Where to begin? We could start with the wheel, but that would omit boats and
planes – never mind pipelines. People have been optimising transport since
the dawn of time. Watch the movie “Ben Hur” to see the Ferrari or Corvette
of its day – the chariot. We still use chariot sizing today; take a look at your
local “standard gauge” railway track – it is (apparently) the width of two
horses’ asses1.
For clarity, we will use definitions and terms from international stan-
dards (not twitter). Unlike energy management in general, transport is
only really standardising its units and terminology with the advent of the
Smart Freight Centre’s Global Logistics Emissions Council framework (the
“GLEC” from now on).
EN16247-4 the European standard for energy audits was written to an
EU Commission Mandate (M479), i.e., it carries more weight in law than our
normal standards. However, it took us so long (I was there as a convener) that
the Australians and New Zealanders beat us to it with a somewhat easier to
read standard called AS/NZS 3598.3 (EN16247 is being rewritten now and
the 2022 version should be out soon).
What do we mean by “transport”? Following are the standards’ definitions:
●● Aus/NZ; 5.26: Transport activity that implies the movement of people or
goods from one place to another.
●● EN16247 Part 4 (2014 and 2021 versions): Activity that implies the
movement of people, livestock, or goods from one place to another.

Now let us look at the wider benefits:
●● Reducing energy use means less stress on the vehicle, leading to longer
life with lower servicing costs.
●● Carbon taxes are here to stay. Reducing fuel use reduces the amount
of carbon tax you pay.
●● Young people – those under 30 – no longer want to work for companies
that are not “sustainable”4, i.e., attracting talent to your business means
you must be able to show that you are taking action on the environment.
What this means will vary by company, country, and culture, but the
point remains that businesses cannot operate without young energetic
staff.
●● Air quality is one of the number one killers around the world, often
from domestic burning to cook or heat, for example, but also from road
transport.
●● Reverse logistics and the circular economy; in meeting our climate
goals and improving business efficiency in the pursuit of profit, the
words “circular economy” are increasingly heard. As a separate topic,
the key thing to remember in transport is that the circular economy will
increase the demand for goods to be returned (see online sales) for reuse
and to be recycled. This is a completely different challenge to on-time
delivery but one which can nonetheless reduce a company’s raw mate-
rial costs and improve profitability.

●● Communication – since the advent of the Boeing 747 air travel has
become cheaper5 reducing in price and we have been increasing our air
miles and emissions. But, in this context, an energy audit can contribute
to a reappraisal of what justifies business travel and improve communi-
cations with more frequent – hopefully shorter – online meetings over
face to face.

Amidst all this gloom and complexity, it is important to remember we can fix
the climate. We have already achieved great progress through global agree-
ment and action; an example is the ozone hole which has been shrinking each
year since 2014 due to the global actions taken under The Montreal Protocol
1988.

relatively few commercial and road freight vehicles will emit many times as
much per vehicle but be dwarfed by car emissions overall.
What does 1 tonne of CO2 look like?2 see Figure 2.5
More importantly, how many litres of road diesel do we need to burn to emit
1 tonne of CO2 equivalent?
In my country, the government says the standard is 2.68 kg CO2e per
litre of fossil diesel or 373 L to emit 1 tonne (1000 kg ÷ 2.68 = 373 L). We
can argue over the choice of factor later (see Section 7.2, Conversions), but,
for now, 1 kWh of energy input emits 263 gCO2e (2.68 kg ÷ 10.169 kWh/L).

This is from Wikipedia; in economics, the Jevons paradox (/ˈdʒɛvənz/; sometimes
Jevons’ effect) occurs when technological progress or government policy increases the effi-
ciency with which a resource is used (reducing the amount necessary for any one use), but the
rate of consumption of that resource rises due to increasing demand.[1] The Jevons paradox
is perhaps the most widely known paradox in environmental economics.[2] However, govern-
ments and environmentalists generally assume that efficiency gains will lower resource con-
sumption, ignoring the possibility of the paradox arising.[3]
In 1865, the English economist William Stanley Jevons observed that technological
improvements that increased the efficiency of coal-use led to the increased consumption of
coal in a wide range of industries. He argued that, contrary to common intuition, technological
progress could not be relied upon to reduce fuel consumption.[4][5]

