient Master Plan for


providing an Integrated Sustainable Solid Waste Management“
with an Action Plan for each of the selected ULBs, considering the above
as mentioned in Task 1,2 and consisting of the following:

3.1 R Promotion - 3 R (Reduce, Reuse, Recycle) principle, Reduce: strategies


for reduction of waste and segregation of waste, Reuse & Recycle: Waste
generated after the attempt of waste reduction shall be reused or recycled
as much as possible in a scientific way.
3.2 Population Projections, Waste Quantification and Composition Analysis with
necessary projections
3.3 Suggest necessary improvements to be made to the existing rules,
regulations, legislations on various aspects
3.4 Existing / Proposed Waste Collection and Transportation stratetigies
3.5 Intermediate Treatment, Final Disposal strategies, Strategy and methodlogy
to be adopted for Bulk Users like Hospital, Industrial, Community halls, etc.,
3.6 Methodology and Strategy for Environmental Education and Public
Awareness Raising
3.7 Environmental and Social Consideration, particularly regarding the further
procedures for preparation and implementation of the potential facilities to
be realized under the SWM Action Plan including the explanation of the
process steps for detailed E&S impact assessment and management (ESIA,

Resettlement Action Plans, Stakeholder Engagement etc. in line with WB /


international Standards.
3.8 Economic and Financial Analysis and Aspect
3.9 Different IEC activities to be done in order to create social awareness,
Institutional Strengthening, financial viability, etc.,
3.10 Market survey and analysis based on secondary information for finding
the end users for various products
3.11 To conduct necessary meetings and discussions with various stakeholder
consists of officials of the respective ULBs, SWM field staffs of respective
ULBs, public and private institutions, NGOs, local people to identify the
existing SWM related problems and possible solutions right from waste
collection to disposal. The consultation goal is to develop a strategy that is
supported by the community and takes their concerns, ideas and feedback
into account.
3.12 The SWM strategy shall be climate resilient in all aspects right from
collection of waste from source, using clean energy vehicles in
transportation, sorting, scientific disposal of wastes, etc., complete for the
entire cycle.
3.13 The consultant also to study and submit a implementation plan,
packaging and phasing plan for different time periods with block cost
estimates with necessary market quotations on as required basis.
3.14 Measures to avail different grants / loans / subsidies available in the
market to be studied and reported with required measures as part of the
report.
3.15 To study and suggest the likely mode of implementation either on Public
Private Partnership (PPP) mode or EPC mode or on a hybrid mode, etc., with
necessary Value for Money analysis
3.16 The consultant to study and suggest the strategy for treatment
mechanism for segregated waste/mixed waste considering various factors /
scenarios.
3.17 The consultant to identify the potential lands/lands suitable for the
proposed facilities and also for the disposal of final residue like RDF, recycled
waste etc.,based on secondary data. The consultant shall identify and
consider the ownership of the land (state or private), the current type of
land use and the people potentially affected by the project who live, own
assets or otherwise use the land (e.g. agriculture) or live nearby (in case of
new sites to be developed for disposal of final residues).
3.18 The proposed facilities shall be on par with the international
standards/case studies adopted anywhere at National level with similar
scale.
3.19 The financial analysis shall also include the development of a tariff
structure to allow cost recover by levying user fees / charges, subject to
feasibility and based on willingness to pay survey to be conducted.

3.20 Measures to be taken for avoiding solid wastes entering into the storm
water drains, major canals and other water bodies
3.21 The master plan shall be proposed in such a way to incorporate climate
resilient aspects by adopting suitable climate scenarios of RCP 4.5 & RCP
8.5 and the carbon footprint of the proposed waste processing facilties
based on the secondary data.
3.22 Strategies for achieving carbon neutral in the SWM sector for each of the
ULBs.

• The assignment is about 8 months. The consultants shall submit 7 copies of all
the above reports in hard & soft copies and all reports shall be printed in back-
to-back pages for each of the ULB. A soft copy including database material (in
PDF and Word /Excel /PPT/Drawing format) shall be submitted with each of the
above. The Final Report for each of the ULB in hard bound 10 copies shall be
submitted with soft copy in pen drive.

• A separate Master Plan with necessary drawings in Colour with suitable scale to
be submitted for each ULB (Avadi, Kanchipuram and Tambaram City Municipal
Corporation).

• It is to be noted that the consultant to make presentations to


ULBs/DMA/GoTN/KfW Bank at various level/stages of deliverables as and when
required.

4. Composition of the Review Committee

9.1 Adequate support staff like civil engineer, geo technical engineer, surveyors, field
engineers, CAD Engineers, institutional, capacity building, soil experts, etc., may
be brought in by the consultants from allied and associated fields with adequate
experience to ensure that the objectives of the project are achieved within the
stipulated timelines.
9.2 The Team Leader shall be full time professional for all the project and to be
stationed in Chennai till the completion of Study.
9.3 The Consultant shall make necessary presentations to Authority and to various
departments as required during various stages of the assignment with necessary
key experts as required basis.
9.4 Any and all material shared during the course relating to the Projects are
confidential including but not limited to the recommendations, information being
shared, (the “Confidential Information”) shall not be made public or shared with
any other party without the prior written consent of the other Parties to this
agreement or the Party to whom such Confidential Information belongs.
