Detailed notification for Web Based Counselling

DETAILED NOTIFICATION FOR SECOND & FINAL PHASE OF WEB COUNSELLING

The qualified and eligible candidates of TS Ed.CET-2024 Test who have not registered for the
phase-I counselling are informed to upload the required certificate (Refer to point c) for
online verification to attend Web counselling for admission into two years B.Ed. course for
the academic years 2024-2025, as per G.O.MS No.24, dated: 24.08.2017, G.O. Ms. No. 05 dt
31.01.2020, G.O. Ms. No. 14 dt 12.04.2021 and G.O. Ms. No.16 dt 11-06-2021 as per the schedule
given below.

Candidates are informed that they should satisfy the admission rules prescribed in the
related G.O.Ms. No.24, dated: 24-08-2017, G.O. Ms. No. 05 dt 31.01.2020, G.O. Ms. No. 14 dt
12-04-2021, G.O. Ms. No. 16 dt 11-06-2021 and G.O. Ms. No. 33 dt 30-09-2022 and should
be prepared to pay the tuition fee as applicable.

Candidates who have already attended for Certificate Verification in First Phase can
directly exercise web options for second and final phase of Counseling as per the
schedule.

This notification itself is a call for web counselling. No separate call letters are sent to the
individual candidates.

Mere attending of the web counselling does not guarantee a seat.

All candidates are informed to register online at http://edcetadm.tsche.ac.in. from 12th


September, 2024 to 17th September, 2024 and furnish all information in the online
application form. All the entries should be correct and the candidate is solely

responsible for any incorrect entry. All the candidates have to pay non-refundable
Processing Fee Rs. 800.00 (Rupees: Eight Hundred only) and Rs. 500.00 (Rupees: Five
Hundred only) in case of (SC/ST Candidates) towards Registration cum Verification
process which has to be paid through online payment (Credit Cards/Debit Cards/Internet
Banking) in favour of ‘Secretary, TSCHE’, Masab Tank, Hyderabad.

Tuition fee particulars and seats available under Convener Quota College wise will be
notified on the websites: http://edcetadm.tsche.ac.in/ or https://edcet.tsche.ac.in before
the commencement of counselling (option entry). Tuition Fee and Special Fee as fixed by
the Government shall be paid per annum.

The fee reimbursement for eligible candidates is subject to the guidelines issued by the
Government from time to time.

Who should participate in Phase-II Counselling?


1. Who secured a seat in phase I of web-based counselling and wish to move to some other
college?
2. Candidates who participated in phase I of web-based counselling and could not secure
a seat.
3. Candidates who did not participate in phase I even though he / she has been called for
counselling.
4. Candidates who were allotted a seat but didn’t report.
5. A candidate allotted a seat in phase I but cancelled his / her admission.

The candidates may note that,


1. Options exercised for first phase will not be considered for second & final phase
of counselling.
2. Candidates have to exercise fresh options for each phase of web-based counselling.
3. In case, if they are satisfied with the previous allotment, options need not be exercised
again.
4. Options may be exercised for those colleges even if the vacancies are not available, as
vacancies may arise due to sliding, cancellation and conversions.

If the candidate secures a seat in Phase – II, he / she will lose the claim on the earlier
allotted college, and has to report to the new college by downloading the allotment letter
on or before the date furnished in the allotment letter. Failing to report within the date
furnished in the allotted college, the candidate will forfeit the claim on the new college as
well as in the old college.

b. Eligibility:
1. The candidate should be of Indian Nationality.
2. The candidate should belong to Telangana / Andhra Pradesh.
3. The candidate should satisfy the local/non-local status requirements as laid down in the
regulations of admission. (Ref. G.O.Ms. No.24, dated: 24/08/2017 and its amendments
G.O. Ms. No. 14 dt 12-04-2021, G.O. Ms. No. 16 dt 11-06-2021 and G.O. Ms. No. 33 dt 30-
09-2022)
4. Eligibility to different methodologies is followed as per G.O.MS No.24, dated: 24-08-
2017, G.O. Ms. No. 05 dt 31.01.2020, G.O. Ms. No. 14 dt 12-04-2021 and G.O. Ms. No. 16
dt 11-06-2021.

