1.0 INTRODUCTION
1.1 OBJECTIVE
The purpose of this report is to provide the detailed methodology regarding the dismantling
of Quay Crane QC28 at North Port Wharf side.
This proposal study includes an overview method of dismantling the Quay Crane QC28 at
North Port Wharf and all the procedures are also detailed in the report giving a details process flow
of the work process as well as estimated time frames. A project execution plan, comprising of safety
procedures, operations procedure, and engineering calculation for dismantling operation shall also
be detailed in the report.

a) Site Engineer will be responsible and the overall lead PIC this entire work
process of dismantling of Quay Crane QC28.
b) Safety Briefing and tool box talk will take place on safety awareness briefing to
everyone involves in work on crane cutting/dismantle procedure, method and
safety aspect.
c) Prior to operation work, All the High Risk workers working permit/license shall
be check and validate to ensure the work are performed safely throughout the
operation.
d) Safety personal shall check and documented all documents related to work and
staffs.
e) All the tests, inspections, maintenance and jobs performed will be recorded for
quality improvement and to avoid delay on the ongoing jobs.
f) All the equipment, tools, safety devices, electrical devices, hydraulic jack,
PPE’s will be stocked enough for usage at store at the wharf side.
g) The quay crane and wharf area shall be inspected and checked together with
Port Authority personnel for better work setup.
h) All the necessary clearing have to done at the adjacent area from any obstruction
to leave the work platform for dismantling and mobile crane operation.
i) All high risk area will be barricaded with NMB’s approved barricade and the
low risk area with the Safety Cone and Safety Tape to avoid trespassing in the
hot work and high risk area.
j) Preparation and positioning of all the Safety Signage, PPE, work materials and
machines have to be done based on the wharf layout plan given.
k) Port authority personnel have to confirm and make sure to switch off all the
GAS pipes and power supplies on quay crane and to be final check by safety
side prior to dismantling work.
l) Temporary storage location at the wharf side have to be pre-set for storing of
dismantled items from the quay crane.
m) All the drain out Hydraulic Oil have to be properly stored in a labelled
Hydraulic Drum and to be located at a safe area with drip tray.

n) The trolley Cabins shall be interlocked with cable to lock and restrain the cabins
movements.
o) Interlocking the Wire Rope with bulldog clips to avoid hanging while
cutting/dismantled work perform.
p) All the site work related documents have to be approved on daily basis by Site
Engineer before start of operation for the day.
a) Safety briefing and tool box talk will take place every day before work starts to
ensure all parties are following the HSE procedures prepared.
b) A work checklist will be checked by the Project Supervisor/Site Engineer before
commencement of work by the Rigger, Fitter, Welder and Crane operator.
c) To maintain a clear communication between workers, walkie talkie will be
provided to the crane operator, rigger, welder and fitter for the cutting and
lifting operation work.
d) All the work instruction shall strictly come from the Project Supervisor/Site
Engineer to avoid the lack of reliable communication between the crane
operator and rigger during work.
e) The support bar location on the Quay Crane during dismantling work shall be
decide by Site Engineer at the site.
f) Support beam bar on both side of A-frame shall be positioned and installed to
reduce the vibration level and to add support on the Structure bar. 14mm
thickness 400*6000 (mm) long bar to be used.
g) Well trained Welders and Riggers will proceed to fix the support bar with
Supervisor coordination and be support by Fire Watcher.
h) MPI test will be performing on the added support beam to make sure the
welding supportive level.
i) A sample metal from boom of the quay crane to be cut out to calculate weight
measurement accordingly and compared to calculation done. This sample metal
will be length/weight guideline of the remaining cutting/dismantle quay crane.
j) All of the dismantle/cutting process will be divide into 24 phases to avoid
unbalancing. ( Refer Dismantle/Cutting process Drawing)

