APPLICATION BASED ON ME3b LIGHTING CLASS

SECTION 1: GENERAL SPECIFICATIONS

1.1 Scope of Work

These Specifications state the requirements for the supply, delivery, installation, testing,
commissioning, handing over in an approved functional order, and post completion
contractual obligations of all luminaires, solar panels, batteries, controllers, posts and all
ancillary equipment for the complete solar road lighting system, all in accordance with the
Conditions of Contract, Bill of Quantities, Drawings and others as may be further specified
elsewhere in the Tender documents, if any.

The abbreviated description, “Solar Road Lighting‟, is used interchangeably with “Solar LED
Lighting”.

1.2 Generalized Application Based On ME3b Road Lighting Class

Specifications hereunder are intended for particular applications of Solar LED Lighting based
on ME3b Road Lighting Class for roads with the profile specified hereunder in “Road Profile
& Lighting Arrangement”, and where design speed is max 80km/h.

These guidelines and specifications are also particularly relevant for Solar Road Lighting
applications where conformance to a particular Lighting Class is not the main objective, but
where the road lighting is installed primarily to provide at least some general illumination that
should enhance user safety and security.

Examples of such installations are (but not limited to) the following:

a. Kampung pathways & roads,


b. Junctions at rural roads,
c. Jetties, wharfs, pontoons,
d. Potential conflict areas, such as road approach to villages, schools, clinics, etc.
e. Accident prone areas
f. Sharp bends and corners.

1.3 General Considerations For Solar LED Road Lighting

Solar LED road lighting is the preferred choice where:

a. Nearby public supply is unavailable;


b. Only few lightings, or clusters of lighting are required, but is costly to pull in public power
supply;
c. Surroundings and roadside conditions (eg. soft road verge) do not lend well to
underground cable installations normally used with conventional road lighting, and/or
where electrical cable theft is prevalent.
d. Urgent installation is required due to immediate need for road lighting to enhance safety of
road users for existing roads, or roads under construction.

1.4 Mandatory For Tender Submission

The following are mandatory conditions, failure to meet of which may render the Tender bid
to be rejected.

(a) Acceptable proof of the following shall be submitted during Tender:

i. that the Solar LED road light fittings are manufactured, or assembled in
Malaysia.
ii. that the Authorized Solar LED road light fittings Agent/Distributor has this
business premise located in Sarawak.

(b) Project-specific letters of support, as follows, shall be furnished during Tender:

i. From LED lighting equipment manufacturer to Local Sarawak-based Agent


/Distributor attesting to:

 veracity of photometry and other technical & performance parameters of


the lighting equipment/fixtures used in the Tender;
 availability of spares for at least the next 5 years after Certified Project
Completion (CPC);
 providing full technical support for all lighting equipment supplied for at
least the next 5 years after CPC;

ii. From Local Agent/ Distributor to Tenderer, attesting to the same conditions, as
per (i) above.

(c) A project-specific Warranty Certificate addressed to Director of Public Works,


Sarawak, giving a 5-year warranty for the performance of the complete luminaire
system, including its individual components, commencing from the date of CPC,
following the template given in Section 3.

(d) In addition, the following shall be complied with, and duly submitted during Tender:

i. Verification of photometric performance for the lighting equipment offered that


meets at least ME3b Lighting Class, by software simulations, as per defined
parameters and specifications hereunder.
ii. Certification by an Malaysian Photovoltaic Industry Association (MPIA)
certified system designer, or Electrical Professional Engineer With Practicing
Certificate (PEPC) endorsing the results of the aforementioned photometric
performance simulation.
iii. Valid MPIA certificate/PEPC chop for the competent person.

(e) Solar LED lighting equipment total system proof of certification by SIRIM, and other
recognized certification bodies, and manufacturing facility ISO Certifications (if any).

(f) Submission of Test Certificates for battery and charge controller performance, as
certified by recognized/accredited test labs.