5. Candidates should have secured 50% marks either in the Bachelor’s Degree i.e., B.A. /
B.Sc. / B.Com. / B.Sc. (Home Science) / BCA / BBM / B.A.(Oriental Language) / BBA or
in the Master’s Degree or any other qualification equivalent thereto.
6. Bachelors in Engineering or Technology with specialization in Science and Mathematics
with 50% aggregate marks or any other qualification equivalent thereto.
7. However, the candidates belonging to reserved categories viz., SC/ST/BC and other
reserved categories should have secured 40% marks in the qualifying examination.
8. Candidates possessing MBBS/BSC (AG)/ BVSC /BHMT/B.Pharm. and such other
professional and job oriented degree courses viz., LL.B are not eligible for admission
into B.Ed. course.
9. Candidates possessing a Master Degree without having undertaken Under Graduate
study are not eligible for admission.
10. Eligibility to different methodologies is followed as per G.O.MS No.24, dated: 24-08-
2017, G.O. Ms. No. 05 dt 31.01.2020, G.O. Ms. No. 14 dt 12-04-2021 and G.O. Ms. No. 16
dt 11-06-2021.

c. Certificates to be uploaded at the time of Registration and filling application form


1. TG Ed.CET-2024 Rank Card
2. Original Degree / Provisional Certificate (PC) & Consolidate Memorandum Marks
(CMM) qualifying examination.
3. Intermediate/Diploma / 10+2 Certificate or its equivalent
4. SSC pass certificate or its Equivalent for proof of Date of Birth.
5. Bonafide (Study) certificates from Class IX to Graduation.
6. Residence certificate for preceding 7 years of the qualifying examination i.e.
Graduation in respect of candidates who have private study without any
institutionalized education (Distance / Open education mode).
7. Residence certificate of either of parents in Telangana for 10 years in case of non-local
candidates excluding the period of employment outside the state. This certificate
should be obtained from the Tahsildar.
8. Residence certificate from M. R. O either of parents in Telangana for 10 years in case of
non-local candidates.
9. In respect of non-local candidates in order to consider them for allotment under
unreserved seats the following certificates needs to be submitted.
a. Residence Certificate: Candidates who has resided in the State for a total period of
10 years excluding periods of study outside the State; or either of whose parents
have resided in the State for a total period of 10 years excluding periods of
employment outside the State.

b. Employer Certificate: Candidates who are children of parents who are in the
employment of this State or Central Government, Public Sector Corporations, Local
bodies, Universities and other similar Quasi Public Institutions within the State at
the time of applying for TG Ed.CET- 2024) examination

c. Candidate who are spouses of those in the employment in Telangana/Andhra
Pradesh or Central Government, Public Sector Corporations, Local bodies,
Universities and Educational Institutions recognized by the Govt. or University or
Other Competent authority and similar Quasi Govt. Institutions within
Telangana/Andhra Pradesh at the time of applying for TG Ed.CET- 2024)
examination.

10. Transfer Certificate.
11. Latest Integrated community certificate issued by the competent authority in case of
BC/SC/ST candidates (issued after 02.06.2014), if applicable.
12. Economically Weaker Sections (EWS) Reservation (applicable only to OC (candidates):
*As per the Guidelines issued in G.O.Ms.No.244, General Administration (SER.D)
Department, Government of Telangana, dated. 24.08.2021, the 10% Reservation to the
Economically Weaker Sections (EWS) in respect of Admissions into Educational
Institutions shall be implemented. Candidates should produce EWS Certificate issued
by MRO/ Tahsildar valid for the year 2024-25, if applicable.
13. Special category certificates NCC / CAP / PH / SPORTS
14. Latest Parental Income certificate issued by M.R.O. by Govt. of Telangana on or after
01.01.2024, if applicable.
15. The Muslim and Christian Minority Candidates should upload the SSC “TC” containing
Minority status (or) in the absence of TC, a Certificate issued by the Head of the
Institution in which the student studied/appeared for SSC or its equivalent
examination.
16. Aadhar Card or any other valid I.D. proof.

Note: * Any false or incorrect information furnished detected at any stage will render the
admission of the candidate null and void.