The issue has been re-examined by modern economists studying consumption rebound
effects from improved energy efficiency. In addition to reducing the amount needed for a given
use, improved efficiency also lowers the relative cost of using a resource, which increases the
quantity demanded. This counteracts (to some extent) the reduction in use from improved
efficiency. Additionally, improved efficiency increases real incomes and accelerates economic
growth, further increasing the demand for resources. The Jevons paradox occurs when the
effect from increased demand predominates, and improved efficiency increases the speed at
which resources are used.[5]

Tackling the “we’ve done all we can to save fuel” (business) and “I’ll
always drive an xxxx brand vehicle” (personal) requires good communica-
tion skills in the auditor to establish credibility and even stronger powers of
persuasion to prompt action.
2.6 Ecodriving
If you are thinking “OK, but I am stuck with the car / van / vehicles I have
now, how will I save fuel quickly?”, these are the five golden rules from the
EU-funded Ecodriven project 2005–2012.
cars will solve our transport emissions problem. Our transport challenges
(and opportunities) go way beyond the drivetrain.
In the meantime, is the game over already for the battery electric vehicles
(BEV) vs. internal combustion engine (ICE)? I believe it is, on 7 September
2021, the last major manufacturing holdout – Toyota – announced it will
invest over US$13Bn in battery electric vehicles with over US$3Bn going
into battery manufacture in the US alone.
The reason is economies of scale. In 2018, McKinsey found in a tear-
down exercise that BEVs contained significantly less parts and less moving
parts than an ICE; less parts means – in time – lower costs through higher
volumes, i.e., we can expect to see BEVs selling far cheaper than ICE as the
decade wears on.

My own summaries of the changes that we will see are as follows:
●● ICE vs. BEV? In my view, battery electric has already won.
●● Owning your car vs. renting it: whether via a lease or pay by the hour
car club membership.
●● Automation: Will we drive or be driven?

Figure 2.10 is a graphic from Peter Mock at ICCT as of December
2021.
Having said all that, in the 1910s, it looked like battery electric cars,
buses, and trucks were going to be the dominant replacement for the horse
beating steam and Gotlieb Daimler’s ICE. By the 1920s, gasoline had taken

over (there were even gasoline powered scooters5). We will debate the battery
vs. hydrogen and other alternatives in the final chapters of this book. Until
then, energy efficiency first.

Figure 2.12 shows the 30 million per year total will take bike sales to
more than twice the number of passenger cars currently registered per
year in the EU.

Where to Start?
With such a complex and varied topic as transport, we need a generic high-
level approach to allow us assess the opportunities and challenge the status
quo. Be prepared for the “we have always done it that way” and “what do
you know about transport” comments. After all, none of us like “feedback”
on our driving.
Having done this for 17 years, I feel somewhat confident challeng-
ing transport managers and their bosses whilst being clear that they are the
experts in their business and areas I am not an expert in. How will you do it?
The avoid shift improve model (next chapter) has helped me structure
my approach in recent years. It aligns well with how transport managers
work even if they do not use the same words or terms (IPCC AR6 also cites
the ASI model in Chapter 5).
In energy management, we typically follow the money and look for
opportunities within significant energy users. The same approach can help
you and transport managers focus your time and effort on the areas most
likely to produce the desired results.
By way of example, my personal hobby horse is aerodynamics, but I
have learnt to check average speeds across the fleet before diving deep into
this topic with a fleet. As aerodynamics only becomes a significant opportu-
nity above 60 kph. To justify investment in aerodynamics retrofits, I would be
looking for a fleet or vehicle average speeds in excess of 40 kph.
Key steps:
●● Establish 100% of energy use on an annualised basis and transport’s
share of this use in kWh (money and CO2 as well but hold that for now).
●● What are the plans to grow this activity and/or outsource it in the years
to come?