(g) Calculations for PV cell and battery capacity, with operational assumptions clearly
specified.

(h) Colour catalogues of the proposed lighting system, whereby technical details shall
tally with that declared in the Technical Schedules.

1.5 Product Quality Assurance

(a) Solar LED Road lighting equipment and system shall be certified by SIRIM, and/or
other accredited certification bodies, for the lighting fixture and system.

(b) The technical performance parameters of critical components of the lighting system,
viz. the battery, charge controller & inverter, LED modules and solar PV cells as
claimed by the LED lighting equipment manufacturer shall be verified by testing and
duly certified by recognized/accredited test laboratories.

(c) Each Solar LED Road Lighting equipment shall preferably be tagged with a QR code
that shall provide comprehensive information with regards to at least the following:

 Manufacturer details and contact,


 Product reference no. and year of manufacture
 Component part reference no.
 SIRIM certification, or relevant certification by recognized bodies
 Test certificates for major system components viz. battery, charge controller &
inverter, LED module, solar PV cell, certified by recognized/accredited test
laboratories.

(d) Manufacturer/Distributor/Agent shall warrant the satisfactory performance of the


complete lighting equipment and system for a period of not less than five (5) years
warranty, commencing from the date of CPC.

1.6 Random Checks

The Superintending Officer (S.O.) shall have the right to carry out random checks on the
lighting fixtures, which may require the dismantling of the product to gain access to technical
parameters of components and to inspect/test and verify against that offered. The Contractor
shall facilitate the removal and dismantling of such fitting, and to reinstate new.

Such random checks shall apply to Projects where 50 nos, or more, in quantity of Solar Road
Lighting are installed. Random checks shall apply to 2% of total lighting fittings of the
Project, however, rounded up to the next higher number of fittings.

Where a lighting fitting is selected for spot check, the Contractor shall replace it with a new
and functional one, cost of which shall be duly included in the Project/Tender cost.

1.7 Lighting Post Markings

Each lighting post shall be marked with durable and weather resistant paint, properly
stencilled and spray painted, or any other method approved by the Superintending Officer
(S.O.), following an inventory marking system to be further advised by the S.O.

1.8 On-Site Commissioning Test

Completed Solar Road Lighting works shall be tested by competent personnel equipped with
the necessary tools and instruments/meters, in the presence of the Superintending Officer
(S.O.), or his appointed representative. Copies of all test certificates shall be submitted to the
S.O. within one (1) week of tests completion.

Lux measurements shall be carried out at three (3) random lighted stretches, at least, that best
meet ME3b test requirements. In any case, in considering that rural road lighting often exists
in small clusters where lighting posts are not likely installed in a straight line, lux
measurements shall be carried out to at least three (3) random lighted stretches served by at
least four (4) road lights that best fit a straight line. Acceptable illuminance measured in such
circumstance shall be min. 20 Lux.

Satisfactory test results, and safe and proper installation shall be pre-requisite for Certification
of Practical Completion (CPC).

1.9 Defects Liability Period (DLP)

DLP for Solar Road Lighting projects shall be Twenty-Four (24) months.

1.10 Contractor‟s Responsibility During DLP

During DLP, the Contractor shall attend to and remediate any faults concerning the Solar
Road Lighting, and to carry out service and maintenance works as specified hereunder.

The Contractor shall initiate repairs within 24 hours of being duly informed. Upon failure to
do so, the S.O shall have the right to appoint a Third Party to carry out all necessary
remediation works and charge the expense to the Contractor.

All repair and maintenance conducted shall be recorded following S.O.‟s operating procedure
and practices and countersigned by both S.O. or his representative and the Contractor, or his
representative.

Repair costs due to damages occasioned by Acts of God, such as lightning and floods, shall
not be borne by the Contractor. However, he shall be responsible to act in response to the
event/s and to remediate in good time by reinstating the road lighting installation to
satisfactory operational condition, using lighting equipment/system of the same specifications.
However, he shall be entitled to charge a reasonable cost so determined by the S.O., or at
Contract Cost, if available, for the reinstatement/remediation works.

