Procedures
Our duty is to ensure our people in the field have sufficient resources, support,
knowledge, skills and abilities to mitigate any emergency situation that may arise on
our facilities.

In doing so we reduce the likelihood of Personal Injury, Harm to the Environment,


Equipment Damage and Damage to Reputation.

Procedures
Noble maintains a “Family of Plans” to provide direction for responding to different
incidents, this includes;

• Corporate / Regional / and Offshore Specific Emergency Response Plans


• HSE Case
• Station Bills
• H2S Contingency Plan
• Shipboard Oil Pollution Emergency Plan (SOPEP)

Appropriate Manuals, Plans and Procedures are maintained at offshore facilities and
shore-based offices for use during emergencies.

Emergency Response –
Training & Competence
Emergency Management & Response is only as good as your weakest person,
therefore it is essential to provide sufficient training to all responders and personnel
with Emergency Duties.

The Training Matrix contains all the training, Rig Based and Third Party to be
completed by relevant personnel.
This includes but not limited to;
• Management of Major Emergencies
• Well Control
• Fire Team Leader
• Advance Fire Fighting
• Fast Rescue Boat / Lifeboat Coxswain
• Basic Life Support / First Aid
• H2S
• Rescue from Height / Rescue from Confined Space
• On the Job Training / New Hire Training / Orientation

Training & Competence
For 3rd Party Training the Training Centers shall have professional body accreditations
or be approved by Regulatory / Client to deliver the required training. If in doubt ask
to see accreditations, if they are accredited they will happily provide evidence.

& Continuous Improvement

Emergency Drills & Exercises shall be based on emergency response scenarios which
have been identified through risk assessments, Emergency Response Plans, regulatory
requirements and client requirements.

Conducting Emergency Drills and Exercises provide a useful method of assurance that
all controls and mitigations are in place and sufficient.

Drills conducted on Noble Facilities include;

Daily
• Pit Drills (Depending on Operations)
• Trip Drills (Depending on Operations)

At least every 7 days


• Fire and/or Explosion
• H2S (When on an expected H2S Location)
• Abandon

At least every 14 days (Gas) / 21 days (Oil)


• Accumulator Drill

At least every 4 weeks


• H2S Rescue

At least every 60 days


• Search/Rescue and Man Down
• Man Overboard
• Environmental Spill
• Helicopter Crash
• Confined Space Rescue
• Ballast Control / Loss of Watertight Integrity

The following support functions, where


appropriate, are to be practiced as part of the
exercises;

• Mustering and Evacuation


• Performing First Aid
• Fire Fighting
• Man Overboard Rescue
• Using Breathing Apparatus

• Using Emergency Equipment


• Casualty Handling
• Onshore Assistance
• Coordinate with Standby and Emergency Service Vessels

• Following Drills & Exercises, a post Drill Meeting shall take place to discuss
strengths and weaknesses of the Emergency Response and Capabilities. Drill
critiques and meetings are to be recorded.

• Crews shall be commended on their strengths, giving positive reinforcement will


encourage continuous improvement.

• Weaknesses shall be discussed and preventive actions to be put in place. Any


actions not immediately corrected to be entered into Corrective Action Log and
tracked until closure.

• Preventive actions to be followed up on subsequent drills to monitor


effectiveness.

Additional ideas for continuous improvement:

• Utilize Internal & External Unplanned Events to


create similar scenarios on your rigs.

• Shore Based Management (Operations & HSE) to


conduct a walk around review of Drills during rig
visits.

• OIM on occasions to conduct walk around review of


Drills. This will give 2nd in command a chance to
practice being Person in Charge and will give the OIM
a chance to observe the drill effectiveness and not
just be in the control room.

Management Take Away
• Provide adequate procedures and plans to efficiently
mitigate emergencies

• Provide sufficient support and resources

• Provide competent personnel (Knowledge, Skills,


Abilities)

• Ensure drills are conducted to schedule and are of


value, specific to the location, equipment and
emergencies included in the ERP.

• Ensure after action reviews are conducted, provide


positive reinforcement for strengths, provide support
and resources for preventive actions to address
weaknesses.
