1.0. SCOPE

This method statement covers work processes to be adopted for the Site Preparation & Development during
the establishment of site temporary facilities including temporary access/roads, fence, offices, fabrication car
yard, Store, utilities, etc. with consideration of associated hazards and control measures.

4.0. GENERAL AND SAFETY REQUIREMENTS

• Risk Assessment shall be prepared including mitigation measures, and responsibility for
implementation. This shall be coordinated with site Safety In-charge and attached to this method
statement.
• Before commencing any work, all permits shall be checked and ensured that they are valid until
completion of activity.
• All works shall be referred to the approved Drawings and specifications.

• All staff and workmen shall wear Personnel Protective Equipment (PPE).
• Supervisor to be available at workplace for proper supervision during the execution of the activity.
• All personnel shall be cautioned while working near live lines and other services.
• Toolbox talks shall be conducted every day before commencement of work.
• It shall be ensured that all men working in high-level are wearing necessary safety harness complying
with the safety requirements and following precautionary measures on safety aspects.
• All equipment shall be calibrated and accompanied by competent operators prior to commencement
of any work.
• Accumulated debris shall be cleared from the work site on daily basis.

5.0. RESPONSIBILITIES
Below-mentioned personnel with the responsibilities entrusted to them shall be responsible for carrying
out below mentioned works. In addition to their roles and responsibilities disseminated in the Project
Quality & EHS Plans and the following specific activity functions shall be carried out:
5.1 Construction Manager

• Reporting to the Project Manager and assisted by construction team as indicated in the project
organization chart.

• Ensure that method statement is prepared, established & control measures taken before starting the
work and guiding the team for implementation.

• Follow-up & coordinate with design engineering team for preparation of Coordinates drawing layout.
• Conduct training and awareness program for all personnel deployed for the activity.

5.2 Site Engineer


• Directly reporting to the Construction Manager.
• Prepare method statement, take approval, and implement.
• Execute works according to the latest approved method statement, Coordinates drawing Layout, and
contract specifications/OTS.
• Orient/train the team to implement the method statements effectively.

• Maintain related records.


• Coordinate with surveyor for survey works.

5.3 Foreman

• Directly reporting to the Site Engineer.


• Responsible on his own discipline for direct execution of works according to the plan.
• Directly control and instruct the working personnel.
• Ensure that works are performed with proper tool, equipment, and PPE’s.
• Ensure regular housekeeping of the entire work area.

5.4 Surveyor

• Study drawing and establish control points as per plot plan / approved drawing.
• Acquire information from reference station/s & datum level provided by client; establish new control
points at site & cross verify with reference station/s and datum level.
• Conduct surveys, prepare survey report, and maintain records.
• Provide route markings and obtain approvals.
• Ensure calibration of survey equipment and its maintenance.

5.5 QA/QC Engineer

• Quality In-charge shall review the method statements and ensure all requirements are included.
• Schedule inspection of works in coordination with Site Engineer.
• Prepare and maintain inspection logs, records, and obtain approval from client.
• Inspect the measuring equipment for calibration.
• Review Quality Control records and ensure correctness.

5.6 Safety In-charge and requirements

• Disseminate HSE requirements specific to the activities involved and facilitate implementation.
• Prepare and coordinate the implementation of Risk Assessment plan.
• Ensure that work is carried out in safe manner in coordination with Site Engineer, sub-contractors, etc.

• All concerned parties shall be exposed to the method statements applicable to their working scope
and must attend a safety briefing prior to carrying out any works on site.
• All personnel shall ensure safe working conditions prior to the start of work.
• Great emphasis shall be made on all matters of health, safety, and environmental both in the
workplace, and to the public during the execution of works.
• Personal Protective Equipment (PPE) shall be issued to all employees and visitors. PPE includes
reflective vest, safety shoes, hard hat, gloves, and safety goggles (if required). The usage of proper PPE
is always mandatory for all personnel at all times they are on site.
• Dust masks and eye goggles shall be used in windy weather.
• All the required plants and equipment should be certified and safe for usage on site. Certification
should always be with the operator.
• A manual pit at a suitable depth shall be conducted under the boreholes location to ensure that the
site is clear from underground utilities.

6.0. TOOLS AND EQUIPMENTS


The following are the tools and tackles and Equipment identified for the scope of the work and shall be
deployed as per the requirements:
• Surveying Instrument (GPS / Levelling Instrument)

• Measuring Tapes, Spray Paints, Markers

• Excavator, Roller, Grader, Compactor, Trailer and/or Truck Mounted Crane, Crane (as applicable)
• Relevant Hand Tools
• Personnel Protective Equipment (PPE)

• Diesel Generator (Power source)

• Forklift (as applicable)

7.0 WORK METHODOLOGY:


7.1 Site planning/ preparation
• All necessary permits for manpower, material, equipment, and machineries shall be secured prior to
entry to project site.

• All PC properties shall be recorded in the presence of PC representative and shall be protected from
any damage.
• Lifting plan shall be prepared and approved before commencement of any lifting activity.
• Traffic management/ routing/ access shall be planned properly.
• Utility routes will be examined through a cable detector in order to locate and protect all underground
services.
• If required, trial pit / excavation shall be done to expose the underground utilities and to define the
exact level/ location of utilities. Manual excavation using insulated hand tools is encouraged wherever
live underground services are detected.
• Dust control measures will be implemented at site properly by spraying the water continuously.