Repair costs occasioned by the following shall not be at the Contractor‟s expense:

 Vandalism, including theft (unless theft is attributable to Contractor‟s negligence)


 Accidents

However, the Contractor shall be responsible for, and bear the expense of remediation works
where theft of the complete lighting luminaire is attributed to non-compliant installation, such
as not encasing the lighting post footing in concrete (as theft prevention measure) as specified.

1.11 Lighting Equipment & System Warranty

Manufacturer/Distributor/Agent shall provide five (5) year warranty against failure in


function for the complete luminaire system, including its individual components, to
commence from the date of Certified Practical Completion (CPC).

Warranty Certificate, as per sample in Section C shall be submitted during Tender.

Where the Lighting Equipment/Luminaire, or its components/structures (including lighting


posts) fail within the DLP, the Contractor shall be responsible to make good any failure &
replace faulty luminaires and/or associated components/structures with new ones of the same
specifications at his own cost. He shall be entitled to and responsible for making warranty
claims against the luminaire manufacturer/distributer/agent as appropriate.

Where the Lighting Equipment/Luminaire, or its component/s fail after the DLP but within
the 5-year warranty period, the Contractor shall be responsible to take up warranty claims
against the luminaire manufacturer/distributer/agent, on behalf of the Employer, or Asset
Owner. In such case/s, the cost of uninstalling and reinstalling the luminaire shall be at the
Employer‟s, or Asset Owner‟s cost.

1.12 Service and Maintenance

During the Defects Liability Period, the Electrical Contractor shall carry out servicing and
maintenance to the complete Solar LED Road Lighting System, including (but not be limited
to) the following:

(a) To respond to the S.O.‟s report on performance failures within 24 hours, and to
diagnose and rectify any fault within a reasonable time;
(b) To carry out all necessary servicing and maintenance (if any) so mandated by the Solar
LED Lighting manufacturer as requisite for Warranty validity. The Contractor shall
bear full responsibility and consequences of his failure to comply with any such
requirements by the equipment Manufacturer that subsequently voids the
Manufacturer‟s warranty.
(c) To carry out the following maintenance on a six (6) monthly basis, and once before
expiry of DLP (even if less than 6 months before expiry of DLP):

i. Complete system check


ii. General maintenance, including cleaning of luminaire covers, PV module surface,
check luminaire for water ingress/leaks, check battery and PV module performance
iii. Check that the performance of the installed system conforms to design.
iv. Test/s to confirm the lumen maintenance of the luminaire.
v. Repairs and/or replacement of all faulty parts and accessories.
vi. Making good any damage to the surrounding paved area, road surface, drains,
utilities, cables, pipes, etc which had been affected by the Contractor‟s work and
not properly made good.
vii. All other works S.O. deems to be Contractor‟s responsibility, in accordance with
reasonable expectations.

1.13 As- Built Drawings

a. Within three (3) calendar months from CPC of the installation, three (3) sets CD and
three (3) sets of true-to-scale A3 or A1 size prints of each of the following drawings
based on as-built conditions shall be submitted to the S.O.:

 Site Plans
 Layout plans showing the locations of the Solar Road Lighting. It is imperative that
lighting equipment/fixture locations are indicated with reference to recognizable
landmarks of the surrounding vicinity.

b. As-built drawings shall be properly stencilled and shall have at the lower right-hand
corner, the Electrical Contractor‟s name and address, the date of commissioning, the
scale, drawing number (to be provided by the S.O), title, and the following particulars:

c. As-built drawings submitted shall be acceptable by the S.O. Re-submissions shall be duly
completed within a further two (2) weeks.