k) 500 tonne crane will be placed at location where the ground conditions, intended
travel pathway and wind speeds are considered. All the loading process are
compliance based on 500tons crane’s load chart and operating instruction. Crane
will be use to lift the cut bar from the height to ground to cut into small pieces
before load to truck.
l) A 45 tonne crane will be place at cutting place will be cut into small pieces.
m) All well trained and certified Oxy cutter will be place at cutting location in
ground to cut the bar into small pieces to easier loading on lorry.
n) 40ft’ trailers will be used to transport the small pieces bars to out from NMB.
The work will divide into 2 team to expedite the work.
h) Rigging gears shall then be attached to the cargo for offloading. The signalman /
lifting supervisor shall inspect lifting arrangements to ensure that cargo is well
rigged, in balanced position and suitable for lifting.
i) Suitable tag lines shall also be fixed to cargo to guide and control cargo
movement during swinging movement by crane.
j) Lifting area and swing path shall be ensured to be free from obstruction or
underneath passerby before proceeding with lifting operation.
k) Walkie talkies shall be used as mode of communication between signalman /
lifting supervisor and crane operator.
l) The crane shall only be instructed and taking instructions from one (1) person
who shall be the signalman / lifting supervisor during the lifting works.
m) Upon confirmation from signalman / lifting supervisor, the crane operator shall
then proceed to slowly lift up the cargo to a sufficient height prior to swinging
the cargo towards the open area for offloading.
n) Once cargo is at the offloading position with sufficient space clearance, the
cargo shall be lowered to the ground.
o) The crane shall remain idling while holding the cargo until completion of
positioning. After completed, the crane shall lower down its lifting wires and
rigging gears shall be removed.
p) Crane shall then begin preparation for the next cargo’s lifting works and
continue with the subsequent lifting works.
q) For the lifting operation, suitable lifting gears with sufficient capacity (lifting
wires, lifting belts and shackles) will be used for rigging onto the cargoes.

Principal Responsibilities:
• Interpreted structural and civil drawings and prepared detailed shop drawings like water-stops details at
construction and expansion joints as well as reinforcement bar cutting and bending schedules.
• Liaised with Consultants for technical issues and drawing discrepancies and coordinated the supervision of
formwork and reinforcement bars workmanship.
• Provided guidance to supervisors in relation to construction works, ensured progress according to schedule,
carried out site inspections as per planning and ensured all works were performed in accordance with the
project’s specifications.
Principal Responsibilities:
• Spearheaded the development of design for temporary works based on rented shoring components for
segment launching and in-situ portal works and coordinated the inspection on temporary works and shoring
system as well as conventional formwork.
• Computed all quantities of construction material such as reinforcement bars tonnage, concrete volume and
formwork area for all bridge components as part of submission of progress claim to the client.
• Monitored and prepared the monthly material wastage control reports to gauge the extent of wastages for
reinforcement bars and concrete consumed for the project.
• Advised the Site Manager of the potential over-consumed items of preliminary budget and collaborated with
the Site Superintendent for various methods of cost trimming measures for future works execution.

and ensured the continuity of works.
Principal Responsibilities:
• Executed responsibilities as lead Site Engineer, a close assistant to the Site Manager, responsible in all main
engineering tasks and project administration at site.
• Led the development of alternative design in this Design and Built project and the implementation of technical
information from survey alignment to the construction details of all the post-tensioning structures in the
elevated bridge.
• Responsible for all preparation of feasibility study of construction methodology of the bridge components and
temporary works involved.
• Planned construction work programme using ‘Microsoft Project’.
• Monitored the progress of construction works periodically and prepared tracking programme indicating critical
path of works to concentrate attention at, and launched viable acceleration works in mitigating any delay.
• Main personnel in capturing any variation item or factor leading to a time and cost implication to the Contract,
and presented an immediate notification to the client via contractual correspondence and documents.
• Responsible for all correspondences with client, consultants and sub-contractors such as technical queries,
contractual letters and site memorandums throughout the construction works.
• Responsible for all construction proposals, method of statements and construction sequences in compliance
with the project quality requirement and specifications.