3.1 Targets
Targets are often arbitrary, but some rules of thumb (and they are strictly
rules of thumb) may help to put your own feelings and those of the client in
context.
●● The world’s population continues to grow. How will the goods and ser-
vices provided in this instance grow in the years to come?
○○ My own country’s population is projected to grow by 20%–40%
from 2018 to 2050 and its freight volumes by 91%; this has to be
factored into target setting.
●● Freight volumes are expected to double globally by 2050 (ITF):

●● The various scenarios for reductions from action that can be taken are in
the rows of Table 3.1. The ITF Outlook 2019 estimates show the likely
outcome without action to reduce:

The Smart Freight Centre has also projected forwards for freight emissions to
2050 from September 2021 see Figure 3.1.
The challenge is huge, but the solutions are known.
But for those of us seeking a more solid foundation, the Science Based
Targets initiative (SBTi; https://sciencebasedtargets.org/) offers a range of
tools and Excel calculators to help you. There is one for transport, once you
have established the headline numbers.
At the time of writing the SBTi, transport calculator was out to con-
sultation and could be downloaded via https://sciencebasedtargets.org/
sectors/transport.

Toen het jaar op een dag na verstreken was, haalde heer Spin een
groote hoeveelheid aardvruchten op zijn veld, bracht ze ’Ma Akoeba en
gelastte haar, een flinke hoeveelheid er van klaar te maken.
„Ik ga even naar het bosch, ik kom aanstonds terug”, zei Anansi.
Door het bosch gaande, zag hij een haas*, die bezig was aardvruchten
uit te graven. [311]
„Joe boi hei 172, wil jij je heele leven doorbrengen met stelen? Weet je
niet, dat ik je oom ben?”
„Jongen, dat beetje geld, dat je vader je nagelaten heeft, heb je ook al
door de vingers gemaakt; moet je nu je verdere leven doorbrengen met
stelen? Je maakt me beschaamd. Als je honger hebt, kom dan meê
naar huis. Je oude heer zal je toch zeker wel eens over mij gesproken
hebben?”
„Nooit, Oom. Wel heeft hij ons verteld van dien Spin, die de menschen
zoo weet beet te nemen”.
„Ja, dat is een gladde kerel; ik wil ook niets meer met hem te maken
hebben. Ik ben verplicht geweest, hem de deur te wijzen; hij zou iemand
in het verderf kunnen storten. Er bestaan geen twee zooals hij op
aarde”.
Heer Spin bracht zijn nieuwen neef thuis en zei tegen ’Ma Akoeba:
„Hier is de zoon van wijlen mijn broeder, geef hem een bord eten”.
Toen het twaalf uur sloeg, naderde Bliksem het huis van Anansi. Hij
klopte: kokoko! en riep:
„Anansi!”
Het arme haasje, dat niet wist wat gaande was, zei:
„Ja”.
„Het geld!”
Den volgenden dag vernam Bliksem van zijn zoon, dat Anansi nog
levend was.
„Wat! Anansi nog levend! En ik heb hem gisteren avond zoo’n zwaren
slag toegebracht. Ik zal van nacht teruggaan en hem toonen wie ik ben”.
Heer Spin vernam dit alles. Muren en deuren hebben immers ooren en
de spin leeft in beslagruimten!
„Jij doet niet anders dan stelen, schaam je je niet? Ga met me meê naar
huis, en eet met mij”. Hert ging mee.
„Blijf hier slapen, je kunt dan morgen weggaan, je bent hier toch bij
bloedverwanten, niet waar?”
Even vóór twaalf uur ging Spin Hert wakker maken en verzocht hem
voor hem te willen antwoorden, indien iemand kwam en „Anansi” riep.
Vijf minuten vóór twaalf kwam Bliksem met flikkerende stralen aan de