1.14 Operation and Maintenance Manual

Within three (3) calendar months from the practical completion of the installation, three (3)
sets CD and three (3) sets of ring-bound and printed operation and maintenance manual shall
be submitted to the S.O. The Operation and Maintenance Manual shall contain (but not
limited to) the following:

i. Contractor‟s name, address, and contact


ii. Supplier‟s name, address, and contact
iii. Contract, Tender No., Commencement & Completion Dates
iv. Service and Maintenance Instruction/Manual
v. Parts List

vi. Product Data and Catalogue


vii. Product Test Certificate
viii. Lighting Performance software simulation results and design calculation
ix. Equipment Warranty Certificate

1.15 Traffic Safety, Control and Work Site Requirement

When work is being carried out beside any public road or other existing road, adequate
warning signs including flashing lights, luminous signs and flagmen shall be provided for the
safety of the road user and general public.

The following shall be complied to not only for works during Project Construction, but also
during DLP and any other related works post DLP.

The general arrangement and location of temporary warning signs shall be in strict accordance
with ARAHAN TEKNIK (JALAN) 2C/85 and amendments, published by Cawangan Jalan,
Ibu Pejabat JKR Malaysia, Kuala Lumpur.

Where it is necessary for any pit or trench to be left open overnight, flashing warning lamps
shall be placed at each end of the pit or trench and at intervals not greater than 10m apart.
Inbuilt-up areas, barricades shall be erected along the length of the pit or trench in addition to
the warning lamps.

Where necessary, flagmen shall be stationed to control traffic.

All workers on the site shall be appropriately dressed in luminous jackets and the work area
adequately cordoned. No night work shall be permitted without the prior approval of the
S.O‟s Representative. All warning signs shall conform to standard JKR requirements.
Adequate illuminated, flashing and luminous warning signs shall be provided during night
time.

The carriageway and road shoulder area including all work area shall be cleared of all debris
and cleaned after each day‟s work. All excess excavated material and construction material
shall be removed from the site and no such material shall be permitted to be left by the road
side without the consent of the S.O‟s Representative.

1.16 Proposed Lighting Post Locations

Where detailed drawings of light post locations are not specified, the Contractor shall be
responsible to work closely with the S.O. and others as may be relevant to finalize the siting
for the light posts. He shall be responsible to produce a shop, or working drawing showing
agreed locations and others as may be relevant for approval by the S.O. before he commences
site construction/installation. As-built drawings and documents shall be produced in
accordance with other Clauses hereunder.

1.17 Lighting Equipment Catalogues

Coloured catalogues for the following shall be submitted during Tender. Failure to comply
shall result in disqualification of the Tender.

SOLAR LED LIGHTING FOR RURAL ROADS


SECTION 2: TECHNICAL SPECIFICATIONS

2.1 General

“Solar Road Lighting‟, is used interchangeably with “Solar LED Road Lighting”.

“Tenderer” shall mean the company which tenders for the proposed project, where the
proposed project is to be put up for tender bidding or the company who is appointed to
venture a cost to carry out the proposed project.

2.2 Solar Road Lighting System

The following components shall make up the complete Solar LED Road Lighting system.

(i) LED light modules;


(ii) Photovoltaic (PV) module (Solar Panel);
(iii) Rechargeable deep-cycle battery;
(iv) Solar charge controller, including LED system driver;
(v) Lighting column and arm (if specified), bases or footings;
(vi) Lightning surge protection.

Proof of photometric performance to min. ME3b Lighting Class is mandatory. Photometric


performance shall be verified by software simulation and certified by an Malaysian
Photovoltaic Industry Association (MPIA) certified system designer, or Electrical
Professional Engineer With Practicing Certificate (PEPC).

Illuminance of the as-installed solar lighting system shall be measured at site. Satisfactory
performance results are requisite for certification of Project Completion (CPC).

