EXPRESSION OF INTEREST
SELECTION OF A CONSULTANT FOR; DESIGNING OF ICONIC STRUCTURE FOR
MEDITATION CUM YOGA CENTRE ON RIVER SABARMATI BETWEEN
AMBEDKAR BRIDGE AND VASNA BARRAGE ON WEST BANK.
Sabarmati Riverfront Development Corporation Limited (SRFDCL) invites
Expression of Interest from the Reputed and experienced designers for the above
mentioned Iconic structure for Meditation cum Yoga centre on River Sabarmati
between Ambedkar Bridge and Vasna Barrage on West Bank. Detail is as follow;

A. PROJECT OVERVIEW:

Sabarmati River has been an integral part in the life of Ahmedabad since the
time the city was founded in 1411 along the River banks. Besides being an
important source of water, it provided a backdrop to cultural and recreational
activities. In May 1997, the Ahmedabad Municipal Corporation (AMC)
launched a Special Purpose Vehicle (SPV) - the Sabarmati Riverfront
Development Corporation Limited (SRFDCL). The SRFDCL was entrusted with
the responsibility of turning the Riverfront into a major urban asset for the
city, bring people closer to water, bring back focus to the city center, and create
city level social infrastructure and recreation facilities. The Project approach is
to bring about an overall environmental improvement, social upliftment and
sustainable development along the Riverfront.

The Project provides an excellent Road network to the city by reducing the
traffic problems. The SRFD streets run parallel to the River on both the banks
and provide continuous access to the Riverfront development. Access streets at
key locations connect the SRFD streets to the rest of the city.

The entire development of the SRFD Project is towards Urban Regeneration


and Environmental Improvement which will transform the River as a focal
point of Leisure and Recreation. The Phase I development is extended the total
length of the SRFD Project for 23 kms. (Approximately 11.5 kms. On both East
and West bank) The Concept Plan and Design development for Phase I has
given emphasize on development having Two stepped Promenades i.e. Lower
Promenade and Upper Promenade. SRFDCL had constructed assets of public
infrastructure like various gardens, Laundry campus, Event Center, Riverfront
Market, Sports complex, Atal Bridge, Multi-Level car parking, etc. for the
welfare/leisure of the People.

As a part of providing a peaceful zone from busy city life, Bio Diversity Park on
the west bank of River Sabarmati from Ambedkar Bridge to Vasna barrage is
created with approximately 7 Ha. of Green plantation with different 200
plants/species. In this regards, there is a idea to create iconic structure at the
centre of this bio diversity park with silent zone to have spiritual and
meditative concentration. They proposed iconic structure may be in relevance
to the function requirement peace, silence for meditation/spiritual
contemplation. Tentative area of the same is 1000 – 1500 Sq.Mt.

B. DISCLAIMER:

1. The information contained in this Expression of Interest (“EOI”) Document,


whether verbally or in documentary or in any other form, by or on behalf of
Sabarmati Riverfront Development Corporation Ltd. (SRFDCL), or any of
their employees or consultants, in this EOI Document and such other
information and terms & conditions as SRFDCL may prescribe in this behalf,
has been prepared solely to assist the interested agencies to formulate their
interests/proposals. This EOI Document is not an agreement and is not an
offer or invitation by SRFDCL a SPV of AMC, on behalf of AMC to any agency.
2. As mentioned above, the purpose of this EOI Document is to provide the
agencies with information to assist in the formulation of their
design/interests/proposals. This EOI Document does not purport to contain
all the information each agency may require.
3. Neither SRFDCL nor their employees or consultants make any
representation or warranty as to the accuracy, reliability or completeness of
the information in this EOI document and it is not possible for SRFDCL to
consider the investment objectives, financial situation, and particular needs
of each agency who reads or uses this EOI document concerning the Project.
Each agency should conduct his own investigations and analyze and check
the accuracy, reliability, and completeness of the information in this EOI
document and obtain independent legal, financial, technical and planning or
any other advice from appropriate source before submission of this EOI
document.
4. Neither SRFDCL nor their representatives, employees or consultants will
have any liability to any agency or any other person under the law of
contract, tort, the principles of restitution or unjust enrichment or otherwise
for any loss, expense or damage which may arise from or be incurred or
suffered in connection with anything contained in this EOI document, any
matter deemed to form part of this EOI document and any other information
supplied by or on behalf of SRFDCL or their employees, their consultants or
otherwise for this Project.
5. SRFDCL on behalf of AMC reserves the right to reject any or all of the EOI
document/design submitted in response to this Document at any stage
without assigning any reasons whatsoever. SRFDCL also reserves the right to
hold, or withdraw or cancel the process at any stage without intimation to
the agencies’ who submit the EOI document.
6. SRFDCL also reserves the right to modify or amend or add to any or all of the
provisions/information/terms & conditions of this Document or cancel the
present EOI document and may call for fresh EOI document.
7. The information and statements made in this EOI document have been made
in good faith. Interested agencies should rely on their own judgments. Any
liability of any nature whatsoever, whether resulting from negligence or
otherwise howsoever caused arising from reliance by the agencies upon the
statements, information and terms & conditions contained in this EOI
document is accordingly expressly disclaimed.
Location of Proposed Iconic structure for Meditation cum Yoga centre on

C. INDICATIVE REQUIREMENTS OF THE DESIGN:

1. The meditation cum yoga centre shall be within 1500 Sq.m. of area.
2. There shall be observatory deck at height of 15-20m with maximum height
of iconic structure shall be 20-25m.
3. Estimated cost of the project should be @ 20-25 Cr INR with GST.
4. The meditation cum yoga centre should be iconic and attractive in
appearance and should also be dynamic enough for various recreational
activities.
5. Advanced technological adoptions for durability, cost and other benefits and
strong structures are preferable.
6. Interesting features and attractive planning/appearance will also be
important criteria.