* The Convener reserves the right to cancel the admission of the candidates at any stage if
/ when it is detected that admission is against the rules

d. Procedure For Exercising Web-Options:


1. After successful online certificate verification, the verified list of Registered & eligible
candidates will be displayed on the notified date in the website.
2. In case of any discrepancies in the candidates verified data kindly report the same to
the helpline centre or mail through email service available in the website. Any claim
after the allotment of seats will not be entertained.
3. Candidates can exercise web options by clicking WEB OPTIONS link which will be
available on the notified dates.
4. Web options can be accessed only through Desktops or laptops. Do not use mobile
phones or Tabs for exercising web options.
5. If the candidate is exercising options from Internet Centre, make sure that proper
LOGOUT is done after saving the options for safety of candidate’s information.
6. Candidates have to enter his/her login credentials (created at the time of registration
for online certificate verification) to access the web options.
7. Candidates are advised to see that the college/course of your choice is as per your
priority carefully selecting the first choice, second choice and so on. Once he/she is
satisfied with the priority list the options can be freezed.
8. Options cannot be edited after freezing. However, edit of options will be made available
on the notified date.
9. Candidate has to exercise as many options as possible to avoid disappointment of not
getting a seat.
10. Candidates are advised to take the printout of the final freezed options.

e. Certificate verification and counselling:

1. The preliminary certificate verification will be done based on scanned copies of
original documents uploaded and as per norms.
2. In case of any doubt, enquiry will be done over phone to establish the veracity and
correctness of documents.
3. Provision/Link for exercising options will be made available on the website i.e.
http://edcetadm.tsche.ac.in before the commencement of the web options entry.
4. List of Provisionally selected candidates will be prepared College wise and placed in
the website i.e. http://edcetadm.tsche.ac.in and SMS will be sent to the valid mobile
number furnished in the application.
5. Tuition fee has to be paid through challan at the designated bank. The candidates who
secured seat (provisional allotment) in the counselling can download the fee payment
challan and joining report from the website.
6. Final allotment of seat for admission is subject to satisfactory verification of all
original certificates at reported college and producing fee paid challan.
7. Candidates have to report to the concerned college and produce all original certificates
within the stipulated time.
8. Allotment order will be issued by the principal/verification officer at the allotted
college only after successful verification of all original certificates. The joining report
has to be signed and submitted at the allotted college along with original T.C.
9. Candidates have to submit two sets of attested copies of all certificates at the respective
colleges, one set is meant for submission to the office of the Convener.
10. If the candidate cancels his/her admission, tuition fee will be forfeited as mentioned
below:
• After first phase, full tuition fee will be refunded.
• 50% of the amount after final phase and before cutoff date notified for cancellation
in allotment order and 100% thereafter.

f. Rules of Reservation for admission.


Admissions will be made as per rules of reservations in vogue at the time of Counselling.
1. Cent-percent (100%) of seats in University College and 75% of the sanctioned intake of seats
in unaided (affiliated), non-minority and minority professional institutions will be filled by
the Convener TS Ed.CET-2024 Admissions.
2. In the affiliated Colleges of Telangana State, admission to 85% of the convener quota of seats
shall be reserved for the local candidates of Telangana State and the remaining 15% shall be
Un-reserved seats.
3. The candidate shall satisfy Local / Non local status as per GO.No.646 Edn. (W1) department
dated 10-07-1979 and Presidential order. The Non local candidates are eligible for 15%
unreserved seats only. The local candidates are also eligible for 15% unreserved seats along
with 85% seats reserved for local area.
4. The candidates belonging to EWS (Economically Weaker Sections) who are not covered
under the scheme of reservation for SCs, STs and BCs shall get 10% reservation in educational
institutions in the State of Telangana.
5. Reservation for various categories:
a. Categories (as per G.O.Rl.No.:550 dated 30.07.2001, G.O.Ms.No.33 dated 08-02-
2021)

6. The Principals are directed to fill up the management quota of seats in their respective colleges
by issuing a separate notification in the leading daily Newspapers and following TSCHE
guidelines. Candidates should be admitted as per admission rules in vogue. The details
of the seats filled under “Management Quota” shall be communicated to the “Telangana
State Council of Higher Education (TSCHE)” for necessary approval and ratification.