7.2 Temporary Site Works


• Site temporary access/ roads
▪ Site grading and levelling for the required temporary access/ roads shall be referred to the
approved lay out plan.
▪ Area for temporary access may be excavated/ cut or backfilled depending on the site existing level
using excavator, roller, grader, and compactor until it is visually satisfactory. Test on level ground
may be conducted internally if the area is not satisfactory or as per project requirement.
▪ Suitable subgrade/ sub-base material shall be provided to replace the existing soil (if required).
▪ All PC property, for example transmission line culverts etc. shall be protected by concrete hard
barricading.
▪ In traffic management proper signage shall be provided wherever it is required.
• Temporary Fence
▪ All fence foundations shall be laid on the locations marked by the Surveyor from the approved site
layout plan.
▪ Foundations for temporary fence shall be laid over the levelled ground using cast in-situ concrete
of 300x300x400mm size with poles inserted to them; the horizontal or diagonal members and the
chain link shall be attached/ fixed to the poles as per the recommendation of the supplier.

• Temporary offices
▪ Establish the locations of site temporary facilities including the temporary site office as per the
approved site layout plan.
▪ Level the area using roller, grader, and compactor until it is visually satisfactory. Test on levelled
ground may be conducted internally if the area is not satisfactory.
▪ Foundations for porta cabin shall be laid over the blinding concrete using solid blocks of
200x200x400mm size or with precast concrete blocks and foundation should be laid for at least
Seven days prior to installation of porta cabins.
▪ Ensure that the crane, operator, lifting tools, and tackles are tested, and third party certified.
▪ Porta cabins shall be transported to the site using trailer trucks and off-loaded directly to the
foundations using suitable crane.
▪ Install the porta cabins on the foundations with necessary lifting arrangements and construct the
steps on the locations of entry/exit doors.
• Septic tank/ Water tank/ Plumbing
▪ Site clearance/ Excavation permit should be taken prior to carrying out any kind of excavation
activities for the temporary facilities (as applicable).
▪ Carry out the excavation for septic holding tank, manholes, and trenches as per the approved lay
out plan.
▪ UG FRP Sewage tank shall be placed below the ground level and construction of Production of
hollow block wall (single layer) around the septic tank.
▪ PVC Water tank shall be located on highest possible location to ensure gravity flow. It will be
placed on the RCC foundation (200mm Thickness).
▪ All necessary plumbing/ pipe connections/ fittings shall be installed to ensure that all utilities are
functioning.
• Temporary Smoking sheds/ Fabrication Car areas
▪ Erect sheds for the diesel generator (DG); each DG set shall be provided with proper earth rod/
grounding and clamp.

▪ Carpentry workshop, rebar/ formwork fabrication area, smoking/ rest area, and water tanks shall
be provided with proper sheds.

• Installation of electrical/ telecommunication/ A/C units


▪ All cables/ wires, joints, switch boxes, and all necessary items shall be installed for electrical, and
telecommunication works.
▪ Lighting and A/C units shall be installed on the locations as per the approved site layout plan.
▪ Lighting poles of 3m height with LED lights (150w) (at least 02 leaf), HDG "J" bolts (16mm dia) shall
be provided with concrete Pedestal (800x 800x 1000 mm) around the fence.
• Emergency Facilities
▪ Emergency facilities such as first aiders, first aid boxes, and fire extinguishers shall be provided
adequately to the whole area.
• Hazardous materials / Liquid chemicals
▪ Hazardous materials like diesel, paint, etc. shall be stored in metal containers away from ignition
source.
▪ Liquid chemical will be stored in a secondary containment (if any).
• Waste collection/ Dust bins
▪ Waste shall be segregated and placed on the provided waste collection skips.
▪ Dust bins will be provided in all areas (wherever required).
▪ Proper arrangements shall be made to collect all waste in & around the site at regular intervals.

7.3 Labor Camp Works


• Temporary access road for labor camp
▪ Camp site grading and levelling for the required temporary access roads shall be referred to the
approved lay out plan.
▪ Area for temporary access may be excavated/ cut or backfilled depending on the site existing level
using excavator, roller, grader, and compactor until it is visually satisfactory. Test on level ground
may be conducted internally if the area is not satisfactory or as per requirement.
▪ Suitable subgrade/ sub-base material shall be provided to replace the existing soil (if required).

ground may be conducted internally if the area is not satisfactory.

per the approved lay out plan.

▪ Level the area using roller, grader, and compactor until it is visually satisfactory. Tests on levelled
ground may be conducted internally if the area is not satisfactory.
▪ Establish all facilities for every courts and cricket ground.

• Installation of electrical/ telecommunication/ A/C units

telecommunication works.
▪ Lighting and A/C units shall be installed on the locations as per the approved site layout plan.

Proper arrangements shall be made to collect all waste in & around the site at regular intervals.

9.0 Health, Safety & Risk Assessment:


To ensure security directives during the execution of earth works, all activities shall be monitored in
compliance with relevant standards, codes and procedures described in the HSE manual and project
specification as minimum as follows:
a. A safety officer shall be on site during the execution of work.
b. Daily toolbox meetings shall be conducted as mandatory.
c. The following safety requirements shall be fulfilled.
d. Safety barricade shall be prepared wherever necessary.

e. Necessary safety sign boards shall be provided as required.


f. All workers shall be provided with job specific personal protective Equipment.
g. Safety flickering lights shall be provided for night-time indication.
h. All equipment shall be inspected by the approving authority prior to the start of the work.

i. Working equipment shall be equipped with amber lights, homes, safety guards etc. as required per
safety provisions.
j. Any incident at this site shall be immediately reported to the company and recorded.

k. Weekly safety statistics reports, and safety performance reports shall be prepared and recorded.
