Creation of CIA

 In 1942 the creation of OSS(office of Strategic


Services )
 in 1947 president Truman singed the
National Security Act establishing the CIA

 The Act also Created a Director of Central


Intelligence (DCI )
 The DCI serves as the head of CIA

The CIA responsibilities

 In 1947 the Office of Reports and Estimates


(ORE)
 In 1950 Director of DCI Walter Bedell Smith
Divides ORE in three offices:
1. Office on national Estimates
2. Office of Research and Report
3. Office of Current Intelligence

 DCI Smith establishes the Direction of
intelligence to replace ORE
 President Truman, an avid reader of CIA
Bulletin, direct CIA to brief presidential
Candidates Eisenhower and Stevenson .

 1960 the Director of intelligence creates a


small staff to identify intelligence problems.
 1963 the 24- hours CIA Operations is
established.
 1964 president Johnson wants his
intelligence product at the close of each
business day.

 1977 The DI is reorganized and renamed the National


Foreign Assessment Center (NFAC), which includes a Center
for Policy Support and the Offices of Regional and Political
Analysis, Scientific Intelligence, and Weapons Intelligence.
 1980 – The Arms Control and Intelligence Staff is established
in NFAC for intelligence support on arms control issues.
 1988 – The Counterintelligence Center is established; like
the Counterterrorism Center, it includes DI officers who
provide analytic support.
 1989 – The DCI Counternarcotics Center is established to
bring together officers from across CIA, the Intelligence
Community, law enforcement, and policy agencies.

The “ Bay of Pig’s Invasion”

• 1960 Cuba With Fidel Castro the only country


in Western hemisphere to adopt communism.
• A threaten for USA.
• March 17, 1960, President Eisenhower asked
the CIA to "organize the training of Cuban
exiles, mainly in Guatemala”
• On March 11th, President Kennedy gave the
green light for the mission, but he reserved
the right to cancel it with 24 hours notice.
WHO DECIDES WHEN CIA SHOULD
PARTICIPATE IN COVERT ACTIONS,
AND WHY?

•Only the president can direct the CIA to


undertake a covert action.

• Such actions usually are recommended by


the National Security Council (NSC).
WHO IS A SPY?  ARE THERE SECRET
AGENTS LIKE JAMES BOND WITH
SECRET GADGETS?
• A spy is someone who provides classified information about his
country to another country.
• To clarify, CIA operations officers recruit foreign agents (you could
also call them spies) who pass information to CIA.
• CIA operations officers do use some nifty "spy gadgets," and, while
their jobs do occasionally present risks and challenges equal to the
most exciting movies, for the most part, they are not nearly as
glamorous or thrilling.
• Operations officers comprise only a small portion of the whole CIA
workforce.
• Being an operations officer demands a forceful personality, keen
intellectual ability, toughness of mind, and a high degree of personal
integrity, and courage.