(1) Tentative layout Plan of proposed meditation cum yoga centre on river
sabarmati between Ambedkar Bridge and Vasna Barrage.(Auto-CAD File)

D. GENERAL SCOPE OF THE WORK:

1. Successful Engineering Consultant/person shall develop the theme &


concept for the proposed meditation cum yoga centre. On approval of the
theme and concept; shall prepare the sketch design of the proposed
meditation cum yoga centre with necessary drawings with all details. These
include specifications of the materials to be used, quantities of the various
materials required for the development, selections of luminaries, etc.

2. For preparing detailed plans, drawings after allotment of the work including
elevations & lay-out plans, Engineering Consultant should have to give
requirement of survey and soil investigation. Expenditure of survey and soil
investigation required for detailed design will be done by SRFDCL.
3. Structural design shall be prepared considering latest prevailing National
standards with the best engineering practices.

4. Preparation of Estimate, BOQ, Tender documents, evaluation of Bids


including technical and financial evaluation, Preparation of detailed design
document, preparation of working drawings in accordance to tender
documents and Estimate & Invited Tender's Scrutiny for the project
comprised of civil, mechanical, electrical items shall be based on latest SOR
prevailing in AMC/Govt. otherwise as per Current Market Rate derived by
Rate Analysis.

5. Approval of Design if required.

6. Comprehensive planning and periodical supervision for the project shall be


done by Engineering Consultant/person considering civil, mechanical and
electrical works. Civil works include foundation, substructure and
superstructure works etc., Electrical-Mechanical works of internal and
external electrical network and installing lighting luminaries etc.

F. PAYMENT TERMS:

The Payment terms for above mentioned work will be as below:

G. QUALIFICATION:

1. Experienced Engineering Consulting Company/Individuals having designing


experience of at least 10 years for Architectural building project.
2. Engineering Consultant shall be well aware of the design of Architectural building
project and general development works.
3. Experience in similar work: Similar work means design of at least one
architectural building amounting Rs. 10 Cr* including general development
works in last 10 Years.
*amount will be escalated @7% per annum from previous years for calculating amount
at the year 2022-23.
4. Engineering Consultant shall be well equipped with necessary infrastructure
required for the job assigned to him.

H. FORM OF BID:

Bidder will quote design fees (without GST) in percentage of the project cost in the
Form of Bid (enclosed herewith as Annexure-A) duly signed with stamp.

I. INFORMATION TO BIDDERS:

1. The costs of preparing the proposal, including visits if any to the site/officials, are
not reimbursable as a direct cost of assignment.

2. For preparation of this Expression of Interest if further details/information is


required, Engineering Consultant may visit site. If required, may contact Chief
General Manager (Technical) Mobile No. 9327038690/Dy. General Manager
(Technical) - SRFDCL Mobile No. 9327038701 for basic information.

3. Consultant or any of their affiliates shall not be engaged for any assignment,
which, by its nature, may be in conflict with this work.

4. Nonrefundable Fees for this expression of interest is Rs. 5000/- INR payable by
demand draft in the name of The Executive Director, SRFDCL and it is to be
submitted along with this expression of interest.

5. Engineering Consultant/Architect shall submit their offer fees in the form of Bid
enclosed herewith @ clause H and Technical Staff Structure with their certified
CVs.

6. The Expression on Interest shall be submitted in Main sealed cover containing


Two Separate sealed Covers named Original & Duplicate. The Two covers
containing three sealed covers containing;
(a) Technical Cover : Includes company profile and Experience certificates
Experience certificates for work of similar nature prescribed under Para G of
qualification shall be from Rank of at least Executive Engineer or equivalent.
Financial Cover: Bidder will quote design fees (without GST) in percentage of
the project cost in the Form of Bid (as per clause: H) duly signed with stamp
i.e. quoted percentages of fees on the project cost
(b) Fees of this EOI : Includes Rs. 5000/- by Demand draft only in name of
Executive Director, SRFDCL

7. Last Date for Physical submission of EOI in original & Duplicate: 18-04-2024 up
to 16.00 Hrs. at the office of SRFDCL at the below mentioned address;

8. The relevant supporting offer documents are also submitted to the above said
address.

9. The Pre-bid Meeting for the same will be held on the above mentioned address on
28-03-2024 3.30 P.M.

10. Offer will be open on dated 18-04-2024 at 17.30 Hrs. in presence of bidders who
wish to remain present.

11. After reviewing EOI qualified and experienced agencies will be informed for
conceptual design presentation for which at-least 15 days will be given for
preparation of conceptual design. Short listed agency will have to make
presentation of conceptual design before the evaluation committee decided by
the SRFDCL/ AMC, On the basis of the report of the committee, financial bids of
the selected agencies on the basis of the details mentioned at clause C & G will be
opened.

12. Detailed conceptual design including details mentioned at clause D will have to be
presented including estimated cost of the project.

13. Short listed designers, who present their detailed presentation will be paid Rs.
50,000/- (With GST) as honorarium for development and presentation of
Conceptual Design with Estimated cost of the project.

14. To accept or reject any or all offer without assigning any reason will be the sole
discretionary power of the committee.
