Administration
In order to properly appreciate the context of
Philippine public administration, it may be helpful
to retrace the history and evolution of the broad
discipline and examine the various strands and
influences that have influenced the theory and
practice - the praxis - of public administration
in the Philippines.
The discipline of public administration can be
divided into two major phases: the traditional /
classical phase from the late 1800s to the 1950s,
and the modern phase from the 1950s to the
present.
The modern phase can be further divided into
the following subphases: development
administration (1950s to the 60s), new public
administration (1960s to the 70s), new public
management and reinventing governance (1980s
into the 90s), and finally public administration
as governance (1990s into the present).
Table1 is an indicative matrix that reflects the
phases in the evolution of public administration.