deur kloppen, terwijl Spin en zijn vrouwtje rustig in Morpheus’ armen
lagen.
„Anansi!”
„Ja”.
Bliksem sloeg het edel hertje met zijn harde hand verpletterd neêr.
„Wie dan?”
„Hert”.
„Ik zal van nacht weêr naar hem toegaan”, antwoordde Bliksem
opgewonden, vol verbittering, dat hij Anansi maar niet kon treffen.
„Vriend, pas op, je krijgt nog buikpijn, kom aan wal! Heb je het niet
koud?”
„Ja”.
„Kom dan met me meê naar huis en breng een paar dagen bij ons door.
Ware vriendschap vergaat niet en de eene hand moet de andere
afwasschen, niet waar?”
Heer Spin had echter niet verzuimd, zijn gast te vragen, voor hem te
willen antwoorden, in geval dat iemand hem kwam roepen.
Sekrepattoe 174* beloofde het en zijn gastheer verdween.
Arme Schildpad, van den keizer geen kwaad wetende, antwoordde „ja”
op de vraag van Bliksem en werd oogenblikkelijk zijn slachtoffer.
Maanden achtereen liet Spin deze list duren.
Toen echter geen enkel dier zich meer bij hem aan huis dorst te wagen,
ging hij zijn neef Vos opzoeken.
„Sedert den dood van je vrouw, mijn nicht, heb je blijkbaar de heele
familie den rug toegekeerd”.
Tante Akoeba 175 laat je groeten en vraagt, wanneer je eens bij ons komt
zitten”.
Vos dacht: op een trouwpartij valt veel lekkers te eten; bij een dooppartij
ook; zoo’n gulzigaard! Maar hij krijgt me niet! Gelukkig heb ik alles
gehoord, ik ga niet met hem meê—hij zal zelf antwoorden, als Bliksem
komt.
„Wat! Slimme Oom! Had jij zoo durven spreken tegen wijlen je vader? Ik
ben de eenigste in uw midden, die zorgen kan en zorgen moet, dat de
familie blijft bestaan”.
Om half twaalf kwam Spin zijn neef verzoeken, voor hem te willen
antwoordden, indien men hem kwam roepen.
„Wel neen, Oom, dat doe ik niet, ik ben toch niet gek. Als men mij roept,
dan eerst antwoord ik, anders niet.”
Vos groef haastig een gat onder het huis, om zich daarin te kunnen
verschuilen.
Bliksem kwam:
„Anansi! Anansi!”
Vos krop in het hol. Bliksem barstte los, aan donder gepaard en
vernietigde de gansche familie Spin. [315]
No. 23. Ieder volwassen man moet een rood zitvlak hebben.
Eer tien tien 177. De Koning wilde zijn reine, onschuldige dochter alleen
ten huwelijk geven aan den man, die zonder dat het hem kwaad deed,
een mand vol pepers* kon opeten. De pepereter mocht zelfs geen lucht
happen, om den mond af te koelen, als de pepers hem brandden. Aan
alle mannen van zijn gansche rijk stond de Koning toe, te trachten op
die wijze de prinses tot vrouw te krijgen, maar zij, wier pogingen
mislukten, zouden onmiddellijk ter dood gebracht worden. En deze
gevaarlijke voorwaarde schrikte iedereen af, waarom men algemeen
geloofde, dat de prinses haar leven lang ongehuwd zou blijven.
Hij ging naar het paleis, teneinde den Koning zijn voornemen mede te
deelen.
Maar vóór de poort van het paleis gekomen, begon hij met den mond
een zuigende beweging te maken, net als iemand doet, die door het
gebruik van pepers den mond gebrand heeft. Ook in bijzijn van den
Koning bleef Anansi deze beweging herhalen, waarmeê hij wou doen
uitkomen, dat dit zoo een gewoonte van hem was.
Toen de Koning vernam, waarvoor Ba’ Anansi gekomen was, zei hij
minachtend: „nu al sta je zoo „sssh”, „sssh” te maken, wat zal je straks
doen, als je pepers eet?”
Ba’ Anansi verklaarde hierop: „daar moet U niet op letten, mijn Koning,
want het is een oude gewoonte van mij, die ik door het vele peper eten
aangeleerd heb”.
Ba’ Anansi liet den Koning niets van dit alles merken. Hij zei slechts, dat
de peperproef hem zijn gewoonte om zoo „sssh, sssh” te maken, geheel
had afgeleerd, en dat hij er ook een grooten afkeer van pepers door had
gekregen, waarom hij ze nooit meer zou eten. De Koning vond dit zeer
begrijpelijk; hij prees Ba’ Anansi als den moedigsten man van het land.
Hij gaf hem met pleizier zijn dochter ten huwelijk en een rijken
bruidschat.
Na het huwelijk bracht Ba’ Anansi de prinses naar zijn woning, die hij
met ’s Konings geld zoo weelderig mogelijk had ingericht. En daar deed
hij al wat zijn koninklijk vrouwtje maar verlangde. Zij leefden dan ook
geruimen tijd gelukkig met elkander.
Doch Ba’ Anansi ging elken morgen vóór zonsopgang uit en keerde niet
eerder weêr, dan wanneer de zon reeds hoog aan den hemel stond.
De prinses verklaarde toen, dat zij bij het zien van het groote, roode
gezwel hevig geschrokken was en dacht, dat hem een ongeluk was
overkomen. Anansi antwoordde: „maar mijn schat, als een man groot is,
moet zijn zitvlak er zoo uitzien; vraag het maar aan je vader, als je me
niet gelooft”. Hij bezat intusschen de zekerheid, dat Zijne Majesteit op
reis was.
De prinses, die niet wist, dat de Koning afwezig was, begaf zich naar
het paleis, ten einde haar vader te vragen, of Anansi wel de waarheid
had gesproken.
Nauwelijks was zij verdwenen, of Ba’ Anansi nam een korteren weg
door het bosch naar ’s Konings woning, waar hij vóór zijn vrouw
aankwam.
Als schoonzoon van den Koning liet men Ba’ Anansi overal in het paleis
toe, zoodat hij zonder moeite in ’s Konings slaapkamer kwam. Daar
ging hij op het bed liggen en bedekte zijn geheele lichaam met dekens,
behalve de roode plek in kwestie, die duidelijk te zien was.
Toen begon hij het gesnork van den Koning na te bootsen. Anansi wist,
dat de Koning er een hekel aan had, in den slaap gestoord te worden
en dat zijn [318]vrouw dit, uit eerbied voor haar vader, ook niet zou doen.
Zoo wachtte Ba’ Anansi op de prinses. Deze trad even later ook de
kamer binnen, waar zij hardop tot zich zelf sprak, zóó dat Ba’ Anansi het
duidelijk verstond: „Ach, mijn vader slaapt, maar kijk, hij heeft net zulk
een roode plek als Ba’ Anansi. Ik behoef hem niet wakker te maken.
Anansi had dus gelijk en ik zal hem verontschuldiging moeten vragen
voor mijn wangedrag”.—Zoodra de prinses zich verwijderd had, sprong
Ba’ Anansi het bed uit, kleedde zich aan en snelde langs den korteren
weg naar huis terug, waar hij voor het venster plaats nam.
Daarop beloofde Ba’ Anansi zijn prinses te zullen vergeven, mits zij den
Koning niets van het voorgevallene vertelde. Het paste een dochter niet,
met den vader over zulke dingen te spreken. De prinses zwoer daarop,
dat zij geen woord meer over het gebeurde zou reppen.
Toen omhelsde Ba’ Anansi zijn prinses en het geschil werd zoo in der
minne opgelost.
Doch de gulzige Anansi, die graag zich te goed had gedaan aan de
vette schapenbouten, schold steeds op het dier.
„Zoo’n schreeuwleelijk heb ik nog nooit gezien”, zei hij. [319]„Het schaap
blert den ganschen dag als een baby, die geen melk genoeg krijgt. Als
ik jou was, vrouw, slachtte ik het schaap”.
Eindelijk, na een zeer onrustigen nacht, had hij zijn plan gemaakt.
Hij stond ’s morgens niet op en kreunde in zijn bed als een oude zieke
man. Hij liet zijn lichaam trillen, zoodat zijn vrouw dacht, dat hij koorts
had.
„Wat scheelt je toch?” vroeg ze. „Je doet zoo vreemd. Heb je koorts?”
„’t Beste zal zijn, dat je den Loekoe-man* raadpleegt. In het bosch,
onder den grooten Kankantrie*, zal je dien aantreffen.”
Vóór ’Ma Akoeba vertrok, vroeg Anansi haar nog of ze zoo goed wilde
zijn, de kinderen meê te nemen. „Ze zijn zoo druk, en ze zouden me
nog meer van streek brengen, als ze hier zonder toezicht bleven”. Ook
dat beloofde ze.
Pas was de familie Spin vertrokken of Anansi sprong uit bed en kleedde
zich als een oude wonderdokter.
Den ouden hoogen hoed trok hij tot diep over de oogen, en de lange jas
hing tot bijna op den grond.
Zoo snel hij kon, nam hij den kortsten weg naar den heiligen boom en
zette zich daar in peinzende houding neêr. [320]
Een oogenblik later kwamen ’Ma Akoeba en de kinderen er aan.
Eerbiedig bogen ze voor den wijzen man en het Spinvrouwtje zei
klagend: „Och Heer, geef me raad. Gij weet alles en ik in mijn domheid
weet niet, wat ik aanvangen moet. Anansi is doodziek. Zijn heele
lichaam schokt en van benauwdheid kan hij niet slapen. Wilt gij mij het
middel noemen, dat mijn man herstellen kan?”
Eerbiedig bogen ze voor den wijzen man …—Zie blz. 320.
De wonderdokter sprak eerst geen woord. Hij bleef zitten in dezelfde
peinzende houding, waarin hij ’Ma Akoeba had aangehoord.
Er leefde eens eene oude vrouw, die een grondje bezat, even buiten de
stad. Zij voorzag in haar levensonderhoud door het verkoopen van de
produkten, die haar grondje opleverde. Zij had er cassave*, napis*,
tayers*, switi patata 181, bananen enz. op geplant en ging geregeld naar
de markt, om de opbrengst te verkoopen. Hierdoor was zij in staat, niet
alleen ruimschoots in haar onderhoud te voorzien, maar ook drie
kleinkinderen groot te brengen.
De oude vrouw hield veel van haar kleinkinderen en deed alles, wat in
haar vermogen was, om ze tot nuttige leden der maatschappij groot te
brengen.
Zij had echter veel verdriet van hare lievelingen, daar zij onverbeterlijke
snoepers en dieven waren, trots hun jeugdigen leeftijd.
Eens op een morgen moest de oude vrouw naar de markt gaan, om als
gewoonlijk hare produkten te gaan verkoopen. Daar zij echter op haar
grondje een prachtigen dokoen-boom had met overrijpe dokoens*,
welke zij bestemd had, om als geschenk den granman aan te bieden,
riep zij hare drie kleinkinderen, voor zij van huis ging, bij elkaar,
waarschuwde hen ten strengste, om niet te snoepen van [322]de
dokoens, daar bij ongehoorzaamheid hun een ongeluk zou overkomen.
Nadat het smulpartijtje in den boom een poosje geduurd had, vroeg
eensklaps Bigi bere aan Bigi hede of het goed smaakte.
Deze had echter zijn mond vol en daar hij niet kon antwoorden,
schudde hij met zijn dikken kop zóó hard van ja, dat zijn hoofd van den
romp viel en holder-de-bolder naar beneden viel.
Dit ziende, begon Bigi bere zóó hard te lachen, dat zijn buik, die al
tamelijk dik was van het smullen, als een bom uiteenbarstte. Fini foetoe,
dit ziende, schrok zóó hevig, dat hij het op een loopen zette, de
dokoens vergetende. Aan een breede sloot gekomen, sprong hij er
over, doch hij kwam daarbij zóó hard neêr, dat hij zijn beide
spillebeentjes brak.
Fini foetoe leefde nog jaren lang, maar hij moest op krukken loopen. Na
den dood der grootmoeder liet hij den dokoenboom omhakken.
Ik ten minste vind het verschrikkelijk. Ja, ziek zijn, dat is wat. Maar geen
ongeluk zoo groot of er is geluk bij. Mijn néne 182 komt mij dikwijls
bezoeken en toen ze mij op zekeren dag ziek vond, was ze treurig