Where the proposed lighting equipment is given in a Bill Of Quantity with only general
area/locality information (eg. road names, kampung names, etc) i.e without a layout plan,
quantities shall be fixed, but installation locations may reasonably vary within the designated
general area/vicinity. Actual lighting post locations shall be determined and confirmed during
preparation of working/shop drawings. The Tenderer shall not be entitled to claim any
additional cost, and/or price adjustment for variations in the finalized lighting post
locations.

Installation parameters at site shall be as per the ME3b Lighting Class photometric
performance simulations – lighting post height, distance from the edge of vehicular lane, and
post-separation distance shall generally be as specified. However, due to vagaries of road
conditions, particular rural roads, reasonable adjustments to the prescribed installation
parameters are acceptable.

Along straight road stretches it is reasonable to expect that luminaires will perform to ME3b,
or otherwise to 20 lux. Where luminaire performance fall short of the simulated results,
Tenderer shall be responsible to replace ALL luminaires with ones that meet the appropriate
photometric performance, without additional costs.

This Tender also includes service & maintenance during Defects Liability Period (DLP), and
manufacturer/distributer/supplier warranty on the complete luminaire system and components
for 5 years, commencing from date of Certified Practical Completion (CPC).

2.3 Solar Led Road Lighting System Brief

Luminaires shall utilise Light Emitting Diode (LED) i.e Solid State Lighting (SSL), as light
source. LED luminaires shall be operated from a battery power source, recharged by photo-
voltaic (PV) cells. The individual components shall be purposefully designed,
manufactured/assembled, and integrated by a reputable Malaysia based company, into a
quality working LED luminaire that is marketed under one product brand name.

Integration of ad-hoc components into a working luminaire shall not be accepted for this
Tender.

The battery system shall be installed within the luminaire housing and not as a separate
component outside the luminaire. The PV panel may either be integrated with the luminaire
housing itself, or separately mounted on a custom bracket which should enable orientation of
the PV cell to an optimised position.

The system shall be equipped with electronic charge regulator/s, drivers and controllers which
provide and regulate power supply, manage light output and efficiency, solar PV
performance, battery performance, temperature and other system-critical parameters.

There shall also be in-built protection against abnormal operating conditions, external effects
such as lightning surges, and others such as over-temperature, overvoltage, over-
charge/discharge, short circuits, and others specified, or otherwise necessary to prolong the
luminaire life span in its operating environment.

Additional features that enhance operational reliability, ease of maintenance (for example,
self-cleaning), safety, security and/or prolong the lifespan of the luminaire, enabling IoT-
ready features such as internet/GSM/cloud connectivity, etc. shall lend weight to the
consideration of the proposed luminaire for acceptance. Such features shall be detailed
accordingly, together with the Tender submission.

Certificates of standards and performance that the tendered product is claimed to have
achieved shall be duly submitted together with the Tender.

Proof by calculation for sizing PV modules and battery capacity shall be duly submitted
during tender.

2.4 Photometric Performance Of LED Luminaires

The Tenderer shall offer only LED luminaires that meet the photometric performance criteria
of lighting class ME3b of the latest version of MS 825: Part 1:2007; Code of Practice For The
Design Of Road Lighting – Part 1: Lighting of Roads and Public Amenity Areas (First
Revision).

Software simulation for light distribution and photometric performance shall be generated
using internationally recognised lighting design software, for example Dialux, Calculux,
Ulysee, etc.

A soft copy & PDF copy of the computer simulated results, duly certified by an Malaysian
Photovoltaic Industry Association (MPIA) certified system designer, or Electrical
Professional Engineer With Practicing Certificate (PEPC) shall be submitted together with
the Tender. Failure to do so SHALL result in the DISQUALIFICATION of the Tender.

