WHAT DOES

THE PUNJAB CIVIL SERVANTS ACT – 1974

PROVIDES FOR THE LEAVE


“A Civil Servant Shall be Allowed Leave in
Accordance with the Leave Rules Applicable to
him; Provided that the Grant of Leave Shall
Depend on the Exigencies of Service and Shall be
at the Discretion of the Competent Authority.”
(Section -- 17 of the Punjab Civil Servants Act – 1974)

F.D. has been authorized by the C.M. for extension in
leave from (5) years to (8) & (2) years to (5) years, on
specific recommendation of the Administrative Department
concerned and clearance from S&GAD(Regulation Wing),
provided the extension is required for Higher Studies,
Health Grounds and reasons beyond control of civil
servant. However, for further EOL for (5) years in all other
cases a civil servant have to complete service of another

the Rules on the Basis of Reasons Beyond

the Control of A Civil Servant.

FINANCE DEPARTMENT

NO. FD. SR.II/2-97/2019. In exercise of the Powers


conferred under section 23 of the Punjab Civil Servants Act
1974 (VIII of 1974). Governor of the Punjab is Pleased to
make the following amendment in the Revised Leave Rules,
1981 with immediate effect:

In the Revised Leave Rules, 1981:
1) In rule 17:
(a). In the heading the word “refused” shall be omitted.
(b). In sub rule (1), the words “for the leave refused to him” shall be
omitted.
(c). In sub rule (2), the words “refused partly and” and “of such leave
so refused” shall be omitted.
(d). In sub rule (3), the words “in lieu of such refused LPR” and ”for
period of leave so refused” shall be omitted and
(e). In sub rule (4), the words “in lieu of such refused leave” shall be
omitted.

In the Revised Leave Rules, 1981:
2). After rule 36, the following shall be inserted;

“37. Relaxation of Rules. The chief minister may relax any


of the rules on the basis of reasons beyound the control of
a Civil Servant”

Encashment of [Refused] Leave Preparatory to Retirement. (1). If, in

Case of Retirement on Superannuation *(or Voluntary Retirement on

Completion of Twenty Five years qualifying service for retirement and

or attaining (55) Years of age which ever is later) a civil servant

cannot, for reason of public service be granted Leave Preparatory to

Retirement duly applied for in sufficient time, he will in lieu in

thereof, be granted Lump Sum leave pay for the leave [refused to

him] subject to a maximum of @ 365 Days leave on full pay.

Retirement.
(2). Such leave can be [refused partly and] sanction partly
but the cash compensation shall be admissible for the
actual period [of such leave so refused] not exceeding @
(365 Days).

Retirement. (3). The payment of leave pay [in lieu of
such refused LPR] may be made to the civil servant either
in Lump Sum at the time of retirement or may, at his
option be drawn by him month-wise [for the period of
leave so refused].

(4). For the purpose of Lump Sum payment [in lieu of
such refused leave] only the Senior post allowance will
be included in leave pay so admissible.
