ANNEX C

ESTABLISHMENT OF REFERRAL SYSTEM

A Referral System is a cooperative scheme of duty-bearers and stakeholders working to


protect and promote the human rights of VAW victim-survivors to ensure that necessary
services are extended by a referral network composed of agencies, organizations and
institutions. If a referral system is not in place, the barangay is urged to set one up, with
the following steps in mind:

1. Conduct an initial review of potential partners and service providers;

2. List down possible partners;

3. Visit their offices to discuss ways of working together;

4. Invite them to a meeting or forum to discuss how the referral system will be
operationalized;

5. Ask any government agency that provides anti-VAW services, particularly the
MSWDO, to organize a meeting with other agencies providing services to VAW
clients to talk about putting up a network of VAW referrals; and

6. Establish a formal partnership through a memorandum of agreement (MOA) or


memorandum of understanding (MOU) which aids in building cooperative ties
between agencies, includes detailed responsibilities of the LGU and participating
agencies, and specifies particular services or programs; and

7. Maintain a directory of all agencies and organizations which VAW


victims-survivors can be referred to for needed services.

Further, the following are the list of relevant stakeholders in a referral system and
network that can provide services beyond the capacities of the Barangay VAW
Desk:
