EXHIBIT J - SCOPE OF WORK

Collier County Government Operations Business Park – Sheriff Office Forensic


& CID Buildings

The Collier County Government Operations Business Park is located at 3959 City Gate Blvd N, Naples Florida.
The new facility sits adjacent to the north of the newly developed Paradise Coast Sports Complex. The new
Government Operations Business Park will be an add to the ever-growing Collier County.

The Collier County Sheriff’s Office (CCSO) serves a large diverse county including urban, rural, and coastal
communities. They believe that the community and the relationship with its residents brings its success in
providing exceptional service. It is the Sheriff’s duty and responsibility to provide law enforcement to all
residents in Collier County. Sheriff Rambosk’s philosophy is “Service to others before self”.

The new Collier County Forensics & CID buildings will be constructed to meet the growing needs of the Sheriff’s
Department. The new two-story facility first floor will include a crime scene investigation lab, supporting office
spaces and processing garage bays. The first level will also include the evidence bureau which encompasses
processing and supporting office areas, long term storage, short term storage, fire-arms storage, narcotics
storage, and ammunitions storage spaces. The second floor will accommodate the criminal investigation
division offices and administrative support areas. Adjacent to the main building there will be an accessory
enclosed structure housing a generator to keep the building running in emergency situations.

To the north of the two-story main structure, there will be the long-term evidence vehicle storage building. This
will be a pre-engineered metal building, it will be used to store vehicles identified as evidence, and it will have a
controlled temperature environment. This structure, beside the main storage area, will have a small restroom,
an IT closet, one office, two after-hour bays and a mezzanine accessible via folding ladder hosting mechanical
and plumbing equipment.
The Contractor is responsible to furnish all labor, material, superintendence, plant, power, light, heat, fuel,
water, tools, appliances, equipment, supplies, services, and other means of construction necessary to
properly perform the above-referenced work.

Soil disturbing activities include blasting, lake excavation, clearing and grubbing, installing a stabilized
construction entrance and other erosion and sediment control, grading, excavation for stormwater
management, connection to existing sewer, utilities, building foundations, construction of curb and gutter,
roadways/parking areas, and preparation for final planting, sodding, seeding, and mulching. The contractor will
use excavated fill from the proposed lake and fill already present at the construction site to offset import
quantities. When all construction activity is complete, and the site is stabilized, the contractor shall remove all
temporary erosion and sediment controls and re-seed any areas disturbed by their removal.

General Contractors are encouraged to visit the site and attend the pre-bid meeting.
All employees and subcontractors selected for this project will be required to be badged through Collier
County background check and fingerprinting screening system. No personnel – at any level – will be accepted,
nor allowed to work at the construction site, without a valid badge. Badge should always be worn and
displayed. The Background checks are valid for five (5) years, and the vendor/subcontractor shall be
responsible for all associated costs.
Regarding the apparent silence of the Contract Documents as to any details, or the apparent omissions of a
detailed description concerning any Work to be done and materials to be furnished: the general understanding is
that only the best general practice is to prevail and that only materials and workmanship of the best quality are
to be used.

The contractor shall use Collier County’s project management platform (Procore) and utilize all tools including
Requests for Information (RFIs), Submittals, Daily Log, Photos, Drawings, Specification, Meetings, Schedule,
Transmittals, Inspections, Incidents, Budget, Documents, and Directory. The contractor will be given full access to
Procore and will be empowered to manage the RFI and Submittal workflows, document management, meeting
management, and all other project management tools to ensure an efficient project. The contractor will have the
ability to invite subcontractors to the project to ensure full participation, access to the latest drawings, and
efficient handling of RFIs and submittals. The contractor shall submit specifications, product data, and/or shop
drawings on all materials, devices, equipment, or systems being installed at the project for approval by the
Project Manager and/or project consultant prior to installation.
The contractor is expected to be familiar with the standards of the Americans with Disabilities Act (ADA) and
Florida Building Code Accessibility Standards and ensure all work is completed in accordance with these codes
and standards. All items are to be installed per the manufacturer’s recommendations and instructions. In
addition, all work must comply with FDOT Standards current edition, Collier County Utility Standards, and all
current building Codes.
Once the work begins, it will be executed with such progress as may be required, to prevent delays in the
general completion of the project. At all times, the general contractor shall schedule and direct the Work to
provide an orderly progression to completion within the specified time. The contractor will be required to
provide daily reports with photographs of the progress, beginning with pre-construction photos and weekly
reports after that, until the successful completion of the work.

Additional Information:

FPL Service: the General Contractor is responsible for coordinating with FPL for all service upgrades.

Construction trailer: the General Contractor needs to provide a trailer large enough to accommodate on a daily
bases appropriate work space for the G.C. team, two Collier County representatives and one additional person part
of the Design Entity team.

Construction traffic: at this time there is one point of entry to the road granting access to the construction site and
to the existing injection well located to the east of the project location. See picture below.
We need for the construction traffic to be fully separated from any other traffic going to the injection well and
adjacent areas.