2.5 Installation And Performance Parameters

Computer simulation for light distribution and photometric performance shall include the
following:

 Utilization Factor Curves
 Polar Curves of the following C-Planes: intensity plane 0°/180°; 90°/270°; maximum
 Downward Light Output Ratio
 Downward and Upward Flux Fractions

2.6 Road Profile & Lighting Arrangement

Unless otherwise advised on the type of road for the installation of the solar road lighting, the
following typical road profile generally used for JKR R3 road standard shall be adopted. The
input parameters for lighting distribution simulation shall be taken as follows:

 No. of lanes: 2
 Lane width: 3.5m, Road width 7.0m

 Tilt angle: To suit
 Column: 1.0m from edge of vehicular lane

Luminaires shall meet the performance specifications of lighting class ME3b, as follows, for
both traffic lanes, based on single-sided lighting arrangement.

2.7 Installation, Tests, Performance Acceptance

During installation, reasonable departures of lighting column locations, distance between


columns and from paved road edge may be considered, based on site conditions, but subjected
to the prior agreement of the Superintending Officer.

The Contractor shall be responsible to ensure any underground utilities, if any, at the
installation sites will not be damaged by his works. He shall be responsible to check and liaise
with relevant utility agencies on the locality of such utilities and to avoid and/or protect these
utilities accordingly.

Upon satisfactory completion of the solar road lighting installation, on-site illuminance (lux)
and other pertinent photometric measurements shall be carried out. Measured results shall
commensurate with that of the simulated photometric performance, with due adjustments
made for actual site geometry, no. of luminaires, new luminaire performance, and other
deviations from the initial simulation assumptions.

The Contractor shall submit a method statement for the photometric measurements. Such
photometric measurements shall be conducted at three (3) most suitable lighted road stretches.

Where measured results fall short of that expected, the Tenderer shall be responsible to
supply and install luminaires of higher specifications that meet the specified performance
criteria, at no extra cost.

During construction, at the instruction of the Superintending Officer (SO), lighting posts may
be repositioned around its approximate location, or completely relocated to another site along
the project road or general area to suit site requirements, at no additional cost.

The SO or his representative reserves the right to be present during tests; the Contractor shall
give at least 7 days‟ notice to the SO for this purpose.

2.8 Conformity With Standards

All products proposed shall conform to the following standards.

2.9 Luminaire Specifications

The luminaire shall be designed to enable ease of maintenance and replacement of light
source, optical lens, electronic control gear, thermal management unit, reflector, and holder
without the use of special tools.

The main supporting structure of the luminaire shall be constructed from high pressure die-
cast aluminium alloy material. It shall be high temperature, corrosion, and weather resistant.
Luminaire frame shall be surface static spray painted.

The luminaire shall be designed so that condensation shall not fall on any operating part
which may fail or deteriorate the performance of luminaire.

All luminaires shall be new, totally enclosed and protected against contact with live or
moving parts inside the enclosure. The luminaire housing shall conform to International
Protection Index (IP) minimum IP65. Similarly, any component within the luminaire
housing, external components forming part of the system, for example, PV modules,
ancillary junction boxes, etc shall similarly be rated at IP65 min.

The smart controller and light module shall preferably be separated, but within the same
luminaire housing. Access to the smart controller compartment shall only be from the top.

Hinges, screws, and clips if used, shall be robust and made of stainless steel, simple to operate
and shall not be liable to accidental detachment during installation or maintenance.

Attachment of the luminaire to its bracket arm shall be by means of clamps or jam bolts that
are tamper-proof and designed to accommodate spigot size of the luminaires. A minimum of
two (2) locking bolts/jam screws shall be provided.

The minimum penetration depth of the bracket arm shall be min.100mm. All parts which carry
the weight of the luminaire and internal accessories shall be provided with suitable locking
devices to prevent the dislodgement of any part of the luminaire due to vibration.

All parts shall operate well within the ratings with due consideration for the local conditions
(high humidity - 80% RH, ambient temperature - 35oC).

The luminaire shall be equipped with an intelligent electronic control gear/driver which shall
manage lighting efficiency, including dimming capability. The following parameters shall be
translated to working hours following agreement with the SO:

There shall be heat sinks and thermal management system to effectively dissipate heat
generated, and to shut down the luminaire should its designed temperature be breached during
operation.