2.1 This procedure applies to the Magnetic Particle Testing methods use to detect cracks
and other discontinuities on surface of ferromagnetic materials.
Personnel performing Magnetic Particle Testing shall be Level II or Level III Magnetic

4.1 Technique shall be in conformance with ASTM E 709, and the standard of acceptance
shall be in conformance with Section 6, Part C, of this code, whichever is applicable.
5.0 TECHNIQUE
5.1 Permanent Magnetic Yoke or Alternating Current Electromagnetic Yoke shall be used
as a magnetizing force with either:

Ultraviolet Light (Black Light) shall be Magnaflux ZB 220/240 volts and shall
provide a concentrated beam with a typical peak 365 mm intensity of 9,000 µw/cm² at
15 inches distance.
White/Black Light Intensity shall be measured using Ardrox DLM 1000 Intensity
Meter.
For color contrast magnetic particle testing, white light intensity at the testing surface
shall not be less than 100 fc (1000 lx).
For fluorescent magnetic particle testing, black light intensity at the testing surface at
15 inches from the face of the lens filter shall not be less than 1000 µw/cm².
7.1 Wet Particles Visible Black Magnetic Ink shall be Ely Supramor 4 or equivalent.
7.3 Wet Fluorescent Magnetic Particles used shall be Magnaflux 14HF or equivalent.
7.5 Other medium shall not be used unless approved by Authorized Inspector, and/or
NDT Level III personnel.

Surface preparation is critical to the integrity of the testing and shall be noted in report and
conforming to the following:
8.2 All adjacent areas within at least 1 (one) inch of the surfaces shall be dry and free of
contaminate such as oil, dirt, grease, loose rust, loose sand, scale, lint, thick paint,
welding flux and weld spatter or the extraneous matter that could
interfere with the testing.
8.3 Thin non-conductive coatings, such as paint in the order of 1 or 2 mils (0.02 to 0.05
mm) are permitted.
8.4 If coatings are left on the part in the area being examined, it must be demonstrated
that indicators can be detected through the maximum coating thickness applied.
8.5 Weld surfaces, on removal of slag, shall be considered suitable. Grinding, machining,
wire brushing, chipping, scrapping, or other methods may be necessary where surface
irregularities could mask indications due discontinuities.
8.6 Cleaning may be accomplished using detergents, organic solvents and descaling
methods.
8.7 All examination surfaces shall be dry prior to testing. Dry time after solvent cleaning
shall be 1 (one) minutes as a minimum.
8.8 When using wet magnetic non fluorescent method, surface areas to be tested shall be
spray painted with a thin layer of white contrast background paint/lacquer and allow
complete drying before commencement of testing. Drying time shall be a minimum of
2 minutes.
8.9 In the area of the weld repair, the excavated area and a minimum of 1 (one) inch
adjacent material on each side of the repair area will be examined to ensure removal
of defect to the adequate level.

Wet Magnetic Particle Testing shall not be performed if the surface temperature of the
part/weld exceeds 185 degree F (57 degree C).
Dry Magnetic Particle Testing shall not be performed if the surface temperature of the
part/weld exceeds 600 degree F (315 degree C).
Lighting shall be such that adequate conditions exist for interpretation/evaluation and
shall normally be either from Natural (daylight) or Artificial (white) light minimum
1000 lux to ensure no loss of sensitivity during testing.
The testing is performed using Ultraviolet light (Black Light) and shall be as follows:
10.2.2 The black light intensity shall not be less than 1000 µw/cm², when measured
with a black light meter a minimum distance of 15 (fifteen) inches from the
test surface to the black light lens surface.
10.3 Personnel shall be in the darker area at least 5 minutes before testing to ensure
that the eyes have adjusted.
All testing shall be conducted with sufficient overlap to ensure 100% coverage at the required
sensitivity.

To ensure detection of discontinuities having axis in any direction, the following shall have to
be carried out:
b) The second testing will have the magnetic field at right angle to that employed for the
first testing.
13.1 The magnetizing force of the yoke shall be calibrate at least once a year, or
whenever a yoke has been in used for a year or more, a check shall be done
prior to the first use.
13.2 Each Permanent Magnetic Yoke shall have a lifting power of at least 40 lbs (18 kgs)
at the maximum pole spacing that will be used.
13.4 A field strength indicator shall be used to check the adequacy or direction and
strength of the magnetizing field and shall be used by positioning the
indicator on the surface to be tested. The field strength is indicated when a clearly
defined line of magnetic particles form across the copper face of the indicator and
when the magnetic particle are applied simultaneously with the magnetizing force.
When a clearly defined line of particle is not formed in the desired direction, the
magnetizing technique shall be changed or adjusted.

14.1.1 Test surfaces shall be cleaned as per Section 8.0 of this procedure.
14.1.2 Test surfaces shall be sprayed with a thin film background lacquer/paint and
allowed to dry prior to examination.

