Hughesville Borough Council Minutes

December 12, 2011 - 7:00, PM


Council members and staff present Jeffery Berger, Andrew Mook, Curtis Michael, Mary Burns, James Savage, Richard Smith, Mayor Walter Reed, Randy Seese, Dale Cahn, Dolores Moyer and Chief Gill The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger followed by the Pledge of Allegiance. Guests and Visitors: Don Myers was presented with a Certificate of Appreciation for his years of involvement with the East Lycoming Recreation Authority. Myers was a charter member of the Authority. Approve Agenda: December 12, 2011 Mook moved, seconded by Burns. Motion passed. Approve Minutes: November 28, 2011 Michael moved, seconded by Mook. Motion passed. Solicitors Report: Randy Seese Police Report: Gill requested approval of a few extra dollars if necessary to pay tax on camera that was approved at the last meeting. Savage moved, seconded by Mook. Motion passed. Mayors Report: Reed said gazebo ribbon cutting took place as well as the tree lighting last Friday evening; it was nicely attended and a real asset to the community. Emergency Management Report: Bressler dropped off EMA cd for review by Council, meeting & suggestions will be made in the future. Public Works Report: Cahn said leaf collection is complete and Muncy Borough has borrowed our leaf vacuum while theirs is being repaired. Water Report: Accept October and November minutes Smith moved, seconded by Burns. Motion passed. Zoning Report: Code Inspections, Inc attached November report East Lycoming Recreation Authority: Request copy of minutes Hughesville-Wolf Authority: Request copy of minutes General Fund - Check# 7242-7262 $20,803.35 Payroll - Direct Deposit 27,026.02 ACH Debits 19,779.87 Smith moved, seconded by Burns. Motion passed.

Treasurers Report:

Borough Secretary: Moyer said she still hasnt received a copy of the Fire Department questionnaire sent months earlier; Mook said he would get an answer in the next day or two if not we will use the old census figures for the workers compensation billing. Business: y y y y y y y Appointment to the Water Authority Board. Smith moved to appoint Dave McConnell, seconded by Mook. Motion passed. Approve 2012 fees for Police and Non-uniform Pension Funds, an increase of $500 annually to each fund. Mook moved, seconded by Michael. Motion passed. Letter of interest and appointment to East Lycoming Recreation Authority. Smith moved to appoint Brenda Smith of Hughesville Borough, seconded by Savage. Motion passed. PennDot recommendations for traffic on Routes 118 and 405. Commissioner Wheeland letter request copy of watershed program Letter from Ann Gehret regarding County Inauguration Ceremony Final approval of 2012 Budget. Burns moved, seconded by Michael. Motion passed.

Ordinance 2 of 2011 Tax Levy Ordinance at 5 mills for real estate Review Banner Ordinance/Resolution; will discuss further in 2012 Meeting schedule for 2012. Burns moved seconded by Michael. Motion passed. Hourly increase of 50 cents for fulltime employees starting 1/01/2012. Savage moved, seconded by Burns. Motion passed. Take $12,000 of fund balance surplus and contribute $6,000 into pension funds and move $6,000 for equipment into Capital Fund. Savage moved, seconded by Mook. Motion passed. After additional discussion Council decided to transfer an additional $13,000 of the reserve into Capital for building renovations. Smith moved, seconded by Mook. Motion passed.

Committee Reports: None Adjournment: 8:40 PM Went into close session, no further business to be discussed. Mook moved, seconded by Smith. Motion passed.