For ease of maintenance, replaceable parts, including the PV module, LED module, battery,
controllers, and components like surge protection devices (SPD) and the like shall not require
soldering when such parts are being replaced during maintenance.

2.10 Light Source & Optical System

The light source for LED luminaires shall be UV free high-powered LED, in modules that are
waterproof and replaceable.

The overall system efficiency shall not be less than 80%. Overall system efficiency shall
encompass LED efficacy, driver efficiency, optical efficiency, and thermal efficiency.

The lumen output of LED luminaires (system efficacy) shall be 160 Lm/W minimum.

The usable lifetime of LED (lumen maintenance) at 50,000 hours shall not be less than 80%
(L80 @ 50,000 hours).

2.13 Luminaire Wiring, Earthing & Surge Protection

All exposed metal parts and other parts made accessible when the luminaire is
opened for maintenance and liable to become “live” in the event of an insulation
fault shall be permanently and effectively connected to the metal lighting post.

The luminaire shall be completely pre-wired internally, requiring only the connection
of the PV module wiring to the luminaire, and earth continuity conductor connection
to the metal lighting post. The PV module wiring to the luminaire shall be protected
by flexible metal conduit. Cables shall not be exposed.

Surge protection shall be series type, provided by a Type 2 min. 40KA surge
protection device (SPD) installed in each luminaire.

2.14 Lighting Column/Post

Lighting columns shall be tapered octagonal type, made up of hot dip galvanised steel
interchangeable sections.

Each column section shall be mechanically formed and longitudinally welded by continuous
automatic gas shielded electric arc process (M.I.G. Process) or continuous automatic electric
resistance welding, to B.S. 5135:1984. The sections shall be constructed so as to overlap each
other by a minimum of 1.5 times the diameter of the immediate lower section (external across
face dimension) and to be easily assembled on site by using simple tools without employing
welding. The manufacturer shall provide a mark on the finished column sections indicating
the minimum overlapping position of 1.5 times the external across-face dimension.

SCHEDULE „E' – MANDATORY TENDER SUBMISSION CHECKLIST

The following shall be submitted during Tender, failure to comply of which may render the

i. From LED lighting equipment manufacturer to Local Sarawak-based Agent

 veracity of photometry and other technical & performance parameters of the


lighting equipment/fixtures used in the Tender;
 availability of spares for at least the next 5 years after Certified Project
Completion (CPC);
 providing full technical support for all lighting equipment supplied for at least
the next 5 years after CPC;

ii. From Local Agent/ Distributor to Tenderer, attesting to the same conditions, as per
(i) above.

(c) A project-specific Warranty Certificate addressed to Director of Public Works,


Sarawak, giving a 5-year warranty for the performance of the complete luminaire
system, including its individual components, commencing from the date of CPC,
following the template given in Section 3.

(d) In addition, the following shall be complied with, and duly submitted during Tender:

i. Submission of software simulation for the lighting equipment photometric


performance that meets at least ME3b Lighting Class as per defined parameters.
ii. Certification by an Malaysian Photovoltaic Industry Association (MPIA) certified
system designer, or Electrical Professional Engineer With Practicing Certificate
(PEPC) endorsing the results of the aforementioned photometric performance
simulation.
iii. Valid MPIA certificate/PEPC chop for the competent person.

(e) Solar LED lighting equipment total system proof of certification by SIRIM, and other
recognized certification bodies, and
Manufacturing facility ISO Certifications, if any.

(f) Submission of Test Certificates for battery and charge controller performance, as
certified by recognized/accredited test labs.

(g) Calculations for PV cell and battery capacity, with operational assumptions clearly
specified.

(h) Colour catalogues of the proposed lighting system, whereby technical details shall tally
with that declared in the Technical Schedules.