14.1.3 The poles of the units shall be placed on the centre of the area to be examined.
The distance between the poles shall not exceed 8 (eight) inches and good
contact shall exist between poles and the surface to be examined.
14.1.4 Thoroughly, shake the aerosol for 10-15 seconds and apply (spray) indicator
liberally over the entire examination area within the magnetizing force is in
flow at a distance not less than 6 (six) inches from the test surface.
14.1.5 Interpret and evaluate any indications while magnetic field is still activated.
Magnetization shall be 3 (three) to 4 (four) seconds.
14.1.7 Repeat similar steps for second test on the same surface at 90 degree to the
original direction of magnetizing and at any other angles as applicable for
detecting possible discontinuities.
14.1.8 If indications occur and where doubts exist as to their relevance, the sequence
should be repeated and the indication re-evaluated.
14.2.1 Test surface shall be cleaned as per Section 8.0 of this procedure.
14.2.3 The personnel shall be in the darkened area for at least 5 (five) minutes prior
to performing the test to enable his eyes to adapt to dark viewing.

14.2.4 The black light shall be allowed to warm up for a minimum of 5 (five) minutes
prior to use or measurement of the intensity of the ultraviolet light (Black
Light) emitted.
14.2.5 The black light intensity shall be measured with a black light meter. The
black light intensity shall be measured at least once every 8 (eight) hours and
whenever the work station is changed.
14.2.6 The poles of the unit shall be placed on the centre of the area to be tested. The
distance between the poles shall not exceed eight (8) inches and good contact
shall exist between the poles and the surface to be examined.
14.2.7 Thoroughly, shake the aerosol for 10-15 seconds and apply (spray)
fluorescent indicator liberally over the entire test area within the magnetizing
field while magnetizing force is in flow a distance not less than 6 (six) inches
from the test surface after which, with the magnetizing force still in flow, the
black light shall be beam towards the area at the minimum distance of 15
(fifteen) inches from the tested surface.
14.2.8 Interpret and evaluate any indications while magnetic field is still activated.
14.2.10 Repeat similar steps for second test on the same surface at 90 degree to the
original direction of magnetization and at any other angles as applicable for
detecting possible discontinuities.
14.2.11 If indications occur and when doubts exist as to their relevance, the sequence
should be repeated and the indication re-evaluated.
14.3.1 Test surfaces shall be cleaned as per Section 8.0 of this procedure.
14.3.2 The poles of the unit shall be placed on the centre of the area to be tested. The
distance between the poles shall not exceed 8 (eight) inches and the good
contact shall exist between the poles and the surface to be examined.
14.3.3 Apply dry powder onto the magnetized surface using powder blower such that
the powder reaches the surface as fluffy dust.

14.3.7 If indications occur and where doubts exist as to their relevance, the sequence

15.0 DEMAGNETIZATION
Alternating-Current (AC) yokes shall be used for localized demagnetization by placing the
poles on the surface moving them around the area, and slowly withdrawing the AC yokes
while it is still energized. Care should be exercised to ensure that the part is entirely removed
from the influenced of the AC yokes before the demagnetizing force is discontinued.
Post cleaning is necessary where magnetic particle materials could interfere with subsequent
processing or with service requirements. Post cleaning techniques shall be as follows:
16.1 The drying of wet particle and subsequent removal by brushing of use of compressed
air.
16.3 Any other techniques which may be used if they do not interfere with subsequent
requirements.
17.1 Illumination shall conform to the requirements detailed in Section 10.0 of this
procedure.

17.2 All valid indications formed by magnetic particle testing are the result of magnetic
flux leakage fields. Indications may be “Relevant" or "Non-Relevant".
17.3 Relevant caused by particles being held by non magnetic force are false, examples
include particles lying in the depression at the side of the weld, or particles wedged to
the scale on the surface.
17.4 Relevant Indications produced by flux leakage fields which are the results of
discontinuities that may or may not be acceptable and shall be evaluated with regards
to the acceptance standard.
17.5 Non Relevant Indications can occur singly or in pattern as a result of flux leakage
fields created by conditions such as changes in section, inherent properties, etc., or
may be associated with a discontinuity which is not considered detrimental to the part.
